The article based on the generalization of data from foreign and domestic studies highlighted social and ethical problems and risks caused by the introduction of digital technologies and their manifestations in the field of human resource management. The main problems are the following: structural changes in the labor market and the attendant risks of reducing the level of professionalism and the educational system; “Digital inequality”, the emergence of new types of discrimination, including when working with big data and making decisions based on a proactive approach, and their impact on the growth of social inequality and social tension; changing confidentiality in professional and private spheres; problems associated with the development of the practice of monitoring and monitoring the effectiveness of personnel activities, incl. their impact on labor relations; responsibility issues and ethical boundaries of autonomous and intelligent technologies.

The article is devoted to changes of some legislative acts of reform public administration in employment. Analysis and qualitative assessment of the Draft Law of Ukraine “On Amending Certain Legislative Acts of Ukraine to reform of public administration in the employment and social insurance in case unemployment” has been done in the work. The author considers that in developing of legislative reforms in employment necessary to expand the list of sources of funding for implementing public policy through gradual attracting resources of separate trust funds for the implementation of employment policy. It is necessary to create mechanism for attracting funds from private foundations and differentiate the expenditure of the Fund of Compulsory public social insurance Ukraine in case of unemployment with the allocation of urban and rural units. Implementation of these reforms requires pre reforming of social insurance in case unemployment. In addition greater attention should be paid to the development of methodology measures to facilitate employment and assessment of their effectiveness in the short and long terms. Voucher systems can be effectively introduced to the labor market once the labor market actors (local employment offices, education institutions and private sector) interact and the potential users are prepared to accept them (have the required awareness and stimuli). Transfer of voucher systems is possible, but the introduction won’t be effective without well proven practices and due account to the available resources. Also, the problem of building social dialog should not be overlooked when elaborating regulatory reforms in the employment. Ways to enhance the effectiveness of social dialogue and activate the positions of all the entities involved in the negotiation process need to be found, in order to preserve the development prospects for the already existing system of social and labor relations, although not quite acceptable for a major part of the Ukrainian community. The social stability in Ukraine is largely dependent on the quality and controllability of the mechanisms underlying the social and labor relations system, and on the capacity of its actors.

Recognizing the growth of inequality as one of the main social and economic problems of our time. The author concludes that it is natural and caused by a radical reformatting of the economy influenced by digital technologies. The article examines the organizational and technological changes in the modern economy, influenced by digitalization, in terms of their impact on labor relations and the restructuring of the modern labor market. The paper aims to study the mechanisms of the inequality formation in the labor market and the peculiarities of the social and labor sphere functions in the new economic reality. Employment, as a connecting link between economic and social processes, has been chosen as the main category of scientific analysis, which makes it possible to understand the essence of the ongoing transformations, as well as their social consequences. These transformations can be implemented using software automation of business processes. From the economic point of view, it allows you to significantly increase labor productivity, from the social point of view, it helps to reduce the demand for labor and labor costs. Automation of individual business processes turns out to be a socio-technological prerequisite for the “platformization” of employment and the emergence of crowdworking platforms that institutionalize this process. The increasingly widespread employment platform, which fundamentally changes the relationship between employers and workers, reduces social protection for the latter and leads to the segmentation of the previously egalitarian labor market. Under the influence of digitalization of business processes, labor relations are being transformed from social into computer algorithms, and the “employee” becomes a “user of mobile applications”. The article highlights the stages of business automation and examines its impact on employment and the nature of social and labor relations from the organizational, technological, political, economic and macroeconomic perspectives. In addition, the social consequences of digital transformation of business processes are analyzed in relation to the conditions of specific business activities – the manufacturing sector and the service sector. The author concludes that the digitalization of business processes affects the change in the nature of social and labor relations indirectly – through a decrease in demand for labor and structural changes in employment. Understanding the essence of this process is important for identifying the root causes of the inequality in the modern labor market, and the conclusions of the research may be useful when choosing options of state policy aimed at eliminating its most acute consequences.

