The Implementation of the Mechanism of Management of the Strategic and Tactical Planning System of the Enterprise of the Military-Industrial Complex in the Conditions of Diversification

The types of strategies by type of strategic planning are considered. Efficiency criteria and initial parameters of a diversification strategy are defined: market potential, number of competitors, volumes of civilian products, marketing costs, investments, number of types of raw materials and production resources. Methodological recommendations on the implementation of the mechanism are proposed organizational and economic management of the strategic and tactical planning of the defense industry enterprise in the context of diversification. The practical use of the mechanism of organizational and economic management of the strategic and tactical planning system of the enterprise in the conditions of diversification is considered at the enterprises of JSC "Electric Machine Building Plant" LEPSE "and PJSC" Kirov Plant "Mayak".

Soil, performing a number of important functions is the geomembrane and affects the flow of most processes in the biosphere. Wherein geochemical processes occurring in the soil play an important role in the fate of contaminants as organic matter while controlling their redistribution in the ecosystem between its various components are generally leads to the formation of stable areas of contamination. The soil not only geochemically components accumulates contaminants, but also acts as a natural buffer that controls the transfer of chemical elements and compounds in the atmosphere. Around industrial enterprises formed geochemical anomalies with high content of pollutants, which can reach a radius of 10-50 km, and the impact of large industrial centers can be traced to a distance of 100 km. All known processes of metal accompanied by the formation of large amounts of waste that pollutes air, water and land surface. Mechanical engineering is an important industry of the Orenburg region and is represented by enterprises of the military-industrial complex, agricultural machinery, machine tools, equipment for ferrous and non-ferrous metals, vehicles, electric household appliances. In the machine-building complex of the Orenburg region includes more than 70 large enterprises. The share of engineering products in the volume of industrial production is about 8%. In this case, the natural environment of the city of Orenburg slabozaschischena from most adverse geo-environmental factors. Based on this, we carried out a study on the quality of soil and environmental situation prevailing in the city of Orenburg, in the zone of influence of the enterprise Plant drilling equipment.

The article describes the modern functional and territorial structure of the economic complex of one of the most industrial regions of the Asian Russia – the Kemerovo region. The basic link in the economic complex of the Kemerovo Region is industry. A quarter of the economically active population in the region is employed in industry. Industry provides half of the gross regional product. The role of industry in the economic complex of the Kemerovo region has not changed for many years. In general, the region’s industry has a pronounced raw material orientation. Raw materials industries are the leading ones in the industry structure of the region: the total share of the coal industry, metallurgy, electrical energy and the chemical industry in the total production of industrial products is 85 %. Kuzbass is Russia’s leader in coal mining. The share of high-tech industries is negligible. Machine building accounts for no more than 5 % of industrial production. The industry of the Kemerovo region is characterized by a poly-branch structure, formed primarily on the basis of the coal resources of the Kuznetsk Basin. The leading role belongs to the coal-metallurgical system of production, which forms a number of highly developed energy production cycles (coal-energy, chemicals, pyrometallurgical and others), some of which (raw materials extraction) are located outside the region.

The state’s desire in recent years to carry out activities to oust the Russian market of imported goods and various materials and equipment is a positive sign and significant step in the direction of transition of the Russian economy from commodity–monetary to real, based on deep processing of raw materials, but also restore previously lost technologies and the formation of new products and development on the basis of existing scientific and technical potential. Undoubtedly, this is of particular importance, especially in the military-industrial complex-not to be dependent on foreign components, materials and equipment, especially in the conditions of ongoing sanctions. This also applies to such industries as the cable industry, in which the scientific, technical and financial realities of implementing the import substitution policy in the cable industry are important, both on the part of the government and on the part of manufacturers themselves. The article presents the main problems of import substitution in the cable industry. The characteristic of the program and the main activities of EKZ JSC in the framework of import substitution of cable products are presented. Based on the results, a conclusion is made about the role of import substitution in the cable industry.

