<p>This article explores the history of thoughts and movements of the Front Pembela Islam (FPI) in Indonesia between 1998 and 2012. The study concludes that since many government regulations are violated by the public, including the prohibition of gambling, prostitution and other forms of disobedience and lack of firmness of the government, FPI feels the need to take the initiative to help the government fight against immorality in order to enforce <em>amr ma‘rûf nahy munkar</em>. This is done through the movement run by the military force of the FPI who often uses means of violence. In line with this study, FPI should not perform <em>nahy munkar</em> movement using any violent means, such as damaging public facilities, hurting people, and other destructive deeds. The reason is that by doing such violent actions, FPI will not even help resolving the moral problems that occur in Indonesia. In addition, the violent movement does not reflect the image of Islam as a religion of peace.</p>

AbstractDespite more than a decade of heightened defence spending and active fighting in the War in Afghanistan, the longest combat operation in the history of the Canadian Forces, scholars know precious little about how the socio-demographic characteristics and attitudes of Canadians may influence their views about taking part in overseas combat operations and funding the institution charged with carrying out these dangerous activities. By testing a range of hypotheses, which purport to explain the influence of multiple socio-demographic and attitudinal factors on Canadians' attitudes toward defence spending and the participation of the Canadian Forces in overseas combat operations, against data from the 2004 and 2011 Canadian Election Study, this article ascertains the most important determinants of Canadians' preferences about defence spending and the use of military force by the Government of Canada.

The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.

This article deals with the political situation around the elections to the State Duma of the Russian Empire in 1912 (4th convocation). The main actors of the campaign were the government, local administration, liberal opposition and the clergy of the Orthodox Russian Church. After the 1905 revolution, the “official Church” found itself in a difficult situation. In particular, anti-Church criticism intensified sharply and was expressed now quite openly, both in the press and from the rostrum of the Duma. A consequence of these circumstances was that in this Duma campaign, for the first time in the history of Russian parliamentarianism, “administrative resources” were widely used. At the same time, the authorities failed to achieve their political objectives. The Russian clergy became actively involved in the election campaign. The government sought to use the conflict between the liberal majority in the third Duma and the clerical hierarchy. Duma members launched an active criticism of the Orthodox clergy, using Grigory Rasputin as an excuse. Even staunch conservatives spoke negatively about Rasputin. According to the results of the election campaign, the opposition was even more active in using the label “Rasputinians” against the Holy Synod and the Russian episcopate. Forty-seven persons of clerical rank were elected to the House — three fewer than in the previous Duma. As a result, the assembly of the clergy elected to the Duma decided not to form its own group, but to spread out among the factions. An active campaign in Parliament and the press not only created a certain public mood, but also provoked a political split and polarization within the clergy. The clergy themselves were generally inclined to blame the state authorities for the public isolation of the Church. The Duma election of 1912 seriously affected the attitude of the opposition and the public toward the bishopric after the February revolution of 1917.

В статье затронут малоизученный аспект государственного контроля за системой распространения периодических изданий в России на примере столичных городов в начале ХХ века. Цель исследования — выявить основные каналы распространения столичных газет в начале ХХ века и определить механизмы государственного контроля за системой дистрибуции периодической печати. На основе имеющихся архивных источников автор приходит к выводу, что основными каналами распространения столичной прессы были подписка, розничная продажа в разнос и в магазинах и на железных дорогах. К началу Первой мировой войны система дистрибуции периодических изданий постепенно менялась. Нормативные акты, принятые в конце XIX века, уже не позволяли эффективно контролировать распространение информации, а правительственные меры предпринимались запоздало или были незначительны. Существовавшая система государственного контроля за системой дистрибуции не могла оперативно реагировать на кризис, что способствовало распространению нежелательной для правительства информации среди населения, в том числе запрещенной литературы. Полученные результаты могут быть использованы в первую очередь при подготовке общих курсов по истории России, чтении курсов лекций и спецкурсов по истории журналистики. The article treats some under-investigated issues associated with the state supervision of the periodicals circulation and distribution system in Russia in the early 20th century. The aim of the research is to study the main channels of capital newspapers circulation and distribution in the early 20th century and to identify the mechanisms of state supervision of the periodicals distribution system. The analysis of archival materials enables the author to conclude that capital newspapers were distributed via subscription, retailing, train station retail, and delivery. During the pre-war period, the system of newspaper distribution was undergoing gradual changes. Normative acts issued in the late 19thcentury were no longer enough to efficiently control the spread of information; state measures were often insufficient and untimely. The existing system of state supervision of newspaper distribution failed to respond to the crisis, therefore the public had an access to information the government wished to conceal and to literature that was forbidden. The validity of the results of the research will be recognized by lecturers, by teachers who conduct Russian history classes, by teachers conducting classes in the history of journalism.

Abstract Koshe town is the administrative and commercial center of Mareko woreda.1 It is found in Gurage Zone Southern Nation Nationalities and Peoples Regional State. According to the tradition the origin of the name “Koshe” is originated from the plant which called by the name Koshe which abundantly grow in the area. The establishment of Koshe town is directly associated with the five years Italian occupation. Due to the expansion of patriotic movement in the area Italian officials of the area forced to establish additional camp in the area in a particular place Koshe. This paper explores the role of Fascist Italy for the establishment of Koshe town. The former weekly market shifted its location and established around the Italian camp. Following the evacuation of Fascist Italy the Ethiopian governments control the area. During the government of Emperor Haile Selassie Koshe town got some important developmental programs. The most important development was the opening of the first school by the effort of the Swedes.2 The Military regime (Derg)3 also provided important inputs for the urbanization of Koshe town. This research paper observes the development works that flourish in Koshe during the reign of Emperor Haile Selassie and the Military regime, and also asses the role of different organizations for the urbanization of Koshe town.

