Assessing Quality of Stakeholder Engagement: From Bureaucracy to Democracy

The idea of public or stakeholder engagement in governance of science and technology is widely accepted in many policy and academic research settings. However, this enthusiasm for stakeholder engagement has not necessarily resulted in changes of attitudes toward the role of stakeholders in the dialogue nor to the value of public knowledge, practical experience, and other inputs (like salient questions) vis-à-vis expert knowledge. The formal systems of evaluation of the stakeholder engagement activities are often focused on showing that the method is efficient and works. In this article, we argue that every stakeholder engagement process should be evaluated beyond a simple assessment of the methodology and that the wider context of the stakeholder engagement activity should also be addressed. We evaluate two different stakeholder engagement activities against the existing method evaluation criteria and demonstrate their limitations for assessing the quality of a stakeholder engagement. We argue that these criteria need to be extended so that engagement processes will have a chance to improve not only policies but also their democratic legitimacy.

ABSTRACT Recently there has been much discourse regarding the existence, extent, causes, and consequences of a purported divide between accounting practice and academia. The crux of this issue relates to the charge that many new-generation faculty have a primary focus on academic research, but lack significant practical experience or certification, and the related claim that students may lack the requisite skills upon graduation. This study addresses these concerns by examining the incidence and trend in the possession of practice credentials, experience, and other activities among accounting faculty who graduated between 1994 and 2013. We evaluate how differences in institutional focus, possession of a practice credential, and proportion of credentialed faculty manifest in research propensities, current business experience, and student performance on the CPA exam. We identify a downward trend in practice credential possession that is more pronounced at research-oriented institutions. We further find significant differences in experience and publication activity across levels of both institutional focus and possession of a practice credential. We also find that students from research-oriented universities, schools with separate AACSB accounting accreditation, and those with a higher percentage credentialed faculty perform better on the CPA exam. Other results and the role of adjunct faculty in bridging this alleged divide are also examined.

<p>Nowadays, with the continuous development of economy and society, the frequency of electromechanical installation projects in various industries is getting higher and higher. With the continuous improvement of mechanization level, the requirements for business personnel engaged in mechanical and electrical installation engineering are getting higher and higher. Electromechanical installation is a very important part in construction engineering. Only through continuous innovation, technical renewal and transformation, can the engineering function be effectively guaranteed and the economic benefit be increased. As urban construction enters the fast lane, people's requirements for the quality of life are gradually improved. The installation of construction electromechanical projects is the most prominent link in construction engineering, so construction units should pay attention to the installation of engineering electromechanical projects. The emphasis of engineering electromechanical installation is the control of installation quality and the innovation of installation technology. Based on the author's practical experience, this article first emphasizes the necessity of electromechanical installation, and then explains the relationship between construction engineering and electromechanical installation in combination with engineering practice, aiming at emphasizing the irreplaceable role of electromechanical installation in construction engineering.</p>

It is shown that the use of simulation technologies in the learning process allows medical students to gain practical experience and qualitatively increase the level of their professionalism against the background of the appropriate level of theoretical knowledge. The content of simulation training as an art to imitate reality, the sequence of events and actions or the mental process of training in the quality of medical care to patients is considered. Its advantages and disadvantages are revealed. An analysis of the effectiveness of simulation training with the involvement of a standardized “patient” during the internship by students of the Department of Surgical Diseases. The role of teachers of the department is shown, who observed the behavior of the “standardized patient” and evaluated the results of students’ work according to the scoring system, according to the criteria. A detailed analysis of the training results, a joint discussion of measures aimed at improving treatment and diagnostic tactics and errors were conducted. Methodical recommendations for training have been developed. It is concluded that the method of “standardized patients” is an effective way to gain practical experience of clinical competence and its evaluation. The worldwide spread of this method indicates the need for its intensive implementation in Ukraine.

