Secondary data collected from the different published books, journal, articles and research report. The study findings are still inadequate for service providing and some of these are due to lack of information from officers and their support staffs, technological inefficiency as well as colonial legacy of civil servants etc. Mainly the study reveals that still the field administration has not become people oriented in respect of free flow of information so far. But both discussion of theoretical as well as field study proved that RTI law implementation and defending human rights and social justice have strong relationship at the local level. So the outcome of this study has proven that proper execution of RTI law can protects human rights and justice in the society.

Decentralisation and local governance aim at local economic development, but collaboration among key actors at the local level is essential in realising this objective. However, at district assembly level Ghana exhibits problematic conflicts between district chief executives (DCEs), who head the executive committee, and presiding members (PMs) who convene and preside over assembly deliberations, acting as speaker. This study aims to unpack the main causes of such unsavoury conflicts by using 13 case studies from the Ashanti Region. Both primary and secondary data were collected for the study. Primary data was gathered from a selection of 40 key informants drawn from three main groups including DCEs, PMs, and other stakeholders such as regional coordinating council members, assembly members and chiefs. The main research instrument was one-on-one in-depth interviews with participants. The study found deep-seated conflicts between DCEs and PMs, in some cases even transcending these two actors to involve a greater section of actors within the local government administration. The study noted that professional bureaucrats within the local government service are affected when allegations of affiliation are levelled against them. The study also found that the legal status of DCEs and PMs appears to be the main driver of potential conflict, although other context-specific issues were also prevalent.

Existing literature on Ghana’s performance on the decentralized planning system hardly explores the role of individual rationality and organizational rationality in explaining performance on development efforts. This article examines whether the proposition of the New Institutional Economics (NIE) that decisions that individuals make constitute trans-actions in which costs and debts are incurred has a bearing on the performance of institutions involved in endogenous development processes at the local level. The case study methodology was employed using two purposively selected water supply schemes in Ghana. In-depth interviews and questionnaires were used to collect primary data. Secondary data was obtained from project reports. The findings indicated that even during the pursuit of an endogenous development strategy at the local level, the performance of the local stakeholders was determined by the state of intra-stakeholder structures. This in turn, was a sum of the decisions and actions of the individual members of the entities that were the main actors (i.e. the stakeholders). The NIE’s proposition that trans-action cost is key basis for individuals’ decisions and action was clearly evident in the decisions and actions of individuals (i.e. staff of the main actors), but it also was evident in the decisions and actions of the main actors (the entities that were the stakeholders). The study recommends that key development actors and the Ministry of Water Resources Works and Housing devote more attention to researching into how internal organizational conditions affect and shape the performance of stakeholders on the systems and how the existing intra and inter-stakeholder mechanisms can be improved to foster the success of development efforts at the local level.

Abstract: Land Acquisition for Development in the Public Interest in Indonesia still often causes polemic, as is still often found in various mass media. The problem in the implementation of land aquisition is because the Law of the Republic of Indonesia Number 2 of 2012 concerning Land Aquisition for Development in the Public Interest, and the Presidential Regulation that follows it, has not rigidly stipulated the basis for determining the compensation value used to determine the compensation value. This research was conducted by making a comparison between ius constitutum and in concreto events in the field. Primary data in this study were obtained byinterviewing several sources in August 2017, which can be accounted for, while the secondary data were obtained byliterature studies. Based on the research, it is known that there is injustice in determining the value of compensation to the entitled parties. Seeing this, the author tried to describe the existing problems and provide solutions tailored to the situation and conditions in land aquisition in Indonesia. This was intended to actualize the value of social justice in the aquisition of land for development in the public interest in Indonesia.

Destitution is a fundamental problem faced by all countries, particularly developing countries like Indonesia. Destitution is a complex problem, so special attention is needed to overcome  it.  One  of  the  poverty  reduction  efforts  undertaken  by  the  Government  of Indonesia is through the Family Hope Program (PKH), which began to emerge in 2007.This research aim to find out and analyze the effect of the Family Hope Program on poverty alleviation in Woyla District, which is one of the areas that received assistance from the Family Hope Program. In this study using quantitative descriptive research methods. The object of this research is the Family Hope Program KPM in Woyla District. The data used are sourced from primary data in the form of answers to questionnaires, observations and secondary data from the government’s official website and the secretariat archives of Woyla District. Methods of data analysis carried out in the form of normality test and simple linear regression. The results of the analysis with the help of the SPSS 20 program indicate that there is a strong relationship between the variables of the Family Hope Program (PKH) and the poverty  alleviation  variable  with  a  correlation  coefficient  of  0.601  and  a  determinant coefficient of 0.361. This means that the Family Hope Program (PKH) has a positive and significant effect on destitution reduction in Woyla District, this means that if the Family Hope Program increases, poverty reduction will also increase.
