The results of research work performed with the participation of the authors in 2019 by the Dnipropetrovsk Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine are highlighted.Modern processes of public administration reform in Ukraine are taking place against the background of global digitalization and deep transformation of business processes of organizations in all spheres of activity. According to the experience of developed countries, digitalization in public administration leads to the transformation of government on the model of "service" state, which is based on changing the role of citizens and civil society in public administration, and the basic function of the state is to provide services.Today, the issue of digitalization of public services is one of the priorities of the Government and the President of Ukraine, who have set ambitious plans - in the next 5 years Ukraine should become one of the world leaders in the development of e-government and e-democracy. In the context of further development of the decentralization reform, the implementation of these tasks requires the introduction of advanced digitalization of public services at the local level, and the main role in this process is given to the Centers for Administrative Services (CNAP). The results of the study show that improving the quality and digitalization of services provided by CNAPs, as well as bringing the CNAP network closer to each consumer are now priority areas for reforming the system of administrative services in Ukraine.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Public services are the primary channels and government activities in which citizens contact public organizations. In turn, public services provided by the government are critical for citizens to recognize public organizations and governments according to their content and procedure. With the onset of COVID-19, the existing face-to-face public service delivery system has shown limitations in meeting citizens’ needs for public services (fastness, transparency, and safety); as a result, a shift to non-face-to-face public services is required. The study proposes the question: “How does citizens’ satisfaction with non-face-to-face public services affect public organizations (response and transparency) and government satisfaction?”. The purpose of this study is to verify the effect of satisfaction (content and procedural) with non-face-to-face public services on the perception (responsiveness and transparency) of public organizations and governments’ satisfaction. Specifically, non-face-to-face public services are divided into content and procedural aspects to analyze the responsiveness and transparency of public organizations and their impact on government satisfaction. This study used a structural equations model for analysis and used data collected in 2019 by the Korea Institute of Public Administration, a representative public research institute in Korea. The main analysis results are as follows: the responsiveness and transparency of public organizations increased alongside satisfaction with content and procedural satisfaction with non-face-to-face public services, and government satisfaction increased with responsiveness to and transparency toward public organizations.

The article considers the issues of administrative services provided by the bodies of the Antimonopoly Committee of Ukraine and other bodies of public administration in the field of application of the legislation on protection of economic competition. The range of subjects of public services in the field of application of the legislation on protection of economic competition to which it is offered to carry bodies of the Antimonopoly committee of Ukraine, the Cabinet of Ministers of Ukraine and the Ministry of Economy of Ukraine is defined. The list of services provided by the Antimonopoly Committee of Ukraine is determined. These include: 1) granting permission for concentration; 2) granting permission to coordinate actions; 3) issuance of additional copies of certified copies of decisions on issues provided for in part two of Article 34 of the Law of Ukraine "On Protection of Economic Competition"; 4) preliminary conclusions on the qualification of actions (Article 14 of the Law of Ukraine "On Protection of Economic Competition"); 5) preliminary conclusions on concentration, concerted actions. It is proposed to extend the provisions of the Law of Ukraine "On Administrative Services" to services provided by the Antimonopoly Committee of Ukraine insofar as it does not contradict the legislation on protection of economic competition. Proposals have been developed to amend the Regulations on the procedure for submitting applications to the Antimonopoly Committee of Ukraine for prior obtaining a permit for concentration of economic entities in terms of clarifying the subjects of application for a concentration permit. Administrative services of the Antimonopoly Committee of Ukraine are service activities of the Antimonopoly Committee of Ukraine defined by normative legal acts aimed at meeting the private needs (interests) of business entities in the field of legal relations arising in connection with the application of legislation on protection of economic competition. related to the protection of their legitimate rights and interests). The administrative service of the bodies of the Antimonopoly Committee of Ukraine is provided exclusively on the basis of the application of the relevant business entity. Based on the results of the administrative service, the Antimonopoly Committee of Ukraine provides the subject of the application with an administrative act (permit) or a document.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

The purpose of this study was to describe public services during a pandemic, as initial research, public services are focused on e-KTP services at the Bandar Lampung City Population and Civil Registry Service because e-KTP services are a priority ahead of the simultaneous Regional Head Elections on 9 December 2020. Public service is an activity that is given to meet the needs of every person or society. Therefore, the government must have a strategy of responsibility and serving various problems and responses from the community. The e-KTP making service is measured from various dimensions of service quality such as reliability, responsiveness, assurance and empathy. With a qualitative approach, data is obtained based on the results of observations and interviews, it is known that administrative services for making ID cards have not been carried out by following changes during the pandemic, problems that arose before the pandemic still occur so that it does not provide satisfaction to the community, this is seen from the lack of infrastructure. adjusting to pandemic conditions, lack of responsiveness and attention from staff and employees, guaranteeing certainty of settlement that is not in accordance with the stipulated rules is a challenge in implementing the dimensions of e-KTP services.

