Introduction. This article examines the problem of food supply for the residents of Stalingrad in the late 1920s – mid-1930s, i.e. during the period of industrialization. Methods and materials. The authors use the historical-descriptive (idiographic), historical-genetic, historical-comparative methods, as well as quantitative methods in the study of statistical sources. In the course of the research, documentary materials of the Russian State Archive of Socio-Political History, the State Archives of Volgograd Region, and the Center for Documentation of the Contemporary History of Volgograd Region were used to illustrate the main methods and directions for resolving the food problem in the city of Stalingrad in the late 1920s – first half of the 1930s. Analysis and results. The first five-year plan brought to citizens a sharp deterioration in food supply. Having refused to take economic measures the city authorities were forced to introduce a standardized distribution on the ration books of workers’ cooperatives. In 1931, Stalingrad as an important industrial center was included by the government in the list of the cities, which were supplied with basic products in a centralized manner. However, problems with food remained until the abolition of the card system in 1935. Interruptions in the supply of even standardized products, giant queues for them were the result not only of insufficient allocation of resources, but also of the unwillingness of the cooperative and state trade system to work effectively in the new conditions. The city’s population also grew too rapidly due to the peasants fleeing from the countryside, which contributed to the food shortage. The creation of subsidiary farms at large enterprises, the organization of collective farm fairs also did not lead to a noticeable result. The goal stated in the resolution of 1931 to bring the food supply of Stalingrad workers closer to the level of Moscow and Leningrad turned out to be unattainable. Some improvements in the food situation occurred only in autumn 1934, when a good harvest allowed the government to fulfill the state supplies, but the problem was never completely solved.

Introduction. The article aims at analyzing the state policy regarding unauthorized fishing settlements of migrants on the Kalmyk pasturesin the period between the second half of the 18th and 19th cc. to better understand the processes of historical development of the Caspian territories of Kalmykia and of the Russian Caspian region. Accordingly, the lines of research were as follows: to examine the causes for unauthorized settlements and the dynamics of the state policies in the region, to study the migrants (settlers) in terms of the irethnicity, social class, and occupation, as well as their relationship with the authorities. Data and methods. The study was based on materials of the Russian State Historical Archives, the State Archives of the Astrakhan Region, the National Archives of the Republic of Kalmykia, and published sources. Both historical-genetic and historical-comparative methods were employed for the analysis of the data. Results. The author investigated the history of each of the unauthorized fishing settlement, the migrants’ backgrounds in terms of ethnicity, social class, and occupation, and the government’s policies in relation to the migrants. The study shows that such settlements were related to the growth of fishing industry in the region and, partly, to the government’s military and policing practices on the coast of the Caspian Sea. The authorities began to deal seriously with the problem of unauthorized fishing settlements on the Kalmyk pastures from the mid-19thcentury, with the start of transformation in the fishing industry. At the turn of the 20th century, the settlements were removed from the control of the Kalmyk authorities and were legalized, then, the process of their administrative-territorial and land structuring was started to finally complete in the second decade of the 20thcentury. Conclusions. The policy of the authorities in relation to unauthorized fishing settlements on the Kalmyk pastures differed from that in other areas of the Kalmyk steppe. In Mochagi, the authorities did not insist on the removal of such unauthorized settlements and negotiated with the settlers, and only if the latter rejected the proposed solutions for staying on the Kalmyk pastures, the question about their eviction was raised. Such policies on the problem of settlements on the coastal strip of the Caspian Sea, namely in Mochagi, were justified by the interests of the fishing industry to prevent any harmful effect in case of removal of villages and their inhabitants.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.

The article examines the history of collecting documentary and cultural heritage since 1917 and the participation of archives, museums and libraries in the creation of the Archival Fund of the country. In the 1920s and 1930s, archival institutions were established through the efforts of outstanding representatives of Russian culture. At the same period, the structure and activities of the museums created earlier in the Russian state in the 18th – 19th centuries were improved. The new museums that had been opened in various regions of Russia received rescued archival funds, collections and occasional papers. It is shown that during this period there was a discussion about the differentiation of the concepts of an “archive”, “library” and a “museum”. The present work reveals the difficulties in the interaction between museums, libraries and archives in the process of saving the cultural heritage of the state and arranging archival documents; the article also discusses the problems and complications in the formation of the State Archival Fund of the USSR. During this period, the development of normative and methodological documents regulating the main areas of work on the description and registration of records received by state repositories contributed to a more efficient use and publication of the documents stored in the state archives. It is noted that museums and libraries had problems connected with the description of the archival documents accepted for storage, with record keeping and the creation of the finding aids for them, as well as with the possibilities of effective use of the papers. The documents of the manuscript departments of museums and libraries have become part of the unified archival heritage of Russia and, together with the state archives, they now provide information resources for conducting various kinds of historical research.