Introduction. In modern Russia, even today, the process started back in the 1990s continues to gain momentum – the emergence of state-monopoly capitalism. This phenomenon always includes such a feature as centralization in the economic and political spheres of public life. The concentration in the hands of the state of the mechanism for the regulation of economic processes in a country is not always negative. There are enough examples in history to prove this thesis. The purpose of this article is to show a positive example of competent centralization of the economic sector, referring to the experience of reforming the credit system in the Soviet Union during the period of industrialization. The authors of the article strive to demonstrate an example of an effective mechanism for maneuvering means, as well as to evaluate the results of this process. Materials and methods. This research is based on traditional methods used in Russian historical science: problem-chronological, systemic, and comparative-historical. Results. The reform of the credit and banking sector carried out in the Soviet Union was a logical conclusion to the centralization of the country’s internal economic management system, which enabled the state to take a more precise approach to planning, distribution and, most importantly, to accounting for funds. Discussion and Conclusion. The result of the reform was that all financial flows concentrated in the hands of the state proceeded in the order strictly established by the party, in accordance with a single political line. In turn, this made it possible to create a base for maneuver with the means that went to strengthen the defense – industrial complex and qualitatively re-equip the army. The development of centralization, in fact, became the basis for the further development of the military economy with the beginning of the Great Patriotic War.

Статья посвящена рассмотрению вопросов экономического управления компанией, входящей в состав отечественного оборонно-промышленного комплекса и перешедшей в порядке диверсификации на производство гражданской продукции. Целью исследования является синтез системы экономического управления, обеспечивающей регулирование бизнес-процессов компании в сквозном производственном цикле создания продукции, подлежащей потребительской кастомизации, и продукции с фиксированными потребительскими свойствами. Кастомизируемая продукция изготавливается в интересах гражданского заказчика, представленного на рынке бизнес-партнерами и потребительским сообществом. Некастомизируемая продукция изготавливается в интересах государственного заказчика по предварительно согласованному проекту с фиксированными свойствами продукта. Управление компанией реализуется путем внутрифирменного регулирования бизнес-процессов и бизнес-проектов, формирующих денежные и товарные потоки. Предложена схема системы сквозного экономического управления компанией, осуществляющей одновременный выпуск продукции, подлежащей и не подлежащей потребительской кастомизации. Научная новизна полученных результатов заключается в реализации инновационного способа комплементарного экономического управления компанией, основанного на совмещении управленческих воздействий топ-менеджмента компании и воздействий искусственного интеллекта. Качество управления оценивается по системе показателей, заложенных в финансовый план компании. Регулирование осуществляется в непрерывном цикле для минимизации отклонений наблюдаемых и запланированных показателей. Наряду с коммерческой результативностью бизнеса отслеживаются и проектные характеристики, заданные потребителем при кастомизации продукции. The article is devoted to the economic management of a company that is part of the domestic military-industrial complex and has switched to the production of civilian products in order to diversify. The purpose of the research is to synthesize an economic management system that ensures the regulation of the company's business processes in the end-to-end production cycle of creating products subject to consumer customization and products with fixed consumer properties. The customized products are manufactured in the interests of a civilian customer represented on the market by business partners and the consumer community. Non-customized products are manufactured in the interests of the state customer according to a pre-agreed project with fixed product properties. The company's management is implemented through the internal regulation of business processes and business projects that form cash and commodity flows. The scheme of a system of end-to-end economic management of a company that simultaneously produces products that are subject to and not subject to consumer customization is proposed. The scientific novelty of the obtained results lies in the implementation of an innovative method of complementary economic management of the company, based on the combination of managerial actions of the company's top management and the effects of artificial intelligence. The quality of management is assessed according to the system of indicators laid down in the company's financial plan. The regulation is carried out in a continuous cycle to minimize deviations of the observed and planned indicators. Along with the commercial performance of the business, the design characteristics set by the consumer when customizing products are also monitored.