Abstract. In the 21st century, the share of the variety in the formation of the size and quality of the crop will increase from 20-40 to 70 % or more. It is obvious that the role of the variety increases significantly not only in increasing productive, but also medium-improving functions of agrophytocenosis, including soil-improving, phytosanitary, bioenergy, design – aesthetic, etc. A lot of attention is paid to the appearance, texture, taste properties of fruits, which increase their dietary value and overall attractiveness to buyers. Methods. The research was carried out at the experimental site of the Federal Agricultural Research Center of the Republic of Dagestan in 2017–2019. In production conditions, 12 widely used varieties of tomato have been tested in the seedling culture in recent years. The samples were studied using the ACIRO methodology and the State Crop Testing Methodology. Results. Promising varieties with high adaptability and stability in extreme conditions of the flat zone of the republic have been revealed. We have established morpho-anatomical and physiological changes in varieties of stamp forms, which determine their reduced, compared to the unstamable forms of resistance to drought, which significantly inhibit production processes in dry years. The most economic was the cultivation of varieties with high yields of standard fruits - Mariana, Mirage, F1 Andromeda. The cultivation of the Hussar variety cost 1.6 times more than F1 Andromeda. The cost of obtaining 1t standard harvest for other varieties was significantly higher. Scientific novelty is to study the sign of a reduction in the duration of the growing season in the combination of the size and yield of fruits on the biochemical composition, taste and technological, which is overcoming negative bonds, or to achieve a compromise combination. In the process of creating new ones and testing them, these evaluation criteria should be decisive.

The article analyzes the promising directions of development of social movements to support the innovative evolution of the population’s life safety system. The key aspects of the activities of veterans organizations aimed at the transfer of life and professional experience are considered. The assessment of practical experience and prospects of joint actions of volunteers in areas of large-scale disasters with the use of the latest innovative technologies is carried out. The role of social movements in the implementation of modern approaches in the education of younger generations, increasing the involvement of all segments of Russian society in the formation of a culture of life safety and improving the new quality of socio-economic development of the country’s regions is studied. Based on his own practical experience, the author comes to the conclusion about the absolute effectiveness of cooperation between the state and public organizations, involving volunteers in ensuring the safety of life. The analysis of the necessary measures on the part of the state to ensure full cooperation with volunteer movements is carried out, and a set of measures to achieve these goals is proposed. Creation of stimulating conditions for public voluntary fire protection associations at the level of the Russian Federation’s regions as a unique public-rescue institution is noted.

The purpose of this article is to analyse the role of social capital within academic research teams and its influence on knowledge sharing. An empirical study was carried out with 87 academic research teams at a Spanish university. The results show that internal ties have a positive effect on trust. Moreover, the results also reflect that both dimensions of social capital (internal ties and trust) have a positive and significant effect on research teams’ knowledge sharing. Therefore, the findings reveal that the network’s structure has a positive influence on the quality of relationships among academic researchers that favour knowledge sharing. Points for practitioners The results provide universities’ managers with a better understanding of internal social capital in academic research teams, which has important implications for researchers’ willingness to collaborate and share knowledge. Public university managers may use strategies to improve interdependence among research team members, favouring social relations among researchers. Thus, public universities should enhance research teams with stronger ties and high levels of trust that increase knowledge sharing.

