Planning of State Support for Agricultural Enterprises: Centralization or “Regionalization”?

In the planning system of state support for agricultural production, a policy is being implemented to provide greater independence to the subjects of the Russian Federation. The article examines the problem of correlation between centralization and decentralization (“regionalization”) when solving problems of support planning. The analysis of the mechanisms used in solving the problems of the development of agricultural industries, territorial support and support of various organizational and legal forms of management is carried out. It is concluded that it is necessary to use different mechanisms of interaction between federal and regional authorities, depending on the target orientation of the tasks. Proposals for improving the planning of state support have been substantiated.

Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. The state program “Development of aquaculture (commercial fish farming) in the Russian Federation for 2015-2020” (hereinafter referred to as the State Program) determines the main directions for the development of the fisheries complex and its financial support. However, the current program does not sufficiently elaborate the forms of state support for this sphere of agricultural production, which would contribute to the accelerated development of the industry. It should also be noted that the existing potential of aquaculture in Russia is not fully utilized. The Institute of Economics of the Irkutsk State Agrarian University named after A.A. Ezhevsky, in collaboration with the Ministry of Agriculture of the Irkutsk Region, assessed the fulfillment of tasks of the State Program, identified factors hindering the development of aquaculture in Russia and its regions, and developed recommendations for improving the forms of state support for economic entities in the industry.

Nowadays, the sustainable development of agriculture is impossible without state support at current economic conditions. It is due to the peculiarities of agricultural production, which has a lower productivity, compared with other industries, but plays a vital role in the provision of food, that allows us to solve the problem of strategic national security fully. One of the main forms of state support is targeted allocation of budget subsidies to agricultural enterprises, thus improving the efficiency of their use is only possible through the use of objective information, which is useful for management decision-making, the formation of which provides by accounting system. The carried research in the current conditions allowed us to solve the problem, mentioned in the introduction, make the appropriate general conclusions and recommendations, aimed to more efficient use of government subsidies in the agricultural organizations. In this paper we have identified the main criteria for the evaluation of grants for the purpose of rational distribution and effective use. Today, the operation of agricultural production in all developed countries is entirely based on a system of effective government incentives. In European Union countries through a variety of techniques and actions of government regulation (system of grants and subsidies, preferential loans, the application of special tax regimes, the reduction of tariffs on consumed agricultural resources, the system of credit and insurance compensation from the budget and others) performed less stable support of monopolized agriculture by redistributing income from more monopolized industry, that allows us to develop the agricultural sector at a higher level of innovation. It is extremely important to develop an effective mechanism for compliance with the criteria subsidies. From the point of view of its simplicity, the attractive approach would be to organize a unified Development Bank, which would treat all agricultural enterprises, wishing to implement a project. But the emergence of competent organizations, capable of protecting national interests, nothing is guaranteed, even under the best of circumstances, this will require significant resources and time. In addition, the same amount of money will be more useful, if you use them as subsidies for interest payments of loans, than in the role of capital. The new rules are provided corresponding transparent methods of distribution of subsidies between companies, complemented by the availability of subsidies, aimed to promoting structural reforms in certain sectors of agriculture. Moreover, the rules provided with indicators of not only the quantitative characteristics of achieving concrete results, but also qualitative changes resulting from the effective use of subsidies.

Possible directions of development of cooperation in the feld of pig breeding have been investigated in the article. The analysis of import and export of pig production in Ukraine in recent years has been carried out, which showed that today there is a need to improve integrated relations in the pig industry. The features of the cooperation process in highly developed countries (USA, Denmark, Netherlands, China, Poland) are highlighted. It is proved that the organization of a cooperative association can be accomplished by the acquisition of processing facilities at the expense of fnancial resources of the cooperative shareholders or the cooperative introduction under the terms of an equal member-shareholder of the meat processing enterprise. In order to increase the effciency of pork production in small farms with livestock up to 50 heads, it is advisable to involve them in competitive pork supply chains based on an agricultural cooperative for the production and marketing of pig production. It is substantiated that pig production cooperative can bring small agricultural enterprises together, individual agribusiness entrepreneurs, owners of private farms, processing enterprises and wholesale and retail establishments. Analysis of tendencies and features of development of cooperation in agriculture on the basis of a survey of managers and leading experts of agricultural enterprises for the production of pig meat, as well as generalizations of the results of studies of Ukrainian scientists give reason to recommend certain models of production cooperation in pig production: 1) the establishment of agricultural production cooperatives on the basis of high-value personal farms that hold three pig heads and more land use area more 1 hectare within a settlement that will integrate land in a single array for the purpose of mechanized cultivation and growing crops to feed pigs; 2) creation of highly concentrated agricultural production cooperatives on the basis of unproftable enterprises of the corporate sector of other organizational and legal forms of management with a clear separation of specialized structural units, which operate on the basis of internal economic calculation. In order to identify ways to improve the functioning of agricultural production cooperatives-producers, approaches to improving the management system are considered. The article reveals the features of the implementation of internal audit in the companies of the agroindustrial sector of Russia, the main difficulties and current trends of its development. Today, the tasks of internal audit are diverse, depending on the industry differences of economic entities, organizational and legal forms, and the preferences of owners and managers of enterprises. To improve the well-being of the enterprise and optimize management activities, it is necessary to implement an independent internal audit system that will have all the necessary human and technical resources. Unfair and ineffective actions of the company's management can be significantly reduced by increasing the level of independence of the internal audit service, providing internal auditors with the necessary methodological tools that are aimed at reducing the likelihood of unfair actions of management and inefficient use of the company's resources. The main difficulties of the development of the internal audit system in the modern conditions of economic activity of agricultural enterprises are analyzed and development options are proposed.

