This research studies the strategy of risk evaluation of China government bonds with the latest data. The angle of evaluation focuses on the interest rate and the stability risk, employing the EWMAVaR and SVM methods. The weights of each risk indicator are determined by the entropy method. Experimental results show that the risk of government bonds is stable in recent years. However, the impact of COVID-19 cannot be ignored because the risk level increased in the year 2020. The issuing of one trillion special antipandemic bonds could explain the fluctuation of the market because the fiscal incomes of Chinese government decreased in 2020 and could not be recovered in a short time. The experimental results show that the method proposed in this paper has a better performance than the existing methods, and it can help well in realizing the risk assessment of government bonds.

Abstract Inland floating photovoltaic power plants (IFPPPs) are the key to making full use of water advantages to develop solar resources in the future. Identifying the investment risk is an important prerequisite for promoting the projects on a large scale. This paper proposes a model to assess the investment risk of IFPPPs in China. First, this paper identifies the investment risk factors and establishes an evaluation indicator system from four aspects. Second, the indicator data are collected and described by adopting hesitant fuzzy linguistic term sets and triangular fuzzy numbers to ensure soundness and completeness. Third, a weighted method combining the best–worst method and the entropy method are utilized to determine the indicator weights under the consideration of the impact of subjective preferences and objective fairness. Fourth, the results show that the overall risk level of China’s IFPPPs is ‘medium low’. Fifth, sensitivity analysis and comparative analysis are implemented to examine the stability of the evaluation results. Finally, this paper also provides some risk-response strategies for the development of China’s IFPPPs from economy, society, technology and environment.

Abstract Many analytical and numerical models exist that can describe the effect of single projectile impacts on steel targets. These models are not adequate for the evaluation of live fire shoot house containment systems, which are subjected to repeated impact loading from small caliber projectiles over the lifetime of the structure. Models assuming perfectly rigid projectiles over-predict penetration depths. Models assuming rigid targets cannot predict any penetration, and hydrodynamic models are best suited to high velocity impacts well above the ranges of conventional ordinance. Development of sufficient analytical or numerical tools using traditional techniques would be either intractable, empirically based and unique to a given scenario, require unique material properties that are not commonly available, or require significant computational effort. Due to the limited amount of empirical data on multiple impact failure, classical reliability methods are not suitable for assessing the probability of containment system perforation. Using existing experimental results of .223 caliber ammunition against AR500 steel panels with 2-inch ballistic rubber, a commonly found protective system in these facilities, the cumulative effects of multiple projectiles were quantified to estimate the number of impacts required to perforate the target material. Impacts were simulated from normal distributions of the x and y coordinates describing the impact point using a cartesian coordinate plane. The impact resistance of the steel was also simulated from a triangular distribution to account for the variability of the experimental results. Monte Carlo Simulation was then used to estimate the expected number of impacts to cause failure at a single point on the target. Using this collective model, it was possible to determine that the distribution of the number of rounds to cause target failure approached a normal distribution. The results indicated that the mean impacts at failure was 11800 with a standard deviation of 800 impacts. Finally, targeting the allowable risk level for structural failure from the JCSS probabilistic model code from the simulated normal distribution, it was determined that the safe number of impacts was approximately 7996. Decision makers can utilize the safe number of impacts to inform training guidance for the future use of facilities and to develop effective inspection requirements. This model can also be adapted to evaluate similar training facilities and to assess how other small caliber projectile impacts would affect live fire shoot house containment systems, providing a useful tool for the design and analysis of future and the assessment of existing facilities for use with ammunition that did not exist during its design.

Indonesia changes the name of the sea in its Exclusive Economic Zone, which initially changed the name of the South China Sea to North Natuna Sea. The change in the name of the North Natuna Sea in Indonesia was protested by the Chinese government, given the abundant natural resources that made other countries especially China want to seize this region. Not only that, the North Natuna Sea is also one of the legal conflicts. The Indonesian government must increase awareness in terms of security and national defense in protecting sovereignty, especially in the North Natuna Sea. This study uses a normative juridical method and uses a legislative approach, a case approach, and a conceptual approach in this case literature study of library materials so that it can be called library legal research. The impact of the change in the name of the North Natuna Sea internally, the change in the map of Indonesia in the North Natuna Sea because this change can be implemented without external parties. External impact, Indonesia received recognition from other countries that the name of the Indonesian sea has changed its name. And efforts made by Indonesia to secure the stability of the North Natuna Sea.