We set the goal to study the development of passenger and freight motor-vehicle transport, the effectiveness of which ensures the continuous operation of large and small industrial enterprises, as well as the urban trading network and the services sector. We analyze the problem on the basis of archival sources drawn from the funds of the State Archive of Contemporary History of the Ulyanovsk Region (SACH UR) and the State Archive of the Ulyanovsk Region (SAUR), which are first put into scientific circulation, as well as materials from a monograph and dissertation research by authors from both regional and Russian level. In the course of the work, we reveal the trends in the development of passenger and freight motor-vehicle transport, its problems and achievements. We consider the measures taken by local party bodies to increase the functioning efficiency of motor-vehicle transport during the twelfth Five-year plan, the development trends of urban transport, as well as its problems and achievements. As a result of the study, we conclude that passenger transport is an important link in the urban economy system, without which the ex-istence of the city as a whole would not have been possible, and its development peak occurred precisely in the years under consideration (1986–1990) when intensive construction of industrial facilities and housing was carried out in the city. The intensive development of urban transport was also associated, with the labor of rationalizers who developed new projects of innovative technologies introduction, which made it possible to increase labor efficiency.

The author analyzes the economic documentation sent by the Nizhyn governors to the Malorossiyskyi Prykaz in the 1650s and 1670s. The excerpts published in the Acts relating to the History of Southern and Western Russia. This source the author used to show the nature of the interaction between the Nizhyn Voivodship and the government, to identify the main issues voivode had to report on and the tasks he had to solve, as well as to consider the situation of the Russian military contingent in Nizhyn.The author notes that the royal pledges led by the voivods appeared in Chernihiv, Nizhyn, Pereyaslav and other Ukrainian cities in the late 1650s. The names of the Nizhyn voivods, who served in the 1650-1670s, were identified, and the author described their activities. She found out that the voivode had to build a fortress in the city to defend against enemies, manage the affairs of their garrisons, send to Moscow financial statements of expenditures, to issue a sovereign's pay to the archers, to fight against their escape, which was very common, and in addition to monitor on the activities of the local Cossack administration and internal policy in the territories subordinate to them, submit to the king petitioners and petitions, provide information on events in the Ukrainian lands and in the neighboring territories, involve the local population in the work . Under the rule of Ivan Bryukhovetsky, voivode had to collect taxes from inhabitants of the Hetmanate (except for Cossacks and clergy). The author concludes that it was through regular reports that the voivode in Moscow knew about the state of affairs in the Hetmanate region and, following the information received, adjusted their policy towards the Ukrainian lands. Therefore, the voivodship runoff can be considered a valuable source from the history of the hetman's Ukraine itself.

The paper analyses the situation that took the most expressed forms since the late 19th century and reflected strengthening criticism from the Orthodox Church against both the Buddhist clergy and the Russian state. The contradictions between the state and the Orthodox policies were caused by differences in principles, since when giving Buddhism some legitimacy the government was guided by the interests of Russia in the east of the Empire, while the Orthodox Church saw its task in suppressing the influence of the Buddhist clergy through the soonest religious and ideological homogenisation of Buryats with the ethnic Russian population

