Charting Change in the City: Urban Political Orders and Urban Political Development

Cities matter. They are often the sites in which the helping hand and the clenched fist of the state makes first contact with the citizen. They are engines of national economic growth and, often, the source of political movements that become national and transnational in scope. Yet, the theoretical tools available to study change at the urban level are limited. This article seeks to address this shortcoming by offering a new account of urban political development. I argue that urban political development is driven by the impact of multiple political orders. My aim is to highlight three apparently contradictory patterns of urban political development: the imposition of urban austerity measures, the rise of the urban carceral state, and the emergence of progressive economic policymaking, such as local minimum wage ordinances. I suggest that these shifts reflect underlying operation and competition among neoliberal, conservative and egalitarian political orders respectively.

The problems in this paper belong to the field of migration and economy. The connection between migration and the economy has been proven on a global level, and as far as the Republic of Croatia is concerned, it is especially important to observe it through the City of Zagreb, which is the most important migration and economic center in the Republic of Croatia. Also, the accession of the Republic of Croatia to the European Union emphasized the observation and research of this connection because it created the preconditions for freer movement and employment of the population of the Republic of Croatia and the City of Zagreb within the European Union. The aim of this paper is to determine the contribution of migration to the economic growth of the City of Zagreb. The hypothesis presented in the paper is that there is a significant contribution of migration to the economic growth of the City of Zagreb. The disposition of the paper consists of six parts. The introduction explains the relevance of the topic, states the aim of the paper and hypotheses, explains the empirical part, the contribution of the paper and the disposition. The second part of the paper refers to the theoretical framework of the impact of migration on economic growth. The third part of the paper presents the migration processes of the City of Zagreb in the period from 2011 to 2018. The fourth part deals with economic activity in the City of Zagreb in the period from 2011 to 2017. The observed indicators of economic activity in the City of Zagreb are GDP and GDP per capita, and the graph in this part of the paper shows that GDP and GDP per capita in the observed period are higher at the end of the period than at the beginning. The fifth part of the paper refers to the empirical research of the contribution of migration to the economic growth of the City of Zagreb. The empirical part of the paper is based on correlations and regression analyses. This paper proves the hypothesis because the results indicate a significant impact of the variables of total and external migration on the GDP of the City of Zagreb and GDP per capita of the City of Zagreb. Decision-makers in the City of Zagreb can use the results of the research as a basis for maximizing the economic benefits they can get from migration. The conclusion provides an overview of the aim of the work, the results of the research, the limitations, the implications and the recommendations for future research.

ABSTRAK             Pembangunan ekonomi daerah khususnya Pemerintah Kota merupakan titik awal pelaksanaan pembangunan, sehingga daerah diharapkan bisa lebih mengetahui potensi dan apa yang menjadi kebutuhan daerahnya salah satunya peningkatan Pendapatan dan Pertumbuhan ekonomi melalui proses pemugutan pajak Hotel dan Restoran guna dampak sesuai yang diharapkan.            Dalam penelitian ini bertujuan untuk menganalisis potensi dan efektivitas Pajak Hotel dan Restoranserta dampaknya terhadap Pendapatan Asli Daerah dan Pertumbuhan Ekonomi di Kabupaten Minahasa.            Berdasarkan hasil penelitian menunjukkan bahwa Pajak Hotel dan Restoran masih kurang berpotensi, sementara untuk tingkat efektivitas, Pajak Hotel dan Restoran menunjukkan angka yang efektif yakni rata-rata diatas 100%, dan secara bersama variabel Pajak Hotel dan Restoran memberikan pengaruh yang positif terhadap Pendapatan Asli Daerah, begitu pula secara bersamaan variabel Pajak Hotel dan restoran serta Pendapatan Asli Daerah memberikan pengaruh yang positif terhadap tingkat pertumbuhan ekonomi yang ada di Kabuaten Minahasa. Kata Kunci : Pendapatan Asli Daerah, Pertumbuhan Ekonomi, Pajak Hotel dan Restoran  ABSTRACT             Economic development areas especially the city is the starting point of construction , so that the regions is expected to be more aware of their potential and what has been one of the needs of the regions increase in income and economic growth through a tax collection hotel and restaurant to the impact as expected.            In this study aims to to analyze the all the potential and the effectiveness of tax hotel tax and restoranserta what effect it had on the regional genuine income and economic growth in kabupaten Minahasa .            Based on the research shows that hotel and restaurant tax potential is weak , while the effectiveness , hotel and restaurant tax shows a figure that is effective and above 100% , and together the hotel and restaurant tax positive impact on local revenue , this is also at the same time the hotel and restaurant tax and local revenue positive impact on the economic growth is in kabupaten Minahasa . Keyword : Local revenue, economic growth, hotel and restaurant taxes

