Incumbent president Susilo Bambang Yudhoyono (SBY) was reelected as Indonesian president in the elections on 8 July 2009 with over 60 per cent of the votes. The reasons for the victory were his relatively successful economic policies, his efforts in the fight against corruption, and the poor quality of his political opponents. The retired general made a military career under the authoritarian New Order and then became a politician after democratisation started in 1998. In 2004, he was elected president with the support of Islamic parties, which he then included in his government. As a person close to the military, SBY avoided reducing the privileges of the Armed Forces and thus democratic deepening has been stalled. However, there are good chances that economic progress and political stability will prevail during his second term.

This paper examines the historical roots of the emergence of the involvement of the Armed Forces of the Republic of Indonesia (ABRI) in the socio-political field, especially several reasons that form the basis of government policy to involve ABRI in the socio-political and economic fields, as well as ABRI’s own efforts to play a role in these fields. This historical approach research concluded that ABRI’s involvement in the socio-political field in Indonesia had begun since the government of Guided Democracy under President Soekarno. Politically, the reason for Soekarno’s inclusion of the military in his government structure was due to the failure of civilian politicians in formulating state ideology with no agreement between parties in the constituent assembly. This failure is considered to endanger national political stability and threaten the integrity of the country. For this reason, President Soekarno recruited the military to balance civilian politicians in his government. Along with its involvement in the socio-political field, ABRI also plays a role in socio-economics. Although at first, this role was limited to securing national private companies which were legacies of foreign companies, but during the New Order government, the dual function of ABRI was confirmed and its role was wider. Almost all strategic economic sectors are controlled by ABRI.

Abstract The membership of the country in the Euro-Atlantic structures, the professionalization of the Armed Forces and their participation in joint operations put the Bulgarian Army in front of the necessity to comply with the rules for communal-household provision applied in the NATO member states. As the resource constraint of the Military Budget, determined by the economic potential of the country, does not allow the construction of new military infrastructure objects, the current models for modernization, maintenance and utilization of the military infrastructure in the part of the communal-household provision of the Armed Forces are proposed. The implementation of the presented models is in response to solve problems in improving the maintenance and using military infrastructure elements. On the one hand, the applicability of the models requires the development of scientifically-based norms and legislation for the communal-household provision of the servicemen and on the other hand, it responds to the requirements for improving the quality of life of military personnel in the context of continuous structural reforms and transformations

This article proposes a unified theory of logistics for the Air Forces of the Armed Forces of Ukraine based on the existing theories of armament and the logistics of the Armed Forces, and on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. The objective function of the logistics system of the Air Forces of the Armed Forces of Ukraine is formulated to achieve compliance of the capabilities of this system with the predicted volume of logistics tasks. In order to implement this compliance, it is necessary to ensure the convergence of requirements and capabilities at all levels of logistics management. The assessment of the functioning of the Air Forces logistics system of the Armed Forces of Ukraine is proposed on the basis of the stated views on the logistics theory of the Air Forces of the Armed Forces of Ukraine by assessing the set of real capabilities of each subsystem that is a part of its structure and system as a whole. At the same time, the assessment of the quality of the logistic support of the military units (formations) of the Air Forces of the Armed Forces of Ukraine should be related to the level of implementation of the potential capabilities of the logistics system when solving problems of each subsystem at the various stages of combat training, unblocking and operational deployment, the preparation and conduct of operations (combat actions), restoration of combat capability of troops (forces).

This research entitled as “Peranan Amir Machmud dalam Mempertahankan Pemerintahan Soeharto 1969-1982”. The main problem in this research is “How deep the role of Amir Machmud in maintaining Soeharto’s government 1969-1982?”. The hictorical method used in this research, that is consisting heuristic, critical sources, interpretation, and historiography. To deepen the analysis, the interdisipliner approach such as sociology and political science was used in this research, such as role, political stability, and general elections concepts also there was Patron-Client and Structuration theories. Amir Machmud was a prominent figure during Orde Baru period. Amir Machmud was born at Cibeber, Cimahi city and had successful military career during New Order era. Amir Machmud held position as minister of domestic affairs in 3 periods. As a minister, he had successfully carry on some urge problems to government, like PEPERA problem that considered as fraudulence because unappropriate based on New York agreement by international affairs.

Since the former Cold War, the Federal Republic of Germany has had the closest, the most full-scale and different in the spectrum of tracks relations in the sphere of common strengthening of the defence capabilities with the continental Western European countries. First, these ones are France and the Netherlands. The article tries to explore German relations with these two countries in the military sphere during the modern period. The key research methods are event-analysis and comparative analysis. The paper covers the experience of the creation of the first bilateral and multilateral military groups of NATO member states` armed forces which consist of staffs and military forces of the mixed troop system. The article notes that first military groups of this kind were created on the territory of the united Germany and examines the reasons of this tendency. Special attention is paid to the development of German-Dutch Corpspotential. This one, the 1 st tank division and the division of rapid reaction forces (each of those divisions has one Dutch brigade) of the Bundeswehr are explored as military mechanisms of deep integration between the two countries. The article also identifies the features of military-technical German-Dutch cooperation, including their common efforts in the frames of Permanent Structured Cooperation platform. The article compares the scales and quality of German-Dutch and German-French cooperation. In this regard the paper rises the question about real military importance of German-French brigade and cooperation between two countries in military-technical field, including the creation of robotized technics. The paper shows the limits of German-French cooperation potential until the early 2020's.

