Public Service Media Utilities: Rethinking Search Engines and Social Networking as Public Goods

Far from being relegated to history's dustbin by technological developments, a public service rationale is as pertinent as ever in the digital era, the capabilities of which lend themselves to the development of public service media. This article explores calls to regulate digital media platforms like Facebook and Google as public utilities, but concludes that, with the exception of regulations to facilitate user mobility and platform/network neutrality, it makes more sense to focus on the development of a robust public service media sector for the digital era. Such a sector would broaden the scope of public service beyond content production and distribution to include social media, search and other information-sorting and communication utilities. The article considers the rationale and scope for such a program, arguing that an era of information glut poses challenges that are distinct from those associated with the broadcast era of relative content scarcity.

This chapter discusses emerging issues and technologies, such as ethical responsibilities in a changing technological environment, the use of analytics and artificial intelligence, the evolution of communications technology, and the growth of block chain and mobile apps technology. Mobile apps technology is a very exciting development because the nature of the applications is very personal and target specific customer needs, hence gradually resolving the issue of explicitly knowing the customer and meeting its personal needs through the concept of personas. This chapter provides numerous examples of how the various technological developments can be specifically implemented to enhance public service delivery in the digital era. In this context, Chapter 12 has two important implications, namely the impact of the technology trends to revolutionise public service delivery on the operations of government entities and users of government services in the future.

The way in which the individual who is the building block of social structure reacts and reflects his/her desires and needs has changed in the 21st century together with technological developments. In speed-based digital era, the individuals have tended to use digital media in which they can quickly find a solution for their expectations and reactions. Individuals have had the opportunity to publicize and share their reactions and expectations through different platforms in the digital media. This reactivity and activism, which can be considered as digital activism, has led a digital individual to carry out activities with a "latent identity", which caused the respondents to increase quantitatively. Change.org is one of the most important digital platforms, which is active in this field and prominent worldwide.The object of the study is to determine how the individuals accomplish the functions via Change.org, such as creating social reaction reflexes, ensuring participation, mediating social awareness and creating awareness about a subject matter. Accordingly, pages of Turkey and England on Change.org were reviewed in a period of one month, a content analysis was performed via campaigns started, and the differences between the two countries representing the sample were addressed.When the findings are evaluated, it is possible to say that individuals has become free for verbalizing their reactions by overcoming their silence through digital media, and that this reaction can set an agenda faster than traditional media. Ever-increasing participation in the campaigns may be interpreted as an indication that digital participation will gradually gain speed in Turkey and England.Extended English summary is in the end of Full Text PDF (TURKISH) file.ÖzetTeknolojik gelişmelerle birlikte 21. yüzyılda toplumsal yapının temeli olan bireyin tepki verme, istek ve ihtiyaçlarını dile getirme biçimi de değişmiştir. Hız odaklı dijital çağda bireyler, beklentilerini ve tepkilerini daha hızlı çözüme kavuşturabilecekleri dijital ortama yönelmiştir. Dijital ortamdaki farklı platformlar üzerinden bireyler tepkilerini ve beklentilerini, kitlelere duyurma ve onlarla paylaşma imkanı bulmuşlardır. Dijital aktivizm olarak değerlendirilebilecek bu tepkisellik ve etkincilik, dijital bireyin aynı zamanda “gizil kimlikle” faaliyetlerini sürdürmesinin yolunu açmış, bu da tepki verenlerin niceliksel olarak artmasına sebep olmuştur. Bu alanda faaliyet gösteren ve dünya çapında öne çıkan en önemli dijital platformlardan biri de Change.org’dur.Çalışmanın amacı bireylerin toplumsal tepki refleksi oluşturma, katılım sağlama, toplumsal bilincin oluşumuna aracılık etme ve bir konu hakkında farkındalık yaratma gibi işlevleri Change.org aracılığıyla nasıl hayata geçirdiklerinin tespit edilmesidir. Bu amaç doğrultusunda Change.org Türkiye ve İngiltere sayfaları bir aylık süre içerisinde incelenerek, başlatılan kampanyalar üzerinden içerik analizi yapılmış ve örneklemi teşkil eden iki ülke arasındaki farklılıklara  değinilmiştir.Elde edilen bulgular değerlendirildiğinde, bireylerin dijital mecra aracılığıyla suskunluklarını aşarak, tepkilerini dile getirmede özgürleştikleri ve bu tepkinin geleneksel mecralara göre daha hızlı gündem yaratabildiğini söylemek mümkündür. Kampanyalara katılımın her geçen gün artması, Türkiye’de ve İngiltere’de dijital katılımın giderek ivme kazanacağının göstergesi olarak yorumlanabilir.

