Opportunities for disabled people through ICTs: a perspective from Turkey

AbstractInformation and communication technologies (ICTs), which have developed rapidly in recent years, have brought notable changes to human life. Additionally, the use of ICTs also has importance from the point of view of disabled people. Because of physical deficiencies, disabled people make more effort to access knowledge and services relative to healthy people. Also, they face some important constraints in urban spaces. The planning of urban spaces according to the requirements of disabled people is a necessity of being in a contemporary society. Furthermore, offering some opportunities for disabled people through ICTs should be considered. While healthy people do not have any limitations, disabled people face some important constraints in using these technologies. With this in mind, designing ICTs without considering disabled people will cause discrimination against them by society. In addition, e-learning and teleworking concepts, which have arisen together with ICTs, are an important perspective related to education and employment policies for disabled people. In this paper, the importance of considering the needs and problems of disabled people in accessing ICTs is emphasized, and also this paper aims to evaluate opportunities offered by new technologies for disabled people in Turkey. The uses of areas of ICTs seen as a tool in order to raise the quality of life of disabled people are evaluated, and the problems and opportunities are revealed. People with intellectual disabilities are not addressed within this study. Instead, it focuses on individuals with physical disabilities such as visual, hearing, and orthopedic impairment. Opportunities offered by ICTs for disabled people are evaluated. Also, recommendations are developed about the accessibility of disabled people to employment, education, health, and social and urban services in Turkey. Another aim of this paper is to create awareness for disabled people about the use of ICTs. Firstly, a literature review was done, and in addition to the print and electronic resources, suggestions and opinions were taken from public institutions and organizations. Furthermore, the needs and constraints of disabled people are explored for the use of ICTs by conducting in-depth interviews.

Start-up is a modern entrepreneurship form designed to realize original business ideas, mostly based on new technologies and the Internet. It evolves in the development cycle, which is determined by the business idea development cycle and the financing cycle. The purpose of the paper is to describe and analyse the business idea. The business idea is characterized by its content, circumstances of its origin, degree of originality and evidence of this originality. Start-ups are dominated by business ideas based on the application of information and communication technologies, the business idea is most often created by combining professional and business experience, but its originality is from the international point of view only average and the level of legal protection is quite rare.

Technological factor is mainly underestimated in the literature on institutions and organizations. Although organizational studies and information technology are disciplines dedicated respectively to studying socio-political and technical aspects of organizing, cross-fertilization among such fields has remained quite limited. Only rarely the variable of technology has been interpreted as a crucial element for explaining institutional uniformity. From a more general point of view, changing technical factors have been considered “relatively unimportant sources of organizational change in a mature organizational field” (Yang, 2003, p. 433). Only after the spread of the information and communication technologies (ICTs), a good number of studies has started to consider the relationships among information technology and organizational structure (Guthrie, 1999). Neo-institutional analysis on the use of information technology was mostly directed at showing how the embeddedness of organizational actors “in cognitive, cultural, social, and institutional structures influences the design, perceptions, and uses of the Internet and related [information technology]” (Fountain, 2001, p. 88). Therefore, it can been argued that most of the literature on this field concerns the way in which technology represents a social construct, because it shows that any technological application is strongly influenced by social aspects, such as cognitive frames, political culture, local traditions and so forth. Yet, a few contributions have been dedicated until now to investigate how institutions change through the introduction of new technologies. Although technological innovation is said to be the source of variation in a given institutional context, as “new technology offers new possibilities for solving problems [and] new practices arise when innovative organizations take advantage of its novel benefits” (Leblebici, 1991, p. 335), little attention is focused on technological variables. Despite such disregard, in the following article some examples of the strategic use of information and communication technologies will be included, with specific reference to pressures exerted by ICTs for producing “institutional isomorphism.”

Computer literacy affects all areas of human life, and our subsequent control is almost inevitable nowadays. Due to the rapid growth of scientific knowledge and development of information and communication technologies, significant changes are taking place in individual countries. New technologies are coming to the fore through which there is an increase in country's economy, employment as well as labor productivity. To some extent, this fact is influenced by the ability of basic computer skills. This aspect is also important in terms of regional development at the national, regional and local level. The aim of the paper is to characterize selected indicator of computer literacy - internet work at three levels of Slovakia (state, district and municipality). The paper will be based by data from the Statistical Office of the European Union and Statistical Office of the Slovak republic. The methods of analysis, synthesis as well as graphical and cartographic methods will be the main methods used in the paper. Based on the achieved results, it can be stated that Slovakia achieved an average of 51.4 % in the development of internet use. It is very just above the EU average. At the regional level, the highest rate of internet use is manifested in the western part of Slovakia. At the local level in the case of the Nitra district, the internet was mostly used in the hinterland of the city of Nitra.

