The paper highlights key challenges facing the Government of India’s welcome initiative of Universalisation of Secondary Education. The challenges identified are in five areas: political will and social commitment, policy design and implementation, quality, inequality and governance. Five broad questions are raised for deliberation and debate. First, how adequate is the level of political will and social commitment to universalise secondary education? Second, how realistic and implementable are this designs of the recent initiatives announced by the Government of India? Third, are the planned measures to improve the quality of education adequate to produce the desired outcomes? Fourth, are the recommended interventions to reduce inequality likely to produce equitable outcomes by 2020? And finally, are the measures planned by the initiatives to improve governance sufficient and appropriate?

Curriculum in Indonesia is always related to the constellation of power, and therefore the direction and substance of the curriculum are determined by the decision of state authorities and non-state subsystems, or complying to a certain notion and concept of education. Constellation of power and complexity of curriculum can be seen in the instruction of Competency-Based Curriculum (KBK), school-based curriculum (KTSP) and 2013 Curriculum. After all, there is no guarantee that these curriculums will be able to develop students’ competency and build their character in line with the national education goals as mandated by Law No. 20/2003 on National Education System. In fact, there is nothing wrong with the curriculum; it is the fault of policy makers of education. The Indonesian people need political will of the government. Curriculum is not the only factor that determines the quality of education. Nor is it the only tool to realize the vision of education. However, curriculum can serve as a strategic device to seed the interests of power. Changes in curriculum in fact generate a strong constellation of power in the curriculum itself, especially in determining the content of education, so no wonder education in Indonesia is “subjugated” by curriculums with business and political interests.

English: The research study area presented under the title "Improvement and quality of education in primary and secondary school in Lalitpur district". The global economy of the 21st century can thrive in an environment that is based on creativity and imagination, critical thinking and problem-solving skills. There is a strong positive relationship between empirical analysis, economic progress and education. According to the 2011 census in India, school-aged children between the ages of 6-14 years have a huge population of 30.5 million, which is about 25 percent of the total population. The goal of development is to focus on the quality of primary and secondary education by 2030. The Prime Minister of India, Shri Narendra Modi has said in one of his speeches (Mann Ki Baat) about the importance of quality. "Till now the focus of the government was the spread of education across the country but now the time has come to focus on the quality of education Should be given and now attention should be given to schooling knowledge.” In this regard, Human Resources Minister Prakash Javadekar has said that" Top priority to improve the quality of education in the country, primary and secondary education facing challenges, 16 percent of 19.67 crore children in 14.5 lakh primary schools under the Sarva Shiksha Abhiyan and 16 percent of the schooling at the secondary level. Has decreased. Thus, to improve the quality of education, skill technical, innovation training technology, information technology employment, education development mission and vocational employment education are urgently needed.   Hindi: प्रस्तुत शोध अध्ययन क्षेत्र ‘‘ललितपुर जनपद में प्राथमिक एवं माध्यमिक विद्यालय में शिक्षा की गुणवत्ता में सुधार एवं चुनौतियाँ ‘‘ शीर्षक के अन्तर्गत अध्ययन किया है। 21 वीं शताब्दी की वैश्विक अर्थव्यवस्था ऐसे वातावरण की उन्नति कर जो रचनात्मकता एवं काल्पनिकता , विवेचनात्मक सोच और समस्या के समाधान से सम्बन्धित कौशल पर आधारित है। अनुभवमूलक विश्लेषण , आर्थिक उन्नति एवं शिक्षा के मध्य सुदृढ़ सकारात्मक  सम्बन्ध होते है। भारत में 2011 की जनगणना के अनुसार स्कूल जाने वाले बच्चों की आयु 6-14 वर्ष के मध्य 30.5 करोड़ विशाल जनसंख्या है जो कुल जनसंख्या का लगभग 25 प्रतिशत है।  विकास का लक्ष्य 2030 तक प्राथमिक एवं माध्यमिक शिक्षा की गुणवत्ता पर ध्यान देने की आवश्यकता है। भारत के प्रधानमंत्री श्री नरेन्द्र मोदी जी ने अपने एक एक उद्बोधन (मन की बात) में गुणवत्ता के महत्व में कहा है ‘‘ अब तक सरकार का ध्यान देश भर में शिक्षा का प्रसार था किन्तु अब वक्त आ गया है कि ध्यान शिक्षा की गुणवत्ता पर दिया जाय और अब स्कूलिंग ज्ञान पर ध्यान देना चाहिएं।‘‘  इस सम्बन्ध में मानव संसाधन मंत्री प्रकाश जावडे़कर ने कहा है कि ‘‘ देश में शिक्षा की गुणवत्ता में सुधार की सर्वोच्च प्राथमिकता, चुनौतियों का सामना करके प्राथमिक एवं माध्यमिक शिक्षा, सर्वशिक्षा अभियान के अन्तर्गत 14.5 लाख प्राथमिक विद्यालय में 19.67 करोड़ बच्चों की प्राथमिक स्तर पर 16 प्रतिशत तथा माध्यमिक स्तर पर 32 प्रतिशत बच्चों की स्कूली शिक्षा में कमी हुई है। इस प्रकार शिक्षा की गुणवत्ता को बेहतर बनाने के लिए कौशल तकनीकी, नवाचार प्रशिक्षण तकनीकी, सूचना तकनीकी रोजगार , शिक्षा विकास मिशन तथा व्यावसायिक रोजगार परक शिक्षा की अति आवश्यकता है।

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

Vocational schools (SMK) is a secondary education that preparesstudents primarily for working on a particular field. Diverse efforts made by SMKgraduates increased 8 Medan include improving the quality of education byreforming both the substance of the material and the provision of facilities andinfrastructure. However, the results have not been up, cermatan can be seen fromthe low competence of graduates, making it less able to play a role in meeting thedemands of the workplace. Assumed to be an indication of the quality of learning isstill performed during less effective, less efficient and unable to increase studentinterest. In order to achieve maximum learning outcomes is through theimprovement of learning strategies to utilize the educational facilities in accordancewith existing conditions, ie, by examining one of the subjects namely Constructiondressmaking pattern. Construction material pattern done with learning strategyapproach manipulated into two comparing results STAD cooperative learningstrategies and learning strategies expository and compare the results with thelearning characteristics of students with high and low interest in learning onlearning outcomes Pattern Construction.

The article deals with the world rating of Ukrainian educational sphere according to The Global Competitiveness Report and UNESCO Science Report. It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

The existence of the board of education in the province of Jakarta is a form of responsibility and community participation in education. Board of education was positioned as a companion to the government, whose presence is expected to be a strategic partner between the public and the government in the management and organization of education. Duties and functions of the provincial board of education is to provide recommendations to the governor about the the access and quality of education services. As the forum community participation, DKI Jakarta provincial education boards also helped encourage accountability and transparency of the use of public funds with the organizers that the school education department and school committees in open access usage of school funds to the public

At the heart of all policy design and implementation, there is a need to understand how well decisions are made. It is evidently known that the quality of decision making depends significantly on the quality of the analyses and advice provided to the associated actors. Over decades, organizations were highly diligent in gathering and processing vast amounts of data, but they have given less emphasis on how these data can be used in policy argument. With the arrival of big data, attention has been focused on whether it could be used to inform policy-making. This chapter aims to bridge this gap, to understand variations in how big data could yield usable evidence, and how policymakers can make better use of those evidence in policy choices. An integrated and holistic look at how solving complex problems could be conducted on the basis of semantic technologies and big data is presented in this chapter.
