The article classifies social risks into traditional and non-traditional and their impact on the regulation of the social protection system in Ukraine. The modern problems of financing the sphere of social protection of the population in Ukraine are revealed and the ways of their overcoming are outlined. The dynamics of arrears of wages in Ukraine and the dynamics of real disposable income of the population of Ukraine for 2005-2018 are presented. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial support in combination with irrational planning, distribution and inefficient use of available financial resources. Respondents’ assessment of the degree of impact of traditional and non-traditional social risks on the social protection of citizens is presented. It is determined that the progressive and dynamic development of Ukraine today can focus on the socialization of the economic system with full consideration of the needs, interests of the population, its incentives for productive work to realize their own professional potential, comprehensive development, receiving a decent reward for work.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

The subject of the work the conditions, characteristics and trends of creation of effective system of social protection of the population. The aim of this work is to study the main directions of state social policy in the context of integration processes. The methodology of work. The work is done on the basis of studies of modern scientific views on the definition of the nature and development of social protection and social policy in Ukraine under conditions of integration processes. The results of the work. The article is devoted to social protection issues in the context of social policy, because the main objective of this policy is improving the welfare and the promotion of comprehensive state protection of the intellectual potential of society, given the characteristics of integration processes. Assessed the status and trends of development of financial provision of social protection in Ukraine and assess its compliance with the European norms and standards. Formulated proposals for the development of system of financial provision of social protection in Ukraine in the context of processes of European integration. Conclusions. The analysis of current formations of the essence of the term "social protection" have shown that it is interpreted by scientists around the same, this implies a system of measures which compensate for the social inequality of citizens, to ensure equal access of every person to a certain minimum of social benefits, to protect every individual against social risks, which always have a place in human life. Ascertained the need and trends of gradual reform of the social protection system in Ukraine with the aim of as close as possible to her baseline conditions in the relevant international norms and standards embodied in ILO instruments and European Union, which are designed to guarantee a decent life to every person upon the occurrence of the relevant social risks regardless of gender, age, duration of stay in a particular country.

Introduction. In the economy, the social protection system is regarded as an important part of the social policy of the state, but there are some differences between the definitions of the concept of "social protection" and "social security". The article analyzes the modern definitions of social protection, on various grounds, outlines their features. According to the results of the research, the necessity to consider social protection as part of the social policy of the state from the point of view of macro- and microeconomics was proved. Generalization and systematization of theoretical bases on these issues is of practical value and will help to outline the main ways to improve and form an effective system of social protection of the state. The purpose of the paper is to substantiate the theoretical aspects of social protection of the state. Results. The article is devoted of the theoretical aspects of the concept of control over the financial and economic activities of an enterprise. Based on the systematization of the views of most authors, it was found that today there is no universally accepted definition of the concept of control over the financial and economic activities of an enterprise. Most researchers consider the concept of control based on different key features. As a result of a critical analysis of modern researches, the authors identified a set of advantages and disadvantages in the reviewed concepts of control over the financial and economic activities of an enterprise. According to the results of the study, it is determined the need for considering control over the financial and economic activities of an enterprise as a special scientific concept according to the research method of its specific subject. Conclusion. The main parameters of social policy implementation in society are determined by many objective factors: the level of development of productive forces, the structure of the economy, the state of social life, the nature of political power, the spiritual and moral maturity of the population of the country, etc. The maturity of the subjective factor - the ability and willingness of the administrative structures and other entities to ensure the social orientation of the economy, decent working conditions and life of citizens; civilized nature of social relations. Social protection is directly associated with social policy, with the activities of the state and non-state actors aimed at combating social risks and their various manifestations, through the possible prevention of socially adverse events or compensation for their consequences. The market economy is traditionally considered in the coordinates of profit and consumption, and the person in it is human capital, but, and social protection and social security that help the person for the purpose, must be viewed from the point of post-classical studies, where the person is his core, and at the same time and the purpose of development.

