Abstract The aim of this paper is improving the information processes in a software system based on the solutions of optimization problems satisfying the requirements of the established world standard for quality assessment. Potential for improvement is based on real e-learning system in the field of medicine. Quantitative evaluation of system parameters and processes by using quality assessment approach based on ISO 9126 standard is illustrated. Results of solution of two optimization problems about quality standard criteria and their comparison is presented. Obtained solutions are given graphically and by radar diagram.

Organizations, in particular HR/Training departments, strive to set forth good practices, quality assurance, and improvement on a continuing basis. With the continuous growth of online university programs, it is crucial for e-learning establishments to include service quality assessments along with mechanisms to help e-facilitators consistently maintain the highest quality standard when lecturing, teaching, guiding, administering, and supporting the online learner. This chapter discusses the application of an e-quality assessment matrix (e-QAM) as part of a quality assessment model that promotes continuous improvement of the e-learning environment. This model will serve as a tool for online universities and organizations to achieve a base standard of consistent quality that is essential for program accreditation and satisfaction of global customers.

Purpose The purpose of this study is to propose a sustainable quality assessment approach (model) for the e-learning systems keeping software perspective under consideration. E-learning is becoming mainstream due to its accessibility, state-of-the-art learning, training ease and cost effectiveness. However, the poor quality of e-learning systems is one of the major causes of several failures reported. Moreover, this arena lacks well-defined quality assessment measures. Hence, it is quite difficult to measure the overall quality of an e-learning system effectively. Design/methodology/approach A pragmatic mixed-model philosophy was adopted for this study. A systematic literature review was performed to identify existing e-learning quality models and frameworks. Semi-structured interviews were conducted with e-learning experts following empirical investigations to identify the crucial quality characteristics of e-learning systems. Various statistical tests like principal component analysis, logistic regression, chi-square and analysis of means were applied to analyze the empirical data. These led to an adequate set of quality indicators that can be used by higher education institutions to assure the quality of e-learning systems. Findings A sustainable quality assessment model for the information delivery in e-learning systems in software perspective has been proposed by exploring the state-of-the-art quality assessment/evaluation models and frameworks proposed for the e-learning systems. The proposed model can be used to assess and improve the process of information discovery and delivery of e-learning. Originality/value The results obtained led to conclude that very limited attention is given to the quality of e-learning tools despite the importance of quality and its effect on e-learning system adoption and promotion. Moreover, the identified models and frameworks do not adequately address quality of e-learning systems from a software perspective.

The self-organizing map (SOM), as a kind of unsupervised neural network, has been used for both static data management and dynamic data analysis. To further exploit its search abilities, in this paper we propose an SOM-based algorithm (SOMS) for optimization problems involving both static and dynamic functions. Furthermore, a new SOM weight updating rule is proposed to enhance the learning efficiency; this may dynamically adjust the neighborhood function for the SOM in learning system parameters. As a demonstration, the proposed SOMS is applied to function optimization and also dynamic trajectory prediction, and its performance compared with that of the genetic algorithm (GA) due to the similar ways both methods conduct searches.

ABSTRACTLearning media is one component that includes teaching materials and equipment that can support the learning process ,it has an impact on the development of learning technology that continues to increase in various forms. one function of learning media is to present messages and information clearly, so that it can facilitate and improve the process and learning outcomes, In this study the authors propose an online-based learning system that can overcome problems associated with the learning process at one of the English language courses in Bandarlampung, specifically for conversation learning. The contribution in this research is to make online learning media based on mobile applications that can help the learning process without going through face-to-face. This application is built on the android platform with system modeling using the Unified Modeling Language (UML), the system that has been built is then tested using ISO 9126 to obtain results: in the aspect of functionality (admin) 92.7%, functionality (students) 93.95% and in the aspect of usability (admin) 96.25%, usability (students) 93.85%.Keywords: e-learning, m-learning, online conversation learning ABSTRAKMedia pembelajaran adalah salah satu komponen yang mencakup bahan ajar dan peralatan yang dapat mendukung proses pembelajaran, perkembangan teknologi terus mengalami kemajuan yang pesat, hal ini berdampak pada perkembangan teknologi pembelajaran yang terus meningkat dalam berbagai bentuk. Fungsi media pembelajaran salah satunya adalah untuk menyajikan pesan dan informasi dengan jelas, sehingga dapat memudahkan dan meningkatkan proses dan hasil pembelajaran, media pembelajaran juga dapat meningkatkan perhatian siswa agar dapat meningkatkan motivasi belajar, keterbatasan ruang dan waktu menjadi faktor yang penyebap keterlambatan dalam proses pembelajaran, hal tersebut menyebabkan transfer bahan ajar tidak sampai kepada siswa. Penelitian ini mengusulkan desain dan pemodelan sistem pembelajaran berbasis daring yang dapat mengatasi masalah yang terkait dengan proses pembelajaran pada salah satu tempat kursus bahasa inggris di Bandarlampung, khususnya untuk pembelajaran percakapan. Kontribusi dalam penelitian ini adalah membuat media pembelajaran daring berbasis aplikasi mobile yang dapat membantu proses pembelajaran tanpa melalui tatap muka. Aplikasi ini dibangun pada platform android dengan pemodelan sistem menggunakan Unified Modeling Language (UML), sistem yang telah dibangun kemudian diuji menggunakan ISO 9126 dengan memperoleh hasil: pada aspek fungsi (admin) 92,7%, aspek fungsi (siswa) 93,95% dan pada aspek kegunaan (admin) 96,25%, aspek kegunaan (siswa) 93,85%.Kata Kunci: e-learning, pembelajaran bergerak, pembelajaran percakapan daring

