Abstract: In the development of Latvia’s economy, the fish processing sector has played an important role, historically and traditionally, because of its ability to produce competitive products for the world market. The aim of this research is to evaluate the competitiveness of the fish processing sector in Latvia. Methodology involving the Model of Factors Influencing Competitiveness of the Fisheries Sector Cluster and the Index of Fish Processing Sector Competitiveness are developed as part of the research. The study also identifies the spheres influencing competitiveness, as well as the possibilities of further development. The methodology created in the study can be used to evaluate competitiveness of the fish processing sector in any country. It may also assist institutions involved in developing Fisheries’ policy to work more successfully and improve the common policy in the Fisheries sector.

Aquaculture belongs to the fisheries sector, which is evaluated as a highly productive, competitive and eco-friendly sector. The EU’s and Latvia’s economic breakthrough is related to the aquaculture sector. Participating in the establishment of the Common Fisheries Policy of the EU and using the support provided by the EU’s financial instruments, have given the Latvian aquaculture sector wide opportunities in the facilitation of competitiveness. This paper will aim to evaluate the competitiveness of the Latvian aquaculture sector, providing suggestions for its further development. On the grounds of the Model of the Factors Influencing Competitiveness of the Fisheries Sector Cluster, Aquaculture Competitiveness Index and the offered types of strategies developed by the author, was evaluated and analyzed the competitiveness of Latvian aquaculture sector and provided suggestions for further development of the sector. Significance of the factors and their influence upon competitiveness was checked through Principal component and regression analysis. In the framework of the research was evaluated and analyzed the level of competitiveness in Latvian aquaculture sector, identified ensuring spheres influencing competitiveness and provided suggestions for further development of the sector. The methodology developed within this paper can be used for evaluation of competitiveness of fisheries and its sectors in different countries. The results of the research can be used in elaboration, planning and improvement of the common policy of the sector.

The aim of the research is to evaluate the competitiveness of Fishery Sector in Latvia. Based on the author developed Model of the Factors influencing Competitiveness of the Fisheries Sector Cluster and methodology of the Index of Fishery Sector Competitiveness the authors determined the competitiveness level of Fishery Sector in Latvia and identified spheres influencing competitiveness: facilitating and promising spheres as well as procrastinatory and stagnating spheres, moreover the possibilities of further development were established. The author has developed the evaluation methodology of the Fishery Sector Competitiveness that can be used in any country in the Fishery Sector for the evaluation of competitiveness. The elaborated methodology for evaluation of competitiveness may assist the institutions involved in the Fisheries' policy formation to work more successfully and improve the common policy in the Fisheries sector.

Introduction. Oilseeds in the world occupy significant areas of production, their consumption is growing every year. The share of domestic oilseeds in total oilseeds production is significant, and domestic demand is stable with a tendency to increase. Therefore, the analysis of trends and vectors of development of the oilseeds market is a priority area of research of the modern agricultural market. Methods. Theoretical and methodological basis for the analysis of the oilseeds market, determining changes in the structure of production and export of oilseeds, factors influencing the further development of this market were scientific works of domestic and foreign scientists on the dynamics and development of the world market of oilseeds. In the course of research the following methods were used: system generalization, abstract-logical, analysis and synthesis, observation, comparison, graphic. Information base for analysis – production and economic indicators of gross production, exports, prices of sunflower, rapeseed, soybeans for 2014-2019. Results. The tendencies and changes of world and domestic production and export of sunflower, soybean, rape in the conditions of development of the agricultural markets during 2014-2019 are investigated. Changes of structure of production of oilseeds in the world and in Ukraine are revealed. Thus, there is a redistribution of the structure of world sunflower production between the leading countries, and world rapeseed production is declining. It is established that the share of Ukraine in the total structure of world production of oilseeds has increased: for sunflower from 26 to 28%, for rapeseed – from 3 to 4,8%, for soybeans – from 1,2 to 1,3%. Discussion. The analysis of the main trends that have formed in the world and domestic market of oilseeds, as well as the dynamics of changes in the structural ratios of production indicators of oilseeds provides an opportunity to assess and predict market conditions. One of the fast-growing segments of the world economy is the digital (internet) trade in goods and services, which in the future can become an important driver for the development of the common market of goods and services of the EAEU, as well as a tool for ensuring the successful development of the Union. The article indicates that the further development of digital commerce in the EAEU is constrained by a number of problems, including fragmentation of legislation and the lack of specialized strategies in the EAEU countries; rigidity of approaches to the sale of certain types of goods through digital channels in the EAEU; insuffi cient development of special regulation of new payment methods. In this regard, the article indicates the need to form a single regulatory framework for regulating the digital economy in the EAEU, as well as developing and improving the regulatory framework in Russia and other EAEU countries that regulates electronic commerce.

