The issue of cyber-crime as a matterof national security in Albania

The security challenges for Communication and Information Systems in Albania include all levels of the structures of the Ministry of Defense and the Armed Forces, starting from the individual equipment used in official working environments, to the provision of basic systems, which are critical to job performance. Some of the challenges that characterize this situation and their orientation for the future include: Th increasing threats in cyberspace, internet and mobile devices, social networks and portals, communication and transmission of information, creating a cybercrime market, espionage and sabotage, privacy and identity, anonymity and attributes, financial constraints, asymmetry of cyber warfare, etc. These will be some of the issues that this paper will try to address with reference to domestic and foreign literature, national and international legislation on cybercrime.

The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union. The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. This Handbook aims to fill this gap with fifty-one contributions on European defence and international security from around the world. The six parts focus on: country-based assessments of the evolution of the national defence policies of Europe’s major, medium, and lesser powers since the end of the cold war; the alliances and security partnerships developed by European states to cooperate in the provision of national security; the security challenges faced by European states and their armed forces, ranging from interstate through intra-state and transnational; the national security strategies and doctrines developed in response to these challenges; the military capabilities, and the underlying defence and technological industrial base, brought to bear to support national strategies and doctrines; and, finally, the national or multilateral military operations by European armed forces. The contributions to The Handbook collectively demonstrate the fruitfulness of giving analytical precedence back to the comparative study of national defence policies and armed forces across Europe.

The article presents the essence and main points of the methodological approach to the substantiation of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of combat means of relevant j-types. Inconsistency between tasks scope, which are entrusted to the armed forces (AF) for national security, and level of their combat capability has been and remain one of the fundamental problems that adversely affects the process of their forming, developing, preparing and using. That kind of inconsistency is caused by the impact of some factors, primarily factors characterizing economic-military capabilities of the state. Such factors also involve the capacities of the defense industrial complex in terms of development, production, modernization and providing military units (MU) with weapons and defense equipment (WME). The experience of the troops shows that current financial constraints on the procurement and maintenance of the necessary WME negatively affect the level of MU fighting potential. Thus, the problem and need for the substantiation of optimal combat staff of the AF have been and remain inherent components of the process of their forming and developing taking into account military-economic capabilities of the state. The above defines the relevance of the research under consideration and needs new scientific approaches to the justification of optimal combat staff of the AF, which would ensure guaranteed execution of national security tasks. Based on the analysis of recent research and publications related to the problems of substantiation of the AF staff as well as the assessment of the impact of CP of MU on the level of their combat capability, the paper establishes that available methodologies (methodological approaches) don’t specify some issues, including what should the optimal AF combat staff be for guaranteed execution of their intended targets, taking into account the military-economic potential of the state? One of the alternate solutions of the problem is the methodological approach, which is presented in the article, to the justification of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of fighting means of relevant j-types. To get a much better sense of the essence and content of the research subject, the authors define a range of the concepts: “military-economic factors”, “prevented damage”, “prevented damage theory”, “combat potential”, “combat capability”, “combat staff”, “effectiveness of combat use of forces”. The authors believe that compared to the available methodological approaches (methods), the methodological approach set out in the article allows: formalizing the interrelation between the level of combat capability of our forces and the desired value of their prevented damage (CP maintenance) for a defined period of operation, which is achieved by the results of counteraction (fire effect) of fighting means of j-types of our troops against the enemy. This enables us to determine the number of combat means of all j-types of our troops required at the initiation of the operation, which (taking into account losses for T days of combat activities) ensures the target level of their fighting efficiency; carrying out the differentiated approach to the determination of the role (contribution) of every kind of our forces in the execution of tasks set in the operation that makes it possible: to calculate the contribution of every j-type of combat means (military branch) to the tasks of general damages on enemy and achievement of combat actions of the required correlation of parties’ CP during T days; to define the contribution of combat means of every j- types (military branch) to reducing the predicted value of the average-daily costs of the original CP of our troops to the acceptable one, the accomplishment of the necessary absolute value of our troops and maintenance of the target level of their combat capability during the T-days operation; improving (based on the indicators of prevented damage) the mathematical model of the optimization problem and elements of the calculation process (algorithm) that allows studying the interdependence between core indicators, which evaluate the effectiveness of combat use of troops during the operation, more specifically. Prospects for future research are the detailed elaboration of mathematical models and elements of the calculation process (algorithm) for upgrading methodical apparatus, which makes it possible to substantiate the optimal combat staff of the AF required for the successful execution of state security tasks from the perspective of the theory of prevented damage of our troops and taking into account military-economic capabilities of the state.

