Beyond “Little Taipei”: The Development of Taiwanese Immigrant Businesses in Los Angeles

Both in their choice to settle in predominantly noncoethnic neighborhoods and in their economic development, recent Taiwanese immigrants in Los Angeles represent a fundamental break with the past. It is this new type of economic development that brings an unprecedented impact on the society at large. However, these unique features of Taiwanese immigrant business and their implications to the host society remain understudied. Quantitative as well as qualitative methods were employed in this study. The data were obtained from document files, field observations, in-depth interviews, U.S. census data, and a telephone survey of 310 Taiwanese business owners in the greater Los Angeles area. The data analysis closely examined entrepreneurial process, ethnic integration, and industrial diversity among Taiwanese immigrant businesses. Provided with entrepreneurial capacity, Taiwanese enterprises grow rapidly within the context of Los Angeles's economic restructuring and dependency on Asian Pacific trade.

Business improvement districts (BIDs) are a form of special purpose government that utilize special assessments on real property to deliver services to a spatially defined commercial area. The first BIDs emerged in North America in the early to mid-1970s. They grew tremendously in the early 1990s, with some current estimates exceeding 1,500 BIDs globally as of 2018. While the legal and administrative process to create and govern BIDs varies in the United States based on state laws and local ordinances, they are typically created through a vote of affected property owners after some period of public disclosure and hearings. BIDs vary widely in their geographic size and capacity for assessment collection, ranging from $20 million-plus annual budgets and covering entire central business districts, to sub-$100,000 budgets with service areas that cover a few blocks of a neighborhood commercial strip. Assessments are typically collected by local governments and then passed on to BID operating organizations, which are usually governed by nonprofit organizations. Many BIDs also augment their assessment budgets through gifts, grants, contracts, and fees for services. These funds are used to support services that often include some mix of common area sanitation, security, marketing, and landscaping. Many large US cities have extensively used BIDs as an economic development tool, with cities such as New York, Chicago, and Los Angeles each having over forty BIDs. The growth of BIDs has been linked to set of larger of fiscal, social, and economic problems that cities faced during the era of economic restructuring and deindustrialization. BIDs filled a void left by many city governments’ inability to organize, fund, and manage services directed toward the problems facing many commercial areas, which often included crime, homelessness, and disorderly public environments. As BIDs have matured and are now a common feature of the urban landscape, they have grown in their capacities as organizations, with some comprehensive organizations fulfilling more ambitious functions related to infrastructure provision, social service coordination, urban planning, and public space management. Academic work around BIDs has been pursued by researchers and theorists across law, social science, and public affairs literatures. The dominant themes in academic work on BIDs has been organized around their various forms and functions; their accountability to the public; their effectiveness, especially in the areas of crime prevention and economic development; and social equity issues, with special attention often given to their interaction with homeless populations.

This article examines the development of Wagnerism in late-nineteenth-century Spain, focusing on how it became an integral part of Catalan nationalism. The reception of Wagner's music and ideas in Spain was determined by the country's uneven economic development and the weakness of its musical and political institutions—the same weaknesses that were responsible for the rise of Catalan nationalism. Lack of a symphonic culture in Spain meant that audiences were not prepared to comprehend Wagner's complexity, but that same complexity made Wagner's ideas acceptable to Spanish reformers who saw in the composer an exemplar of the European ideas needed to fix Spanish problems. Thus, when Wagner's operas were first staged in Spain, the Teatro Real de Madrid stressed Wagner's continuity with operas of the past; however, critics and audiences engaged with the works as difficult forms of modern music. The rejection of Wagner in the Spanish capital cleared the way for his ideas to be adopted in Catalonia. A similar dynamic occurred as Spanish composers tried to meld Wagner into their attempts to build a nationalist school of opera composition. The failure of Tomás Bréton's Los amantes de Teruel and Garín cleared the way for Felip Pedrell's more successful theoretical fusion of Wagnerism and nationalism. While Pedrell's opera Els Pirineus was a failure, his explanation of how Wagner's ideals and nationalism could be fused in the treatise Por nuestra música cemented the link between Catalan culture and Wagnerism.

Abstract Yongding River is one of the five major river systems in Beijing. It is located to the west of Beijing. It has influenced culture along its basin. The river supports both rural and urban areas. Furthermore, it influences economic development, water conservation, and the natural environment. However, during the past few decades, due to the combined effect of increasing population and economic activities, a series of changes have led to problems such as the reduction in water volume and the exposure of the riverbed. In this study, remote sensing images were used to derive land cover maps and compare spatiotemporal changes during the past 40 years. As a result, the following data were found: forest changed least; cropland area increased to a large extent; bareland area was reduced by a maximum of 63%; surface water area in the study area was lower from 1989 to 1999 because of the excessive use of water in human activities, but it increased by 92% from 2010 to 2018 as awareness about protecting the environment arose; there was a small increase in the built-up area, but this was more planned. These results reveal that water conservancy construction, agroforestry activities, and increasing urbanization have a great impact on the surrounding environment of the Yongding River (Beijing section). This study discusses in detail how the current situation can be attributed to of human activities, policies, economic development, and ecological conservation Furthermore, it suggests improvement by strengthening the governance of the riverbed and the riverside. These results and discussion can be a reference and provide decision support for the management of southwest Beijing or similar river basins in peri-urban areas.