<p>This thesis expands the literature on minimum and living wages by investigating local minimum wage ordinances and voluntary living wage programs. This thesis is presented as three distinct papers; the first explores a county-wide minimum wage ordinance in New Mexico, USA, while papers 2 and 3 explore New Zealand’s voluntary living wage program. In the United States, local minimum wage ordinances are growing in popularity, and research is emerging on their effects. Setting minimum wages at the local level is politically easier than enacting Federal legislation, and local minimum wages may be better targeted to local economic conditions. In my first chapter, “Local Minimum Wage Laws and Labour Market Outcomes: Evidence from New Mexico,” I use fixed effects and synthetic control analysis to uncover the effects of a local minimum wage law on the Albuquerque/Bernalillo region of New Mexico, with a focus on how provisions exempting tipped workers affect gains in earnings. My findings reveal that these provisions can lead to reductions in hourly wages for workers exempted from the minimum wage even when the labour market is not harmed overall. I find that the minimum wage ordinance did not reduce teen employment but that it served to increase the supply of teen labour leading to an increase in the teen unemployment rate.  The second and third papers in this thesis address the voluntary living wage program in New Zealand. In the first quantitative work on New Zealand’s living wage, I utilize data from Statistics New Zealand’s Integrated Data Infrastructure (IDI) to explore several facets of the living wage experience for employers and employees. In the second paper, “The New Zealand Living Wage: Earnings, Labour Costs and Turnover,” I investigate the characteristics of New Zealand living wage firms and use fixed effects to examine the impact of living wage certification on employment, worker earnings and turnover. My results provide some evidence for increases in labour costs and worker earnings following certification but find that this change is driven by changes in small firms that employ few workers. I find no evidence of a reduction in turnover.  In my final chapter, “Who Benefits from Living Wage Certification?” I investigate the distribution of benefits from the living wage based on an employees’ pre-treatment earnings, time of hire and whether or not they remained employed with the living wage firm. To do this, I utilize a worker-level panel dataset containing the full earnings history of all workers that were employed for a living wage or matched control firm between January 2014 and December 2015. I use fixed effects models containing fixed effects for worker, firm and month to compare patterns of earnings growth for workers hired before certification (‘pre-hires’) with those hired after certification (‘joiners’) and those who left their living wage job but remained in the workforce (‘leavers’). I also estimate the impact of living wage employment on the earnings of low-income workers. I find that the financial benefit of the living wage accrues almost exclusively to workers hired after certification and to low income workers. In addition, my analysis on the worker-level panel suggests that overall earnings growth in living wage firms lagged that in control firms over the observation period. This result is driven by relative declines in earnings for living wage workers in large firms and is attributed to increases in the published living wage rate that lags behind wage growth in the relevant segments of the job market.</p>

Previous research has assessed the potential of solar energy against possible demand; however, the sustainability issues associated with the use of large-scale photovoltaic deployment in urban areas have not been jointly established. In this paper, the impact of photovoltaic energy in the total urban energy mix is estimated using a series of indicators that consider the economic, environmental and social dimensions. These indicators have been previously applied at the country level; the main contribution of this research is applying them at the urban level to the city of Cuenca, Ecuador. Cuenca is close to the equatorial line and at a high altitude, enabling this area to reach the maximum self-supply index because of the high irradiation levels and reduced demand. The solar potential was estimated using a simple methodology that applies several indexes that were proven reliable in a local context considering this particular sun path. The results demonstrate that the solar potential can meet the electric power demand of this city, and only the indicator related to employment is positive and substantially affected. The indicators related to the price of energy, emissions and fossil fuel dependency do not change significantly, unless a fuel-to-electricity transport system conversions take place.

Purpose The purpose of this paper is to investigate the mediation role of public governance in the relationship between entrepreneurship and economic growth in the United Arab Emirates (UAE). Design/methodology/approach To achieve this aim, the study uses a 20-year time series analysis (1996–2015) and tests the effect of entrepreneurship on economic growth, through public governance, via a mediator model. Findings The study has determined that public governance buoys the positive effect that entrepreneurship activities exert on economic growth in the UAE. Based on this determination, the study posits a set of recommendations that focus on supporting entrepreneurship activities that play a significant role in economic growth. Originality/value The study adds to the literature on the impact of entrepreneurship on economies dependent on oil revenues vis-à-vis a public policy perspective. The study provides insights into the type of entrepreneurship that most efficaciously suits the Emirati social and cultural milieu in terms of fostering national economic growth. In addition, the study limns a vision of the role of public governance in creating an enabling environment that stimulates entrepreneurial activity and, in turn, increases economic growth in the Emirates.

