This article shows that the digitalization of the economy is the cornerstone in the creation and development of “digital cities”. In particular, it was noted that in the Republic of Uzbekistan at the state level, work has begun on the implementation of the comprehensive program “Digital Tashkent”, which will improve the activities of the national economy through the use of advanced technologies such as Big-Data, blockchain, Internet of things, etc., and will also contribute to improving the quality of life of the country's population.

Preserving the health of the population occupies a special place at the legislative level, in the socio-economic strategies for the development of regions and the country as a whole. The preservation of human health depends not only on one’s own desire to preserve it, including the current state of the state and the development of the country’s tourism industry. Recreation and recreation for modern people, who mainly live in cities and megacities characterized by a high level of pollution due to the intensity of economic activity, are of particular importance for maintaining health and life expectancy. An increase in people’s life expectancy is considered at the state level as an important indicator of people’s well-being, improving the level and quality of life. Russia has created unique conditions and opportunities for the development of domestic tourism, which, with reasonable organization, investments, including the creation of public-private partnerships, and improving the efficiency of services provided, allow us to carry out our activities in the field of preserving and maintaining public health, increasing the duration and quality of life. Domestic Russian tourism can be considered as the basis for the socio-economic development of territories at any level, as well as as an industry whose contribution to the country’s GDP can be significant.

The phenomenon of the Covid-19 pandemic has affected the whole globe, the consequences of which are long lasting and difficult to estimate. The Republic of Moldova, being a developing country, could not overcome these serious consequences, caused by the reduction of public health, the reduction of the work capacity of the population, the deplorable condition of the medical system, caused by small investments in health, etc. Human society has been put to hard tests of survival of patients with this virus, the incidence rate of diseases was about 11%. Thanks to the financial aid of the European Union, Romania and other countries, the Republic of Moldova managed to cope with things in the fight against Covid. This article presents the results of the research of the authors, participants of the national project "Assessment of health of post – COVID - 19 patients in the Republic of Moldova", which aimed to develop the Electronic Register of patients with Covid - 19 (March 2020 - June 2021), which will allow monitoring the process of treatment and recovery of the consequences of this disease, by assessing the state of health and quality of life both at admission and at discharge of the respective patients. Based on the concept of quality of life as a socio-economic category and its interconnections with health, the authors proposed the system of medical indicators to assess the health and quality of life of patients affected by covid. In the authors' opinion, a special role in the treatment and treatment of comorbidities belongs to comorbidities, so the authors selected them as separate study subjects to prove their negative impact on the form of the disease and the state of health and quality of life at discharge of patients.

Abstract On JNER’s 15th anniversary, this editorial analyzes the state of the field of neuroengineering and rehabilitation. I first discuss some ways that the nature of neurorehabilitation research has evolved in the past 15 years based on my perspective as editor-in-chief of JNER and a researcher in the field. I highlight increasing reliance on advanced technologies, improved rigor and openness of research, and three, related, new paradigms – wearable devices, the Cybathlon competition, and human augmentation studies – indicators that neurorehabilitation is squarely in the age of wearability. Then, I briefly speculate on how the field might make progress going forward, highlighting the need for new models of training and learning driven by big data, better personalization and targeting, and an increase in the quantity and quality of usability and uptake studies to improve translation.

Today, the attention of economic science should be focused on the search for real factors and mechanisms to promote such a development of the national economy, which corresponds to the scenario of the growth of the main components of the quality of life of the population. The leading subject of life quality management in modern conditions is the state, as an institution entrusted with the task of ensuring the macroeconomic conditions for the existence of the population and ensuring the social orientation of national development. Representatives of many sciences have been fruitfully researching the quality of life for a long time. Despite a significant amount of research on this issue, the problems of effective management of the processes of ensuring the quality of life at the national level remain insufficiently studied. The purpose of the article is to analyze the features of state regulation of the quality of life of the population as the main goal of modern socio-economic development. The concept of quality of life can play a key role in modeling contemporary national economic development. The solution to the quality of life problem is associated with the modernization of the education sector, improving the quality of medical services, developing health care, improving environmental safety, minimizing the negative impact of the environment, ensuring a sufficient level of material well-being for all citizens of the country, which can be realized only in conditions of effective functioning of the economy. The state becomes the main subject of the corresponding deep transformations. Among the most important obligations of the state are social obligations in relation to the working-age population, improvement of general conditions of employment and restoration of the reproduction function of remuneration, development of an intangible investment complex and social infrastructure. The management of the processes of modernization of the national economy in the context of ensuring the quality of life of the population of Ukraine should be determined by two pressing needs: ensuring an effective and fair system for the distribution of social results and growth of national productivity as the basis for sustainable economic development and increasing national competitiveness.