Deveiopment planning in India, as in other developing countries, has generally been aimed at fostering an industrially-oriented policy as the engine of economic growth. This one-sided economic development, which results in capital formation, creation of urban elites, and underprivileged social classes of a modern society, has led to distortions in the social structure as a whole. On the contrary, as a result of this uneven economic development, which is narrowly measured in terms of economic growth and capital formation, the fruits of development have gone to the people according to their economic power and position in the social structure: those occupying higher positions benefiting much more than those occupying the lower ones. Thus, development planning has tended to increase inequalities and has sharpened divisive tendencies. Victor S. D'Souza, an eminent Indian sociologist, utilizing the Indian census data of 1961, 1971, and 1981, examines the problem of structural inequality with particular reference to the Indian Scheduled Castes and Scheduled Tribes - the two most underprivileged sections of the present Indian society which, according to the census of 1981, comprised 15.75 percent and 7.76 percent of India's population respectively. Theoretically, he takes the concept of development in a broad sense as related to the self-fulfIlment of the individual. The transformation of the unjust social structure, the levelling down of glaring economic and social inequalities, and the concern for the development of the underprivileged are for the author the basic elements of a planned development. This is the theoretical perspective of the first chapter, "Development Planning and Social Transformation".

It takes more than ordinary population for a group of strangers to recommends changes in the efforts of a great nation to contend with a problem that goes that goes to the very roofs of its social structure and its livelihood. Yet we did just that in our Report on Land and Water Development in the Indus Plain[l]. We hoped our recommendations would be considered sympathetically and debated fully, that our sound suggestions would be adopted and our unsound ones forgiven. All this has been granted us, and more. The months since the Panel's report was prepared have been eventful for the economic development of West Pakistan. It is hard to cast our minds back to the gloom that filled the atmosphere when the Panel was convened. Food production had been stagnant for the past several years, sem and thur were spreading through the most productive portions of the Plain, expensive efforts to control these twin menaces had been baffled. WAPDA knew, of course, that in principle tubswells could do the job, but there were more failures to report than successes

The article is devoted to the analysis of the role of the Northern Sea Route (NSR) in the socio-economic development of the Arctic zone of Russia. The authors believe that climate change, gradually leading to the melting of polar ice, opens up new opportunities for the development of Arctic resources and navigation in the seas of the Arctic Ocean. Of particular interest to the NSR are non-Arctic countries, critically dependent on the supply of foreign mineral and carbon resources, as well as on the export of their goods to Europe. Among them, China stands out, considering the NSR as the Arctic Blue Economic Corridor as part of the global Silk Road system. The NSR is intended to become an essential tool for further development of the Arctic zone of Russia. Development of port infrastructure and creation of a modern ocean and maritime fleet will accelerate the pace of socio-economic development of this strategically important region. To do this, it is necessary to adopt a federal law on special system of preferences for investors, including foreign ones, implementing their projects in the Arctic. Among such preferences there are preferential profit tax rates, reduction in Mineral Extraction Tax (MET) rates, a declarative procedure for VAT refunds, a simplified procedure for granting land plots and unchanged conditions for the implementation of investment projects. In addition, it is important to make the NSR safe and profitable both in terms of quality of service and of price for the shippers. In particular, the payment for icebreakers’ escort of vessels should be competitive and reasonable. The largest Russian private and state-owned companies should be involved into Arctic projects. It is important to synchronize the Arctic oil and gas projects with nuclear and LNG icebreakers’ construction, as well as with the launch of two logistics hubs in Murmansk and Kamchatka. In this case, year-round NSR navigation will be organized, which will ensure the high competitiveness of Russian products supplied to the Asian Pacific markets.

This article uses census data from the 2006–08 American Community Survey to illustrate the range of Asian American entrepreneurial activities in the Los Angeles and the New York City areas and finds that Los Angeles self-employment is characterized by emerging high-skill “professional service” industries while New York continues to be dominated by low-skill traditional “enclave-associated” niches. Within these patterns, there are also notable interethnic and generational differences. I discuss their socioeconomic implications and policy recommendations to facilitate a gradual shift of Asian American entrepreneurship toward more professional service activities that reflect the demographic evolution of the Asian American community and the ongoing dynamics of globalization.

In this chapter I explain why Poland and most countries in Eastern Europe have always lagged behind Western Europe in economic development. I discuss why in the past the European continent split into two parts and how Western and Eastern Europe followed starkly different developmental paths. I then demonstrate how Polish oligarchic elites built extractive institutions and how they adopted ideologies, cultures, and values, which undermined development from the late sixteenth century to 1939. I also describe how the elites created a libertarian country without taxes, state capacity, and rule of law, and how this ‘golden freedom’ led to Poland’s collapse and disappearance from the map of Europe in 1795. I argue that Polish extractive society was so well established that it could not reform itself from the inside. It was like a black hole, where the force of gravity is so strong that the light could not come out.

Abstract Can forgotten stories from the past inform a city’s future? As older adults continue to live longer and comprise more of the population than ever before, the suitability of gentrifying spaces for older adults aging in place is increasingly important. Critical theories of gentrification argue that remembering the experiences of older adults in this context - experiences of suffering, resilience, and structural violence - is essential to promote changes in support aging in place. In this study, we tell a story of individual experiences, structural violence, and aging in the ongoing gentrification of one neighborhood in southwest Atlanta. We construct this narrative through a qualitative analysis of 1,500 local newspaper articles from 1950 to the present day and 10 in-depth interviews with ex-residents of the neighborhood aged 65-87. Drawing on the theory of planetary rent gaps, we frame gentrification as a class struggle between property-owners and working class residents. We highlight the city government’s role as a facilitator for property-owners through projects including the Model City initiative, preparation for the 1996 Olympics, and ongoing development surrounding the Atlanta BeltLine. We show how these projects have affected the prospects for aging in place in general and, specifically, by affecting access to healthcare services. We share this story in an effort to combat the politics of forgetting and to inform a richer, more inclusive, and more equitable future for gentrifying spaces.
