The article is the second part of the study, which examines the issues related to the study of the history of population and historical demography of Kyrgyzstan. The emphasis is made on the issues of historiography on the basis of scientific literature on the history and demography of Kyrgyzstan in the 20th — 21st centuries. The analysis and assessment of the main demographic indicators of the population of Kyrgyzstan in the Soviet and post-Soviet periods is considered, the processes of change in demographic policy, as well as its impact on the socio-economic situation in the republic, are analyzed. It is concluded that the historiography of the historiography of the historical demography of Kyrgyzstan is based on macro approached to the study of demographic processes, which was typical for Soviet historical science as a whole. For the further development of historical demography in Kyrgyzstan, it is necessary to expand the methodological toolkit, in particular, an appeal to primary sources and modern information technologies. In historiography, in the last decade, theoretical and methodological issues of the application of GIS technology in historical research experiments have been developed and supported.

The article is the first part of the study, which examines the issues related to the study of the history of population and historical demography of Kyrgyzstan. The emphasis is made on the issues of historiography on the basis of scientific literature on the problems of history and demography of Kyrgyzstan in the 20th — 21st centuries. It is concluded that the historiography of the historical demography of Kyrgyzstan is based on macro approaches to the study of demography processes, which was typical for Soviet historical science as a whole. The main problems of studying the history of the population of Kyrgyzstan, to which researchers were addressed, were the population census, changes in the number and distribution of the Kyrgyz, the impact of the 1916 uprising. on the demographic development of the Kyrgyz people, the settlement of nomads on the land, socio-cultural changes in Kyrgyzstan and their impact on the change of demographic characteristics. For the first time in Russian historiography, the article draws attention to the connection of the War of Khalkhin Gol in 1939 and the conclusion of the German-Soviet Nonaggression Pact of 1939. For a long time, historical science considered these two major events in the history of the USSR and history of the world individually, without their historic relationship. The authors made an attempt to provide evidence of this relationship, showing the role that surrounding and defeating the Japanese army at Khalkhin Gol in August 1939 and signing in Moscow of the German-Soviet Nonaggression Pact played in the history of the world. The study analyzes the foreign policy of the USSR in Europe, the reasons for the failure in the conclusion of the Anglo-Franco-Soviet military union in 1939 and the circumstances of the Pact. It shows the interrelation between the defeat of the Japanese troops at Khalkhin Gol and the need for the Soviet-German treaty. The authors describe the historic consequences of the conclusion of the pact for the further development of the Japanese-German relations and the course of the Second World War. They also present the characteristics of the views of these historical events in the Russian historiography.

Handling complexity and symmetry in the identification of services for the management of information technology (IT) emerged as a serious challenge in recent times. One of the most important elements that must be defined in the management of information technology services is the construction and management of a service catalog. However, in order to create this catalog, it is necessary to correctly identify the services to be formed. So far, there are several proposals that serve to identify information technology services in public organizations. However, there are several inherent drawbacks to these processes, whereby many organizations are yet to adapt to the services. The main objective of this research is to present a proposal for the identification of information technology services and the construction of an information technology catalog. For this, the following methodology was applied: (a) a review of the literature, identifying the research that addressed the process of the identification of services; (b) a proposal based on automatic learning to identify information technology services in public organizations, adapting the catalog of services and taking as its main input the history of requests and incidents accredited by the department of information technologies in public organizations in the Republic of Ecuador. In conclusion, this work leads to satisfactory results for the identification of technology services used to construct its catalog.

Large-scale reforms and complex modernization carried out in the country after independence are studied from the positions of various social sciences and humanities. However, the history of modernization processes in our country has not been paid sufficient attention to the problem of chronological cycles. This chapter examines the philosophical and historical foundations of the complex state of modernization in the republic, and they are divided into specific chronological stages. At the same time, the comprehensive development programs ("Uzbek Model" of Development, the Concept of Intensification of Democratic Reforms and Formation of Civil Society in the Country, Strategy of Action for the Further Development of the Republic of Uzbekistan) for the reform of the Republic of Uzbekistan are taken as a determinant. Accordingly, the peculiarities of the stages of modernization in the Republic of Uzbekistan will be determined and the transformation model of the republic will be opened.

The study of rural population in the regional context makes it possible to identify demographic problems and analyze the factors influencing the state of rural population and settlements of the republic on the example of the Predvolzhsky agrarian economic region (Predvolzhie) of the Republic of Tatarstan with predominantly rural population. The period for considering the development of the rural population of the economic region was chosen from 1959 to 2019, since the Soviet period of the development of the planned economy and the formation of market relations in agriculture in the republic has its own characteristics and aspects. A significant impact on the rural population of the republic was exerted by the large-scale diversified development of industrial production: the automotive industry, petrochemical production, and the electric power industry. The study reveals the complex impact of historical, geographical, social, economic, transport factors affecting the demographic processes in the rural population of this economic region. The dynamics of changes in the main indicators of demographic processes of the rural population of the Volga region is considered on the example of Apastovsky, Buinsky, Drozhzhanovsky, Kaibitsky, Kamsko-Ustinsky and Tetyushsky rural municipal districts of the Republic of Tatarstan. The article shows the internal territorial differences in the population density of the Predvolzhsky economic region and analyzes the main demographic indicators (birth rate, mortality, decline in dynamics over 60 years), and also reveals positive and negative trends of these indicators using the example of specific municipal areas. The analysis of changes in the dynamics of the rural population and settlements and the reasons for its decrease is presented on the basis of statistical materials of the All-Union and All-Russian population censuses. The article identifies three periods of development of the rural population in the municipal districts of the Predvolzhsky economic region of the Republic of Tatarstan, which reflect the general picture of the vector of development of the rural population of the republic in the period under study. The current crisis state of the demographic indicators of the agrarian economic region shows the need for targeted management decisions in this direction. The research emphasizes that at the moment the country people need economic stability. Existence in rural areas of jobs, the stable salary will allow to stabilize a situation of reduction of country people.

Nowadays we can clearly see the activeness of the methodological and technological aspects of the new geoinformation direction in the field of cartography. The development of modern mapping methods is closely related to the development of geoinformation systems and technologies. The importance of geoinformation cartography and geoinformation systems is significant in creating databases and digital maps based on GIS software instead of analog methods for creating maps. There are the most important tasks such as improvement of modern method in obtaining cartographic information, and development of ways to quickly transmit and distribute cartographic information about nature and society. The application of GIS technologies in the field of demographic cartography will lead to drastic changes in the scope of work, as well as improve product design and increase the accuracy as a result of the performed tasks. The study shows that there is a need to develop a new method for mapping a new generation based on GIS technology, reflecting demographic processes. This article will focus on creating a database for development of maps based on GIS technologies, rapid identification, monitoring spatial changes using data from aerospace and other sources, and development of demographic digital mapping methods based on GIS technologies. Mapping demographic processes based on GIS technologies aims at implementing a number of practical tasks and research related to population. Based on this, a systematic method has been developed to analyse the demographic situation in the southern region of the Republic of Uzbekistan, and a digital demographic map has been created by applying the developed method.
