This paper analyses changes in the radius of influence of the most important Croatian cities in relation to the situation before 1992 and estimates how it could affect possible change of territorial organization. The decline of the population in most cities in the last twenty years and improvement of their transport accessibility are highlighted as particularly important processes that affect the growth or decline in their attractiveness. For the purpose of determination of the attractive power of cities, changes in the territorial organization of the judicial power, health care and education at university level were analysed, as well as some specific indicators, such as spatial distribution of large shopping malls and multiplex cinemas. Based on research, it is concluded that the existing administrative-territorial structure of Croatia does not need a radical change in spite of certain shortcomings. Instead of that, it is necessary to establish economic and statistical regions without administrative authority, especially in areas around large urban agglomerations.

The philosophical basis of this research is the author’s perception of the state as a holistic social phenomenon in its systemic relationships. Considering the dimensional component of the state’s category, which is its territory, as one of mandatory sign of the state, the author considers the administrative-territorial structure as an external expression of the territorial organization of power. Substantiating the relevance of research, the author emphasizes that it takes place in real time during the election process and a short post-election period on the basis of the new administrative-territorial structure, which in itself proves the relevance of this work. In the absence of such scientific works to reflect the current realization of reform of the territorial organization of power, the author determines the purpose of the research as the need to obtain holistic and systematized initial information regarding reformed administrative-territorial structure and local government of Khmelnytskyi region. Reforming administrative-territorial structure of the region is considered in close connection with the administrative-territorial reform in Ukraine as a whole. The research is based on the norms of the Constitution and laws of Ukraine, acts of the Verkhovna Rada, the Cabinet of Ministers, and the Central Election Commission of Ukraine. Such data are analytically generalized: created and liquidated regions; formed territorial communities with the determined administrative centres and the disbanded territorial communities; the affiliation of the disbanded territorial communities to the formed territorial communities with the determination of the districts and cities, to which the disbanded communities according to the old administrative system belonged; number of regional councils at all levels in 2020 and number and status of councils elected in 2020; number of deputies elected in 2020 to regional councils at all levels; composition of city, town and village mayors elected for the first time, re-elected, number of men and women elected to these positions. The article is illustrated by the administrative map of Khmelnytskyi region according to the new administrative-territorial structure and seven tables that benefit better perception of its content.

A laser ablation–inductively coupled plasma–mass spectrometry (LA–ICP–MS) based method is proposed for the quantitative determination of the spatial distribution of metal nanoparticles (NPs) supported on planar substrates. The surface is sampled using tailored ablation patterns and the data are used to define three-dimensional functions describing the spatial distribution of NPs. The volume integrals of such interpolated surfaces are calibrated to obtain the mass distribution of Ag NPs by correlation with the total mass of metal as determined by metal extraction and ICP–MS analysis. Once this mass calibration is carried out on a sacrificial sample, quantifications can be performed over multiple samples by a simple micro-destructive LA–ICP–MS analysis without requiring the extraction/dissolution of metal NPs. The proposed approach is here tested using a model sample consisting of a low-density polyethylene (LDPE) disk decorated with silver NPs, achieving high spatial resolution over cm2-sized samples and very high sensitivity. The developed method is accordingly a useful analytical tool for applications requiring both the total mass and the spatial distribution of metal NPs to be determined without damaging the sample surface (e.g., composite functional materials and NPs, decorated catalysts or electrodic materials).

Актуальность исследования для экономики усиливается такими явлениями, как влияние мирового финансового кризиса, усложнение отраслевой и территориальной структуры производства, усиление интеграции всех сфер общественной жизни, возрастание значения экологических, социальных и политических факторов развития общества, повышение трансакционных издержек принятия решений в сфере управления. Изучение литературы о территориях дает основание определить понятие региональной системы России как элемент, подсистему некоторой иерархической системы, в роли которой выступает национальная экономика. Процессы глобализации коренным образом изменяют роль регионов в национальной экономике. Регион постепенно становится не только отдельным экономическим агентом, но также вступает в мировые конкурентные процессы. Положение территориально-организованных систем оказывается зависимым не только от макроэкономических условий или возможностей самих регионов, но также от расстановки конкурентных сил, механизмов взаимодействия регионов с другими субъектами. В этой связи возникает необходимость системных исследований с целью выработки комплекса мер, которые будут способствовать повышению конкурентоспособности экономики в целом, ее регионов в частности. Существующий инструментарий региональной экономики является уже недостаточным для анализа такого рода проблем, а традиционный конкурентный анализ не рассматривает регионы в качестве субъектов конкуренции. Требуется расширение и применение новых теоретических подходов к анализу региональных экономических систем и эффективности их развития, формированию целостной концепции развития территориальной организации хозяйства, что обусловило актуальность данного исследования. The relevance of the study for the economy is enhanced by such phenomena as the impact of the global financial crisis, the complication of the sectoral and territorial structure of production, the strengthening of integration of all spheres of public life, the increasing importance of environmental, social and political factors in the development of society, the increase in transaction costs of decision-making in the field of management. The study of the literature on territories gives grounds to define the concept of the regional system of Russia as an element, a subsystem of some hierarchical system, in the role of which the national economy acts. The processes of globalization are fundamentally changing the role of regions in the national economy. The region is gradually becoming not only a separate economic agent, but also enters into global competitive processes. The position of geographically organized systems turns out to depend not only on the macroeconomic conditions or the capabilities of the regions themselves, but also on the alignment of competitive forces, the mechanisms of interaction of regions with other entities. In this regard, there is a need for systematic research in order to develop a set of measures that will contribute to improving the competitiveness of the economy as a whole, its regions in particular. The existing tools of the regional economy are no longer sufficient to analyze such problems, and traditional competitive analysis does not consider regions as subjects of competition. It requires the expansion and application of new theoretical approaches to the analysis of regional economic systems and the effectiveness of their development, the formation of an integral concept of the development of the territorial organization of the economy, which determined the relevance of this study.

Context. Membership analyses of the DANCe and Tycho + DANCe data sets provide the largest and least contaminated sample of Pleiades candidate members to date. Aims. We aim at reassessing the different proposals for the number surface density of the Pleiades in the light of the new and most complete list of candidate members, and inferring the parameters of the most adequate model. Methods. We compute the Bayesian evidence and Bayes Factors for variations of the classical radial models. These include elliptical symmetry, and luminosity segregation. As a by-product of the model comparison, we obtain posterior distributions for each set of model parameters. Results. We find that the model comparison results depend on the spatial extent of the region used for the analysis. For a circle of 11.5 parsecs around the cluster centre (the most homogeneous and complete region), we find no compelling reason to abandon King’s model, although the Generalised King model introduced here has slightly better fitting properties. Furthermore, we find strong evidence against radially symmetric models when compared to the elliptic extensions. Finally, we find that including mass segregation in the form of luminosity segregation in the J band is strongly supported in all our models. Conclusions. We have put the question of the projected spatial distribution of the Pleiades cluster on a solid probabilistic framework, and inferred its properties using the most exhaustive and least contaminated list of Pleiades candidate members available to date. Our results suggest however that this sample may still lack about 20% of the expected number of cluster members. Therefore, this study should be revised when the completeness and homogeneity of the data can be extended beyond the 11.5 parsecs limit. Such a study will allow for more precise determination of the Pleiades spatial distribution, its tidal radius, ellipticity, number of objects and total mass.