While statistical information on certain sectors of the British theatre is slowly becoming available – notably from the Arts Council and the Society of West End Theatre, as also from researchers in the Department of Arts Administration at the City University – few attempts have yet been made to draw useful conclusions from these figures, or to deduce how they might be helpful in terms of forward-planning and projections. In the following article. Paul Huntington examines the relationship between theatre revenue and total consumer expenditure, in the context of published figures which illustrate the changing national economic picture of the past decade. He examines not only the way in which these figures tend, naturally enough, to confirm certain expectations – for example, concerning the impact of tourism on the theatre – but also less expected findings, such as the relative upsurge in the fortunes of the regional theatres at a time of slump in the commercial sector of the West End.

The amount of service discrimination, lack of service certainty and low levels of community satisfaction are important issues that need to be addressed in the delivery of public services after the enactment of the Regional Autonomy policy. Payment of motor vehicle tax that is imaged as a convoluted service, has a very complicated procedure and there is no certainty about the time and openness of the required service costs. As a result of this all makes economic growth and investment in the regions become hampered which also affects national economic growth. This article aims to provide an overview of people's perceptions of motor vehicle tax services in the city of Cilegon. This study uses a quantitative approach with a sample size of 96 respondents who are taxpayers in the city of Cilegon. Based on the calculation of the average interpretation analysis, the results obtained 3.12 included in the interpretation criteria are quite good. But there are some improvements including the language used in serving the community, the completeness of the means of supporting payment services and the use of information technology to support motor vehicle tax services. Abstract: Nowadays, stretching the entrepreneurial communitiy is quite dominate in Indonesia. Evident fromhis contributions in the history of the national economy are quite significant in 1998, Small Medium Enterprisescan be seen as the saviour of the valve in the process of national economic recovery, both in pushing the paceof economic growth as well as the absorption of labour. Based on the data of the Ministry of cooperatives andSMEs in 2012, Small Medium Enterprises sector is the sector with the largest economy with a national economicprosentasi the involvement of the offender of 99.99%. The sector absorbs the 97.15% of the labour force inIndonesia, and contributing to GDP on the basis of the applicable rates of 6.23%.The purpose of this study isto examine, test, and evaluate the impact of financing facility with the products’ qardhul hasan small mediumenterprises’ increased revenues against the small medium enterprises assisted el-Zawa Uin Maliki Malang.The population of this research are all Small Medium Enterprises that constitute the built el-Zawa at onceusing a financing facility with dana Qardh al-Hasan is 84. 30 of Small Medium Enterprises such as researchsamples.The results show that Qardhul Hasan SMEC products can increase the income of clients. In addition,the performance of the services provided by the customer is reasonably satisfied by the clients.

People involved in actions at Heathrow, City and Stansted airports reflect on the development of climate justice narratives and how this has evolved over the three 'aviation strikes' at these airports. At the time of the Heathrow action, the focus was on the impact of the aviation industry on the environment, to which Plane Stupid was seeking to draw attention. The City action became a Black Lives Matter action, with the aim of making connections between race and climate change. The Stansted action was organised by a coalition of groups, including Plane Stupid and Lesbians and Gays Support the Migrants (LGSM), and sought to prevent the take-off of a deportation plane. Activists describe their own political development as these narratives shifted over time. They also discuss Extinction Rebellion, which aims to make direct action a mass participation event, and more local actions, such as the anti-raids action in Glasgow in summer 2021.

Abstract: Rapid technological development, the website has become a mandatory media for every agency, company and organization, especially in conveying information to the wider community. MSMEs have an important role in the success of national economic development and are also able to absorb a lower middle class workforce. Likewise, MSMEs in Tegal City, have now become pillars of the economic growth of the people of Tegal City. The City of Tegal MSMEs presents data on the profile of MSMEs that are still conventional and difficult to find, both in location and profile. Geographical Information Systems (GIS) should have been implemented at this time, by utilizing GIS, investors, customers and the wider community will easily get the MSME information. MSME MSMEs Tegal City was designed using the Waterfall method with a Website platform using the PHP programming language and Mysql database. The hope is that this Tegal City SME GIS can become a media of information, promotion to achieve competitiveness in this globalization era.Keywords: Geografis Information System, MSMEs, WaterfallAbstrak: Perkembangan teknologi kian pesat, website sudah menjadi media wajib bagi setiap instansi, perusahaan dan organisasi khususnya dalam menyampaikan informasi kepada masyarakat luas. Sistem Informasi Geografis (SIG) seharusnya sudah diterapkan saat ini, dengan memanfaatkan SIG maka investor, customer dan masyarakat luas akan mudah mendapatkan informasi UMKM tersebut.. SIG UMKM Kota Tegal dirancang menggunakan metode Waterfall dengan platform Website menggunahakan bahasa pemrogramman PHP dan database Mysql. Harapanya agar SIG UMKM Kota Tegal ini dapat menjadi media informasi, promosi untuk memcapai daya saing di era globalisasi ini.Kata kunci: Sistem Informasi Geografis, UMKM, Waterfall