In many African countries, armies played a key public role in the aftermath of independence. For this reason, no study of African politics can overlook the militarization of the state. Postcolonial Madagascar, for example, was ruled for over two decades by personnel from its army. National armies often present themselves as neutral entities that can guarantee a country’s political stability. However, there is no such thing as neutrality, whether in Africa or elsewhere. The best hope for armies to become and remain as politically neutral as possible is the demilitarization of political power. The withdrawal of the military from politics and their subordination to civilian decisions is important but does not suffice to ensure the army’s political neutrality. Such a withdrawal was widely carried out through the third wave of democratization, the historical period during which there was a sustained and significant increase in the proportion of competitive regimes. Democratization processes cannot succeed without efforts toward neutralizing the military, and thus, toward demilitarizing the political society and depoliticizing the army. Post-transition regimes striving for democracy should bring about and preserve a formal separation of power between the political and the civilian spheres. For these regimes to establish a solid mandate, the army and the security apparatus need to be placed under democratic control. In Africa, the disengagement of the military from the public sphere came about with the political transitions of the 1990s. But changes in political regimes over the past decade have challenged the democratization process, as the return of praetorianism (an excessive political influence of the armed forces in the Sahel and Madagascar) testifies. Hence, demilitarizing politics, on the one hand and depoliticizing and reprofessionalizing the army on the other remain essential issues to be addressed.

Political scientists have recently turned to the Weberian concept of patrimonialism to explain political stability in some Third-World states. Indonesia during the Guided Democracy period is an example of a regime with strong patrimonial characteristics, although its collapse canot be explained in patrimonial terms. The New Order regime has sought to consolidate its power in patrimonial style. Efforts have been made to de-politicize the masses while confining political competition to non-ideological jockeying for power within the elite. However, the New Order's dependence on economic development to obtain support from key groups outside the military elite has tended to push the regime toward increasing regularization and bureaucratization and growing conflict within the military elite. Moreover, the depoliticization drive may not be effective in the long run. In these circumstances, the patrimonial distribution of the spoils of office as a means of maintaining political stability is likely to be increasingly supported by direct repression.

Changes in the international humanitarian legal system in a global context have shifted, as the first war identified with an inter-state ceasefire. Today, the war party is not only a state but also the aftermath of the 9/11 tragedy marked by non-state war actors, a terrorist attack. In Indonesia, the issue of terrorism becomes a serious concern after the first Bali Bombing, the second Bali Bombing, and other terrorist tragedies. Lately, the discourse of TNI involvement in the eradication of terrorism in Indonesia through the formation of the Anti-Terrorism Act. According to the issue, the research problems are (1) TNI's authority elements to combat terrorism in the Indonesian legal system; (2) the International humanitarian law system regulates the involvement of the military on combating terrorism. The results of the study are (1) after the fall of New Order regime in 1998, the dual function of ABRI (Indonesian Armed Forces during Suharto's era) had dissolved, and this implied the limited authority of TNI to maintain the unitary state of the Republic of Indonesia (NKRI) sovereignty at the border. The authority of the TNI on combating terrorism, following Act No.34, 2004 section 7 articles (3) about TNI, mentions that the fight against terrorism deals with criminal methods. Except for war aggression, related to terrorism that threatens the State sovereignty and not against terrorism that occurs in the community on the Anti-Terrorism Act. If TNI wants to be involved in combating terrorism, it must be following the 1945 constitution, of which terrorism is part of non-international armed conflict, in which the power of command is in the hands of the President.

A characteristic feature of modern forms of use of the Armed Forces (AF) is the high dynamism of combat operations, and the main trend in the development of AF command and control systems (CCS) is the integration of various systems of communication, navigation, reconnaissance, information acquisition and processing, weapons, intelligent systems, automation of all formal and fast-moving processes. Geo-information systems (GIS), geo-information technologies (GIT), GPS and Earth remote sensing (ERS) technologies have become de facto a necessary technology for obtaining and processing spatial data in both civil and military spheres. The use of GIS for military purposes (MP) of the Armed Forces of Ukraine will make it possible to conduct a qualitative analysis of spatial and attributive information, take effective management decisions, visualize the combat zone of both individual units and subunits, and the entire theater of operations, promptly display any changes in the combat situation, automate the process of updating maps, determining the coordinates of the desired objects, navigation, etc. It allows you to reduce the likelihood of errors and flaws, increase the speed of creating maps, speed up the processing of information and significantly improve the quality of decision-making by commanders of different levels and echelons who are involved in the process of making certain decisions, and ensure the same initial picture of fighting activities; support of knowledge of the military-object situation at the tactical, operational-tactical and operational levels; to ensure prompt delivery of information to interested authorized users.