Abstract This chapter outlines the social protection policies that Spain has adopted to target Spanish nationals abroad. First, it describes the diaspora infrastructure and the key engagement policies developed in the last years by Spain. Subsequently, the chapter focuses on five social protection policies: unemployment, health care, pensions, family-related benefits, and economic hardship. The findings reveal that Spain has adopted a diaspora strategy that targets different emigrant groups such as exiles of the Civil War and early Francoism and their descendants, Spaniards that emigrated to other European countries during the 1950s and 1960s, and new emigrants that left the country due to the consequences of the financial crisis of 2008. Findings also show that, although Spain has developed a wide array of services to target its diverse diaspora, it still lacks a comprehensive scheme of social protection abroad. Moreover, the results suggest that Spain has adopted a subsidiary social policy strategy abroad that is triggered when the social protection offered by states of reception is lacking.

The article is a critical analysis of neoliberal approach to system of social protection in Slovakia, especially after the year of 2004, when a major reform of the Social Security Law and social policy took place. The focus is on specific sub-systems of the social protection – i.e. the system of social insurance, the system of state support and the system of social assistance – in the light of the constitutional and fundamental principles of law (liberty, equality, justice and solidarity), the actual content of the abovementioned systems of social protection and values and principles of the European social model of welfare state – and leads to author’s overview of major flaws and spaces for improvement.

Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Rising economic inequality becomes an important concern for both advanced and developing countries. Nonetheless, political and business elites around the world never question the neoliberal agenda, despite economic crises happening every now and then. The year 2007 may mark the turning point of neoliberal globalisation. As the global financial tsunami kicked off from the burst of the subprime mortgage bubble in the United States in 2007, the global economy is facing an economic hardship never heard of since the Great Depression in the 1930s. Hong Kong as a highly open economy is also severely hurt by the financial tsunami. In every economic recession, all Hong Kong people suffer, but lower classes suffer most. This raises a serious question about whether the current social protection system adequately protects people against an increasingly risky global economic environment. By examining the social policy package adopted by the HK government in fighting against the financial tsunami, we show the lack of long-term strategies and commitments of the government in protecting HK people against globalisation risks and economic insecurity. By drawing experiences from other countries, we suggest that active labour market policies (ALMPs) may be the social policy tools the government can use to reform the social protection system.

This chapter provides an analytical overview of welfare provision in labour· abundant MENA regimes. Organized in sections by country and covering the period from regime formation until the late 2000s, the chapter pays particular attention to spending levels and the accessibility of social policies, and maps the eigbt regimes onto the three different pathways of welfare provision outlined in Chapter I. It draws on a combination of historical reports and statistics, available secondary accounts, and a novel dataset on social expenditures developed from archival material of the International Monetary Fund (IMF). It also diversifies the picture by examining policies of education, health, and social protection separately. The chapter lays important groundwork for further analyses and gives a more complete sense of social policy regimes beyond the social spending figures presented in Chapter I.

The main idea of the study is to substantiate legislative proposals, recommendations on the introduction in Kazakhstan of the standards of social protection systems of OECD member countries. As a result of the research, conclusions were drawn up aimed at improving the norms of the current legislation and law enforcement practice, and on modernizing measures to implement social policy in the context of the process of the progressive development of Kazakhstan as a social state. The purpose of the article is to develop recommendations, proposals focused on the further development of the legal framework of the social sphere in Kazakhstan as a perspective orientation of legal science and as the most important mechanism for implementing a number of constitutional human and citizen rights. The purpose of the study is limited to four main areas, namely the analysis of social protection systems of OECD countries in the event of the following social risks: disability, poverty, retirement age, and social security guarantees for the family and the child. The applied objective of the work is related to the justification and elaboration of a set of proposals to improve the current social legislation, proposals to increase the effectiveness of state social policy, to introduce the standards of OECD countries in the field of social protection into Kazakhstan's domestic law. Targeted users of the research results are the interested state bodies, the scientific community, students, undergraduates, doctoral students, a wide range of persons interested in the problems of legal provision of state social policy, social human rights.
