This article is devoted to identifying the systematic nature of pedagogical phenomena and the degree of preparation for the professional activities of future social teachers. The purpose of this study is to analyze various approaches and reveal the main components in the formation of professional competence of future teachers: unity of theory and practice, transition of educational to educational and professional activity (quasi-professional activity), use of reproductive and active methods (problem lectures, discussions, analysis of pedagogical situations, design of content and forms of activity of students, psychological training), presence of motivational and value attitude (entertaining, motivational and problem situations), readiness to perform professional.

A problem of future subject teachers training in conditions of Federal State Educational Standards introduction for various steps of an education system in Russia has been considered in this paper. For teacher�s ICT competence development a training program has been offered and a course �ICT Technical Means in Subject Teacher�s Professional Activity� has been developed. The course consists of two modules: �ICT Technical Means and Their Pedagogical Opportunities� and �Network Technologies and Their Application in Educational Process�. An electronic educational and methodical complex which structure is presented in this paper, being educational and methodical maintenance of this course, has been developed for training process efficiency increase. Preparation results indicators, control�s forms and methods, allowing to define a level of trainees� knowledge and abilities have been offered for the purpose of control and assessment related to training course materials� assimilation extent on two substantial modules. It has been shown that the developed course�s educational and methodical providing allows to optimize the future subject teachers� training process in higher education institution and also in system of professional development and professional retraining of pedagogical workers for the purpose of their professional competence formation in the area of ICT technical means use in educational process.

The article presents the results of a study conducted on the basis of the INCD "Udmurt State University" in the "Tourism" course. The purpose of this research was to study key general and professional competencies presented in the Federal State Educational Standard SPO 43.02.10 in the "Tourism" course. The research is based on the Tuning methodology, which orients educational organizations to coordinate the results of education with three target groups: representatives of the academic community (teachers), the professional community (employers) and graduate students. Social partnership allows you to take into account the specifics of the regional labor market and the demands of employers, which is a regulatory requirement of the Federal State Educational Standard. The main research method is online survey. On the results of the online survey, the authors carry out the analysis of the severity of indicators of the importance of competencies for the professional activity of a graduate on a 4-point scale; competencies are ranked according to the degree of importance for each target group. In general, the graduate's competencies in the Federal State Educational Standard SPO 43.02.10 are highly appreciated by representatives of all target groups. Average assessment of the importance of general competencies - 3.33 points; professional competencies - 3.22 points. The opinions of representatives of the academic and professional communities are more consistent, their assessments of the composition of the GEF competencies are higher than those of students. The study also showed that certain competencies are either overestimated or underestimated by groups of respondents.

This article presents the experience of the CDIO (Conceive — Design — Implement — Operate) educational standards implementation in the context of TUNING approach: on-going reform of the higher education; introduction of the new generation of Federal State Educational standards (FSES); development of new professional standards. It analyses the results of CDIO implementation monitoring in the system of higher education of foreign language teachers based on the experience gained during the TUNING Russia Project (2010-2019). This article provides an overview of the profiling of TUNING development methodology successfully adapted and applied for the training course for the teaching staff of the foreign languages faculties. Professional competence of a teacher can be shown in a teacher’s portfolio, that is a kind of reflection of his/her professional activity and competitiveness which leads to self-assessment and self-development.

Fundamental government documents set the priority of the educational system in public policy, declaring the need for successful scientific and professional training and innovative educational activities of future specialists. The article is aimed to propose a solution to the formation of professional competence of future specialists of technical universities at the stage of modernization of education in modern Russian society. The work reveals the essence of the leading methodological approaches to solving the problem under study: competency, creative, personality-oriented, system-activity, technological, task-based approaches. A retrospective analysis made it possible to reveal the pedagogical conditions, simulating the real professional activity of students of a technical college. The ways of successful development of professional competence of future specialists are described (establishing innovative-creative environment; developing the subject position of a personality; strengthening practice-oriented activities; organizing reflection and self-reflection; using computing, information and telecommunication technologies, and systems; effective management of students' academic, scientific, and professional activities). Based on the leading principles, the methodological approaches, the requirements of the Federal State Educational Standard of Higher Education for the preparation of future specialists in the Russian Federation, the article presents the innovative experience of the organization of educational process, which is aimed to form a professional competence among graduate students of Ryazan Institute of Moscow Polytechnic University, as well as Ryazan State Agrotechological University named after P.A. Kostychev. This study made it possible to develop and implement a block-modular structure and content of engineering and construction training of students, which includes design, organizational and managerial, information-applied, creative competencies corresponding to the types of professional activity.

