If there are any charitable, philanthropic, or welfare-state activities in the de facto states of insurgent armies, they are generally interpreted in terms of utilitarian motives and the self-legitimation of military elites and their business associates. However, development and philanthropy in the Wa State of Myanmar have more extensive purposes. We argue that a framing of care rather than of governance allows for ethnographic attention to emerging social relations and subject positions – ‘our people’, ‘the vulnerable’, and ‘the poor’. In this article we describe ‘communities of care’ by analysing public donations, development assistance and independent philanthropy in the Wa State as categories of care that each follow a different moral logic, respond to different needs, and connect different actors and recipients. Zooming in on the ways in which communities of care reproduce moral subjectivities and political authority allows a re-imagining of everyday politics in the de facto states of armed groups, no longer wedded to notions of control, legitimacy, and ‘rebel governance’.

This chapter asks how refugee camps transformed people as well as spaces, altering the identities of the individuals and communities who lived in and near them. It considers how camps forged and fractured economic, religious, and ethnic identities, constructing different kinds of unity and disunity. Camps had unpredictable effects on how refugees and Britons thought of themselves, and how they saw their relationship to upward and downward mobility. As the impoverished Briton emerged more clearly in the imagination of the welfare state, the refugee was his constant companion and critic. The state struggled to determine whether refugees required the same care as the poor, or if they warranted their own structures of aid.

The welfare state emerged in 1948 when the National Assistance Act finally abolished the New Poor Law Forty-two years later, as politicians and bureaucrats struggle to keep increasing expenditure within bounds, the existence of the welfare state in its present form is under threat. Just over 150 years ago, the Old Poor Law was presenting parish ratepayers with a similar problem of rising costs, leading in 1834 to a fundamental reorganisation into the New Poor Law It may therefore be profitable to see how effective in practice the New Poor Law was when it replaced a system widely regarded as profligate, and to consider the extent to which benefits payable through the welfare state were available a hundred years or more ago.This study examines in detail how the New Poor Law, and other forms of relief, affected the whole population of the rural parish of Colyton, in south Devonshire, during the thirty years from 1851 to 1881. It will first describe the sources from which a poor person in Colyton in the mid nineteenth century could look for relief; next discuss how widespread poverty was and who the poor were; then look at what kinds of relief were available, under what conditions; and finally assess the comparative importance to the poor of the different agencies providing assistance.

A number of interpretations have recently emerged which attempt to explain the nature and sociopolitical implications of Roman Catholic base Christian communities (CEBs) in Brazil. Most studies have tended to describe these small, informal lay groups as a predominantly lower-class phenomenon which is facilitating the self-liberation of the poor from the weight of centuries-old political and economic oppression.

Extending the critical project of interrogating the consumer subject form, in this study, the consumer subject is read as potentially acritical, precarious and psychotic through Dufour’s Lacanian-inspired analysis of neoliberal subjectivity. Reflecting on two case studies from an ethnographic-type study of young women, identity and consumer culture, I demonstrate how participants attempt to fulfil neoliberal ideals related to agency, productivity and creativity. Relying on commodities for symbolic anchoring in doing so, a ‘psychotic’ and precarious subject position is evidenced. While the findings could certainly be interpreted as productive, tendencies toward materialism, uncertainty and anxiety, along with pervasive mental health issues, provided the impetus to further problematise dominant understandings of the consumer. Neoliberal consumer culture is evidenced as a harmful, dehumanising ideology that fosters competitiveness, individuality and meritocratic tendencies, encouraging a reliance on ever-changing, transient commodities to (in)form the self. This occurs at the expense of compromise, communality and social welfare, through which subjects may find more stable and emancipatory symbolic anchors. Only by recognising critical theorisations of the consumer as dominant subject positions of neoliberalism can cultural consumer researchers begin to imagine opportunities for resistance and emancipatory change.

Criticality is the ability to question current theories and practices in any sector to make them more receptive to social realities. Empathy is the ability to identify with what someone else is thinking or feeling. Empathy forms the foundation for welfare state and its liberal social welfare programmes. The state-led development strategies during the post-war period stemmed from a belief in the idea of welfare state and in the redistribution of resources and opportunities in favour of the deprived groups. The market-led globalisation process has put brakes on the scope of welfare provisions even in democratic societies. The public-funded stimulus packages during the recent economic crisis helped save economies from market failure and reinforced the need for state intervention even for an efficient functioning of markets. Based on an analysis of global trends and Indian context, this paper argues for the need of the educational processes to develop criticality in thinking and empathy in action to help develop a support base for public policies benefiting the poor and the disadvantaged.

Abstract In the last two decades, the social investment strategy has been the main approach to welfare state reform. Concretely, two spending programs have dominated the agenda: the expansion of active labor market programs and the development of childcare services. Many authors have suspected, however, that these social investments were realized at the expense of income protection for the poor. This article assesses this potential trade-off with time-series cross-sectional models of the determinants of active labor market policies expenditures, childcare spending and the adequacy of minimum income protection (MIP), for 18 OECD countries between 1990 and 2009. It turns out that social investments are rather akin to traditional welfare state programs, and are explained by similar institutional, political and economic factors. More importantly, they do not develop at the expense of income protection. Social investment initiatives are consistent with the usual politics of the welfare state and, overall, they are not inimical to the poor.

Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

This paper focused on the structure of the growth stories, especially in surveying Gangbaek Lee’s (이강백) drama “Like Looking at the Flower in the Mid-winter (동지섣달 꽃 본 듯이)”. It is structured by ‘rule of the three’. In this text, three sons go to seek their mother, they experience the tests three times. Third son wins the game because he succeeds to find his true and alternative mother. It is similar to the story of English fairy tale “Three Little Pigs”.  In Freudian terms, the characters of the both texts are superego, ego and id. The core of the growth story is that third son (id) wins the first son (superego) and the second son (ego) by using his own energy (meaningful labor). In Levi Strauss’ terms, the contrast between the third and the others can be schemed the contrast between culture and nature. Lee’s drama presents the third son as the real hero who overcomes two elder brothers. The first is so conservative (oversleep), the second is so selfish (overeat). Two brothers were too political or too ideal to become a true, humanistic and warm-minded adult. In his view, ‘drama’ related to the third son is the most humanistic and warm-minded action in the world. These both stories are based on the plot ‘rags to riches’ which contains the success of the poor and powerless. In other words, the poor and weak child can grow to the true hero, and reach the final destination, according to the Gustav Jung’s expression, ‘the Self as a Whole’.

The article explores the central role of the entrepreneur in neoliberalism. It demonstrates how a displacement and a broadening of the concept of the entrepreneur occur in the neoliberal interpretation of the entrepreneur compared to Schumpeter’s economic innovation theory. From being a specific economic figure with a particular delimited function the entrepreneur is reinterpreted as, on the one hand, a particular type of subject, the entrepreneur of the self, and on the other, an ism, entrepreneurialism, which permeates individuals, society, and institutions. Entrepreneurialism is discussed as a movement of the economic into previously non-economic domains, such as the welfare state and society. Social entrepreneurship is an example of this in relation to solutions to social welfare problems. This can, on the one hand, be understood as an extension of the neoliberal understanding of the entrepreneur, but it also, in certain interpretations, resists the neoliberal understanding of economy and society.