Technological developments have significantly changed the way how a business works, especially the culinary business named Seblak Jeletet Murni, that has located in Jakarta. This business is still relatively new, but consumers continue moldy and this spicy culinary product sales have been continue to increase. This phenomenon is a result of business which has entered the digital era in social media. Marketing of this product is not done intensively by the owner of this business, but consumers who moved to market virally in social media, especially social media video youtube. In this article the author analyzed descriptively about consumer behavior in digital marketing that has affected the sales of the culinary products. The analyzes were performed with case studies and associated in the literature on consumer behavior and digital marketing strategies. This article aims to describe the behavior of consumers in the digital age so that it can be input in determining the marketing strategy culinary efforts forward and be used for thought on the future of consumer research. This paper explores how digital media can cause the representational value of rap artists to be transformed. Ubiquitous access to digital recording, production and distribution technologies grants rappers an unprecedented degree of representational autonomy, meaning they are able to integrate the street aesthetic into their lyrics and music videos, and thus create content that offers a more authentic representation of their (past) lives. Sidestepping the mainstream music industry, the digital enables these integrations and bolsters the hypercapitalist impulses of content creators. I illustrate these ideas through a case study of grime artist, Bugzy Malone, who uses his music to narrate his evolution from a life of criminality (selling drugs on the street; a ‘roadman’), to one in which his representational value is recognised by commercial brands who want to partner with him because of his street credibility (collecting ‘royalties’). Bugzy Malone’s commercial success is not predicated on a departure from his criminal past, but the deliberate foregrounding of it as a marker of authenticity. The representational autonomy provided by digital media can therefore enable artists to maximise the affective cachet of the once-criminal self.

This article investigates how platformisation changes the practices of content production and distribution through the case of the web series, Druck (tr. Pressure (2018–), for the public service content network ‘funk’ (ARD and ZDF). An analysis of the German adaptation of the Norwegian television and web series Skam (tr. Shame) (NRK3, 2015–2017) shows how public service broadcasting (PSB) in Germany is changing due to the influence of social media. To reach a younger audience, PSB has to meet them on third-party platforms. Consequently, PSB must provide content that fits the mobile media environment of social media.

This introduction explores the consequences of the digital revolution on the production, distribution, dissemination, and study of Shakespeare on screen. Since the end of the 20th century, the rise (and fall) of the DVD, the digitalisation of sounds and images allowing us to experience and store films on our computers, the spreading of easy filming/editing tools, the live broadcasts of theatre performances in cinemas or on the Internet, the development of online archives and social media, as well as the globalisation of production and distribution have definitely changed the ways Shakespeare on screen is (re)created, consumed, shared, and examined.

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. Health services are one type of public service that is the spearhead of public health development. People who care about health have started to establish health communities such as healthy homes or nutrition houses such as the Herbalife healthy home. Herbalife's healthy home uses a special scale, the tanita scale, as an indicator of consumer fitness and health. With technological developments, an application is needed that can help carry out consumer health checks. The methodology used in making this application is the prototype model. The programming language used is Kotlin. Meanwhile, the tools and editors used are Android Studio. The method used in data collection in this study is the method of literature, observation, and interviews. With this built application, it can help in determining the health of consumers from several parameters used in this study, including body fat, belly fat, cell age, and health. The output of these parameters is then used as input for the application being built.   Layanan kesehatan menjadi salah satu jenis layanan publik yang merupakan ujung tombak dalam pembangunan kesehatan masyarakat. Komunitas masyarakat yang peduli kesehatan mulai mendirikan komunitas kesehatan seperti rumah sehat atau pun rumah nutrisi seperti rumah sehat Herbalife. Rumah sehat Herbalife menggunakan timbangan khusus yakni timbangan tanita sebagai alat indikator kebugaran dan kesehatan konsumen. Dengan perkembangan teknologi, maka dibutuhkan aplikasi yang bisa membantu melakukan pemeriksaan kesehatan konsumen. Metodologi yang digunakan dalam pembuatan aplikasi ini yakni model prototype. Bahasa pemrograman yang digunakan yaitu Kotlin. Sedangkan tools dan editor yang digunakan yakni Android Studio. Metode yang digunakan dalam pengumpulan data dalam penelitian ini yakni metode kepustakaan, observasi, dan wawancara. Dengan adanya pengembangan aplikasi ini, maka dapat membantu dalam menentukan kesehatan konsumen dari beberapa parameter yang digunakan antara lain yakni lemak tubuh, lemak perut, usia sel, dan kadar air. Output dari beberapa parameter tersebut kemudian dijadikan sebagai input untuk aplikasi yang dibangun.