Due to the release of new educational standards regulating the activities of educational structures of the Russian Federation the requirements for the results of professional training of a competent specialist with a developed set of competencies have increased. According to the requirements of the Federal State Educational Standards of Higher Education in 31.05.01 “Medical Care” and 31.05.02 “Pediatrics”, the future doctor must have a whole range of skills and abilities that determines his professionalism. These include the qualitative analysis of information, the identification of cause-and-effect relationships, the structuring of source data, and the reflection of one's own activities, which ultimately lead to the formation of analytical and reflexive activities. The formation of analytical and reflexive competence of a future doctor in the course of professional training is defined as a continuous and holistic psychological and pedagogical process aimed at strengthening motivation, ability and readiness to effectively carry out analytical and reflexive activities within the framework of professional activity. This has determined the need for the development of new didactic tools that contribute to its improvement in the process of professional training: models, pedagogical conditions, technology of formation, criteria apparatus and diagnostic tools.

Purpose. The article analyzes the normative documents of the Ministry of Education and Science and the Ministry of Labor, which underlie the development of the basic educational curriculum for the new Federal State Educational Standard 3 ++ majoring in 20.05.01 “Fire safety”. The types of professional activity in the specified specialty are considered, the range of tasks is outlined when introducing an independent assessment of qualifications into the institute system of specialists training. The principle has been determined, which, if not observed, will result in the unbalancing of specialist program. Methods. Theoretical level methods were used within the framework of the research, in particular, analysis, as well as methods of the empirical level – description, comparison and testing. Findings. The research resulted in the development of a scheme for a two-stage education system in the implementation of the Federal State Educational Standard of Higher Education 3 ++, and the direction of specialization for a specialist program has been determined as well. Research application field. The results obtained will help to further develop the main professional educational curricula of a specialist program in two areas, in which graduates will be equally in demand. Conclusions. Taking into account the above said, the study will progress in developing a separate specialist program, aimed at the needs of the labor market in the field of fire safety (engineering, preventive and managerial personnel of the services providing fire safety in an organization).

Companies are poorly satisfied with the level of training of specialists and put forward a number of requirements for specific professional competencies of the applicant in the field of engineering. Building a model of such a specialist is complicated by the fact that engineering services are not part of an independent branch of the national economy of Russia. The training of University students is regulated by Federal state educational standards. For specialists in the field of engineering, it is necessary to involve representatives of the professional community in the development of Professional standards. This will allow us to offer outstanding professional competence in the engineering field, which will meet modern market needs and take into account the experience of the best world practices. Modern specialists in the field of engineering should have a balanced combination of practical programs with traditional training, allowing students to apply their knowledge in real conditions. World experience shows another feature of training these specialists, which is aimed at developing non-technical skills in addition to mastering the basic curriculum in order to professionally succeed. In many respects, the effectiveness of applicants in the engineering field will be determined by their knowledge and skills in the organization and management of key stages of the life cycle of their projects. The state University of management shares its experience in training project-oriented specialists in the field of management and engineering. At the University, the training program is based on engineering education using modern training technologies, methods and tools of project management, as well as direct communication between students and teachers. Active implementation of digital technologies improves academic mobility and contributes to increasing the share of the online segment of educational services.

The structure of the article is determined by the logic of designing the goals of foreign language teaching in a technical university. The highest level of generality of goals reflects the social demand of society as a whole and is presented in the Federal State Educational Standard of Higher Education. At the second level of goal formulation (Model Discipline Programs), they are specified according to the needs of the spheres of economics. In the development of Work Programs of Discipline within the framework of teaching in a specific university, final clarification of goals is required depending on the requirements of regional employers (the third level of specification of goals). In order to clarify the objectives of teaching foreign language to students of technical universities taking into account the requirements of the regional labour market, a questionnaire was conducted in 2019 for graduates of the National Research University „Moscow Institute of Electronic Technology,” working in a specialty in enterprises in the field of exact technologies in Zelenohrad (Moscow). The questionnaire showed that in addition to the four types of speech activities specified in the Model Programs on Foreign Language for Non-Language Universities, engineers use interpretation and translation in their professional activities. The rating of types of foreign language speech activity in descending order of their importance for professional activity of the engineer is as follows: reading – auditing – translation – writing – speaking. The most demanded professional foreign-language tasks in all types of speech activities (except translation) are solved by modern engineers in communicative situations using information technologies.