The purpose of the article is to generalize the theoretical foundations of the formation of brewing quality in grain and practical experience of barley farms and formulate recommendations on ways to improve the quality of grain products as a key indicator of efficiency of production of malting barley. Research methods. The following methods were used in the research: monographic, scientific generalization (in clarifying the essence of the concept of "quality"), dialectical (in determining the role of quality), expert evaluation (to determine the requirements of statistically unaccounted for barley), system analysis and abstract logical, (to determine the dynamics of the market, price conditions, justification of conclusions and proposals). Research results. The essence of the concept of product quality is revealed and the requirements of national standards for the quality of barley in the direction of use in comparison with European and modern contractual specifications of the malt producer directly in Ukraine are comprehensively covered. The factors influencing the quality of barley are clarified and recommendations how to improve it are adapted to the resource constraints of agricultural enterprises and changes in the external environment. A special role in improving the quality of malting barley is given to the integrated quality management system. The definition of brewing quality of grain as an economic category, which forms its additional value at all stages of the chain of physiological and biochemical transformations from barley to malt and beer is substantiated. We believe that the generalizing measure of economically optimal product quality is the price, which represents the ratio of production costs and sales of products with a set of properties. Scientific novelty. Studies of the role of quality, factors of its formation and impact on economic efficiency of production are based on multi-vector analysis of theoretical foundations on quality issues and practical experience in growing barley for brewing in farms cooperating with malting corporations in Ukraine. Practical significance. Conclusions on the need for unambiguous adequate perception of the role and quality problems of market-forming institutions and recommendations for improving the efficiency of malting barley by improving its quality will help to achieve a balance of industrial and commercial relations between related agricultural enterprises and malt corporations and sustainable development. Universities and higher educational institutions, in the country or across the globe create new knowledge through their study of the existing ecosystems along with the constraints and challenges that lie therein. The most crucial tool in the box towards solving these gaping issues happens to be academic research. The knowledge generated at these epicentres address the problems, related to health, climate change, sustainability among many others. The findings of the research offer substantial breakthroughs to enhance the living standards of the people, better utilization of the limited resources and preservation of the planet. With the changing and ever-growing role of the institutions of higher learning and universities in particular research has become all the more crucial. There is hardly any domain where universities and the scholars don’t have a role to play. With spectacularly arrayed disciplines coming under the ambit of education, the researchers have a ringside view of the world problems. If we pick up any instance of authorities dealing with contemporary issues, we are sure to find a few academics in the core team. Academics and particularly the hard research has emerged as the new go-to guy. With so much riding on the research, any dilution of its sanctity would bring down the entire edifice of progress and development. Any laxity on the rigorous methodologies or standards procedures may prove very catastrophic for all the stakeholders and the community as a whole. Sadly it has been observed worldwide that researchers often indulge in misconduct while pursuing their education and research enterprises. Misconduct refers to a gamut of wrong practices like plagiarizing, fabricating or falsifying data, manipulating images or pictures to substantiate their finding; reporting selectively to support their research objectives. The menace of gift and ghost authorship is also prevalent across academic and research intelligence. Any of this dilutes the quality of research and questions the authenticity of the resulting knowledge.

Improving sustainability knowledge is crucial to achieving the Sustainable Development Goals (SDGs). This article highlights the role of multi-stakeholder partnerships (MSPs) in fostering sustainable development knowledge in higher education institutions. The purpose of this study is to investigate the importance of collaboration and stakeholder engagement for the adoption and impact of an MSP. The method is based on the case-study of Sulitest: an international MSP developing open online tools to raise and map sustainability literacy. Sulitest engages different stakeholders to co-develop and disseminate online tools according to the stakeholder context. Sulitest is also a data-provider for academic research investigating the advancement of Education for Sustainable Development (ESD). This study uses a sample of 61,376 students in 33 countries having taken the Sustainability Literacy Test between September 2016 and December 2018 to estimate the advancement of students’ knowledge and understanding of the 17 SDGs and their systemic nature. Factorial analysis allows to map the dimensions of sustainability literacy related to the level of engagement and collaboration in this MSP. The results show that active collaboration, stakeholder engagement, and membership in international networks act as important factors of adoption of this initiative. The analysis also highlights the role of exposure to education in order to enhance sustainability literacy and to develop a systemic perspective of sustainability.

The condition of the use of the logistics workforce in the development of human resources of the TNI can still occur imbalances resulting from the aspects that’s not synergized well affecting the improvement of the quality of human resources of the TNI. The purpose of this study is to gather information related to the implementation evaluation results of the use of the logistics workforce in the construction of Human Resources in TNI with its evaluation by using William Dunn policy evaluation with evaluation criteria such as effectiveness, adequacy, alignment, responsiveness and accuracy. The qualitative method is used under the design of case study research.             This research shows that from the evaluation of the implementation of the logistics workforce usage in the construction of  TNI Human Resources in supporting the main tasks of the Indonesian National Army Headquarter with the findings: (1) The effectiveness of the use of logistics workers has a strategic function in achieving the performance of the TNI logistics workforce (2) The efficiency of the use of logistics workforce with diverse contributions, starting from planning, implementation and evaluation of logistical support, (3) Adequacy is interpreted to achieve conducive policy results, (4) Alignment/Justice leads to the issue of balance of results obtained will be comparable to the contribution given, (5) Responsivity cultures optimal service as TNI Logistics Staff, and (6) Accuracy of carrying out work by the respective task areas is in lined with  the objectives of the implementation of activities to support the main tasks of the TNI Keywords: Policy Evaluation, Labor Use, Human Resources Development of the TNI