Posebej se bomo v prvem delu ukvarjali s kontekstom spopada, na katerega bi se morali pripraviti in se ustrezno organizirati. V naslednjih dveh delih pa bomo podrobneje pogledali izzive, postavljene pred nacionalnovarnostni sistem in Slovensko vojsko v tem geopolitičnem kontekstu. Predstavili bomo nujne spremembe in mogoč pogled na njihovo uresničevanje v nacionalnovarnostnem sistemu in Slovenski vojski znotraj njega. This is the first in a series of three articles dealing with fourth generation warfare. To understand the fourth generation warfare as it applies to Slovenia we will first set the geopolitical context in light of the upcoming security challenges. Specifically, the article in front of you deals with the context of conflict we should organize and prepare for. In the subsequent two articles we will look in more detail at the challenges facing the national-security system as a whole, and the Slovenian Armed Forces in particular. We will put forward proposals for some of the required changes in the national-security system and the SAF.

Significance Facing perceived security challenges from Russian military activity in the Baltic Sea region, Sweden will boost defence spending, step up military readiness and strengthen cooperation with its neighbours and NATO in the next decade. Impacts A new government after 2022 will come under pressure from the Swedish Armed Forces to increase spending further. Sweden sees cyber warfare as one of its main threats and will combine military resources and private firms to bolster capabilities. Sweden will strongly advocate having UK and US participation in future PESCO projects, which could create tensions with other EU countries.

Abstract This article examines the ways in which recent military experiences have affected France's approach to the use of military power, the role of allies and its vision of future warfare. In its management of strategic challenges, we identify the persistence of many traits of France's historical habits and practices. France remains a distinct, outward looking, and militarily willing and able European power. However, the threats that France has sought to address and the operational and financial constraints it has faced in the past decade in particular, have led to significant changes in its approach to and conduct of warfare. In particular, the threat of Islamist terrorism has led to a reframing of French governments' priorities around more narrowly-defined national interests. It has translated into a ‘pragmatic’, or ‘realist’ turn in foreign policy, and a move from ‘wars of choice’ to ‘wars of necessity’. In this context, France's military alliances are being rethought around a core number of functional partnerships to compensate for capability gaps and military overstretch. Meanwhile, French armed forces are getting prepared to face the challenges posed by emerging technologies and the future of Great-Power competition. Overall, the multiple security challenges faced by successive French governments have confirmed, yet redefined, the contours of France's traditional dilemma between a desire for an autonomous defense policy and the reality of a necessary reliance on allies.

Almost 60 years after independence, Nigeria is still faced with myriads of security challenges. This paper critically examined many security challenges bedeviling the nation‟s government, ethno-religious crises, insurgencies, armed robbery and border banditry, kidnapping, bunkering and so on. The crux of this paper is drawing a correlation between education and good governance on one side and national security on the other hand. Education is conceived to be a life-long learning experience that begins from birth to death, how education promotes national security as it inculcates desirable human traits like honesty, sincerity, hard-work, punctuality, productivity, innovations, patriotism, selflessness, brotherhood, friendship, etc. Furthermore, education empowers people by inculcating life-long skills and know-how, thereby liberating the individual from poverty and want. While good governance is expected to bring about leadership styles that will make the people centre of their policies and programmes. This paper concludes by asserting that huge investment in education to the benefit of its populace will greatly assist in promoting national security.

Making decisions in a social context often requires weighing one's own wants against the needs and preferences of others. Adults are adept at incorporating multiple contextual features when deciding how to trade off their welfare against another. For example, they are more willing to forgo a resource to benefit friends over strangers (a feature of the individual) or when the opportunity cost of giving up the resource is low (a feature of the situation). When does this capacity emerge in development? In Experiment 1 (N = 208), we assessed the decisions of 4- to 10-year-old children in a picture-based resource tradeoff task to test two questions: (1) When making repeated decisions to either benefit themselves or benefit another person, are children’s choices internally consistent with a particular valuation of that individual? (2) Do children value friends more highly than strangers and enemies? We find that children demonstrate consistent person-specific welfare valuations and value friends more highly than strangers and enemies. In Experiment 2 (N = 200), we tested adults using the same pictorial method. The pattern of results successfully replicated, but adults’ decisions were more consistent than children’s and they expressed more extreme valuations: relative to the children, they valued friends more and valued enemies less. We conclude that despite children’s limited experience allocating resources and navigating complex social networks, they behave like adults in that they reference a stable person-specific valuation when deciding whether to benefit themselves or another and that this rule is modulated by the child’s relationship with the target.

The basic elements of the national security of the individual, society and the state that are to be taken into account in the development and implementation of the practice of the management of doctrines and strategies for sustainable development are revealed. The complex of potential factor determinants and motivational factors of de-evolutionary development of the national socio-economic system at the present stage of its functioning are determined. The methodological substantiation of the specificity of modern processes of state development of Ukraine on its key meta-spaces is accomplished. The formalization of the interconnection and interdependence of spatial management of natural resource assets has been made on six planes: ideological; political; spiritual-moral and politico-ideological; institutional; value-ideological; the goal is conceptual.
