Analysis of Electricity Production and Consumption in the Western Economic Zone of the Republic of Sakha (Yakutia) for Developing an Effective Fuel and Energy Balance

This article gives a comparative assessment of the efficiency of electricity production and consumption in the Western Economic Zone (WEZ) of the Republic of Sakha (Yakutia), following the results of the research work ‘Assessment and the Main Trends in the Change of the Natural and Socio-Economic Status and Human Potential of the Western Economic Zone of the Republic of Sakha (Yakutia)’ within the framework of the program of comprehensive scientific research under the state contract N5329 of August 7, 2017. Based on the analysis, the existing risks of electricity supply in the WEZ areas are identified, and recommendations for effective electricity consumption and production in the WEZ areas are developed. The study makes it possible to develop comprehensive recommendations for increasing the efficiency of electricity production and consumption in the WEZ areas. No similar studies have been conducted for the WEZ of the Republic of Sakha (Yakutia) in the past five years. In this regard, the study is significant because both natural and cost indices of electricity production and consumption are calculated for the first time, and recommendations for effective electricity consumption are given in the context of the WEZ settlements. The study helps to assess the state of energy in the WEZ areas of the Republic of Sakha (Yakutia).

The article assesses the state of the heat economy of the Northern region. The purpose of the article is to reveal the reasons for chronic backwardness of the region's industry from the average Russian indicators. To achieve the goal, solved the following problems: the features of heat economy in the North, analyzes the housing development, production and consumption of heat energy, as the sources of heat energy and heat networks, and also reforms in the heat economy of the region, based on which conclusions on assessment of the heat economy of the region. In recent years, there has been a twofold decrease in the rate of renewal of fixed assets of the heat economy against the norm, low rates of introduction of the resource-saving technologies in the heat economy, and in general, in the housing and communal services of the region. The level of marginal balance of supply and demand in the heat energy market is determined. The article is written to correct the decisions of the Federal and regional Executive authorities in terms of ensuring the reliability of heat economy of the Northern region.

School and school gym buildings represent a relevant potential for construction of photovoltaic panels, to be integrated into roofs of these buildings. Given that roof structures are passive, construction of photovoltaic systems does not interfere with the building functionality, does not it in any way adversely affect the environment. Installation of photovoltaic systems on building roofs brings the production and consumption of electricity closest possible, therefore such systems ensure significant reduction in power losses in transmission and distribution grids. In addition to locally produced electricity, construction of photovoltaic systems on the school buildings’ roofs produces an educational effect as well. By installing a measuring and acquisition system which would include the measuring data on the photovoltaic power plant production parameters and school electricity consumption into school labs, technology would be closer to students, as well as possibilities to meet the demand for electricity from this basic renewable energy source. This paper presents the results of evaluations of the available roof surfaces of school buildings in Serbia for the photovoltaic panels installation. For each category of school building, an estimate of possible annual production per unit of average roof area was made. Summarizing all the results, estimates of possible installed capacity and annual electricity production for different scenarios are given.

Research work was carried out in the State University "Transnistrian Research Institute of agriculture" in film greenhouses (spring-summer and summer turnover) and in the open field on the trellis. The aim of the work is to study the source material and create promising lines of cucumber with high parthenocarpic ability, yield and resistance to downy mildew to obtain on their basis heterosis hybrids of cucumber of universal type for various crop rotations. To achieve this goal in 2013-2017 the following tasks were identified: to study the collection samples and to identify the most resistant to downy mildew; to evaluate the source material and select the stable forms; to study the combinational ability of the main features and properties of the parent forms of cucumber hybrids (parthenocarpy, yield, disease resistance); to study the variability and inheritance of the main useful features and properties; to test promising cucumber hybrids for economically valuable traits and properties. The standards were hybrids Enthusiasm (selection RF) and Claudia (Dutch selection). In order to create a source material of parthenocarpic hybrids of cucumber resistant to peronosporosis, 20 samples of breeding material from different countries of origin were studied in the closed and open ground. Four maternal and six paternal forms, as well as eighteen large-humped hybrid combinations were evaluated by the topcross method according to the complex of economically valuable traits and properties. And full diallele the scheme of the seven lines and forty-two tuberculate hybrid combinations. The regularities of variability and signs manifestation in the first generation of hybrids are studied. Given information about the inheritance of the trait of resistance to downy mildew is a promising parthenocarpic hybrid combinations of cucumber created in the Transnistrian agricultural research Institute. Highlighted is sixty-six hybrid combinations of cucumber. Three samples that showed high resistance to downy mildew, was submitted to the State varietal Inspectorate of the Republic of Moldova and Transnistria under the name Condor, Orlan and Shegol.

