This paper is a continuation of the ongoing research of authors whose, within the framework of interdisciplinary scientific research, deal with various aspects of ensuring the security and defence of the Slovak Republic and states that are members of the North Atlantic Alliance and the European Union. In their research, the authors point out a deterioration of the global and regional security environment, the growth of symmetrical and asymmetric security threats, the continued deterioration of the security situation in some regions, and negative consequences for the level of security and defence of states and their citizens. In order to contribute to the development of security and military science, the issue of the Air Forces and their extraordinary importance in guaranteeing comprehensive security and defence of the state and simultaneously ensuring collective defence in cooperation with the allies from NATO and EU is addressed and widely elaborated.

This paper presents the ongoing research and, deals, in the framework of interdisciplinary scientific research, with various military and non-military threats and their negative impact on the security of contemporary human society. In this research, the authors point out the continuous deterioration of the global and regional security environment and the growth of symmetric and asymmetric security threats with focus on the air transport, and the resulting negative consequences for the security of the states and their citizens. In order to contribute to the development of security science, the authors examine the issues of terrorism as an asymmetric security threat, focusing in particular on terrorism and terrorist activities of the air transport and measures taken to eliminate terrorism in the airspace.

The processes of ensuring Poland’s security require the constant analysis of many factors that significantly affect the possibility of the emergence of threats to external and internal security. From the point of view of this criterion of understanding security, the political, military, economic, and social factors are crucial. Along with Poland’s accession to the North Atlantic Treaty Organization and the European Union, membership in these organizations has become the basis for building the national security system and is positively perceived by most of the society. However, it should be remembered that the volatility of the security environment and the immediate environment of Poland brings about new challenges (migration processes, energy supply issues, the power policy of the Russian Federation) that may give rise to anxiety and a sense of threat. The article aims to present selected conditions of the process of ensuring the security of Poland.

The Hungarian Minority in the Policy of the Government of the Slovak Republic in 1993‑1998 The article deals with the analysis of the policy of the Slovak Republic government towards the Hungarian minority in 1993‑1998. This is the period of the first five years of the country’s existence on the political map of Europe. During this period, Vladimír Mečiar (twice) and Jozef Moravčík served as prime ministers. The study is based on the assumption that in the analyzed period the policy of the Slovak authorities towards the Hungarian minority affected the tense relations between the Slovak Republic and the Republic of Hungary. In addition, it had a decisive impact on slowing down the process of Slovakia’s accession to the North Atlantic Alliance and the European Union. The method of decision analysis found its application in the study, which allowed the presentation of situations and processes that are the culmination of decisions taken by representatives of the Slovak authorities. The institutional and legal method allowed to analyze multilateral and bilateral agreements to which the Slovak Republic was a party, and legal acts.

The purpose of the article is to describe the changes NATO undergoing in response to the challenges of our time. Today NATO, as a key element of European and Euro-Atlantic security, is adapting to changes in the modern security environment by increasing its readiness and ability to respond to any threat. Adaptation measures include the components required to ensure that the Alliance can fully address the security challenges it might face. Responsiveness NATO Response Force enhanced by developing force packages that are able to move rapidly and respond to potential challenges and threats. As part of it, was established a Very High Readiness Joint Task Force, a new Allied joint force that deploy within a few days to respond to challenges that arise, particularly at the periphery of NATO’s territory. NATO emphasizes, that cyber defence is part of NATO’s core task of collective defence. A decision as to when a cyber attack would lead to the invocation of Article 5 would be taken by the North Atlantic Council on a case-by-case basis. Cooperation with NATO already contributes to the implementation of national security and defense in state policy. At the same time, taking into account that all decision-making in NATO based on consensus, Ukraine’s membership in the Alliance quite vague perspective. In such circumstances, in Ukraine you often can hear the idea of announcement of a neutral status. It is worth reminding that non-aligned status did not save Ukraine from Russian aggression. Neutral status will not accomplish it either. All talks about neutrality and the impossibility of Ukraine joining NATO are nothing but manipulations, as well as recognition of the Ukrainian territory as Russian Federation area of influence (this country seeks to sabotage the Euro-Atlantic movement of Ukraine). Think about it, Moldova’s Neutrality is enshrined in the country’s Constitution since 1994. However, this did not help Moldova to restore its territorial integrity and to force Russia to withdraw its troops and armaments from Transnistria.

The paper examines the dynamics of regional security in Norway as a part of Northern Europe. Being a political and geographical part of the Euro-Atlantic security system. Northern Europe, in its turn, is experiencing the impact of the confrontation between Russia and NATO. Norway's security policy analyzed from the perspective of a regional leader, as a NATO member country participating in the operations of the North Atlantic Alliance and as NATO's northern wing.