The article deals with the study of the issue of cooperative and integration relations developmentin pig production industry. It was proved that integration, as well as cooperation, reflect basically the same process - production and economic cooperation of economic entities engaged in different types of production and economic activities. However, they are parts of the technological process aimed to improve the efficiency of final production or worksperformance and servicesprovision. It was found out that setting the conditions for effective development of pig farming in domestic agricultural enterprises requires strengthening the development of integration and cooperation on the basis of long-term partnerships for small, medium and large agricultural enterprises - pig products manufacturers. It is obvious that small farms with a pig population of up to 50 heads must intensify the process of cooperatives establishmentand cooperativesfunctioning improvement in order to increase the efficiency of pig production and ensure product competitiveness, especially in the domestic market. These farms need to be involved in competitive pork supply chains based on the organization of slaughterhouses, transportation process, products preparation for sale, use of local brands, pork processing based on regional traditions, organization of modern forms of wholesale and retail trade. The analysis of tendencies and features of development of cooperation in agriculture based on surveys involving heads and leading experts of the pig meat production as well as generalizations of researchresults of the Ukrainian scientists give the grounds to recommend certain models of production cooperation in pig breeding. These include establishing agricultural production cooperatives (APC) on the basis of highly marketable personal peasant farmsrising three pigs and more and owning over 1 hectare of landarea within one settlement. Cooperation can be used to unite land plots owned by APCs into a single array for the purpose of their mechanized cultivation and growing agricultural crops for pig feed. It also providesestablishing highly concentrated agricultural production cooperatives on the basis of unprofitable farms of the corporate sector of other organizational and legal forms of management with a clear division of specialized structural units operating on the basis of internal settlement. Thus, the development of integration processes has become of strategic importance, primarilydue to the need to stabilize the production process of pig products in agricultural enterprises, to restore broken industrial and economic relationships, parity of all industries and economic entitiesinterests. Pig producers are participants in integration processes and they aim to reduce the productionassociated risk, its dependence on climatic conditions, the spontaneity of the pig and feed productsmarket, the need to increase the productioncompetitiveness. Processing companies also seek to focus on obtaining stable incomes, which requires сreating a reliable raw material base and beingthe marketsparticipants. It was proved that incorporation of a large number of structural units with commodity relationsis the common feature of agricultural production cooperatives and vertically integrated structures. However, the difference between these organizational and legal formsis worth pointing noting - structural units of agricultural holdings are mostly legal entities while agricultural cooperatives do not have such a status. However, both of the above-mentioned organizational and legal forms of settlement use the cost component, i.e.transfer prices, which are similar to domestic onesin their economic nature. Therefore, the proposed approaches to the introduction of transfer pricing can be used both in agricultural production cooperatives and in vertically integrated structures. The article deals with the influence of factors on the formation of the resource potential of agricultural enterprises and increasing the efficiency of its use. The main obstacles to the effective functioning of the system of state support of agriculture in Ukraine are considered. It is determined that state support is an integral part of state regulation and is a combination of different tools and instruments. Preferential financing of the most vulnerable enterprises and branches of agriculture, improvement of the mechanism of state support will contribute to the development of agricultural production and will have a positive impact on the situation in rural areas. It has to be implemented taking into account the specificity of the regional situation, as well as the financial capacity of the budget. The role of the state agrarian policy in the development of rural regions is investigated and the priority direction of rural activity – diversification of agricultural production is determined. Based on the main directions of agricultural development in the region, a system model for improving the efficiency of agricultural enterprises development is proposed. A number of measures of state regulation are proposed to introduce a qualitatively effective regional economic policy through the formation of an efficient regulatory framework. Given the basic imperatives, improving of state support for the development of agricultural enterprises for the formation of their resource potential and increasing the efficiency of its use requires creating the conditions for the introduction of a qualitatively new, effective regional economic policy, stimulating the dynamic development and efficient use of the internal resource potential of each region, which requires taking into account the decisive role of the agricultural enterprise rural areas and the transition to state strategic programming in regional development and implementation of regional development strategies of local governments and local authorities. State regulation of agricultural production should be oriented on innovation and investment development of agricultural enterprises. To this end, it is necessary to amend the Law of Ukraine “On Innovative Activity”, to improve customs regulation of innovative activity and the procedure of granting the innovative status to enterprises and to foresee the possibility to carry out expertise in qualifying innovative projects at the expense of public funds.
