The article considers business practices of Moscow small industry in the XIX century, basing upon physiological sketches of N. Polevoy and I. Kokorev, statistical data and the classification of professions are also presented. The author claims that the heroes of the analyzed sketches are the forefathers of Moscow small businesses and shows what a deep similarity their occupations and a way of life bear to the present-day routine existence of small enterprises.

The definitions the concepts of “innovations” and “innovation process” have been adduced, general assessment of the position of the Russian Federation in the world in terms of investment in scientific and technical research and developments (R & D) has been given, the most investment areas in terms of the volume of expenditures on scientific and technical research and development (R & D) have been highlighted . Key arguments that justify the need for innovative development of the pharmaceutical industry in Russia have been presented. The state and structure of the pharmaceutical market in Russia have been considered, the factors of transition of the pharmaceutical industry to an innovative course of development have been specified. Clear results of the implementation of the strategy for the development of the pharmaceutical industry until 2020 have been emphasized. Examples of implementation of the innovation management mechanism at the level of a separate domestic company Biocad have been given.

In recent decades, the need to theorize and practise innovation has become apparent to many domestic and foreign companies. The process of introducing innovation mechanisms differs from company to company. Businesses and innovation theory experts do not yet agree on the methodology for implementing innovation effectively. The increasingly competitive environment of the world encouraged many companies to move towards innovative development. Innovation became an important tool for sustainable development for many companies in an unstable and rapidly changing external environment. Innovation is used to create a new product or develop a process to increase a company’s profits and strengthen its market position. The term “innovation” has a different understanding today, depending on the area of application: firms or sectors. The article examines the theoretical concepts of innovation.

This paper analyses the female gender as a one of the factors that may influence product and process innovativeness of small enterprises. The data discussed come from an empirical study of 1017 small enterprises from the Kujawsko-pomorskie region in central-northern Poland. The theoretical framework suggests three areas of factors that may influence small enterprises innovativeness: the entrepreneur’s gender, innovation management capability, and firm characteristics. The results of the study suggest that the female gender of the entrepreneur has a positive impact on the product and process innovativeness of small enterprises. In the group of small enterprises managed by female entrepreneurs the chances of introducing product innovation are higher by 83.7%, process innovation by 56%, and product and process innovation together by 82.1%.

The article examines aspects of the current economic situation of uncertainty caused by the consequences of the pandemic, and how it affected the development of small businesses in Russia, including the results of a comparative analysis of the functioning of small businesses in other countries. The factors of influence, including a special group of threat factors, are high-lighted on the basis of a specially conducted survey of Russian small enterprises, which makes it possible to more reasonably highlight priorities in the development of anti-crisis manage-ment measures, taking into account the need to implement accelerated digitalization and change business models. Due to the fact that the world is experiencing a crisis of a huge scale, for which it was not ready, and after almost a year, there are no proposals for effective recovery strategies (overcoming) local, individual crises caused by the COVID-19 pandemic, this fact confirms the conclusion about the fact that it is necessary to consider uncertainty, and not risks in the study of crisis behavior of small business.

Introduction. Small business is a basis of market relations, creating new working places, paying mandatory payments to budget, being able to adapt quickly to market needs. Like any economic entity, small businesses operate at risk. However, the risk that causes little discomfort to a large enterprise can be catastrophic for a small business. Purpose. Research of modern risks in the activity of small business and preconditions for using of risk management in their economic activity. Results. It is noted that risks are inherent in any stage of entrepreneurial activity, the essence of which involves their acceptance and processing. It is indicated that small business, as an important component of market relations, is more sensitive to various risks compared to large businesses. Identification and effective risk management in nowadays challenges is a necessary component of any enterprise’s management, especially of small businesses. It is noted that the risk management system, which is aimed at ensuring the required level of enterprise’s resilience to possible threats to its sustainable development, involves the involvement of specialists managers. However, in a small business, these functions are usually entrusted to a manager who performs various tasks at the same time. The main groups of risks of economic activity of small enterprises in Ukraine at the present stage, considering their origin, level of influence, spheres and scales of distribution (market, administrative and legal, financial, personnel, investment and innovation, reputation, commercial, information and digital, globalization risks) are presented and characterized. Modern characteristic features of domestic practice in risk management which cause additional difficulties, in particular, in small business activity are presented: non-transparency of economic processes, lack of standards of risk management and appropriate culture of risk management; lack of professionals in the field of risk management with sufficient practical experience. Conclusions. It is proposed to carry out risk management at all stages of the life cycle of products (services), involving specialists from all departments (areas of activity), taking into account the advice of external experts, analyzing the actions of competitors.

The main types of activity of small enterprises in Ukraine are investigated in the article. The ratio of the number of small enterprises to the total number of enterprises in the country and the share of micro-enterprises is determined. The influence of small enterprises on the socio-economic development of the country is studied. The state of development of small business in the world is studied. The share of small enterprises in the total number of enterprises is analyzed. The share of small enterprises in the structure of GDP is studied. The number of employees employed in small businesses is analyzed. The importance of small business functioning for the national economy through integrated indicators is substantiated. The branches and types of economic activity of Ukraine are analyzed and the best ones are singled out according to the number of small enterprises and their share in the total volume of enterprises of the country, according to the level of employment and by the volume of sold products. The dynamics of development of small enterprises of Ukraine is analyzed. Significant growth rates of financial results of small enterprises and prerequisites for their effective operation have been identified. The most attractive activities for small enterprises in Ukraine are analyzed. The structure of small business entities by types of economic activity is studied. The place of Ukraine in the world ranking of ease of doing business «Doing Bussines-2020» is studied. The national problems that hinder the development of small enterprises in Ukraine are studied. A comparative analysis of Ukraine and the countries of the post-Soviet space is carried out and the main positive changes and existing unresolved problems are indicated. Ways to eliminate bureaucratic obstacles by creating (functioning) direct financial support from the state and simplifying the procedure for obtaining it are proposed. The experience of foreign countries in state support of small business is considered. The problems of small business development in Ukraine are studied and the ways of solution which will promote further development are offered.

It is estimated that there are 1,004,200 private sector small businesses in Australia, of which almost 900,000 were non-agricultural businesses, and 104,500 in the agriculture, forestry and fishing businesses (DEWRSB, 1997). It is also estimated that Small and Medium Enterprises (SMEs)1 employ 51% of the private sector workforce (SBDC, 1999) and so make a substantial contribution to the nation’s economy and employment. This pattern is not unique to Australia but reflected in many developed and developing economies around the world. In general, therefore, SMEs have been strongly encouraged by government to embrace the new e-business environment and expand their global reach with enhanced productivity. However, the relationship between SMEs and e-business has been found to be an uncomfortable fit. SMEs have been reluctant to adopt electronic commerce principles and practices in their day-to-day business transactions (Beer, 1999; DIST, 1998; Shern, 1998; SBI, 1998; Yen, 1998) for a wide variety of reasons.

В статье рассматриваются проблемы и сложности развития и расширения малого бизнеса. Элемент научной новизны заключается в выявлении некоторых проблем малого бизнеса на современном этапе. The purpose of the article is to consider the dynamics of small business development in the Russian economy and outline the vector of its further movement. The importance of small businesses is recognized throughout the world, small enterprises create jobs and provide a significant share of the population with incomes, which allows us to talk about the relevance of the topic. The article discusses the problems and complexities of small business development and expansion. An element of scientific novelty is the identification of some problems of small businesses at the present stage.
