The implementation of non-discriminatory sex legislation provides theoretical and empirical grounds to examine responses by the state to gender equality. Tracing the trajectory of one such law in the U.S.—Title IX—over a period of 40 years, this study analyzes the extent to which the state: (1) acted as a unitary body, and (2) functioned to dismantle its own oppressive gender features. By examining the federal government’s three core branches (executive, legislative, and judicial), the study finds differential responses by branch, with the greatest variability expressed by the executive branch, revealing the state to be less than a coherent institution. The study also shows only modest efforts to enforce the law, raising doubts about the commitment of the state to transform the social relations of gender. The state’s framing of gender equality exclusively in terms of non-discriminatory practices falls short of fostering changes in gender mentalities and identities in U.S. educational institutions—an outcome reflected in the persistent gender clustering of fields of study at the university level.

The factors of the functioning of the system of the social protection of the population have been analyzed in the article as the open, the ramified, the multilevel and the multifunctional system aimed at the maintenance of the individual-social balance in its activity, the activation of the socio-economic potential and the prevention of the negative consequences of the transformational processes and the minimization of the social risks in the society by means of legislative, economic, organizational, managerial and educational support of the gender equality. The use for the social-economic analysis of the system of the social protection of the numbers of the categories has been grounded, where the essence of the interaction of economic, social, political, organizational and legal subsystems of the system of the social protection has been reflected and their role in the development of the sustainable social relations. The principles of the integration of the gender approach into the state policy of Ukraine at the interstate, the national and the local levels have been researched on the basis of legislative, legal and other branch sources and the marks of the effectiveness of the state and the branch measures has been given as for the priority implementation of Directive 79/7 / EEC about gradually implementation of the principle of the equal attitude for the men and the women in the sphere of the social providing, the main problematic aspects of the implementation of the mechanisms of the social providing, the policy of the employment, health care have been revealed, which have the significant impact on the state of the gender equality in Ukraine. The ways of the increase of the level of the compliance of the principle of the gender have been determined equality in terms of the improvement of the normative-legal base, the accounting of the gender components in the programs of the economic and the social development, the improvement of the mechanism of the realization of the gender-legal expertise, the improvement of the realization of the mechanisms of the right to the protection from the discrimination on the basis of sex, making the gender component to the programs of the social reforms with the involvement of the public authorities, the local self-governments and the public organizations and the associations, the activities are aimed at the providing of the equal rights and the opportunities of the women and the men.

AbstractNeoliberalism and neoliberal ideology has only recently begun to gain attention within applied linguistics. This paper seeks to contribute to this development with a focus on neoliberal keywords in official texts. The ideological content of these keywords can best be understood within the political project of neoliberalism and within the political economy of contemporary capitalism. Studies which have highlighted the marketization of institutional discourse have analysed this phenomenon from a discourse-based perspective, rather than seeing neoliberal ideology in language as a contradictory manifestation of wider social relations in periods of social crises. The appearance of ideology in language, this paper holds, is unstable, unfinished, unpredictable and dependent for meaning on what Dell Hymes characterised as the “persistent” social context. The ideology of neoliberalism, for all its apparent hegemony, is not guaranteed full consent, and this applies also to its presence in language. The question of social agency is crucial to understanding the social dynamic and unpredictability of ideology in language, both in terms of who produces neoliberal keywords and how they are received and understood. This paper argues that international think tanks, articulating the interests of capital, act as powerful keyword standardisers and their influence will be examined in the production of texts in the Irish university context. However, neoliberal keywords, in certain conjunctures, will also be contested, as will be shown. The paper concludes that applied linguistics is uniquely placed to both critique and challenge neoliberal keywords in the university and that such a challenge has the potential to find wider political resonance as governments, amid continuing economic recession, recharge the ideology of neoliberalism.

Este artigo trata de descrever os processos de formação profissional de educa-dores sociais no âmbito da educação universitária na Comunidade Autônomada Catalunha, na Espanha. Nos últimos anos, devido ao surgimento de novasformas de exclusão social, ao aumento das desigualdades e à crescente globali-zação, verifica-se um aprofundamento do debate sobre a profissão do educadorsocial, suas competências e funções e, ao mesmo tempo, sobre a necessidade derepensar sua formação. Este trabalho faz parte de um projeto mais amplo sobreo assunto e apresenta uma revisão bibliográfica baseada no contexto acadêmicoespanhol, com uma descrição das propostas formativas dos cursos de graduaçãode Educação Social de duas universidades catalãs de importante reconhecimentointernacional: Universidade de Barcelona e Universidade Autônoma de Barce-lona. The distinctive characteristics of socialist emulation and competition as two social phenomena and forms of interaction between subjects of professional activity have been studied. The great importance of socialist emulation in solving important tasks for the state is shown, in the intensification of labour, the achievement of better results in the production of material and spiritual goods, the development of socialist society as a whole, the realization of the interests of society and each of its participants. In the particular the features of socialist emulation are revealed: its essence, functions, forms, basic principles and types of stimulating its participants.Besides the work reveals the social aspects of competition, its manifestations in society and professional activity in comparison with the socialist emulation. The main approaches to the study of competition as an interdisciplinary phenomenon are presented. The author's understanding of the essence of competition of subjects of professional activity as one of the types of social competition is given. The structure of competition of collective subjects of professional activity, its positive and negative functions, the nature of the course, the main approaches to its management are presented. As the main differences between socialist competition and competition of subjects of professional activity, their differences in motivation, behavior, methods used by them and means of achieving victory are examined. Competition and competition are manageable, both by the state itself, and by the subjects themselves.The features of the manifestation of socialist competition and competition are connected with the system of social relations existing in the state, which give rise to them. Competition and competition are the most important forms of interaction and relationships between the subjects of professional activity, but having their own manifestations.

