Purpose. The study is aimed at the analysis of the fundamental structure, functions and self-preservation attitudes and manifestations in the behavior of youth and adolescents in human ecology-aware contexts during the COVID-19 pandemic. Background. Against the backdrop of the COVID-19 pandemic, there has come up an insufficient psychological readiness of young people of many countries, including the Russian Federation, for self-preserving behavior under the threat of an infectious disease with high virulence. The results of the study make it possible to assess the possible risks and develop preventive measures for correcting the social orientation of youth and adolescents towards maintaining health among individuals and social groups of young people. Study Design. The article presents the results of an empirical study of the cognitive, conative (stimulating) and emotional components of the self-preservation attitudes of adolescents and youth. It is shown how the latent dysfunction of the attitude towards maintaining health and impaired self-preservation behavior in the relatively safe period, manifests itself as a predisposition to the behavior that poses a threat to human health and survival during the COVID-19 pandemic. A comparative analysis of the structure, functions and phenomena of self-preservation attitudes of young people before and during the pandemic has been made based on empirical studies of the authors conducted in the Kaliningrad region of the Russian Federation within the period of 2010–2019. Participants. 600 respondents in the city of Kaliningrad and the Kaliningrad region were examined during the period of 10 years (2010–2019). They comprised secondary school children aged 12–16 (20%), and men (34%) and women (46%) being university and college students majoring in humanitarian and technical fields of study aged 18–24. Methods. The authorial methodology “The Readiness for Self-Preservation Behavior” in comparison with the data analysis within the contexts of the COVID-19 pandemic which were available to access from the Internet, open global media sources, public records, and the official sources. Results. The dysfunction and weakness of the self-preserving attitude is caused by the low level and inconsistency of the cognitive, conative (behavioral), emotional and evaluative components in the structure of the self-preserving attitude settings for different spheres of life in adolescents and students in the Kaliningrad region, as well as a lack of behavioral experience that strengthens the psychological disorientation of young people in the field of health preservation. Findings. The low psychological readiness of young people to maintain health and display human the self-preserving behavior during the COVID-19 pandemic was manifested by irrelevant behavioral phenomena: the neglect of protective equipment and hygiene measures, as well as the open and veiled resistance to the self-isolation regime.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.

The article considers the problematic issues of the development of the tourism industry in the Russian Federation. In the context of global challenges, the tourism sector of the Russian Federation retains significant potential to accelerate growth and strengthen its role in the development of the economy. On the example of individual tourist projects, the author summarizes and identifies possible areas of activity of public authorities. The study makes comprehensive proposals for the development of the tourist destination at the territorial level, including in the preparation of strategic documents, the adoption of regulatory measures on the business activities of the self-employed in the tourism sector, increasing the revenue base of local budgets through the development of tourism through the introduction of an additional fee.

The article presents the results of studies of psychological readiness of psychologists of official activity of the Federal Penitentiary Service of Russia (hereinafter – the FSIN). The content of psychological readiness at the level of general and special is analysed. The main attention is paid to the results of empirical studies, the main methods of which included questioning, interviewing and compassionate observation. Psychological readiness of the FSIN psychologists of service activities is predetermined by the effect of a number of important factors: a high level of instrumental readiness, high level of development of personal and professional qualities, the ability to mobilise their resource, attitude to success. Methods for forming mental attitude are analysed. Development of psychological readiness of the FSIN psychologists of service activities should be carried out mainly with the help of development experience, psychological training, self-development, etc.

Economy of knowledge is an economic formation, where today’s generation of young people will work. It is quite good that many scientists try to forecast what it will be like. The article studies different approaches to assessment of regional knowledge index. The authors put forward a new methodology of its estimation on the basis of key matrix determinant and its logarithming. To assess the knowledge index 16 indicators divided into 4 groups are used and they gave an opportunity to build a four-dimensional matrix. According to the author, this approach is more objective and can eliminate some inaccuracy of methods designed by other authors. On the basis of this methodology the knowledge index was estimated, which shows conditions for shaping economy of knowledge in Russian regions. The rating of federal districts and regions-leaders was built and regions-outsiders in respect of economy of knowledge shaping were identified. Indicators that exert the most serious effect (positive and negative) on the knowledge index of regions were found. More detailed results for the whole period of analysis – 2000–2015 – for all regions of the Russian Federation can be found in the Situational Center of the Russian Plekhanov University of Economics.

This study analyzed the phenomenon of youth protest activity in modern Russia. The purpose of the work is to identify the specifics of the formation and development of the phenomenon of youth protest in the Russian Federation. Currently, there is an increase in social tension among young people, which is due to a large number of phenomena and factors. By analyzing the cases of protest activity in the Russian Federation over the past 10 years, their causes, mechanisms of organization, actors, stages, resources, and results have been identified in the dynamics. Based on the analysis of the results of sociological studies of protest activity of modern Russian youth and cases of protest activity, the article analyzes value orientations, dynamics and trends in the development of this phenomenon, presents concepts containing an analysis of the specifics of social protest, considers factors associated with the strengthening of various effects of the influence of digital communications on the political interaction of citizens and processes associated with the complexity of the nature and structure of political communication. Two structural levels of the system of social factors of protest behavior are identified: individual protest behavior and protest social movement, the most significant factors of protest social activity of young people are characterized. Based on the analysis of the results of a number of sociological studies devoted to the study of the role of digital communications on the protest social activity of Russian youth, it is concluded that the influence of digital networks on the political activity of citizens is increasing, while at present there is not a decrease in the civic activity of young people, but a change in the models of their participation in political events.

The relevance of the topic is largely due to the development of the country's tax base and the expansion of the geography of the special tax regime of the NAP. The main aspects of the functioning described in the work help to assess the advantages and disadvantages of the tax for self-employed persons. The purpose of the study is to reflect the trend in the development of a special tax regime for self-employed citizens in the Russian Federation. In connection with the purpose of the study, the following tasks were solved: to reveal the essence of the “self-employed population”, to characterize the main provisions of the special tax regime of the NAP, to consider the statistics of the number of self-employed persons in the Russian Federation, to identify the specifics of the tax regime for the self-employed population. The subject of the research is the special tax regime "Tax on professional income". The object of the research is the regulatory framework, as well as statistical data submitted by individuals to the Federal Tax Service on the implementation of activities to provide services to other individuals for personal, household and (or) other needs.As part of this research article explores the concept of "self-employed" citizens and trends in the use of special tax regime for the self-employed population in Russia according to the Federal Law from 27.11.2018 No. 422 «On the experiment of establishing a special tax regime "Tax on professional income"». The positive and negative aspects of the functioning of the tax regime are identified and the dynamics of the implementation of the law is studied.
