Education is one of the basic things tha must be obtaned by citizen in every country. This research is motivated by there are complaints from parents who do not have time to prepare food for their children who attend school too late in the morning. However, there are students or teachers who come late and don’t break the rules. The purpose of this research is to analyze the implementation of regent regulations related to school hours rules. The theory used in this research is the theory of Edward III which includes communication, resources, disposition, and bureaucratic structure. The research method use is descriptive research reluctant to use qualitative approach. The data collection technique is direct observation, in-depth interview, library study, and documentation. The data analysis technique used is data reduction, data presentation, and conclusion drawing. The result of the study show that the policy of school hours at 06.00 is not appropriate to be implemented. Therefore, some improvements are needed regarding the policy regulations.

The purpose of this study is to find and explain the language of traders in the interaction of buying andselling in the Kawasan Makam Gus Dur Tebuireng Jombang (KMGD) market. The research method used is adescriptive qualitative approach. The data collection techniques used were: 1. Technique survey, 2. Recordingtechnique, 3. Listening technique and 4. Note technique. The data analysis technique uses the followingtechniques: 1. Data collection, 2. Data reduction, 3. Data presentation, 4. Conclusing drawing / verification. In thisstudy, the validity of the data used data triangulation: 1. Technique triangulation, 2. Time triangulation. Theresults of the research that can be formulated that the language expressions used by merchants are Javanese,Indonesian and Madurese.

Inovasi layanan drive-thru perpustakaan merupakan sebuah layanan yang diciptakan Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Inovasi layanan drive-thru ini berbentuk tempat / loket untuk melayani kebutuhan pemustaka tanpa harus turun dari kendaraan. Inovasi ini bertujuan untuk memudahkan pelayanan kepada pemustaka dengan harapan dapat meningkatkan budaya literasi.. Tujuan penelitian ini adalah untuk mendeskripsikan inovasi layanan drive-thru di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Fokus penelitian ini adalah Kriteria Inovasi menurut PermenPANRB nomor 3 Tahun  2018 meliputi 5 variabel yang terdiri atas Kebaruan, Efektif , Bermanfaat , Dapat direplikasi, dan Berkelanjutan. Jenis penelitian ini adalah jenis deskriptif dengan pendekatan kualitatif. Untuk teknik pengumpulan data yang digunakan adalah wawancara,observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, pemaparan dan penarikan kesimpulan. Untuk hasil penelitian menunjukkan inovasi layanan drive-thru memiliki kelebihan dan kekurangan. Pada kriteria kebaruan menunjukkan inovasi drive-thru merupakan suatu penemuan baru serta menawarkan cara baru dalam melayani pemustaka melalui loket. Untuk kriteria efektif tujuan dari diciptakannya drive-thru adalah untuk memudahkan pemustaka sudah memenuhi, tetapi untuk meningkatkan budaya literasi belum tercapai. Untuk kriteria bermanfaat sudah dapat memberikan manfaat bagi masyarakat dan bagi dinas yang menerapkannya. Pada dapat direplikasi inovasi ini dapat menjadi contoh/rujukan karena sudah ada beberapa instansi yang menduplikasinya, lalu kriteria terakhir keberlanjutan untuk kedepan inovasi ini akan tetap dipertahankan karena mendapat dukungan dari berbagai stakeholder. Saran yang dapat diberikan adalah lebih menggalakan sosialisasi agar drive-thru ini bisa lebih berkembang dan dimanfaatkan oleh lebih banyak orang.    Kata kunci : Inovasi Layanan, Drive Thru Perpustakaan, Budaya Literasi   The library's drive-thru service innovation is a service created by the Library and Archives Office of East Java Province. This drive-thru service innovation is in the form of a counter to serve the needs of visitors without having to get off the vehicle. This innovation aims to facilitate service to users in the hope that it can improve literacy culture. The purpose of this study is to describe the drive-thru service innovation in the Department of Library and Archives of East Java Province. The focus of this research is the Innovation Criteria according to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (PermenPANRB) number 3 of 2018 covering 5 variables consisting of novelty, effectiveness, benefit, transferbility, and sustainability. This type of research is a descriptive type with a qualitative approach. For data collection techniques used are interviews, observation, and documentation. The data analysis technique used was data collection, data reduction, data presentation, presentation and conclusion drawing. The research results show that drive-thru service innovation has advantages and disadvantages. The novelty criterion indicates that drive-thru innovation is a new invention and offers a new way of serving visitors through the counter. . For the effective criteria, the purpose of creating a drive-thru is to make it easier for users to fulfill it, but to improve literacy culture has not been achieved. For useful criteria, it can provide benefits for the community and for the agencies that implement them. If this innovation can be replicated, it can be used as an example / reference because there are already several agencies that duplicate it. Then the last criteria for sustainability for the future of this innovation will be maintained because it has the support of various stakeholders. Suggestions that can be given are to promote more socialization so that this drive-thru can be more developed and utilized by more people. This study aims to describe Reyog Ponorogo from the historical aspect, the negative stigma that has accompanied its development, and local wisdom that spreads to all its components. This problem is studied using a qualitative approach. Data collection techniques using in-depth interviews with data collection tools is the researcher himself as a key instrument. The data analysis technique used in this research is descriptive analytical with the process of data reduction, data presentation, and conclusion drawing. The findings of this study are as follows; (1) Reyog Obyog is an important and inseparable part of Reyog Ponorogo. In fact, it is very possible that Reyog Obyog is the origin of the Reyog Ponorogo which has developed and is known to the public today; (2) Reyog Obyog performance model which tends to be free, not bound by standards, is performed in the audience and is predominantly filled with entertainment, in its development various negative stigmas have emerged in the community, namely eroticism, drunkenness, and mystical performance rituals; (3) The Reyog Obyog has a great value in the form of a noble life guidance which is strategic enough to be used as a medium for building civilization.