The problem of the machine-tool capacity operational calculation and labor intensity at manufacturing parts of the new nomenclature, mainly machined by cutting, on machine-building enterprises of the military-industry complex (MIC) when calculating the technical and economic indicators of an order is considered. An algorithm for such a calculation, based on the operational calculation of the machine-tool capacity of cutting operations and the presented labor intensity of heat treatment operations, the application of electroplating and paint coatings, as well as locksmith and control operations is proposed. Введение. Развитие методического обеспечения системы управления и планирования предприятий оборонно-промышленного комплекса обуславливает применение различных функциональных инструментов с использованием экономических, математических и статистических методов, позволяющих повысить эффективность деятельности предприятий оборонно-промышленного комплекса на основе принципов формализации, системности, регулярности. Данные и методы. Теоретической основой явились научно-исследовательские труды российских и зарубежных ученых, связанные с проблемами планирования, учета и контроля затрат, бюджетирования предприятий производственного сектора, практический опыт предприятий оборонно-промышленного комплекса. Полученные результаты. В статье уточнено понятие внутрифирменного планирования на предприятиях оборонно-промышленного комплекса, рассмотрены принципы внутрифирменного планирования, позволяющие адаптироваться к условиям цифровизации экономики, представлены функции бюджетирования и этапы постановки системы бюджетирования на предприятиях оборонно-промышленного комплекса с учетом отраслевой специфики и в рамках реализации подхода к процессу бюджетирования «снизу вверх/сверху вниз». Исследовано распределение полномочий в рамках методологического обеспечения бюджетного процесса между предприятиями оборонно-промышленного и головной организацией холдинга, к которому они относятся, и обозначены существенные критерии исполнения бюджета. Заключение. Рассмотрены особенности реализации процедуры постановки системы бюджетирования на предприятиях оборонно-промышленного комплекса с учетом их отраслевой принадлежности. Introduction. The development of methodological support for the management and planning system of enterprises in the military-industrial complex determines the use of various functional tools using economic, mathematical and statistical methods; allowing to increase the efficiency of the enterprises of the military-industrial complex on the basis of the principles of formalization, consistency, and regularity. Data and methods. The theoretical basis was the research works of Russian and foreign scientists related to the problems of planning, accounting and control of costs, budgeting of enterprises in the manufacturing sector, and the practical experience of enterprises of the military-industrial complex. Results. The article clarifies the concept of intra-firm planning at enterprises of the military-industrial complex, considers the principles of intra-firm planning, which make it possible to adapt to the conditions of digitalization of the economy, presents the budgeting functions and stages of setting up a budgeting system at enterprises of the military-industrial complex, taking into account the industry specifics and as part of the implementation of the approach to the process bottom-up / top-down budgeting. The distribution of powers within the framework of the methodological support of the budgetary process between the enterprises of the military-industrial and the parent organization of the holding to which they belong has been investigated, and essential criteria for budget execution have been identified. Conclusion. The features of the implementation of the procedure for setting up the budgeting system at the enterprises of the military-industrial complex, taking into account their industry affiliation, are considered.

This article is devoted to the analysis of the problems of the Russian economy in modern conditions, in particular, the technical and technological backwardness of Russia from the developed countries. The analysis of the reasons for the low level of competitiveness of the national economy has been carried out, and ways of its possible improvement have been investigated. The necessity of changing the export-raw model of economic development, based on the accelerated increase of fuel and raw materials exports, on the model based on the production of high-tech competitive products is shown. A study of the world’s best practices in the development of industry and the agro-industrial complex has been conducted, and statistics of economic indicators of other countries is given. This article analyses the results obtained by these countries. Also, the most effective principles of economic management, which could be applied in Russia are identified. It is substantiated that the Russian Federation needs to intensify innovation. It is revealed that the strategy of innovative development of the agri-food and industrial complex should be determined on the basis of the state innovation policy, the main task of which remains to mobilize the potential of the scientific and technological potential of the industry for the technical and technological renewal of domestic industry and agro-industrial complex.

In the article, on the example of one of the enterprises of the military-industrial complex — JSC CKBA, the planning system operating at the enterprise is considered, the problems of its functioning are revealed on the example of the execution of the state defense order 2017. The influence of the rhythm of production on the cost and profitability of production is established. Practical recommendations for improving the quality of planning and improving the efficiency of production activities of the enterprise are proposed. Testing of the proposals confirmed the successful performance of JSC CKBA of tasks the state defense order 2018. The results of verification of actual costs under the executed state contracts of the military representation of the Ministry of Defence of the Russian Federation accredited at the enterprise were used as analytical material.

The article determines and systematizes the existing obstacles to the development of competitiveness of enterprises in the machine-building industry of Ukraine. One of the most important problems facing the domestic economy is to ensure stable economic growth not only in the raw materials industries, but above all, in the leading industries of the industrial complex, whose center of gravity is the machine-building industry. Machine-building complex – one of the leading in the industry of Ukraine, which integrates a system of research, design and technological organizations; It is engineering determines the socio-economic and technological and technological level of state development, the competitiveness of its productions. Effective functioning and maintenance of a high level of competitiveness, is important for modern Ukrainian machine-building enterprises. The article investigates the main constraints of competitiveness of enterprises of the machine-building industry of Ukraine, which related to change, connections and competition.The development of mechanical engineering under the influence of various factors is not predictable, not by plans and programs, which are formed by governments taking into, account the needs of industrial products and the requirements of globalization of the world economy. It is accompanied by accumulation of problems that adversely affect the development and general condition of machine-building corporations. The situation is worsening with a decrease in the time span between global crises, which adversely affect the state of the national economy of Ukraine and the types of economic activity. Despite the negative trends that are observed in industry and in machine building, there is a possible directions of solving the existing obstacles and restrictions.
