This research aims to know the strategy of the Government in the implementation of the programme of PTSL and to find out how big a success rate of Program execution PTSL in Bandung. The results showed that the Government strategy of Bandung Bandung in BPN through program implementation through the preparation of PTSL ripe includes socialization, the determination of the location, planning effort, and the establishment of the Committee ajudikasi acceleration, training and outreach. The success rate of execution of PTSL in Bandung from the target amount of the targeted land certificate 93,000 just 7,234 certificates or reached only 7.78% of the data that researchers get. This is caused by a number of working groups, the situation is not comparable with the volume so that the targets set in the achievement of the targets still not be met.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

Determination of fish landing price is important, as the same contributes to the structure, conduct and performance of the fish market in Lake Victoria. Determination of relevant landing price is a gap to console between fishermen, agents (middlemen), processors and the government. The main objective of this study was therefore to examine fish price determination. Specifically, to examine the methods for fish price determination and analyse factors that affect fish landing price in Lake Victoria, a cross-sectional design was employed, and 300 respondents were randomly selected from two district councils, namely, Sengerema and Buchosa. Both qualitative and quantitative data were analysed using descriptive statistics and inferential analysis. Findings show that landing price is determined through formal negotiation with processors, consultation with other traders, informal negotiation with buyers and Beach Management Unit (BMU). The study concluded that these are the common methods used to determine landing prices. Also, distance from fishing to onshore landing centres, market information channels, age and experiences of the fishermen are the factors significantly found affecting landing price. It is recommended that the mechanism for setting up fishery price, fish market structure, fishery information and the formation of fishery regulatory body needs fishery policy and sector reforms that mark the determination of fish landing price.

Purpose – The purpose of this paper is to link the multifarious problems of the elderly in a socio-economic and psychological framework. Design/methodology/approach – The universe of the sample is elderly left behind in emigrant households in Kerala. In total, 600 samples were mustered using multistage stratified random sampling method. The paper, with the aid of factor analysis, χ2 and correspondence analysis, blemish the principal factors responsible for the migration-induced exclusion of the elderly. Findings – The empirical result derived from the study shows that migration-induced exclusion is all pervasive in Kerala. The elderly left behind yearn for the presence of their children rather than the emigration and concomitant remittances. Research limitations/implications – The findings of the study are helpful to the policy makers to understand the issues faced by the elderly and include all stakeholders concerned to find a solution to tackle these problems faced by the elderly due to emigration of their children. Practical implications – The study is practically relevant in developing appropriate policy framework in Kerala as it illumines the role of the government to overcome the exclusionary trend and other manifold problems of the elderly. Social implications – The study sheds light to a new social problem developing in the state in the form of elderly exclusion owing to emigration of the young working groups in regional dimensions, demographic levels, community angles and the emerging culture of old age home in the Kerala economy and society. Originality/value – The study is a unique one and tries to situate the principal factors responsible for the emigration-induced exclusion of the elderly in Kerala with empirical evidence.

Utilizing airflow therapy, Schwartz (1976) has claimed an 89% success rate with stutterers following treatment and an 83% success rate at one year follow-up. Such claims have yet to be documented in the scientific literature. The purposes of this study were: (a) to investigate the effectiveness of a modified version of airflow therapy; (b) to examine the relative importance of its two main components—passive airflow and elongation of the first vowel spoken. The speech of two adult male stutterers with a lengthy history of stuttering, was assessed with spontaneous speaking and reading tasks. Results indicated marked improvement in both subjects' speech on the reading task was maintained at follow-up 10 weeks later. For spontaneous speech, results were generally weaker and less durable. Effects of the two treatment components were cumulative and did not allow determination of any differential effectiveness between components. Implications of these findings were considered and directions for future research discussed.

The dipping of sheep and cattle, as a means of eradicating ‘scab,’ lice, ticks, etc., and the diseases which it is now known the latter may transmit, has met with such success, that compulsory dipping is now in vogue in most pastoral countries. Where compulsory dipping obtains, there must of necessity be some system of the standardisation of dips. In Queensland and South Africa, the respective Governments issue official formulae from which the stockbreeder can prepare his own dipping fluid. Only such proprietary dips, as are duly recognised by the Government, may be employed. In the United States, the regulations for the sale of proprietary dips are still more stringent. The quantity of active substance, usually sodium arsenite, nicotine or cresylic acid, is defined within very narrow limits. Further, no proprietary dip is now recognised, unless the manufacturer can furnish a ‘Field Tester,’ by means of which the stockbreeder can himself determine, in a simple and fairly trustworthy manner, the percentage of active constituent in his bath.