Stable land rights can increase farmers’ expectations regarding the future and encourage their adoption of green production methods, which is an important guarantee for promoting the development of green agriculture development. This paper takes the fertilizer use as an example and systematically investigated the impact of land tenure stability on the green production behavior of heterogeneous farmers based on a field survey data of 349 cotton-planting farmers from Xinjiang, China. Furthermore, this research aims to assess the differential impact of land tenure stability on different risk preferences, organizational forms and ethnic groups. This study is a continuation of previous studies on factors influencing green production behavior. The results show that land transfers have an inhibiting effect on farmers’ green production behavior and this effect is more significant among risk-averse farmers, local farmers and minority nationalities farmers. The land tenure period can promote the green production of farmers and alleviate the restraining effect of land transfers on farmers’ green production behavior. Additionally, farmers of Xinjiang Production and Construction Corps (XPCC) and large-scale households are more inclined to green production. The Chinese Government needs to further promote land transfer to large-scale households, improve the stability of land rights and adopt differentiated policies for heterogeneous farmers to encourage their green production.

This paper investigates the impact and relationship of international students’ inflow with export and import trade based on the panel data of 28 provinces in China from 2000 to 2016. However, due to the remarkable differences in economic and social development across various regions, the characteristics and patterns of international students’ inflow in different Chinese provinces are significantly large. Our study finds that International students’ inflow will promote the development of the host country’s export and import trade. The results show that international students’ inflow is positive and statistically significant in the Fixed Effect (FE) and the Generalized Method of Moments (GMM) estimation. This paper empirically investigates the impact of international student inflow on China’s export and import trade. However, the impact of export and import trade of different modes have certain regional differences. Our study proposes that the Chinese government should attach greater importance to the role of international students’ inflow to promote import–export trade. Attracting international students’ needs effective strategies and policies to promote the flow of international trade, and improve the stability of the sustained growth of export and import trade.

Abstract Work objective includes the development of risk level estimation method for the implementation of the business processes reengineering projects at the instrument-making enterprises based on fussy set theory. The article analyzes and highlights the risks in the system of project management and reengineering programs for business processes at enterprises. The risk groups and their types that can arise during the reengineering of business processes at instrument-making enterprises are systematized and allocated, in particular: investment, financial, organizational, technical, technological, operational and informational. To assess the impact of these risks on the effectiveness of reengineering projects, a method based on the theory of fuzzy sets is proposed.

SummaryCase reports cited in Medline or Biological Abstracts (1966-1996) were reviewed to evaluate the impact of vitamin K1 dietary intake on the stability of anticoagulant control in patients using coumarin derivatives. Reported nutrient-drug interactions cannot always be explained by the vitamin K1 content of the food items. However, metabolic data indicate that a consistent dietary intake of vitamin K is important to attain a daily equilibrium in vitamin K status. We report a diet that provides a stable intake of vitamin K1, equivalent to the current U.S. Recommended Dietary Allowance, using food composition data derived from high-performance liquid chromatography. Inconsistencies in the published literature indicate that prospective clinical studies should be undertaken to clarify the putative dietary vitamin K1-coumarin interaction. The dietary guidelines reported here may be used in such studies.

Subject. The article discusses the momentum in finance. Objectives. The study reveals the impact of financial momentum as the unity of antipodes in the development of the national economy. Methods. The study is based on a systems approach and methods of descriptive statistics. Results. I discover the ultimate goal of globalization, i.e. the substantive simplification of national economies and strengthening of global economic ties. The goals determine the logic tendency of national economies for reducing the interest rate so as to gain the financial momentum and, consequently, fanning the crisis risk in the global financial system. The global financial system became the substance of global economic processes, which determined development opportunities of national economies. I reveal what countries have the high and low financial momentum. Conclusions and Relevance. Being the unity of antipodes in the modern economic development, financial momentum causes countries to lose their economic identity, making them just functions of the global financial system. The cyclical development model of national economies is replaced with the metron model that rests on fluctuating advanced economies with the low financial momentum at its bottom and emerging economies at its top. The findings crystallize the concept and new competencies for a person who decide on the determination and performance of financial regulation activities.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China,2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China.