The article presents the fundamental trends typical for the current stage of socio-economic development. The role of the integration of innovative technologies and digitalization of the economy is emphasized, and some tasks and problems associated with these processes are outlined. It is noted that in the conditions of the new technological order, social and labor relations and the position of the Russian labor market are changing. The changes under consideration determine the transformation of the nature of work and the requirements for modern specialists. The article highlights some of the contradictions that exist today between the educational services market and the labor market. The correlation of changes in the modern labor market and the prospects for the development of the social sphere in the new conditions is shown. The role of social policy in these processes is emphasized, and some issues characteristic of the current stage of the development of Russian social policy are noted.

The global trends of the constant increase in the digital component indicate that the economy is increasingly tilting into the “virtual plane”. Digital technologies are fundamentally changing almost all existing professional areas. Digitalization is not only fundamentally transforming labor relations, but also requires and facilitates the development of new forms of migration. A “transnational virtual space” is emerging, in which vast amounts of data across national borders without the physical movement of workers. With an aging population, virtual migration is becoming one of the most important conditions for the dynamic development of the digital economy. The purpose of this report is to investigate the algorithmic organization of work, combined with flexible labor relations and contributing to the inclusion of mobile labor in a stratified global labor market focused on the penetration of digital technologies into all sectors and spheres of life. The method used by the author is the analysis of the main trends in the development of virtual migration. The novelty of the study lies in examining the impact of digitalization not only on labor relations, but also, in terms of the development of new forms of mobility.

This article analyzes the changes taking place in the social and labor sphere under the influence of digitalization. Attention is focused on the study and identification of the main directions and features of the transformation of the labor market in the context of the active dissemination and use of digital technologies. The tendencies of these transformational processes are twofold. On the one hand, new opportunities are opening up for improvement and development, facilitating the work of employees, on the other hand, there are risks associated with the complication of the situation in the social and labor sphere. The article reveals the main transformations that arise in the world of work, while analyzing the main factors of change and the consequences affecting the labor market, social and labor relations and employment. The conducted secondary analysis of the results of sociological research by the FNISTS RAS, NRU HSE made it possible to identify the main trends in the use of ICT, to highlight the main areas of active use of digital information services and technologies. Along with the growing digitalization of society, there is a problem of a low level of digital skills and a lack of personnel with digital competence. In addition, the authors concluded that there is a threat of loss of the social component in the context of “digital” social and labor relations and the ever-increasing growth of the precariat, which, as a result, will contribute to the instability and instability of our society. The idea is substantiated that there is a need to search for both theoretical, methodological and practical answers to the real challenges of digital transformation. The proposed directions and solutions to the identified challenges and risks, taking into account the vectors of digital transformation of the world of work, should contribute to the systematic and effective inclusion of digitalization in the sphere of social and labor relations.

This chapter reviews some of the key ways that civic engagement and public participation have become increasingly digitized and data-driven. But rather than engaging in debates over the democratic potential of digital technologies, it’s arguably more productive to look at the range of ways that this emerging ‘digital civics’ is reconfiguring how we conceptualize and practice citizenship in the era of big data. The chapter first turns to discussing how citizenship is increasingly defined in relation to data and data practices, and how these redefinitions have precipitated larger changes in the way citizenship is conceptualized and operationalized. Second, the chapter identifies three ongoing, interrelated changes to the digital civics landscape that are worthy of greater attention moving forward. These include the spatialization of digital civics, the corporatization of digital civics, and the growing prominence of oppositional uses of digital civics that seek to challenge the social and political status quo.

The article is devoted to the problems of social processes researches connected with the emergence of new social strata — precariat. The characteristic of precariat was represented, also reasons and sources of its organization was submitted: such as informal employment, unfair distribution of revenues between labor and capital, unfair distribution of funds between management and labor itself, modern development forces growth, in particular, digital technologies. The possible consequences of its growth and development are described. The influence of the precariat on social and labor relations and the labor behavior of workers is substantiated. The main ways and approaches to the formation of a methodology for studying interaction of precariat with social and labor relations are outlined. The presented material can be used in the development of methods for conducting research on the problems of transforming the social structure of modern society.