The volumes and changes in grain production in the regions of Ukraine are analyzed. The grain production volumes are revealed to have increased by 11.11% in 2013-2018. Poltava, Vinnytsia and Chernihiv regions were the leaders among the regions, where they produced about 24.5% of the total grain in Ukraine. The paper determines that high levels of grain production have led to an oversaturation of the domestic market and increased exports of this product. At the same time, the volumes and growth rates of wheat or wheat-rye flour, which is the basis of deep processing, decreased. The production of this grain processing product is concentrated in Vinnytsia, Kharkiv, Kyiv, Dnipropetrovsk and Khmelnytsky regions. In total, more than 50% of flour from the total production in Ukraine were produced in these regions in 2018. According to trends in grain production and its processing, regions of Ukraine are grouped into: regions with high levels of grain production and processing (Vinnytsia, Kharkiv, Kyiv, Dnipropetrovsk and Khmelnytsky); regions with high levels of grain production and low volumes of its processing (Poltava, Chernihiv, Cherkasy, Sumy, Odesa, Kirovohrad oblasts); regions with a tendency to increase the volumes of grain processing (Zhytomyr, Lviv and Volyn oblasts); regions that increase grain production, but the volume of its processing decreases (Ternopil, Kherson, Zaporizhia, Rivne and Ivano-Frankivsk and Mykolaiv); regions with a tendency to decrease the volume of grain production and processing (Donetsk, Luhansk, Zakarpattya and Chernivtsi regions. The ways of further development of these regions in terms of grain production and processing are suggested. The following measures will contribute to consolidation of positive trends in grain production: updating of technological support of grain production in order to reduce its cost and increase the opportunities for creating an ecological product that will be competitive in the world market; increase of elevator capacity, which will prevent the risk of losses due to poor storage of products.

Modern economic conditions are characterized by spontaneous changes in market conjuncture, by accelerating the pace of scientific and technological progress in industrial production, which tightened the requirements for production activities, economic and organizational management of domestic enterprises. Currently, the most competitive products in the world market are the products of extractive industries, which determines the increased attention to the problems of the functioning of these industries and the clarification of the conditions of their most sustainable development. The unique mineral resource complex of Russia can provide further economic development of the state only on condition of effective activity of the largest mining enterprises. It is important to adapt enterprises to the changing environment, which imposes new planning requirements, on the basis of which not only forecast indicators are calculated, but also the possibility of improving the competitiveness of the organization.

The authors investigate the economic and institutional foundations of the functioning of state corporations. The study revealed the problem of diffusion of innovations from the military sectors to the civilian sectors, which significantly reduces the competitiveness of the latter. The experience of foreign countries, especially the United States, shows that dual technologies, the diffusion of innovations from the military sector into the civilian sector, can give an impetus to the development of civilian industries with obtaining high-quality, unique, competitive products on the world market. It is important to note that state corporations have the potential for the development of dual technologies, but the problem of coordinating the activities of controlled enterprises significantly reduces the possibilities for diversifying production.

The grain market is a sphere of grain circulation, strategic interests for multinational corporations, which includes its processing. The growth in demand for wheat is due to the growing population in the world and other factors that affect the country’s food security. Communication interaction between producer and consumer creates an organizational system in the form of various forms of markets: markets, fairs, auctions, exchanges and more. The trend of increasing the cost of grain is observed around the world because production volumes are insufficient to meet all the needs of the population. The grain market is the main lever in the Ukrainian market. The strategy for the development of grain crops affects the reproduction of the country’s economy as a whole and changes in macro and microeconomic indicators. The climatic conditions of the regions are important factors for the prosperity of the grain market and ensuring yields. A favorable political climate is impossible without the export of domestic products, namely grain. Many countries cannot produce enough grain and import it. A significant share of grain production is concentrated in developed countries, so ensuring it is an important issue around the world, the solution of which is to finance the import of grain crops, including wheat. Ukraine has a huge land potential (chernozems), as well as the prospects and opportunities to expand areas for sowing, thus increasing grain production and strengthening its position in the world market. Grain is an important type of product and has its own versatility, a number of countries around the world annually purchase significant volumes of sourdough products. Ukraine fully meets its domestic needs and is one of the exporters of grain to the EU and the world. Increasing grain yields will help increase production. Due to its uniqueness and long storage time, grain remains a necessary component of the population’s life. Not every country is able to increase production, for this it is necessary to apply strategic measures, in particular in agricultural policy. This is intervention in the grain market, agricultural subsidies and others. Grain resources consist of stocks of previous periods, production and imports. In Ukraine, grain production is increasing. Demand for quality products exists in both domestic and foreign markets. High commodity grades of wheat can be produced under favorable natural conditions, so additional investment in growing quality products is a significant economic lever that ensures the economic growth of the country. Methodology. The purpose of the article is to analyze the grain market and study the role of the state in building a strategy for the development of grain exports. Empirical research methods were used in the study. A comparison of the main indicators of the world grain market and Ukraine’s place in it was made. Due to the use of theoretical research methods, in particular analysis and synthesis, the main features of the grain market were identified and characterized. The main factors influencing the development of the world grain market were identified. High quality of grain production and processing increases the country’s competitiveness on the world market. Results. According to the results of the study, it can be concluded that over the past year, despite the trends of coronavirus in the country, Ukraine has strengthened its position and taken a leading position in the production and export of cereals. Factors that affect grain yields in the world also affect yields in Ukraine. Practical implications. During the strategic analysis in our case, we found that the world grain market is affected by many factors: reducing the area for planting in developing countries, increasing grain use, wheat is beginning to occupy a leading position as a food crop, increasing cereal consumption by traditional rice producers, especially in China. The volume of export resources and competitive products is an important advantage of Ukrainian products on the world market. Practical studies have shown that the volume of production and export of Ukrainian grain to international markets also depends on the world grain market. Value/originality. These studies make it possible to determine the country’s place in grain exports to international markets and factors influencing the development of international trade.
