Evaluation of the Quality of Documentation of Basic Professional Educational Programs in the Electronic Environment

The article reveals the issues of assessing the quality of the preparation of documentation for basic professional educational programs in an electronic information and educational environment. The assessment levels documentation are disclosed. Aspects of a formal assessment are described — criteria and indicators, potentially possible problem situations, ways of implementing an assessment using the instrumental resources of a development system and evaluating the quality of educational programs in an electronic environment. The possibilities of eff ective assessment of the content of the educational program through the passports of competencies, understood as documents containing a summary of the formation of competencies, are revealed. The structure of such passports of competencies is substantiated, the possibilities of determining on their basis substantive repetitions of disciplines and practices, incompleteness of the formed content of competencies, violation of the logic of formation of competencies, inconsistency of forms of educational work and assessment tools to the nature of competencies are described.

In order to ensure safe conditions for the education and upbringing of students, guided by the orders of the Ministry of Education and Science of Russia and Roszheldor from March 17, 2020, the implementation of all educational programs of higher, secondary professional education, additional educational programs (programs for advanced training, professional retraining, etc.) implemented in the university complex, including the completion of intermediate and state final certificates by students, as well as the completion of educational, industrial (including pre-diploma) practices for relevant educational programs are provided using remote technologies — in the Blackboard electronic information and educational environment, which is one of the elements of digitalization of the university complex. To optimize the educational process, the university developed a set of measures to improve and systematize work in an electronic information and educational environment, one of which was the transition from a traditional paper student’s record-book to an electronic one that functionally fully corresponds to a paper analogue. The purpose of introducing an electronic student’s record-book is to improve the quality of the provision of educational services through the integration and automation of individual information on the results of training in electronic form. The results of the development of educational programs by students in the electronic information and educational environment are automatically displayed in the electronic student’s record-book, which is especially relevant in pandemic conditions. The entire university complex is ready to continue the implementation of all educational programs of both of higher, secondary professional education, in full exclusively in remote mode using the electronic information and educational environment of Blackboard University.

Currently, in the context of the widespread use of e-learning technologies and distance educational technologies, it is necessary to train future teachers, taking into account the peculiarities of solving professional problems in an electronic information and educational environment, to develop students' relevant competencies, including network communicative competence. Despite the large number of studies devoted to the communicative aspect of the teacher's activities, the problem of the formation of network communicative competence in the electronic information and educational environment has not been sufficiently studied. Based on the analysis of scientific literature, the results of the questionnaire survey of students, some methods of forming network communicative competence in future teachers in the study of various disciplines, in the course of teaching practice, and scientific research are proposed. The analysis of the conditions and factors that determine the choice of methods for the formation of the specified competence has been carried out. These factors are associated with the teachers' perception of the peculiarities of communication in the electronic information and educational environment, the didactic and communicative potential of resources and tools of the electronic information and educational environment, the choice of methods and technologies for organizing interaction, the selection of educational material that allows the development of components of network communicative competence, the design of tasks and exercises for the development of network communicative competence, the choice of modes, schemes and forms of organization of interaction, the organization of feedback, control of the level of formation of the network communicative competence, the implementation of reflection. The formed network communicative competence will contribute to a more effective solution by the teacher of communicative tasks in the electronic information and educational environment, which will improve the quality of training of future teachers in the electronic information and educational environment.

The article provides a survey of conducted educational programs „Office administration and records management", based on the content of module I. of the professional training in the Croatian State Archives (hereinafter referred to as HDA), which were held in the period from February 2016 to February 2019. The reason for choosing this exact period lies in the fact that since February 2016 a systematic distribution of anonymous polls to all the participants has begun and those polls have served as a basis for creating a compilation of statistical reports and analysis of data obtained from them. Anonymous polls were first experimentally distributed to participants in November 2015, and they were computer processed to serve as a model of experimentally conducted research based on the content of the module I of professional development in HDA. Survey research covers a period of 36 months, in which 10 courses in the period from February 2016 to February 2019 were held, with a total of 417 participants from all over Croatia. This article is conceptually structured according to the methodology which deals with survey research with a help of statistical methods, and the obtained results aim to improve the quality of teaching, to complete teaching materials and improve the insight into the final outcome of the course and the competencies that participants acquire at the end of the course.

The article is devoted to the formation and functioning of the certification system for management personnel. The relevance of the topic is due to the fact that this period of economic development of Russia requires a particularly careful approach to assessing the qualities of hired personnel and the possibility of maximizing the quality of managing his work. In this aspect, the organizational and methodological aspects of management personnel certification come to the fore, with the help of which it is possible to select employees more clearly and subsequently coordinate the activities of the whole enterprise. Based on the analysis of modern approaches, the author’s definition of management personnel certification is proposed. The structure of the certification system for management personnel is formed, including such elements as qualification requirements for the employee; educational programs for advanced training, compiled in accordance with the qualification requirements; qualification assessment systems developed in accordance with the educational program of professional development and qualification requirements; system for monitoring the employees qualifications; system for assessing the quality of the certification system.