THE PURPOSE. To analyze scenarios for the development of the energy complex of one of the regions of the North-East of Russia for the period up to 2030 with a target vision until 2050. This will require an analysis of the current state of the energy complex; show the latest changes in the power supply system; propose promising areas for the transfer of electricity. METHODS. To assess the current state of the electric power industry, from the point of view of the most efficient use of natural energy resources and the potential of the energy sector of the economy, methods of collecting and processing statistical data were applied. For the technical assessment of the state of electric power facilities, analytical and logical- probabilistic methods for determining reliability were applied. To predict energy consumption, mathematical modeling methods were used with the construction of approximating polynomials. RESULTS. The article evaluates the strategic and moderate scenarios for the development of the energy sector of the Republic of Sakha (Yakutia) in modern conditions, taking into account the increase in the energy efficiency of the region's economy. The indicators of electricity consumption throughout the republic, the Western Energy District and the decentralized power supply zone were subject to assessment. Long-term forecasts made do not confirm the development of events according to a more stringent strategic scenario. At the same time, the results for the moderate scenario are fully correlated with both the current state of the energy sector and the prospects for its development. CONCLUSION. Analysis of the current state and assessment of scenarios for the development of the energy sector of the republic's economy showed an increase in the reliability of power supply systems when organizing a "ring" in the Western Energy District; increase in useful electricity consumption by 2030; increase in electricity production; changes in the structure of electricity production.

Formulation of the problem. The use of an effective economic management system allows you to create favorable conditions for achieving long-term economic growth at minimal costs. The purpose of the study is to study foreign experience of economic management reform, review the course of administrative reform in the Republic of Uzbekistan and, on the basis of available data, develop recommendations for the national economy. The subject of this research is the development of the management system of the national economy in the context of the transition to full-fledged market relations. Methods of economic research - system analysis, generalization, scientific abstraction, historical and logical method, classification, etc. The hypothesis of the research is that currently the main vector of reforms in Uzbekistan is optimization and increasing the efficiency of the economic management system. The use of market and administrative instruments will improve the quality parameters of economic development, create conditions for increasing the competitiveness of the economy. Presentation of the main material. The main features of the management reform in various countries of the world are revealed, an analysis of the reform of the national economy management system is made, recommendations for the transition to a full-fledged market are substantiated. The originality and practical significance of the study is that it systematizes the main approaches to the reform of economic management, studies the features of management reform in the Republic of Uzbekistan, substantiates recommendations for increasing its efficiency in the period of overcoming the consequences of forced restrictions and for the future. The conclusions of the study are that “market mechanisms” are just one of many necessary tools to achieve the goals of the country's socio-economic development. Therefore, it is necessary to clearly “outline the boundaries” in which areas the state should introduce market relations, in which to regulate activities and in which - to produce or provide services. When developing a new system of economic management, it is necessary to include tasks for both the development of market institutions and administrative procedures. When carrying out the privatization of enterprises engaged in the extraction of minerals and their primary processing, the controlling stake must be retained by the state. The main resource of the country is the accumulated human potential, which requires special attention from the state during the reform process. The new economic management system must be ready to respond promptly to internal and external challenges