Artikel ini ingin menyorot mengenai penentuan kandidat pepala Pemerintah Aceh di internal Partai Aceh. Bertujuan untuk mengetahui dan menganalisis penentuan kandidat calon Kepala Pemerintah Aceh di Internal Partai Aceh. Serta mengetahui dan menganalisis penentuan kandidat calon Kepala Pemerintah Aceh di Internal Partai Aceh yang tidak merujuk kepada AD dan ART Partai Aceh sekaligus dengan Peraturan Pemerintah Nomor 20 Tahun 2007 tentang Partai Politik Lokal di Aceh. Berdasarkan hasil penelitian dalam pembahasan, disimpulkan: Pertama, bahwa proses penentuan kandidat calon Kepala Pemerintah Aceh di internal Partai Aceh tidak sesuai dengan Anggaran Dasar dan Anggaran Rumah Tangga Partai Aceh. Akan tetapi proses ditentukan dalam kongres partai hal ini berdasarkan pernyataan para elit-elit Partai Aceh. Kemudian Dewan Pimpinan Pusat, Dewan Pimpinan Wliayah, Dewan Pimpinan Sagoe, Dewan Pimpinan Mukim dan Dewan Pimpinan Gampong sudah mengadakan rapat dalam hal penentuan para kandidat yang diusung. Kedua, konsekuensi dari penentuan kandidat Kepala Pemerintah Aceh baik itu Calon Gubernur/Wakil Gubernur, Calon Bupati/Wakil Bupati, Calon Walikota/Wakil Walikota memang tidak merujuk kepada Anggaran Dasar dan Anggaran Partai Aceh, dalam Anggaran Rumah Tangga Pasal 6 yang menyatakan kewenangan Majelis Tuha Peut menentukan kebijakan strategis namun kenyataannya tidak demikian, hal ini inkonstitional karena melanggar ketentuan AD dan ART Partai Aceh. Karena legitimasi AD dan ART Partai Aceh diakui secara kuat oleh Peraturan Pemerintah Nomor 20 Tahun 2007 tentang Partai Politik Lokal di Aceh. This article would like to highlight the determination of the Aceh Government candidate pala in internal Aceh Party. Aims to find out and analyze the determination of candidates for the candidates for the Head of the Government of Aceh in the Internal Aceh Party. As well as knowing and analyzing the determination of candidates for candidates for the Head of the Aceh Government in the Internal Aceh Party who did not refer to the AD and ART of the Aceh Party as well as Government Regulation Number 20 Year 2007 concerning Local Political Parties in Aceh. Based on the research results in the discussion, it was concluded: First, that the process of determining candidates for the Head of Aceh Government candidates in the Aceh Party internally was not in accordance with the Aceh Party Statutes and Bylaws. However, the process was determined at the party congress based on the statements of the Aceh Party elites. Then the Central Leadership Board, the Wliayah Leadership Board, the Sagoe Leadership Board, the Mukim Leadership Council and the Gampong Leadership Council held a meeting in determining the candidates to be promoted. Second, the consequences of determining the candidates for the Head of the Government of Aceh, whether Candidates for Governor / Deputy Governor, Candidates for Regent / Deputy Regent, Candidates for Mayor / Deputy Mayor, do not refer to the Statutes and Articles of the Aceh Party, in Article 6 of the Bylaws which states the authority of the Tuha Assembly Peut determines strategic policy but the reality is not the case, this is unconstitutional because it violates the provisions of the AD and ART of the Aceh Party. Because the legitimacy of the AD and ART of the Aceh Party is strongly recognized by Government Regulation Number 20 of 2007 concerning Local Political Parties in Aceh.

The optical properties of BaBrI crystals doped with cerium ions were studied. The possible types of cerium-containing luminescence centers are established. Based on the experimental data obtained for trivalent lanthanides, a Dorenbos diagram was constructed. According to the results of the study of the luminescence spectra measured under X-ray excitation, possible energy transfer mechanisms are assumed. This work was supported by the Russian Science Foundation, a grant of the Russian Science Foundation 17-72-10084: spectroscopy of cerium and cerium-oxygen centers, determination of cerium concentration in crystals, analysis of the results obtained. Some of the crystals investigated in the article were grown as part of the government assignment 0350-2016-0024. The data in the work were obtained using the scientific equipment of the Collective Scientific Center "Isotope-geochemical studies" of the IHP SB RAS.
