Increasing the efficiency of resource potential usage is of particular importance, since it allows substantially increasing the level of resource use and the efficiency of the functioning of agricultural production. From this point of view, the study of theoretical, methodological and practical issues of assessing the resource potential, the effectiveness of its use allows us to substantiate the priority directions of the development of the agricultural sector of the economy and is extremely relevant. The research was conducted with the purpose of revealing the level of availability and the degree of efficiency of resource potential using of agricultural organizations in the Ulyanovsk region. To assess the availability of resource potential, the system of indicators was used: financial support, material security, labor supply, state support, cadastral value of agricultural land, humus content. The carried out regression modeling made it possible to identify three clusters of the region’s areas with varying degrees of efficiency in the use of the resource potential. The cluster trajectories of the study areas are analyzed, reflecting the dynamics of their distribution according to the traits under study: the typologies of the regions were analyzed according to statistical data for 2005, 2010, 2015. Based on the analysis, it can be noted that the regions of the Ulyanovsk region are rather heterogeneous according to the available resource potential of the agrarian sector of the economy and its implementation. Analysis of the dynamic characteristics of the resource potential use of the agrarian sector of the economy of the Ulyanovsk region showed that in 17 districts of the region during the analyzed period the cluster numbers did not change, which indicates stability in the current situation with the state and use of the resource potential. The article proposes the classification of agricultural organizations in terms of the level and effectiveness of using the resource potential and recommendations for increasing it for each cluster.

To assess the availability of the resource potential, a system of indicators was used: capital supply, material supply, labor supply, profit, humus content. The conducted study allowed us to identify three groups of municipalities of the Ulyanovsk region with different levels and degrees of efficiency in the resource potential use of agricultural organizations.

Fundamental reforms are being carried out in many spheres of the national economy in our republic. In particular, the development of the agricultural sector in the liberated territories is one of the main goals today. It is very important to reorganize the agrarian sector on the basis of the adopted laws, to use lands efficiently, and to organize agricultural land management in a modern form. The article studied the agrochemical properties of meadow-gray soils in the territory of Aghdam region and determined that the 0-100 cm layer of soils is poorly supplied with common and active forms of nitrogen, phosphorus and potassium elements. Annotation. The basis of food security for the country and its regions is to ensure optimal food production and economic affordability. As the volume of production of the most important foodstuffs per person is low, it is essential to increase the volume of production of agricultural products and their processing, to ensure economic accessibility to the population in the purchase of foodstuffs, for which it is necessary to develop a long-term program of agro-industrial development in the country. complex, reform the agrarian sector of the economy, create a land service for the control of land resources and develop its structure: cr vine farms, farms, private farms and cooperatives, run a transparent market of agricultural land, where the owners, land owners must be citizens of Ukraine, to provide comprehensive state support to producers of the agricultural sector to ensure economic conditions of accessibility in public purchasing food.

This work has as main objective the development of a methodological approach for multicriteria planning of agricultural land in rain-forest protected areas. For this purpose two main techniques have been used: the Analytic Hierarchy Process (AHP) and the Compromise Programming (CP), both employed in order to include into the analysis objectives from a triple point of view: economics, social and environmental. The methodological approach proposed has been implemented in a Venezuelan protected area, where agricultural activities have been historically the main source of income for its population. The results point out the existence of important conflicts between the objectives considered, showing the convenience of public intervention in order to promote a performance of agricultural sector according to the compromise solutions obtained.

Abstract The article presents discussion on the state and prospects of bioenergy development in the context of rationalization of energy crops application as resource potential of Ukraine. Along with the development of society and increase of life intensity, the needs of mankind with regard to energy resources are increasing. The reduction rates of traditional types of energy resources are progressively growing, and their shortage is increasing. In addition, Ukraine belongs to import-dependent countries in the energy sector. At the expense of its own sources, our country provides only about half of the energy needs, while domestic national economy is one of the most energy-intensive industries in the world. In this regard, there is an urgent need to search for new, alternative sources of energy. Taking into account the potential present in Ukraine, the biomass use for energy production is the most attractive option. However, along with this, there is a problem of purposeful use of the agricultural land and a competitive struggle between agricultural products for nutrition and energy purposes. At the same time, many problems arise, which concerdevelopment of an appropriate legislative framework, methodological approaches to the economic, environmental and social efficiency of production and use of biological types of energy.

The article is devoted to the study of the state and development features of the components of the resource potential of agricultural production from the point of view of the possibility of using digital technologies in the production process. The information infrastructure of rural areas, production resources, sources of funds for their modernization are considered as key factors. The analysis of the composition and structure of resources in dynamics is carried out, the reasons for the lagging of the pace of digitalization in agriculture from other industries and activities are revealed. In particular, the low level of development of digital competencies of the personnel of agricultural enterprises, low interest in professional development were noted; a high share of the imported component of production resources in the agricultural sector, which leads to high costs and, together with low incomes, makes it difficult to modernize technologies.

