The imperatives of the spatial development of industry within regions of the South of Russia which have critical demand for innovations formed under the influence of external and internal factors, make necessary the search for new mechanisms that would create regional frameworks for innovation. Thus, taking into account the priority of the industrial sector in the innovative development of the region, the need to identify the borders of the frame of balanced innovation in this area confirms the relevance of the study. This article aims to discover the state and efficiency of using innovative potential of commercial actors that characterize the industrial landscape of the regions of the South of Russia as well as those that form frame matrices. The theoretical and methodological basis of this research is formed on the joint use of the system-synergetic, resource-efficient, process-targeted and endogenous approaches, as well as the combination of theories of industrial development, growth poles, balance and economic framework. In contrast to existing studies, the issue of making the industrial sector of the region innovative is analyzed from the point of view of the formation of an economic framework, the cores of which i.e. the nodes of business activity are the industrial drivers of the central territories, functioning in the cooperation with small and medium-sized innovatively active enterprises of the periphery. In order to achieve a balanced support of the framework for industrial innovation, the implementation of interregional projects, focusing on the creation of innovative clusters, is suggested. The structure of such clusters consists of industrial enterprises, which operate (or are ready for such a work) according to the import substitution model. The research concludes that the forms and scales of influence on the elements of measures in the economic framework that support innovative transformations in industry in certain regions of Southern Russia are determined not only by the state of the resource potential, but also by the specificity of certain territorial determinants, due to which these tasks should be directly connected to the goals of the social and economic development of the area under analysis.

The authors proved that contrary to the global trends of development of science-intensive neo-industrial economy in Ukraine there is deindustrialization of the economy associated with outpacing growth of production and export of raw materials with a low level of technological processing and added value. The article examines the main factors of the deindustrialization of Ukraine’s economy, in particular, a significant degree of depreciation of fixed assets of industrial enterprises and production infrastructure, insufficient volume and unsatisfactory structure of capital investment to restore worn-out fixed capital, negative dynamics of foreign direct investment in the spheres of national economy such as innovations, etc. The authors also highlighted and analyzed the institutional factors influencing the industrial development of Ukraine, namely: the “presence” of the state in the economy, corruption and the shadow economy. The negative impact of the institutional environment on the innovative modernization of the national industrial sector was confirmed with the help of economic and mathematical modelling. The main directions of intensification of the state ‘s activity to overcome the institutional dysfunctions and traps formed during the period of market reform of the national economy are substantiated.

One of the most important sectors of the economy in Russia is industry. In this regard, the state seeks to stimulate the development of innovations in this area. Over the past few years, many industrial sectors in Russia have been in a crisis situation, which is caused by several factors: a decrease in the level of real investment, a decrease in the solvent demand of enterprises-customers and public consumers, and the introduction of financial and economic sanctions in 2014 against Russia by the United States and the European Union countries, as well as the effect of other macroeconomic factors independent of the activities of industrial enterprises. This study aims to identify the main trends in the development of industrial production in Russia in recent years, and an explanation of its causes. This topic is relevant in connection with the foregoing and may be of interest to academic economists studying industry development trends in developing countries. The aim of the study is to analyze the state of industry in Russia from 2015 to 2018 during the period of sanction pressure on the industrial and financial sectors of the Russian economy. Having examined the latest data on the results of the activity of Russian industry as a whole, one can note positive trends in the development of industrial production in Russia despite a number of negative internal and external factors. It is concluded that today, for Russia, the strategic tasks in industrial policy are reduced to overcoming technological backwardness and carrying out technological modernization of industries based on the use of innovative achievements, as well as import substitution for the sectors of the economy that are sensitive to foreign sanctions.

The article considers the main directions of development of the innovative environment of the industrial sector in our country. In modern conditions of dynamically flowing processes of globalization, the level of competitiveness of enterprises and the degree of their economic security significantly depend on their ability to systematically create and implement innovations in production. Meanwhile, despite the powerful industrial, human and intellectual potential of our state, the problem of creating innovations and introducing them into production is extremely acute, if we evaluate it in comparison with the world's technological leaders, and catastrophic from the point of view of the prospects for the development of our state. Its solution lies in overcoming the barriers that exist on the path of innovative development of domestic industrial enterprises. Despite the considerable scientific reserve of scientists regarding the coverage of the problems of innovation in Russia, domestic science still does not fully address the issues related to the barriers that arise in the way of innovative development of industrial enterprises, preservation and expansion of their innovative potential in conditions of increasing turbulence and uncertainty of external environment.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