Abstract The application of E-Learning types that correspond to the characteristics of the E-Learning system can be determined by the user by filling out a questionnaire about the characteristics of the E-Learning System. Many types of E-Learning that have been used by the institution. To determine the type of E-Learning that is appropriate to the characteristics of the E-Learning system can be done by the user by filling out the assessment questionnaire about the characteristics of the E-Learning System. The data processing results of the questionnaire to the application of the Neural Network with the Perceptron method. Neural network is an information processing system that has characteristics similar to a network of nerve biology. Perceptron is a simple network that is usually used to classify a particular type of pattern that is often known as a linear separation. From the calculations that researchers do manually or testing of the training data and test data in accordance with the training measures Perceptron defined in equation f (net) = t (yi), and error = 0 to determine kesusksesannya, then from training data and test data produces the correct target and in accordance with the expected results, which means that the method Perceptron applied were able to predict the type of E-Learning in accordance with the characteristics of E-Learning system is correct and produce the same target with the data results of the questionnaire from the user. Abstrak E-Learning adalah merupakan salah satu media pembelajaran yang memanfaatkan teknologi informasi yang didukung oleh perangkat elektronik serta jaringan internet. Banyak jenis E-Learning yang telah digunakan oleh lembaga pendidikan. Untuk menentukan jenis E-Learning yang sesuai dengan karakteristik sistem E-Learning bisa dilakukan penilaian oleh user dengan mengisi kuesioner tentang karakteristik sistem E-Learning. Pengolahan data hasil dari kuesioner tersebut bisa dengan penerapan Jaringan syaraf tiruan dengan metode Perceptron. Jaringan Syaraf Tiruan  adalah  sistem  pemrosesan informasi  yang  memiliki karakteristik  mirip  dengan jaringan  syaraf  biologi. Perceptron merupakan jaringan sederhana yang biasanya digunakan untuk mengklasifikasikan suatu pola tipe tertentu yang sering dikenal dengan pemisahan secara linear. Dari perhitungan yang peneliti lakukan secara manual atau pengujian terhadap data latih dan data uji yang sesuai dengan langkah-langkah pelatihan Perceptron yang sudah ditetapkan dalam persamaan f(net)= t(yi), dan error = 0 untuk menentukan kesusksesannya, maka dari data latih dan data uji menghasilkan target yang benar dan sesuai dengan hasil yang diharapkan, yang berarti bahwa metode Perceptron yang diterapkan mampu untuk memprediksi jenis E-Learning yang sesuai dengan karakteristik sistem E-Learning sudah benar dan menghasilkan target yang sama dengan data hasil kuesioner dari user. Peningkatan kualitas  pembelajaran terus ditingkatkan dan dipertahakan dengan mengikuti perkembangan zaman. Berhubung zaman sekarang ini penggunaan internet bukan lagi barang baru maka peningkatan kualitas pembelajaran juga dapat dilakukan dengan memanfaatkan internet sehingga proses pembelajaran disebut juga dengan pembelajaran berbasis e-learning. Merupakan sebuah terobosan baru dibidang pengajaran dan pembelajaran, karena mampu meminimalkan perbedaan cara mengajar dan materi, sehingga memberikan standar kulitas pembelajaran yang lebih konsisten. Sistem e-Learning adalah mutlak diperlukan untuk mengantisipasi perkembangan jaman dengan dukungan teknologi informasi dimana semua menuju ke era digital, baik mekanisme maupun konten. The development of information technology in recent years has developed at a very high rate, giving a significant impact on the field of education, thus sparking the birth of the idea of e-learning. To be able to obtain maximum results it is necessary to design an e-learning learning process. The purpose of this writing is the use of the e-learning model in improving the learning process so that it can improve adult learning outcomes. The research method used in the discussion of this paper is the literature study method. The learning model with e-learning is a new breakthrough in the field of teaching and learning, because it is able to minimize differences in teaching methods and materials, thus providing a more consistent quality standard of learning. The e-Learning system is absolutely necessary to anticipate the changing times with the support of information technology where everything is leading to the digital era, both mechanism and content. To be able to produce e-learning that is attractive and desirable in improving the quality of learning, there are three conditions that must be fulfilled in designing e-learning, namely: Simple, simple systems that will make it easier for students to take advantage of existing technology and menus. Personally, teachers can interact well with students, such as communicating in front of the class. Fast, fast, fast response services to the complaints and needs of students, so that learning improvements can be carried out as quickly as possible by the teacher or manager.

