The state of emergency, as a result of the COVID-19 pandemic, has completely changed the education system in Bulgaria, including the training of physical education and sports in Bulgarian schools. Physical education and sports training have been transformed into distance and online education and training. The aim of the research was to study the competencies of PE teachers in the country for the implementation of online teaching. The subject of the study was a total of 138 teachers, of whom 100 (72.5%) were female and 38 (27.5%) were male. The teachers were aged from 24 to 68 years old, with different pedagogical experience and were representatives of all regions of the country. A specially developed international questionnaire with closed questions was applied. Alternative analysis and chi-square Pearson's test (ײ) were used to analyze the results. The results show that the sampled teachers evaluated the current use of online education in physical education and sport as relatively good (47.1%). At the same time, the acquired results show that the educational activity of sports pedagogues during the pandemic has reduced their motivation for professional activity (43.5%). Teachers have rated as very good (29.7%) and good (45.7%) their competencies for using online technologies to conduct physical education and sports classes. The majority of them – 79%, actively applied the new technologies in the training process. No differences were found in the answers of the respondents to any of the questions on the criteria of gender, age and pedagogical experience.

The article deals with issues related to the study of improving the efficiency and effectiveness of physical education teachers. The authors used methods of literature analysis, questionnaires and SWOT analysis to justify the use of the KPI business technology in teachers’ professional activities. The presence in modern universities of functions similar to activities of commercial organizations and business structures, in particular the functions of attracting and managing finances, justifies the need to use technologies that have already proven their effectiveness in the economic environment. The basis for applying the KPI technology is data that reveal the potential of this technology. The article also presents the results of the analysis of professional functions performed by physical education teachers. The functions are divided into traditional, specific for physical education teachers, and functions that have appeared relatively recently, under the influence of mass digitalization and introduction of new technologies. Using formulas, an example of calculating key performance indicators, as well as teachers’ overall performance, is given. Based on the results of the analysis of the relationship between the KPI technology and the quality indicators of physical education teachers’ professional activity, the authors developed the Performance Management as a Result of Using the KPI Technology training program. The training is aimed at creating a new approach to professional activity, as well as at improving personal and corporate effectiveness using the KPI technology. The participants of the training took part in a survey after a certain period of time. The analysis of the survey results showed teachers’ interest in the KPI technology and readiness to use it in their activities. The respondents noted that the technology is transparent; it allows them to have a clear idea of the results they will receive a fair remuneration for, to predict the results of their professional activities. The advantages of the KPI technology are obvious, since performance evaluation has a transparent effect, which makes it clear to employees and builds trust in the organization’s management. The technology also contributes to the formation of employees’ responsibility for the results of their activities. The authors attributed the complexity and duration of the implementation process to the disadvantages of the KPI technology. The authors also concluded that preliminary work with teachers on the type of training can contribute to the most effective result for all participants in this process.

The global pandemic and forced self-isolation have become significant factors in the rapid restructuring of training at all levels of education, and postgraduate in particular. They have caused not only the reformatting of the content, forms and methods of the advanced training system, but also mastering of tools and technologies of distance learning as the main way of communication between the educational process subjects. The article analyzes the contemporary tendencies in organization of the advanced training process of physical education teachers based on introduction of distance learning technologies. Improving the advanced training system of physical education teachers comprises the use of their multilevel preparation, which consists of continuous self-educational activity (first level); regular participation in organized forms of advanced training (advanced training and internship courses) (second level); analytical, scientific, and practical activity (third level). Self-educational activity includes acquaintance with online tools for distance learning organization and their use in practice. «Methodical materials» prepared by the Committee of Physical Education and Sports of the Ministry of Education and Science of Ukraine for physical education teachers, the implementation purpose of which is to diversify motor leisure in quarantine terms; informational content of the YouTube channel «Junior Z» in the framework of the All- Ukrainian project «Physical Culture of the Future»; the project of the Ministry of Digital Transformation of Ukraine «Digital Physical Education for schoolchildren with the participation of sports stars» are among them. The example of organized form of advanced training of physical education teachers is given based on the experience of Lesya Ukrainka Eastern European National University in the sphere of postgraduate education and continuous pedagogical education. In particular, the curriculum and organization peculiarities of the distance advanced training course for physical education teachers in quarantine terms are characterized. By conducting distance learning courses in such a way, teachers' behavior is modelled when they need to organize distance learning support for students in their schools. Within the framework of continuous education, physical education teachers should improve their qualification not only in their professional specialization field, but also in the sphere of information and communication technologies.

The unexpectedly rapid transition to online education in the 2nd semester of 2020 due to the COVID-19 outbreak became a challenge for the domestic educators in Physical Education. Despite the abundance of newest health-tracking and sports devices, apps, and online platforms and channels, appropriate sport facilities and equipment are still necessary due to safety restrictions and for conduction of good quality PE and sports classes. Ukrainian climate conditions do not allow a year-round outdoor training in the public premises. Lack of sports equipment in private apartments, insufficient supply of Ukrainian families with computers and telephones of the new generation, lack of Internet access in 35% of families, inability to use sports facilities even for teachers for shooting video lessons, etc. resulted in a drop in the success of university students of PE departments. The failure of half-a-year PE classes’ results on the state level was eloquently pronounced with the Ministry of Education official recommending assessment of students’ year PE results by the I-st semester grades. Thus, the need to analyze the efficiency of online-teaching experience in domestic physical education arose. The article analyses the pitfalls of the introduction of distance education in the field of physical education of students of Ukrainian universities according to the criteria of effectiveness proposed by A. Veremchuk (effectiveness, accessibility to all segments of the population, resource intensity, efficiency, democratic communication "teacher-student", and comprehensive software technologies) and recommendations for compensation of the mentioned problem.