The BID (Board of Industrial Development) framed the legislation and it was introduced before the state legislation and passed in the form of Maharashtra Industrial Act which gave birth to Maharashtra Industrial Development Corporation (MIDC), as a separate corporation on August 1, 1962. The BID was the first personnel strength of MIDC. A small ceremony at Wagle Estate Thane, under the Chairmanship of the Chief Minister Shri Y.B. Chavan, marked the birth of MIDC on August 1, 1962. The Board of Industrial Development during its existence between October 1, 1960 and August 1, 1962 has done enough spade work to identify the locations for setting up industrial areas in different parts of the state. Thus, right in the first year of establishment MIDC came up with 14 industrial areas, to initiate action for infrastructure and help entrepreneurs set up the industrial units in those areas. Maharashtra Industrial Development Corporation is the nodal industrial infrastructure development agency of the Maharashtra Government with the basic objective of setting up industrial areas with a provision of industrial infrastructure all over the state for planned and systematic industrial development. MIDC is an innovative, professionally managed, and user friendly organization that provides the world industrial infrastructure. MIDC has played a vital role in the development of industrial infrastructure in the state of Maharashtra. As the state steps into the next millennium, MIDC lives up to its motto Udyamat Sakal Samruddhi i.e., prosperity to all through industrialization. Indeed, in the endeavor of the state to retain its prime position in the industrial sector, MIDC has played a pivotal role in the last 35 years. MIDC has developed 268 industrial estates across the state which spread over 52653 hectares of land. The growth of the Corporation, achieved in the various fields, during the last three years, could be gauged from the fact that the area currently in possession of MIDC has doubled from 25,000 hectares in 1995.

With the onset of the Fourth Industrial Revolution, the business environment becomes inherent in changes that occur with maximum speed, as well as characterized by the systemic nature of the consequences. One of them is the transformation of operational management models in industrial enterprises. The modern manufacturing system should focus not only on speed of response and flexibility, but also on the cost and quality of products. Integration of effective models: agile manufacturing, quick response manufacturing and lean production, in order to extract the best from them is proposed. The purpose of this study is to analyze this flexible manufacturing system and to relate it to the current state of the Russian industrial development. Theoretical and practical aspects of this model are presented. The examples of the flexible models introduction in the Russian industrial sector is allocated. The conclusion about the necessity of the flexible manufacturing systems implementation for the Russian industrial development is drawn.

Subject. As digital technologies spread across all industries, active processes of digital transformation need to be managed both nationally and regionally. Assessing the extent of digitalization across types of economic activities is the key issue for setting up the socio-economic development strategy of the region and evaluating its efficiency. Objectives. The study is aimed to formulate and test methodological approaches to assessing the digitalization in types of economic activities and the potential of digital technologies for the real economy. Methods. The study relies upon the dialectical method, systems approach, questionnaires, expert approach, interpretation of empirical facts through tables, etc. Results. We devised a methodological approaches to assessing the extent of digitalization in types of economic activities across regions. The approach combines the quantification and evaluation of the process and helps determine the extent of local digital transformation at the regional level. We devised and tested the methodological approach to rating digital technologies, which have the high potential for raising the competitiveness and resilience to competition of the industrial sector in the Russian regions. As opposed to the existing approaches, the approach accounts for the current scale of digital technologies in the national economy, the potential for growth in the demand and supply in the domestic and foreign markets, and the potential for import substitution with respect to foreign technologies and products. Conclusions and Relevance. What makes the proposed methodological approaches more preferable is that they help assess not only the extent of digitalization in types of economic activities and the predominance of certain types in industrial enterprises, but also determine their potential for import substitution in terms of digital security.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The aim of the work was to demonstrate the possibility of forming a strategy of innovative development of the region that could accelerate the transition of the regional economy to the dominance of new technological structures. By constructing econometric models of economic dynamics, the timelines for starting the pre-mining of the fifth mode in the economy of the Tula region are estimated. The strategy of accelerating the innovative development of the region’s economy are described. The strategy is based on the program-target approach, reflected in the state program of industrial development in the Tula region. The effectiveness of the program is shown.