Government Regulation No. 71 of 2010 concerning Government Accounting Standards in recording inventory can realize the performance performed by government agencies, especially in the presentation of inventory reporting. The purpose of this study was to determine the government accounting standard policies in reporting inventory at the Office of Public Works and Regional Spatial Planning of North Sulawesi Province according to Government Regulation Nomber. 71 of 2010 based on PSAP 05 concerning Inventory Accounting and the method used in this research is the service inventory reporting analysis method Public Works and Regional Spatial Planning of North Sulawesi Province with the technique of science and technology collecting inventory data and conducting analysis. The results of this study indicate that inventory reports at the Public Works Agency and Regional Spatial Planning of North Sulawesi Province are stated to be in accordance with government accounting standards.Keywords: Policies, government regulations, Inventory Reporting

Saudi Arabia is in the process of transitioning to e-government. Many of the Saudi government agencies have their own web sites; however, most are ineffective. Based on the findings of this study, the Saudis should consider several reforms, chief among which include the following: Increasing the awareness of its e-government program among its employees and the public at-large; making Internet access more available across the full spectrum of society; equipping public facilities for Internet usage; developing a legal framework for secure e-transactions; adopting a flexible approach to technological change and the IT environment more generally; providing IT training to government employees; partnering with the private sector to establish electronic fund transfers; and, finally, fostering 2-way communication between government agencies and between the government and the public.

Setting the historical context for this book, this chapter describes the recent history of civilian veteran employment, relaying how the high military veteran unemployment rate in 2010 generated concern and reactions from the government and the public and the private sectors. It then provides examples of how government and companies worked together to improve the employment situation of military veterans through legislation, corporate hiring programs, and corporate partnerships but faced limited success because too few companies were involved. The current situation of veteran employment and retention is outlined, with examples provided of why military veterans may choose to leave civilian employment and suggestions offered to address the issues veteran employees may have in their jobs so that employers can do a better job of retaining them in their workforces.

ABSTRAK Tulisan ini bertujuan untuk mengkaji terjadinya kerusakan lingkungan pantai di negara tropis dan sebagian negara subtropis akibat perilaku manusia. Perilaku manusia yang menyebabkan kerusakan lingkungan adalah memanfaatkan sumberdaya alam pesisir tanpa memperhatikan keberlanjutan sumber daya alam dan daya dukung lingkungannya. Kerusakan lingkungan pantai yang umum terjadi di negara tropis dan sebagian subtropis adalah erosi pantai dan degradasi ekosistem hutan bakau. Kerusakan lingkungan pantai ini akibat alih fungsi lahan menjadi jaringan jalan, permukiman, lahan pertanian/ perkebunan, pertambakan, dan pertambangan pasir. Kerusakan lingkungan pantai mempengaruhi kondisi sosial ekonomi masyarakat setempat seperti hilangnya badan jalan, permukiman, lahan pertanian, dan fasilitas umum akibat abrasi pantai. Upaya penanggulangan kerusakan lingkungan pantai sebagai bagian dari adaptasi manusia mempertahankan kehidupannya berupa pembangunan pemecah gelombang (breakwaters) dan rehabilitasi ekosistem hutan bakau. Upaya penanggulangan bencana tersebut tentunya membutuhkan biaya yang besar dan waktu lama daripada upaya pencegahan. Oleh karena itu, perubahan pola pikir baik pemerintah dan masyarakat dalam memanfaatkan, mengelola dan melestarikan sumber daya alam perlu ditingkatkan melalui perbaikan informasi, ilmu pengetahuan, dan strategi perencanaan yang holistik.Kata kunci: erosi pantai, kerusakan ekosistem hutan bakau, alih fungsi lahan, pemecah gelombang, rehabilitasiABSTRACTThis paper aims to assess the coastal degradation in tropical and subtropical countries in part due to human behavior. Human behavior is causing coastal degradation is to utilize natural resources without regard to the sustainability of coastal natural resources and the carrying capacity of the environment. Degradation of coastal common in most tropical and subtropical countries are coastal erosion and degradation of mangrove ecosystems. This coastal degradation as a result of land conversion into roads, settlements, agricultural/ plantation, aquaculture, and sand mining. Coastal degradation affects the socio-economic conditions of local communities such as loss roads, settlements, land and public facilities as a result of coastal erosion. Efforts to cope to the coastal degradation as part of human adaptation to sustain life in the form of construction of breakwaters and rehabilitation of mangrove ecosystems. The disaster relief certainly require a plenty of cost and time than prevention. summary Over the last decade, telehealth in Australia has been primarily facilitated and driven by government funding. The government now has a major policy initiative in online health. However, in pursuing the broad initiative there is a danger that some of the smaller components can get lost, and this is probably what has happened to telehealth. There appear to be a number of steps required if telehealth in Australia is to keep up the pace of development that occurred in the 1990s, as we move into what is now being called the era of e-health, involving broadband Internet health service delivery. This area is changing extremely rapidly and is increasingly migrating away from the public sector in Australia, where most of the developmental work has occurred, and into the private sector. Many of the issues that require consideration within the domain of e-health in Australia are also relevant to other countries. E-health will significantly change the way that health-care is practised in future, and it is clear that it is the human factors that are more difficult to overcome, rather than the technological ones.