The rapid growth of the use of new technologies is having an important effect on individuals’ health knowledge and behavior. The objective of this paper is to study the potential reduction in health care utilization associated with the expansion of new technologies. Using Spanish micro data from the Survey on the Equipment and Use of Information and Communication Technologies (ICT-H) in Households for 2014 we analyze information technologies equipment, availability of access and means of Internet connection per household. We model the probability of an individual being internet user in Spain as a function of a range of socio-economic characteristics, including individual’s gender, age, education and employment situation. Also, we hypothesized that a greater use of this communication technologies is related to a lesser health care expenditure.

Information and communication technologies have established themselves in all areas of human life. We use these technologies for work but also for entertainment. Computers facilitates numerous activities. New technologies also bring new problems. Therefore, educational institutions must respond to this situation. Children use computer devices very often, also to the detriment of their movement. Children also use a lot of mobile devices. There is a tendency to use mobile devices in the classroom and find new teaching methods. According to international research has current way of life negatively affects health, especially children. Children too much time sitting at the computer, stare into its smartphones, watching television for a long time. They move little and they carry little activity outside. The paper describes case study among children. We used questionnaire method and long-term observation. The first questionnaire was completed by 138 students aged 11 to 19 years. Obtained data are processed by statistical methods. For analysis of the results in each item was measured as having detected data variability. We used a coefficient of variation. To interpret the results of the second stage classification was done chi-square test. We've also used a case study. We are within one year we observed 15 boys aged 10 to 17 years. We have focused on observing their physical condition, any manually abilities, use of leisure time. This paper aims to show the possibilities of using information and communication technologies in promoting the healthy development of children. The paper shows practical examples of informatics education. The paper describes examples for education of informatics with physical activity. The findings were obtained in a survey that the detection methods used knowledge case study, questionnaire, observation, interview and pedagogical experiment. Almost all fields of art intersect in the theatre. From this point of view, the theatre is a unique place. It’s been decades that creative people working in the field of theatre try to use new technologies whenever possible. Various types of spectacles, show and performances are created using constantly evolving Internet technologies and multi-media.V arious types of digital equipment, devices, computer programs, gadgets and internet technologies are used in scenography, music and lighting. The application problems of information and communication technologies in the theatre make modern theatre critics think and lead to certain predictions about the future of the theatre. In any case, new multimedia technologies are already becoming an integral part of theatrical art.

The chapter deals with the latest problems within the ICT-supported instruction and is structured into four parts. The introductory part emphasizes the importance of information and communication technologies implemented in the process of instruction and attracts attention to the didactic aspects of this process (i.e. whether teachers are able to apply suitable methods and forms of instruction, create and use appropriate didactic means which are offered by new technologies, and whether students reach a higher level of knowledge if they attend lessons managed by ICT or run traditionally by teachers). Part two deals with e-learning related phenomena as definitions and basic terminology which has not been clearly defined yet, evaluating pedagogical research in the field of e-learning. Part three focuses on results of analyses of research studies presented in three important e-learning conferences within the last decade in the Czech Republic: eLearning (Faculty of Informatics and Management, University of Hradec Kralove), ICTE (Faculty of Natural Sciences, University of Ostrava), and SCO (Sharable Content Objects, Masaryk University, Brno). Part four introduces a new approach to tailoring the online courses to individual student´s needs and results of research in this field. Not only the learning content but the methodology is considered here from the teacher´s point of view, and the expectations (hypotheses) are verified by the pedagogical experiment.

Ambulatory assessment of emotional states as well as psychophysiological, cognitive and behavioral reactions constitutes an approach, which is increasingly being used in psychological research. Due to new developments in the field of information and communication technologies and an improved application of mobile physiological sensors, various new systems have been introduced. Methods of experience sampling allow to assess dynamic changes of subjective evaluations in real time and new sensor technologies permit a measurement of physiological responses. In addition, new technologies facilitate the interactive assessment of subjective, physiological, and behavioral data in real-time. Here, we describe these recent developments from the perspective of engineering science and discuss potential applications in the field of neuropsychology.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

The digitization of the agri-food sector is a strategic priority in the political agenda of European institutions. The opportunity to improve the competitiveness and efficiency of the sector offered by new technologies comes together with its potential to face new economic and environmental challenges. This research aims to analyze the level of digitalization of the European agri-food cooperative sector from the construction of a composite synthetic index. Such an index is to be based on a diverse set of variables related to electronic commerce and the services offered through the internet. It also evaluates how European cooperatives influence the degree of technological adoption depending on their size or the wealth of the country where they carry out their activity. The empirical analytical method is thus used, through the analysis of frequencies and correlations. The results obtained reveal the existence of a suboptimal and heterogeneous degree of digitization of European agri-food cooperatives, clearly conditioned by their size and the wealth of the country where they operate. In this situation, it is recommended to promote public policies that guarantee high-performance digital connectivity, an improvement in training in digital skills and the promotion of cooperative integration processes.
