Methods of economic research - system analysis, generalization, scientific abstraction, historical and logical method, classification, etc. The hypothesis of the research is that currently the main vector of reforms in Uzbekistan is optimization and increasing the efficiency of the economic management system. The use of market and administrative instruments will improve the quality parameters of economic development, create conditions for increasing the competitiveness of the economy. Presentation of the main material. The main features of the management reform in various countries of the world are revealed, an analysis of the reform of the national economy management system is made, recommendations for the transition to a full-fledged market are substantiated. The originality and practical significance of the study is that it systematizes the main approaches to the reform of economic management, studies the features of management reform in the Republic of Uzbekistan, substantiates recommendations for increasing its efficiency in the period of overcoming the consequences of forced restrictions and for the future. The conclusions of the study are that “market mechanisms” are just one of many necessary tools to achieve the goals of the country's socio-economic development. Therefore, it is necessary to clearly “outline the boundaries” in which areas the state should introduce market relations, in which to regulate activities and in which - to produce or provide services. When developing a new system of economic management, it is necessary to include tasks for both the development of market institutions and administrative procedures. When carrying out the privatization of enterprises engaged in the extraction of minerals and their primary processing, the controlling stake must be retained by the state. The main resource of the country is the accumulated human potential, which requires special attention from the state during the reform process. The new economic management system must be ready to respond promptly to internal and external challenges

Introduction. The review of individual results of economic management of the state with a special status evidenced by the Donetsk People’s Republic is provided in this article. The newly formed state has to create its own economic management system as a result of the military-political conflict. The conditions of limited opportunities require, on the one hand, taking an account of available opportunities and external constraints for the purpose of providing for current societal needs, and on the other hand – a strategy for a long term economic development, which should contain the development of its own economic model, identification and prediction by the government of future threats and risks, which will provide a correction impact on the socialeconomic system. The more the republic’s economic management system borrows old tools and mechanisms, restores technological chains that have proved their economic futility in the pre-conflict period, the more urgent the solution of this dual problem is. The article provides a brief analysis of the prerequisites for the formation of a management system for the republic’s economy and the consequences of the implementation of its principles.Materials and methods. The methodological basis of this research includes the following general scientific and special methods of cognition of organizational and economic phenomena and processes in the field of public economic administration: comparative method; formal-logical method; statistical method, grouping method, method of analysis and synthesis, substitution method. Results of the research. As a result of the analysis, it was revealed that the economic management system of a state with a special status requires increased attention, resources and time. Currently, it has passed only the first stages of its formation, has not completed its first stage of organization - the stage of formation. The system of managing the state’s economy with a special status is still in the process of searching for effective mechanisms and instruments of government and determining priority areas for economic development. This explains both attempts to restore outdated technological chains, despite the fact that they demonstrated a devaluation of their economic potential under more favorable conditions, and continuing uncertainty with the choice of an economic development model, when the old mechanisms no longer work and the new ones have not yet been developed.Discussion and conclusions. The drawbacks of the formed system of managing the state economy with a special status, caused by the use of outdated organizational and economic-production principles and tools are shown. The urgency of the development of its own model of economic development in conditions of limited opportunities is grounded.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

Introduction. The development of industry in the economic history of Russia often became one of the main factors in the activation of modernization processes. Moreover, during the periods of modernization breakthroughs, the most developed and vital sectors for the state developed most actively. These include the development of metallurgy, mechanical engineering, the coal and oil industries, etc. It is important to understand how the development of a particular industrial sector influenced the development of modernization processes in Russian regions. The study of regional specifics makes it possible to more thoroughly reveal the features of the implementation of Russian modernization processes, since only macro trends can be traced at the national level. The timber industry complex (TIC) is always an important element of the Soviet and then the Russian economy. Karelia during the second half of the twentieth century developed as a single-industry region with a predominant development of the timber industry sectors. As a result, the timber industry complex became an instrument for implementing modernization processes in the republic, which could not but affect the state and development of the region’s resource potential. Materials and Methods. The study is based on the analysis of mainly statistical materials reflecting the influence of the timber industry sectors on the development of regional modernization processes. Studying the regional features of the socio-economic development of Karelia as a single-industry region allows us to identify the features of modernization in certain regions of Russia, in which the development of the timber industry sectors has become the basis of economic development. In the research process, historical-systemic, historical-dynamic, historical-comparative, historical-genetic were used. Results. In the course of the analysis of statistical data on Karelia, the main trends in the production, socio-infrastructural and demographic development of the republic were identified under the influence of the development of the timber industry sectors. The main reasons that led to a gradual decrease in indicators of socio-economic development were identified. It was shown that the common cause of the decrease in the resource potential of Karelia was the preservation for decades of a one-sided orientation towards the development of mainly the timber industry sectors. Discussion and Conclusion. During the period under review, Karelia was formed as a single-industry region with a predominant development of the timber industry sectors, which directly affected the success of the modernization processes in the republic. Outlined since the mid-1960s a decline in the development of the timber industry sectors of the republic led to a decrease in timber production, a general decline in industrial production, poorly developed sectors for the production of consumer goods, and a lack of developed social infrastructure.