This study examines about public administration in an Islamic perspective, studies on the system of government of Umar Bin Khattab. The administrative system was not implemented before Nabi Muhammad SAW moved to Medina, after Nabi Muhammad SAW moved from Mecca to Medina, reading and writing activities began to be carried out among the Muslims and to build a government based on Islamic law. The development of the administration was increasingly rapid during the Caliphate of Umar bin Khattab. This research is a type of library research with a research approach using qualitative research methods. Literature research is research that uses data collection techniques by reviewing books, literature, notes and various reports related to the problem to be studied. Public administration as a discipline that is dynamic in accordance with the times. In line with the times, public administration has changed for the better in accordance with the demands of an increasingly complex era. In the western perspective, public administration has experienced developments starting from the old public administration paradigm, new public management, to the new public service. In an Islamic perspective, administration is known as al-idara. Administration in Islam refers to the Qur'an and its interpretations as well as hadiths and syarahs. The sources of interpretation provide an explanation of the signs of the Qur'an whose position exceeds the general rules relating to the order of people's lives. In the context of public services, excellent service is a must and obligation for both the government and the state civil apparatus. Public services are carried out based on Islamic teachings, namely the services provided must be good, honest, quality and trustworthy.

Az utóbbi évtizedek nemzetközi trendjei azt mutatják, hogy a civil szervezetek és a nonprofit szolgáltatók számottevő hatást gyakorolnak a versenyképesség alakulására. Ez a tanulmány azokat a formális és informális mechanizmusokat tekinti át, amelyeken keresztül a civil társadalom befolyásolja a közintézményi döntéseket és azok gyakorlati megvalósítását, hozzájárul a „government”-tôl a „governance” irányába való elmozduláshoz. Szintén képet ad arról az átalakulási folyamatról, amely a közszolgáltatások területén zajlik, s amelyből egyre markánsabban rajzolódik ki a közösségi kezdeményezésen alapuló, társadalmi ellenőrzés alatt működő nonprofit szolgáltatók és az állami szereplők közötti partneri viszony kialakulásának tendenciája. ____________ The international trends of the last decades have revealed that civil society organisations and nonprofit service providers have a significant impact on competitiveness. This paper gives an overview of the formal and informal mechanisms operated by civil society in order to keep public administration accountable, to influence public decisions and their implementation, thus moving from “government” towards “governance”. It also analyses the transition of public services, the more and more noticeable signs of an emerging partnership between the grassroots, community controlled service providing nonprofit organisations and the government actors.

In the context of the reform of decentralization in Ukraine, which envisages a set of changes, the main purpose of which is the transfer of significant powers and budgets from State bodies to local self-government bodies, the issue of providing high-quality public services to local self-government bodies is extremely important. To do this, you need to first of all not only create the constitutional and legal foundations for improving the quality of public services provided by local authorities, but also expand their number. Methodology. During the writing of the paper, the following research methods were used: the search for available methodological and scientific literature, comparison, clarification of causal relationships, systematization, analysis of documentation and results of researchers' work on the problem of the conducted research and expert evaluation. Results. These processes require not only the renewal or improvement of the elements of the management system that do not function properly, but also a radical transformation of the mechanisms of the state, in particular legal and organizational and functional, ensuring the processes of regulation of decentralization, which is an important factor in achieving the effectiveness of public administration. Practical implications. This issue becomes even more relevant not only from the rosbalanciousness of the system of regulation of procedural elements in the relations of state and local authorities with citizens, but also because of the lack of a slender, clear and understood ideology of such relations, built on the principles of equality, openness and the rule of law. The solution to this problem is especially important in the context of the formation of civil society – it is the quality of administrative services and the qualification of their provision that is evidence of the attitude of the entire mechanism of state power to the person, the degree of respect for his rights and freedoms. Value/originality. The paper proposes to adopt a code "On public services" in order to improve public relations in the provision of public services by subjects of public administration, analyzed legal and regulatory acts on the basis of which local authorities provide public services, as well as legislative acts that define standards for the provision of public services.

Another new paradigm shift is in the offing and slowly becoming distinct from the amorphous shape of public administration. It is the ICT-blessed governance, or e-Governance. The adoption of ICTs and the new approach to management in symbiosis are e-Governance. E-governance speaks of a new way and style in every beat and pulse of the system of public administration. It brings about changes in the structure and functions of public services, ushering transformation through effectively engaging the government, businesses, and citizens—all stakeholders. It not only ensures efficiency in public service delivery but also offers unlimited potential to combat corruption and many other bureau-pathologies in the public administration system. Based on secondary sources, this chapter offers brief theoretical discussions of e-governance, including its emergence, types of service delivery, transformation stages, and relevant other issues.