Environmental law is an extremely important instrument for regulating and managing sustainable development. The main objective of ecological development is to reduce the risk in terms of living conditions and improve the quality of life, with special attention to environmental protection in achieving these goals. The situation in the Republic of Serbia is not at an enviable level from the point of view of this problem. Serbia is currently among the most polluted countries in Europe. This further threatens human health, has an impact on reducing average life expectancy, impairs quality of life, and affects uneven regional development. However, it should not be overlooked that only a good environment provides a more attractive surrounding for work and investment, and thus increases the competitiveness of the economy. The reason for such a bad situation in Serbia is the result of decades of insufficient investment by the state itself. Increasing the state's investment in environmental protection in the coming years is not only an indisputable need, but also a duty of the state. Ensuring environmental sustainability, especially in a time of accelerated technological revolution, is a process that is becoming more and more demanding and expensive, and the requirements for greening businesses are becoming more common.The main objective of the paper is to examine the specific nature of the costs of environmental protection in the Republic of Serbia, in total and by categories, and on this basis, to identify the problematic aspects in this field that require improvement in the future. The method of analysis of available data by cost categories in dynamic of time is applied in the paper. The results of the research indicate a positive tendency of almost continuous growth of total environmental costs in the Republic of Serbia over a ten-year period (2008-2017), as well as a number of problematic items when it comes to cost structure. Although the Government of the Republic of Serbia has recognized the importance of investing in environmental protection, the current financing system is not satisfied, and it is necessary, first of all, by increasing its transparency and improving coordination between competent authorities, to increase the efficiency of using economic instruments in the environmental field. The high penalty that Serbia could pay if it did not harmonize its regulations with the European ones on time are another reason in support of the thesis that environmental protection must become one of this country's priorities. The results of the research can be useful to economic entities in conceptualizing their business orientation and attitude towards environmental protection, but also to policy and strategy makers at higher level, pointing to desirable directing future costs and investments for environmental protection.

The stagnation state of the market for the certification of workplaces is analyzed, the latest ideas for this certification are presented. A decrease in the quality of conducting workplace certification and imperfect implementation of the results obtained in the practical activities of the enterprises or institutions are established. Characteristic shortcomings and the ways to eliminate them were identified. The coefficients of preferential rates for employees that directly depend on the class of harm and (or) danger of the certified workplace are given. Diagrams of distribution of the participants in the market of workplace certification in the Republic of Uzbekistan and the Russian Federation for 2020 are shown. When analyzing them, it was found that there are not enough professional market participants in the field of occupational safety in the Republic of Uzbekistan, they are mainly concentrated in the capital region. A hypothesis was developed about the need for a qualitative improvement in the system of workplace certification, according to which it was proposed to create a special commission at the state level to monitor the implementation of prescriptions based on the results of certification. Characteristic shortcomings and omissions in the workplace certification system are considered. Measures are proposed to improve the quality of this procedure. To increase the efficiency of measures taken within the framework of occupational safety, a scheme was developed for conducting the workplace certification in the Republic of Uzbekistan. It reflects the need to conduct a preliminary survey of workers employed at the certified workplaces about their working conditions. To improve the activities in the field of workplace certification for working conditions and equipment injury risk, a mechanism for quantitative and qualitative expansion of participants in the workplace certification market in the Republic of Uzbekistan is proposed, which should facilitate the formation of a full-fledged competitive (market) environment. Increasing the number of market participants in the field of occupational safety in the Republic of Uzbekistan will allow to improve the quality of conducting workplace certification, as well as improve statistical practices and reporting on the state of working conditions in the organizations and industrial enterprises.

Para sua garantia e efetividade, incumbe ao Poder Público geri-lo, exercendo encargos estabelecidos constitucional e infraconstitucionalmente. Como incumbência do Poder Público no ofício de gestor do meio ambiente está o licenciamento ambiental, indispensável à implementação de atividades efetiva ou potencialmente poluidoras. Havendo a negligência do Estado frente a essas obrigações, será trazido à lume o instituto da responsabilização civil, nos casos em que ocorrerem danos ao meio ambiente, a ser aplicado não somente ao particular empreendedor, mas também àquele.   Abstract The environment is a common property use of all, essential to the healthy quality of life and fundamental right, notwithstanding not enrolled in Title II of the Constitution of the Republic of 1988. For your security and effectiveness, it is the responsibility of the Public Power manage it, applying charges established constitutionally and infra-constitutionally. As instructed by the Public in the office of manager of environment is the environmental licensing, essential to the implementation of activities effective or potentially polluting. Existing a neglect of the State forward to these obligations, will be brought to the fore the institute of civil liability, in case of damage to the environment, to be applied not only to the particular entrepreneur, but also to that.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

Background: Breast plastic surgery is a rapidly evolving field of medicine. The modern view of surgical trends reflects the desire to minimize complications and introduce advanced technologies. These always will be priorities for surgeons. Reconstructive surgery, a branch of plastic surgery focusing on restoration of lost functional and aesthetic component, seeks to enhance psychological rehabilitation and improves the quality of life, as well as aesthetic recovery. Objective: This review addresses the action of fibrin agents and their effect on the quality of surgical hemostasis. Discussion and Conclusion: The fundamental goals for the surgeon are to perform a minimally traumatic intervention and to prevent any form of complication. Achieving complete hemostasis is an intraoperative necessity. Timely prevention of bleeding and hemorrhagic phenomena can affect not only the outcome of the operation, but also the incidence of postoperative complications. Topics include the integrity of microvascular anastomoses, tissue adhesion, and the incidence of seromas and hematomas associated with fibrin glue usage. The literature on fibrin adhesives with respect to prevention of postoperative complications, and the effectiveness with active drainage also are analyzed.