The people of Tilatang Kamang, Agam Regency, West Sumatra have a tradition, namely the tradition of khatam Qur'an children. This tradition is a celebration / gratitude for the success of children in completing their recitation of the Koran (khatam). Usually this activity is held once a year, to be precise during school holidays. This tradition is a tradition that is ingrained in the life of the Tilatang Kamang community. This Quranic tradition of khatam is also found in several other areas in Minangkabau, but each region has its own uniqueness. In Tilatang Kamang this ceremony is enlivened by barracks around the village, the aim is to inform the crowd that there are several children in this area who have successfully finished reading the Qur'an (finished their studies) and can read the Koran properly and correctly. . The ceremony ended with the announcement of the winners of the khatam participants in the recitation of the Qur'an. The research method used is descriptive qualitative with an ethnographic approach. The data collection technique was done by interview and observation, while the data analysis technique used data reduction, reflection, and conclusion. The results of this study illustrate that the Khatam Qur'an ceremony has become a tradition for the Tilatang Kamang community of the Agam Regency for children who have completed their studies and also as one of the requirements for children to continue their education to a higher level.

This study aims to analyze and describe the implementation of a subscription parking policy in Sidoarjo Regency as well as supporting and inhibiting the implementation of a subscription parking policy in Sidoarjo Regency. The type of this research is descrip- tive research with qualitative approach. Data collection is done by observation, interviews, and documentation with informants. Data analysis technique uses Miles & Huber- man theory, namely data collection, data reduction, data presentation, and conclusion. The results showed that the implementation of a subscription parking policy in Sidoarjo Regency had not run effectively because the standard operating procedures had not been implemented optimally by the supervisors and carved out a subscription; facilities and infrastructure are inadequate; as well as the salary of supervisors and parking atten- dants subscribers are minimal. The conclusion of this study is that the implementation of a subscription parking policy in Sidoarjo Regency has not run effectively related to stan- dard operating procedures, facilities and infrastructure, and the level of compliance of the parking attendants subscription.

In accordance with PP No. 8 of 2012 and the Minister of Education and Culture of the Republic of Indonesia No. 73 of 2013 requires universities to implement a curriculum that refers to the IQF. In the PGMI study program, UIN Raden Fatah Palembang has implemented a curriculum system that refers to the KKNI. This study aims to determine the application of the curriculum referring to the KKNI in the PGMI study program of UIN Raden Fatah Palembang. The research method used in this study is a descriptive qualitative approach. Where in this study, researchers look for sources of descriptive data in the form of words or opinions from research subjects. Data collection was carried out by interview and observation methods. The analysis technique of data collection, presentation and conclusion. Data analysis was carried out on data collection and after all were collected. The results show that in general the KKNI curriculum has been implemented in the PGMI UIN Raden Fatah Palembang study program which is decent and good.