El proceso de acreditación permite a una institución educativa reconocer la calidad de sus programas educativos, evaluando los programas desde varios niveles y perspectivas. Para una acreditación internacional, ANECA establece principios de evaluación en una Guía que comprende 9 Dimensiones las cueles permiten realizar la autoevaluación de manera cíclica y tiene como objetivo comprobar: 1) si el Programa Educativo se está llevando a cabo de acuerdo con los objetivos establecidos en su proyecto inicial y 2) si sus resultados son adecuados y contribuyen a la formación de los estudiantes y al logro de los objetivos previstos. El programa educativo de la Lic. en Tecnologías Computacionales de la Universidad Veracruzana, llevó a cabo en 2018, el proceso de autoevaluación para su acreditación para la obtención del Sello de Calidad Internacional otorgado por ANECA. En este trabajo presentamos nuestro caso de éxito en el proceso de acreditación internacional. The accreditation process allows an educational institution to recognize the quality of its educational programs, evaluating the programs from various levels and perspectives. For an international accreditation, ANECA establishes principles of evaluation in a Guide that includes 9 Dimensions, which allow the self-evaluation to be carried out in a cyclical manner and aims to verify: 1) if the Educational Program is being carried out in accordance with the objectives established in its initial project and 2) if its results are adequate and contribute to the training of students and the achievement of the planned objectives. The educational program of Bachelor of Computer Technologies of the Universidad Veracruzana, conducted in 2018, the selfevaluation process for accreditation for obtaining International Quality Seal awarded by ANECA. In this paper we present our case of success in the international accreditation process.

ABSTRACTBackgroundTo investigate the effect of COVID-19 home confinement on levels of physical activity, sedentary behavior and health-related quality of life (HRQL) in older women previously participating in exercise and educational programs.Methods64 older women (age = 72±5 ys) who participated in a physical exercise/educational program and adhered to government home confinement recommendations have their levels of physical activity, sedentary behavior and HRQL assessed before and during (11 to 13 weeks after introduction of government recommendations to reduce virus transmission) COVID-19 pandemic.ResultsThere were significant reductions in total physical activity (−259 METs/week, P = 0.02), as a result of a ∼17.0 % reduction in walking (−30.8 min/week, P = 0.004) and ∼41.8 % reduction in vigorous-intensity activity (−29.6 min/week, P < 0.001). Sedentary behavior also increased (2.24 h/week, P < 0.001; 1.07 h/week days, P < 0.001; and 1.54 h/weekend days, P < 0.001). However, no significant change occurred in moderate-intensity physical activity, and HRQL domains and facets, except for an improvement in environment domain.ConclusionHome confinement due to COVID-19 pandemic decreased levels of physical activity and increased levels of sedentary behavior in previously active older women who participated in an educational program. However, there were no significant changes in HRQL. These results suggest that educational programs promoting healthy behaviors may attenuate the impact of home confinement in older women.

The article considers the specifics of designing educational programs in higher education. When planning the educational results, it is important to develop all components of the educational program of each undergraduate and graduate course. The structure, content and the conditions for implementation of the educational program should guarantee the expected quality of graduate training according to the requirements of the Federal Educational Standards of Higher Education and the employers’ demands, as well as consider the starting opportunities of freshman students.

Background: The study presents a methodology for the hygienic assessment of school educational programs from the point of view of safety for the health of students and of effectiveness in improving the quality of education. The aim of the study was a hygienic assessment of educational programs in primary schools. Methods and Results: The study involved primary school students (n=245) aged between 8 and 9.5 years: 120 children studying under the “Planet of knowledge” program (Group 1) and 125 children studying under the “Primary school of the XXI century” program (Group 2). The hygienic factors are studied using the methodology of assessing the intensity of educational work and the conditions of the organization of the educational process. The obtained data are compared with the main criteria of the state of children’s neuropsychological development. We found that the program “Primary school of the XXI century” is characterized by the intensity of educational work (2.7±0.13 points) and approaches to the third degree, according to the criterion of intellectual loads. In contrast, the program “Planet of knowledge” is characterized by a lower intensity of educational work – 2.1±0.08 points (P=0.000) . The indicators of sensory and emotional intensity of educational work under the program “Primary school of the XXI century” were also statistically higher. Conclusions: - The high intensity of educational work does not ensure high rates and levels of intellectual development and mental performance of children. - The hygienic assessment of children’s educational activities should include a comprehensive hygienic examination of the educational program and the means used in the process of its implementation. - An educational program may be allowed to be used in educational organizations only after a hygienic examination of its application in the educational process.