Abstract The technology of unmanned aerial vehicles (UAV) has constantly developed in the last decade, becoming a key feature of the military programs and operations in Europe and the US, and the industry market has considerably grown. The vast majority of this growth is at the US level, whose military budget is bigger than of any other state in the world. On the other hand, with respect to the civil market, the sale of these kinds of aircrafts is in its initial stages, even though there are lots of fields in which it can be applied. In general, the states have begun to take legislative measures so that the unmanned flight of such an aircraft in areas open to civil aircrafts is controlled, so that any danger to the civil aircrafts should be avoided. The countries of the European Union that have not legislated this field are subject to Regulation 216/2008/EC regarding common norms in the civil aviation field and the Chicago Convention. Furthermore, all EU states are NATO members and thus apply in principle the norms established by the North-Atlantic Organization.

Abstract The contribution deals with the Slovak and the EU legal regulation of tobacco and tobacco products. Its primary purpose is to point out the Slovak and European legal acts which constitute the main regulatory instruments in this field using the method of analysis and synthesis. Rules of production, distribution and conditions of use of tobacco and products thereof are in the Slovak Republic contained mainly in two acts - the Act No 335/2011 Coll. on Tobacco Products and the Act No 377/2004 Coll. on the Protection of Non-smokers, as well as in special Decree No 212/2012 Coll., regulating tobacco products. Regulation of excise duty on tobacco products can be found in the Act with the same name - Act No 106/2004 Coll.. Another objective of the paper is also to draw attention to the amendment of Act on Protection of Non-smokers which entered into force on 1 July 2013. The European Union struggles with the negative consequences of smoking at the supranacional level and its institutions - the European Commission, the European Parliament and the Council of the EU - are already for several years adopting legal acts to facilitate uniformity and easier interpretation of European law also in the field of legal regulation of tobacco and tobacco products. The predominant part of the existing legislation deals with the approximation of laws in areas that are closely related to the manufacture, presentation and sale of tobacco products, but also to the collection of taxes from these products.

In July, the United States, the North Atlantic Treaty Organization (NATO), the European Union (EU), and other allies attributed a variety of malicious cyber activities, including the Microsoft Exchange hack, to China. This joint attribution builds on commitments made in June summits with NATO, the G7, the EU, and the United Kingdom, and is consistent with the Biden administration's multilateral approach to confronting cybersecurity threats and China more generally. Still, critics question whether the administration's efforts will succeed in altering the behavior of states that pose cybersecurity threats to the United States.

The greatest change ever in the defence policy and military strategy of the North Atlantic Treaty Organisation occurred in 2014 in response to a series of major cyber attacks against NATO member states and partner states - Estonia in 2007, the United States and Georgia in 2008, and others in later years - and to a general transformation of the security environment in which cyberwar and other threats to cybersecurity gain rapidly in importance. At the 2014 Wales Summit, NATO recognised that cyber defence is part of its central task of collective defence and that Article 5 of the North Atlantic Treaty - ”The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all . . .” - can be invoked in the case of cyber attacks. This statement is the first and only expansion of the meaning of Article 5 and the first and only addition of a new type of warfare to the policy and strategy of NATO. After the change, the Alliance must face new challenges not less urgent and difficult than the old ones of kinetic warfare or weapons of mass destruction. This article addresses the broadest strategic context of the change. An analysis is made in the light of the global strategic thought and of the development of warfare through history. By entering the new strategic space of cyber warfare, NATO proves itself to be among the world’s most modern and advanced powers while, at the same time, it returns to the ancient - and lasting - tenet of strategy: information is not inferior to force. This way the Alliance moves away from Carl von Clausewitz and closer to Sun Zi. The recognition of cyberspace as a strategic space also corresponds to another influential idea in the heritage of strategy: the concept of the ”great common” the control of which is the key to the power over the world and over war and peace worldwide. Alfred Thayer Mahan considered the global ocean to be the ”great common” crossed by vital trade routes and by navies competing for superiority. Now cyberspace is as open, vital and fragile as the maritime space was in Mahan’s vision. Cyberwar also creates a promise and a temptation of a decisive strike - the first and last strike in a war - circumventing all military defences and paralysing the enemy country. It is a new version - less lethal or not, dependent on the tactics of cyber attacks in a cyber offensive - of the idea of strategic bombing and of the entire concept of air power, especially by its visionary Giulio Douhet, and then of nuclear strategy. Finally, the article provides two practical recommendations regarding the policy and structure of the North Atlantic Alliance in unfolding new era. Now NATO needs a speedy follow-on to the breakthrough decision of the Wales Summit. Cyber defence should be fully integrated into the next Strategic Concept which is expected in or around 2020 but could be worked out sooner because of the accelerating transition of the security environment. NATO should also consider establishing a global Cyber Command to maintain the initiative and to assure the credibility of the enlarged meaning of Article 5 of the North Atlantic Treaty. This credibility will be immediately, continuously and comprehensively tested by many players of the global game.