This article analyzes the function of imperative sentences contained in the "The Captain" movie by applying Zhang's theory of imperative sentence function. The research method used is descriptive qualitative research methods. The data source in this research is the 2019 China movie“The Captain” (中国机长 Zhōngguó Jīzhǎng). The data are imperative words and sentences in the movie. The data collection technique used was the observation and note technique according to Mahsun, then used the data analysis technique of Miles and Huberman. Researchers found 281 imperative sentences in "The Captain" movie and analyzes the imperative function. The most widely used imperative function is the commanding function, which is 80 sentences. Meanwhile, the least function used was threatening function only 1 sentence. The commanding function is more dominant than other functions and found in the conversations between officers to passengers, flight attendants to passengers, communication between officers and others. The commanding function is also mostly found in the officer’s conversations, especially when they were facing an emergency situation. Meanwhile, the words used by the officers, flight attendants and the captain wereshowing respect and courtesy. So that the threathening function was less found in this movie. There are no requesting and begging functions because this movie tells about the incident of the Sichuan flight 8633, including the service of the aircraft officers and the confidence of the officers in facing the emergency situation at that time.

The purpose of this study was to determine the efforts to improve the professionalism of PAUD teachers in improving the quality of Harapan Bangsa City PAUD education. Qualitative descriptive research method, while data collection techniques are based on observation, interviews, documentation. The data analysis techniques are based on data reduction, data presentation, and conclusions. PAUD institutional constraints include educational qualifications, experience, infrastructure, managers, welfare. Efforts to improve the professionalism of PAUD teachers by providing scholarships, workshops, seminars, adequate facilities, and infrastructure, as well as maintaining smooth communication with both foundations, teachers, and parents.Keywords: Professionalism, PAUD Teachers, Quality of Education Abstrak Tujuan dari penelitian ini adalah untuk mengetahui upaya meningkatkan profesionalitas guru PAUD dalam meningkatan mutu pendidikan PAUD Harapan Bangsa Kota Padang. Adapun teknik analisis data berdasarkan pada reduksi data, penyajian data dan kesimpulan. Kendala lembaga PAUD di antaranya kualifikasi pendidikan, pengalaman, sarana prasarana, pengelola, kesejahteraan. Upaya meningkatkan profesionalisme guru PAUD dengan memberikan beasiswa, workshop, seminar, fasilitas sarana prasarana yang memadai, serta tetap menjaga lancarnya komunikasi baik dengan pihak yayasan, guru, dan orang tua. Kata Kunci: Profesionalitas, Guru PAUD, Mutu Pendidikan.

This study aims to describe the style of language used by the novel Tanah Langit Merah and the Comet novel. The research method used is descriptive qualitative. The research data collection technique is the documentation technique. Data analysis techniques are used through data reduction, data presentation and conclusions. The results of this study are: (1) Novel Comet contains a comparative language style of 109 citations, contrasting 39 quotations, linking 31 quotations, and repeating 10 quotations. (2) The novel Tanah Langit Merah contains comparative language styles, 97 parable parables, 117 metaphor quotations, 25 personification quotations, and 1 quote antithesis. (3) antagonism, hyperbole 74 citations, oxymoron 6 quotations, sarcasm 24 quotations, satire 15 quotations, paradox 10 quotations. (4) linkages, 8 excerpt metonemicals, 3 excerpts euphemisms, and 15 citation elepsis. (5) iteration, alliteration of 11 citations, anaphora 4 quotations, and efficiency of 2 quotations. Efforts to prevent the transmission of the Covid-19 pandemic in primary schools are to issue a Distance Learning (PJJ) policy. The purpose of this study was to see the responses of parents to distance learning policies in North Sumatra. The research method is descriptive with a qualitative approach. The data collection technique is in the form of a questionnaire that is distributed online via google form. Respondents of this study were parents at the SD / MI and SMP / MTs levels in 6 districts / cities partnering the Tanoto Foundation in North Sumatra Province. The data analysis used is descriptive percentage using pivoting. The total respondents were 278 people who were selected by simple random. The conclusion of this study is that 99.64% of parents stated that children had implemented the PJJ program; 94% of parents stated that they participated in guiding their children at home; 96% stated that they had been given instructions by the teacher in guiding the PJJ program; 65% of parents stated that they felt comfortable with PJJ activities.