The aim of the study was to find the birthplace of Elena Ivanovna (Dmitrievna) Dyakonova, known to the whole world under the name of Gala Dali. Documented sources about the woman’s city of birth have not been found so far, which led to the emergence of conflicting information. To achieve this goal, the author is looking for indirect documents confirming that Gala Dali was born in Kazan. For the first time, the problem is investigated based on archival data of her parents ‒ father Dmitry Ilyich Gomberg, who studied at the Imperial Kazan University from 1892 to 1895, and mother Antonina Petrovna Dyakonova. Analysis of documents found in the State Archives of the Republic of Tatarstan, articles by D. V. Malinovsky, grandson of the adopted son of D. I. Gomberg, memoirs and historical data helped to clarify the situation about the place of birth of the muse Dali and the plight of her family. The key research method is source study analysis of office documents, their comparison with historical data about everyday life and facts from the biography of Gala Dali. As a result of the research search, the place of birth of Elena Ivanovna/Dmitrievna Dyakonova was determined ‒ the city of Kazan, as evidenced by direct and indirect facts from the biographies of the parents and Gala herself, as well as the difficult life situation of the woman’s parents, their connection with revolutionary activities and mentioning in police circulars. This explains the reason why the woman did not like to remember the story of her birth and created numerous myths about the city of birth, family and living conditions. The data obtained can be used for further reconstruction of the history of the Gala family and her biography. <p><strong>Abstract</strong></p><p>In the post-republic period in Turkey, due to the increase in the rate of industrialization and urbanization, the need for housing in the cities has come to the agenda. In this period, the incentives and investments provided by the state played an important role in eliminating this need by providing the production of housing cooperatives. Between the years of 1950-1980 in Kayseri; the period of industrialization in the city has accelerated and the population of the city has increased. Therefore, the housing need that emerged in Kayseri in this process has been tried to be solved through the state cooperatives produced by the state. In this context, this study aimed to document the housing cooperatives produced by the Social Insurance Institution between 1950-1980 in Kayseri and to examine the quantitative development of the cooperatives. Kayseri Kocasinan Municipality and Kayseri Melikgazi Municipality archives were scanned to make this examination. As a result of the findings, it has been determined that the government has long been involved in the production of housing cooperatives within the economic plans and that the housing cooperatives have increased in quantity and Kayseri has contributed to the spatial development of the city by adding to the housing stock. In addition, in this study, researching housing cooperatives in Kayseri's architectural environment; it is thought that it will help to introduce the politics of generating housing in Turkey.</p><p><strong>Öz</strong></p><p>Türkiye’de Cumhuriyet sonrası dönemde, sanayileşme ve kentleşme hızının artmasına bağlı olarak kentlerde konut ihtiyacı gündeme gelmiştir. Bu dönemde devlet tarafından sağlanan teşvik ve yatırımlar, konut kooperatiflerinin üretilmesini sağlayarak bu ihtiyacın giderilmesinde önemli rol oynamıştır. Çalışmanın kapsamı olan Kayseri’de 1950-1980 yılları arası; kentte sanayileşme sürecinin hızlandığı ve kentli nüfusun arttığı dönem olmuştur. Bu nedenle bu süreçte Kayseri’de ortaya çıkan konut ihtiyacı, devlet eli ile üretilen konut kooperatifleri üzerinden giderilmeye çalışılmıştır. Bu bağlamda bu çalışma, Kayseri’de 1950-1980 yılları arasında Sosyal Sigortalar Kurumu (SSK) tarafından üretilen konut kooperatiflerini belgelemeyi ve kooperatiflerin nicel gelişimini incelemeyi amaçlamıştır. Bu incelemeyi yapabilmek için Kayseri Kocasinan Belediyesi ve Kayseri Melikgazi Belediyesi arşivleri taranmıştır. Elde edilen bulgular sonucunda, devletin ekonomik planları dâhilinde konut kooperatifi üretimine uzun süre yer verildiği ve bu sayede konut kooperatiflerinin nicel olarak arttığı ve Kayseri’nin konut stokuna önemli oranda eklenerek kentin mekânsal gelişimine katkıda bulunduğu saptanmıştır. Ayrıca bu çalışmada Kayseri’nin mimarlık ortamındaki konut kooperatiflerini araştırmanın; Türkiye’de bir döneme ait konut üretme politikasının tanıtılmasına yardımcı olacağı düşünülmektedir.</p>

The article is based on archival materials from the collections of the State Archives of Odessa Region, Vernadsky National Library of Ukraine (Kiev) and the Russian State Library (Moscow). These materials provide documental confirmation of the little-known facts of the biography of George Afanas`ev, the famous historian and educator, journalist, banker and diplomat, public and state figure. The represented source base allows to refine and supplement the information from the historiography about the life and work of Afanas`ev in the period of his stay in Odessa and activity in the Novorossiysky University. Some of these documents are published and introduced into scientific circulation for the first time.