The article presents the results of a study of changes in the state policy of the Republic of Belarus related to the field of intellectual property. The author provides information on the adopted regulatory legal acts that improve relations regarding intellectual property rights. A brief overview of the main government bodies in this area is given. The main focus of the study is on the effectiveness of the changes, in particular, the change in the number of applications filed for registration of individual objects of intellectual property. A comparative analysis was carried out of the total number of such applications in all states of the Eurasian Economic Union. Based on the results obtained, the author made the appropriate conclusions and proposed the recommendations to improve the policy in the field of intellectual property both in Belarus and within the entire EAEU, in particular, to strengthen interaction between countries.The study was carried out within the framework of the research work "Mechanisms and directions of development of the single market for services of the EAEU in the context of the implementation of the concept of "Integration +"in the context of ensuring the economic security of the Republic of Belarus (business services) " on assignment 3.02 "Positioning the Republic of Belarus in the global economy in terms of ensuring international competitiveness and economic security, taking into account modern challenges and threats: theory, methodology and practice" of the State program of scientific research "Society and humanitarian security of the Belarusian state" for 2021-2025, subprogram "Economy".

With the year 2020, the world faced a new threat that affects all areas of life, negatively affects production in all areas, and paralyzes social life. The measures and restrictions taken by the country's governments to prevent the epidemic from spreading rapidly in the society with the effect of the Covid-19 virus, which first appeared in China and spread all over the world, brought a new lifestyle. Covid-19 has been much the impact on electricity use and electricity production in the period in Turkey as in other countries. There was a sharp decline in commercial and industrial electricity use. The coronavirus effect has also been reflected in the electricity demand and the consumption amount has undergone a great negative change. Due to the enactment of measures against the new type of coronavirus (COVID-19) epidemic and the partial or full-time curfews, electricity consumption was moved to homes, supermarkets, and hospitals in April 2020 from places where mass consumption is intense, such as industry, workplaces, and educational institutions. In this study, Covid-19 period, the first cases were examined electricity production and consumption in Turkey as of the date it is seen throughout, in comparison with electricity consumption data in the same month of the previous years corresponding to this period, the effects on electricity generation and consumption habits of this period were examined.

Abstract The article discusses approaches to justifying and implementing nation-wide priorities in the field of environmental policy of Russia and Kazakhstan. Data on the role of national priorities as substantial determinants that define vectors and specific mechanisms for implementing environmental policy in post-Soviet countries and countries with the advanced market economy are systematised. The relationship between national priorities and priorities of supranational environmental policy implemented by global international organisations (UN - Sustainable Development Goals; EU – Environmental Policy Goals until 2050; BRICS - Environmental Initiatives) is substantiated. The key characteristics of national priorities in the field of environmental policy of Russia and Kazakhstan are compared, including review of the approaches of global international organisations; prioritised areas and fields of public environmental policy; implemented funding mechanisms and organisational forms; approaches to institutionalising the priorities of public environmental policy within the existing public administration system. Problems of implementation of environmental policy priorities in Russia and Kazakhstan are identified and their causes are substantiated. At the same time, special attention is paid to the study of how national priorities of environmental policy are translated into regional management decisions; identification of gaps between the formulated national priorities and their implementation procedures in specific industrial regions of Russia and Kazakhstan. The best practices for implementing environmental policy priorities at the national and regional levels are compared. Finally, conclusions about ways to improve environmental policy mechanisms and the possibilities of distribution of the best regional practices identified are drawn. The empirical basis of the analysis was obtained from the results of studies carried out as part of the research work “Improvement of the state policy regulation for accelerated clustering of the industrial regions”, executed under grant financing of the Ministry of Education and Science of the Republic of Kazakhstan.

Electricity restructuring is intended to introduce competition into electricity production and supply, leaving dispatch, transmission and distribution as regulated natural monopolies with non-discriminatory third-party access to the networks. The aim of the reform is to ensure that supply continues to meet growing demand by creating conditions that will encourage investment and promote greater efficiency in both production and consumption. If the reform is to achieve its major goals, the marketised segments of the sector must be characterised by real competition based on economically meaningful prices. There are two dangers here. The first is that private interests will acquire substantial market power. The second is that the state itself will use the assets it retains, combined with the considerable regulatory powers at its disposal, to "manage" the market.
