The development of agro-industrial complex of the Republic of Tatarstan in the current economic conditions is a key element in the formation of food security and the competitiveness of the region. Further achievement of competitiveness is possible in terms of further development of the corporate approach, methods and management tools, that will increase the efficiency and effectiveness of the agro-industrial complex of the Republic of Tatarstan. The article considers the corporate governance features, which consists in the search by enterprises of agro-industrial complex of the Republic of Tatarstan for further sectoral parameters of development for sustainable economic growth, taking into account the stochastic conditions of activity, enterprises of this sector of the economy.

The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food. According to FAOSTAT, in 2018-2019 rice was planted in 118 countries on an area of 167 million hectares, the annual grain production in the world is about 782 million tons. Rice is the most popular cereal in the diet of the Russian consumer. Rice growing is a small but rather important branch of the agro-industrial complex of the Russian Federation. The main rice producers in the world are China (over 214 million tons), India (over 172 million tons), Indonesia (83 million tons), Bangladesh (56 million tons), Vietnam (44 million tons), Thailand (32 million tons) and Myanmar (25 million tons). In the Russian Federation, rice is grown in three federal districts, in nine subjects: in the Southern Federal District - the Republic of Adygea, Kalmykia, Krasnodar, Astrakhan and Rostov Regions; North Caucasian Federal District - Republics of Dagestan and Chechen; Far Eastern Federal District - Primorsky Territory and the Jewish Autonomous Region. Scientific support of the rice-growing industry in the Russian Federation is carried out by the Federal Scientific Rice Centre.

There is analyzes the structure of exports and imports of agricultural raw materials and foodstuffs of the Republic of Belarus in the context of import substitution in the agro-industrial complex in the article. As part of the study, a number of commodity items have been identified, due to which it is possible to reduce the total cost of imports of agro-food products, and also identified the main directions of development of domestic industries to optimize import flows in the agro-industrial complex of the Republic of Belarus.

The effectiveness of state regulation of the agro – industrial complex of Russia and the efficiency of business activities of organizations-participants of industry markets is largely determined by the competent use of methods and tools used in the advanced countries of the world. For our country, the mechanisms of the former Soviet republics are the most acceptable. The study of the experience of these countries allows for more rapid and flexible market reforms, as well as to implement measures to stabilize the activities of agricultural organizations, processing enterprises and infrastructure entities in modern conditions, due to the fact that the transformation of their activities is significantly influenced by the factors of changes in the macro environment. It should be noted that in the current conditions, the management of risks that form threats to national security is due, among other things, to take into account the foreign economic and foreign policy situation and the international situation on the market of grain and products of its processing. The effective mechanisms of state management of integration processes in the technological chain of grain market organizations used in the Republic of Kazakhstan are considered. The features of integration tools caused by the development of market relations are revealed. Measures of state influence on regulation of functioning of the market of food wheat for the purpose of strengthening of food security and export potential of the country are established. The need to adapt the experience of Kazakhstan in reforming the Russian agroindustrial complex, which is important for strengthening the socio-economic stability of the state and the development of measures taking into account the transformation of interstate integration processes.

Currently, the agro–industrial complex (AIC) of the Republic of Kazakhstan has all the advantages and opportunities to become a new driver of economic development. The article examines the state of households of the population provides statistical data on the main indicators of the dynamics and structure of livestock products and the productivity of livestock and poultry for all categories of farms in the Republic of Kazakhstan. The paper shows the role of production of household farms in comparison with other categories of farms. In recent years, households (formerly personal subsidiary farms) play an important role in the country’s agriculture and make a significant contribution to ensuring the food security of the state. Further development of farms of the rural population is directly related, in particular, to the improvement of the living standards of rural residents, and in general to the development of rural areas. The aim of the study is to develop theoretical and practical recommendations for the further growth of the main indicators of livestock production by households and their significant impact in ensuring the country’s food security. In this regard, it is necessary to consider trends in the production of livestock products by all categories of farms, and in particular the contribution of households to the process of trends in the production of livestock products by households in the context of ensuring food security in our state.

Market economy promotes the growth of healthy competition, which becomes the leading principle of economic relations not only in Russia, but also in the world. Therefore, the assessment of the efficiency of regional agro-industrial complex function is the main informational base, which in the future will allow the use and expansion of the potential. Relations with this have been developed indicators for undertaking a comprehensive assessment: economic potential, regional effectiveness, indicators of the advantages of the agroindustrial complex. The analysis of the indicators of Volga Federal District has established that the Republics of Tatarstan and Bashkortostan are close to achieving a high level of competitiveness, they have the necessary resources for economic growth. The obtained data will allow to build a strategy correctly for further development of the regions, identify weaknesses and determine the strengths.

Subject. This article discusses the prospects for innovative development of the agro-industrial complex of the Republic of Mordovia. Objectives. The article aims to determine ways to optimize and improve the management of the development of the region's agricultural and industrial complex (AIC). Methods. For the study, I used general scientific and ad hoc data analysis techniques. Results. The article identifies priorities for the development of the regional AIC and determines the direction of cooperation between the regional authorities and municipalities within the strategic planning process. Conclusions. The sustainable development of the agro-industrial complex depends on the management strategy effectiveness. Russia's agricultural sector undergoes a crisis. This requires improvements in strategic management tools.

The article provides definitions of the basic and frequently used concepts in the fi eld of automation of functions and management tasks in the agroindustrial complex. The results of a quantitative analysis of implemented projects for the implementation of IT systems, software products and complex IT services at agricultural enterprises in Russia are presented. The groups(by types of technologies and classes of systems) of the most common IT systems used in the management of agricultural enterprises on the territory of the Russian Federation have been identified. Possible prospects and benefits from the introduction of technologies and specialized information management systems are discussed as modern most important tools for increasing the effi ciency of activities and the existing management system at the enterprises of the agro-industrial complex of the Republic of Belarus.