Developed economies of individual states are becoming an example and set the pace of development for others. Countries that are now leading the way have brought people to the forefront with their spiritual, human and intellectual qualities. Ukraine has not yet taken this experience and goes in the opposite direction, devaluing all kinds of relations in the state. The purpose of the research is to highlight the state of the organization of interaction of the population with all branches of power in order to understand and identify the steps towards the development of the knowledge economy. The object of research is the social complex of living conditions of the population of Ukraine, as the basis for the formation of value orientations of the knowledge economy. The methods used of the research were the practical side of the built relationship between the population and authorities at all levels. The hypothesis of the research is the idea that everyone should take his worthy place to shift a car called State in the direction of improving the quality of social relations, which will serve to increase the economic component. The statement of basic materials. To date, the state of interaction and communication with government is striking by the depreciation and neglect of moral, ethical and legal standards. The incompetence of the authorities and the high corruption of all structures leads to disruption of relations between all segments of the population. The great anti-social orientation of many laws and reforms does not allow a citizen to develop and realize his potential, as the consciousness of more than half of the population has mastered a single opinion – how to survive. The originality and practical significance of the research. To achieve economic growth and the implementation of large-scale innovation, you need to start with radical changes in the social plane. The proposed steps will improve the relations between the people and the authorities, establish dialogue and restore confidence in the state apparatus. Conclusions of the research. Based on this study, we can understand that we need to radically revise the relations between the population and the authorities and to be guided by common sense when making decisions that can harm another person

The analysis of numerous scientific publications demonstrates the great relevance of gender studies at the current stage of Ukrainian social development, in almost all spheres of social relations. As for ensuring equal participation of men and women in the functioning of the military organisation of the state, the implementation of such a gender balance contributes to improving civilian control over it through the possibility of developing the capacity of regulatory bodies in gender issues, promoting dialogue between the community and control bodies, and drawing public attention to the problems of accountability of institutions of this organisation. The main purpose of this study is to highlight the state of gender equality in the military organisation of the state through the lens of civilian democratic control. The study determined the state of legislative regulation of the concept of military organisation of the state and civil democratic control. The study analysed the introduction of a gender perspective in Ukraine in the subject matter and the dynamics of establishing a gender balance in the military organisation of the state; the impact on existing trends of legislative initiatives. It is stated that the modern Ukrainian army is mostly “male”. Despite the fact that women are allowed to serve in the military, they do not take part in making socially important decisions, they do not hold high military positions, and career growth is challenging for them. The study identified the main problems of implementing gender equality in the Armed Forces of Ukraine and other structures of the Defence Forces of Ukraine, which are more based on social stereotypes of pre-defined roles for men and women. Civil control over the Armed Forces is described as a socio-political process in this area

The biological fact of race and the social myth of racial inequality can be examined from a Marxist philosophical perspective. A materialist philosophical perspective on the social ontology of race, includes due consideration given to the material context of social relations of production and the State as an instrument of the ruling class. A Marxist analysis renders capitalism as context and determinate ground for the explanation of racism on a materialist basis. The result is that race and/or racism should not be posited theoretically as having an independent life and force of its own.

If study of the university can have any place in the general history of society, it must be understood as a part of a much larger historical phenomenon, of whose vastness and complexity the university's records themselves make us aware. In the sixteenth century we are conscious of powerful currents of social change and energy upon which the universities floated with little or no power of control: a rapidly growing population, geographically and economically on the move; a burgeoning school system; urban wealth growing and changing location, but always under the massive dominance of London; an active land-market; rise in prices; and the work of governments, both national and local, concerned with education and its consequences. This is the setting of Tudor society, and only special optical devices will enable us to pick out the university and set it in the foreground. In the process some distortion is inevitable. An indication of the problems that occur in university history may be found in the view of a recent student of Tudor Cambridge who, while acknowledging that one contribution of the universities to the complex change within English society was ‘the creation of a more refined and integrated cultural and intellectual milieu’ centred upon London and the court, finds the truly significant contribution in a more informed, vigorous and tenacious local solidarity in the ‘country’. Another historian of Elizabethan England tells us that in the universities, ‘the interesting thing, as so often in English life, is the extent and intimacy of the social mixture’.