The need of e-learning nowadays has become the main concern of education institutions. For an organization, resources availability is crucial investment to be considered. Although the use of e-learning mushrooming, there are some critics on the quality of e-learning system. To know the quality of a system, we need a quality measurement. ISO 9126 is an international standard quality which is well known for its’ robustness and had been implemented in many applications. In this paper, the quality survey in some e-learning products been done, i.e. eFront and Moodle. The result show us that eFront system has 0.962745 quality value, better than Moodle which has 0.90925 quality value. Index Terms - E-Learning, eFront, ISO 9126, quality Moodle.

Purpose–This paper aims to identify the most commonly used E-learning resources in the classroom among Elementary Education students in one of the Local University and Colleges (LUCs) in Batangas, Philippines and evaluates the use of mobile technology and E-Learning System in terms of functionality, usability, efficiency, and reliability based on ISO 9126 evaluation standard.Method–The researchers utilized a self-made questionnaire to gather necessary data to evaluate the E-Learning system based on the ISO 9126 software quality metrics. The questionnaires consisted of three parts: profile of the participants; E-Learning System and E-Learning resources; evaluation of E-Learning System in terms of functionality, reliability, usability, and efficiency.The participants were ninety-three students: nondisabled and students with hearing and speaking problems. 460Results–The most commonly used E-Learning resources in the classroom by the students were laptop computers,smartphones, mobile applications, internet, and video tutorials. It was found out that the E-learning system is highly functional, highly usable, highly efficient, and reliable through the use of mobile technology. This study also shows that there is no significant difference between the assessments of nondisabled students and students with disabilities using the E-Learning System.The participants statedthat E-learning system increases the quality of learning because it integrates all forms of media.Conclusion–Students and teachers were willing to embrace the E-Learning system, there is still a need of access other E-Learning resources, and ICT platforms. As depicted in the result of the study, since the computed values of all variables did not exceed the tabular value, the null hypotheses are hereby accepted. This implies that there is no significant difference between the assessments of nondisabled students and students with disabilities with regards to the E-Learning System.Recommendations–Internet connectivity should be a priority to be established to benefit all the delivery models such as face-to-face, self-paced, and individualized learning along with virtual interactions. Integrating mobile learning may help overcome the concerns with connectivity and convenience to a great extent. Leveraging on the utilization of mobile phones, there should beregular capacity-building activities and skills enhancements on E-Learning System and other related software and tools among the professors, and students.E-learning designers may consider the existence of the users with hearing and speaking disabilities to develop an e-learning environment that may be effective to all users generally.Practical Implications–Academic institutions would be able to adopt the same approach of using E-learning system though mobile technology to handle students with speaking and hearing problems in delivering teaching and learning.

The article presents the experience of mass organization of distance learning in organizations of secondary general and vocational education in March—May 2020 in connection with the difficult epidemiological situation in Russia. The possibilities of the 1C:Education system for organizing the educational process in a distance format, the peculiarities of organizing distance interaction in schools and colleges are considered, the results of using the system are summarized, examples of the successful use of the system in specific educational organizations are given. Based on the questionnaire survey of users, a number of capabilities of the 1C:Education system have been identified, which are essential for the full-fledged transfer of the educational process from full-time to distance learning. The nature and frequency of the use of electronic educational resources in various general education subjects in schools and colleges are analyzed, the importance of the presence in the distance learning system not only of a digital library of ready-made educational materials, but also of tools for creating author’s content is assessed. On the basis of an impersonal analysis of user actions in the system, a number of problems were identified that teachers and students faced in the process of an emergency transition to distance learning.