The purpose of the article. Formation of effective state policy and mechanisms for managing innovative development of the agrarian sector in Ukraine is one of the priority tasks facing the state. In turn, the identification and analysis of factors hindering the implementation of the domestic state policy of innovation development of the agrarian sector is also a very important task. Methodology. In the course of the research general scientific and special methods of research were used, in particular: theoretical generalization, comparison and morphological analysis – in the process of formation of the conceptual-categorical apparatus of the research; Structural-structural-functional analysis - to justify the factors of the formation of the state policy of innovative development of the agrarian sector in Ukraine. Results. It has been established that in order to formulate the state policy of innovation development of the agrarian sector in Ukraine, it is necessary to have a clear idea of the structure of the innovative potential of the agrarian sector, the interrelations between its components, the system and factors that allow the most fully and effectively to implement in practice the opportunities laid down in it. In order to form an effective state policy for innovative development of the agrarian sector, a classification of the factors influencing it is proposed. Practical implications. The need to study the factors influencing the state policy of innovative development of the agrarian sector in Ukraine is primarily due to the substantiation of their content and possible forms of manifestation in the context of developing an effective system of state regulation aimed at activating innovation in the agricultural sector. In turn, the factors influencing the innovative development of the agrarian sector depend on the existing structural features of agrarian production, the level of scientific and educational and technical activities, etc. Value/originality. The proposed classification of factors that influence the formation of the state policy of innovative development of the agrarian sector in Ukraine: on the effectiveness of actions; by the nature of influence; on the structure of the infrastructure; by scale of influence. Based on the knowledge of the factors that significantly determine the dynamics of innovative development of the agrarian sector, it is possible to characterize its parameters and, on this basis, to develop recommendations related to the development of a sustainable economic growth strategy for the innovative development of the agrarian sector and the state as a whole.

The structure of an organization, including the agrarian sector, is manifested andrealized through hierarchical and hierarchical forms, the hierarchical structure being associated with a pyramidal and multi-level construction, and non-hierarchical forms can be realized through structural configurations. In the modern theory of organization, organizations are also considered from the positions of another characteristic-internal differentiation, which at the same time reinforces their characterization as a system. The level of achievement of the organization's goals is directly related to its achieved level of effectiveness, and effectiveness is one of the conditions for sustainability and sustainable development of the organization. The sustainability of each organization is directly dependent on another very important feature of its adaptability. In general, adaptability is a measure of the organization's response to changes in its internal and external environments. The adaptability of an organization is an indicator of its skill / ability to adapt to the requirements of the two environments - external and internal. This is defined as the property of the organization, demonstrating the need to balance the external environment as a condition for survival, development and effective activity, especially valid for the agrarian sector. How could such a balance be achieved? A necessary tool in this case is the strategic management that gives the specific strategic alternatives for the development and functioning of the agrarian sector. Strategic alternatives, in order to fulfill their important role, must be consistent with changes in the external environment. For the agrarian sector, given its dependence on the external environment (nature-climatic factor, elements of the nature-geographic complex, etc.), maintaining a high level of adaptability is particularly necessary, especially since the low level of adaptability, constitutes a danger to its completeness as such. The organization's adaptation to the state of the external environment may have the nature of a passive adaptation to the external environment or the nature of an active influence on the external environment. The agricultural land developments, a product of the agrarian policy, respectively of the agrarian development policy, are, by their very nature, an example, namely for an active impact on the external environment. The organization's active impact on the external environment is seen as a result of a rational and deliberate impact of the organization's strategic core on the external environment in order to reduce its dependence on it. The existence of each organization is motivated by two key elements of mission and goals. The implementation of both the mission and the objectives of each organization are directly related to the implementation of the strategic management tool. The main goal of strategic management is the organic and consistent adaptation of the organization to the changing environment in the external environment, as already mentioned.

Abstract. The systemic development of the agrarian sector of the regional economy is balanced (i.e., corresponding to the ideas about the optimal structure and proportionality of the agrarian subsystem of the regional socio-economic system) development of the subjects. The systemic development of the agrarian sector of the regional economy needs strategic management, which must meet the requirements of the following basic principles: complexity; parity of group, intragroup and regional interests; consistency; purposefulness; efficiency; optimality. Strategic guidelines for systemic development and management of the agricultural sector of the region's economy must be justified taking into account the impact of the level of resource potential usage, namely fixed capital by agricultural enterprises. It is proposed to evaluate and present in the form of a model the impact of changes in the multitude of selected factors in the set of indicators of efficiency and competitiveness of enterprises with the help of correlation-regression analysis. It is noted that the cost accumulation of fixed capital is inappropriate without assessing and reviewing the quality, quantity and need for available capital in the agricultural sector. The need to attract additional funds for the formation of fixed capital and the impact of the value of available fixed capital on performance indicators in terms of major agricultural sectors have been justified, namely: separately in crop production, mixed specialization and livestock. Sustainable balanced development of the region is a development aimed at achieving the goals of the subjects of the regional economy on parity basis and ensuring their stable functioning in the long term on the basis of continuous innovation improvement, while maintaining and improving the economic, social and environmental situation Keywords: management; strategy; resource potential; agricultural sector; market; competitiveness; livestock; crop growing.
