With the high competitiveness of organizations, the role of labor resources is increasingly growing as one of the fundamental factors of success. The staff, as the main source for the implementation the mission, have to be promoted. A fair remuneration system affects the employee’s performance. To my mind, the best system of remuneration is based on grading. The article deals with the theoretical features of the use of the grading system in a modern organization in terms of staff motivation. The article highlightes the importance of fairness in the wage system, there are several grading systems, which are divided depending on their complexity. Moreover, the stages of the introduction of the grading system based on grading are described, practical recommendations are given for the implementation of grading in the organization. What is more, the modern method of approving grades based on official grades is considered.

The questions of loyalty increasing as most important condition of organization eff ective activity and key employees keeping are considered in this article. Distinctions in staff motivation at various areas of economy are revealed. Questions of personnel safety are considered. Various techniques of personnel loyalty diagnostics, and the programs of loyalty development in the organization are given, the role of HR services in the loyalty management is analyzed. In the framework of the modern direction of regional studies knowledge - regional studies comparative studies, the role of labor resources as one of the key elements in regional development in the implementation of spatial development strategies of the Russian Federation and an updated strategy for the coordinated development of China is analyzed in a comparative aspect. Identified Russian and Chinese trends in high-quality training, the effective redistribution of labor resources for the needs of the regional economy of the two countries. In China, the primary tasks of labor management are the prospects for labor participation in technological progress, industrial modernization, and the economic growth of China's regions, while in Russia one of the key objectives of the development of a regional labor management system is effective employment of the population and solving the problem of centralization of resource flows leading to the intensified socio-economic unevenness of the regions of Russia

The goal of this research is to reveal the role of foreign experts in the period of industrialization of the Soviet economy (1929–1933) on the example of the development of Stalingrad industry. Using the data from the State Archive of Volgograd Region and scientific literature, the author discloses the factors of engaging foreign experts in Stalingrad enterprises, forms of their employment, size, and qualitative characteristics. The subject of this research is the foreign experts involved in the industrial enterprises in Stalingrad. The article is based on the systemic approach, which views foreign experts as part of the labor resources of Stalingrad industrial enterprises; as well as on structural-functional analysis, which reveals the vectors and scope of activity of the foreign employees. The novelty of this research consists in introduction of new archival data into the scientific discourse, as well as in comprehensive analysis of the reminiscences of some foreign specialists about the specificity of their work. The following conclusions were made: the reason for inviting foreign expert to the USSR during the Industrialization period was substantiated by shortage of competent personnel and engineering-technical workers, who would have been capable to accomplish the tasks of building the new type of enterprise; hundreds of foreign specialists were brought to the factories of Stalingrad via legal or illegal methods’; over the period from 1930 to 1933, the number of foreign experts has gradually decreased due to increase in the number of the local qualified personnel; despite this fact, foreign employees and their experience in engineering, construction oversight, introduction of new methods of production to the Soviet workers became the starting point for the rapid development of Stalingrad industry.

Subject. The article is an attempt to evaluate how the COVID-19 pandemic influences the economic development in Russia, illustrating the case of the tube rolling industry. Objectives. I examine and evaluate how adverse crisis implications of the COVID-19 pandemic could possibly be eliminated in the tube rolling industry, ensuring the economic security of Russia. Methods. The study involves methods of empirical and theoretical research, such as systems and empirical analysis, formal characterization, abstraction, observation, generalization, assessment, and partial methods of economic and statistical analysis. Results. I generally describe the economic situation during the COVID-19 pandemic, evaluate the impact of ties between the oil and tube rolling industries on the economic sovereignty and security of Russia, role of the tube rolling industry in the economic security of the State. I analyzed the impact of the COVID-19 pandemic on the goods circulation in the tube rolling industry and found probable implications of economic destruction for Russia due to the COVID-19 pandemic, and proposed possible solutions for the tube rolling industry. Conclusions and Relevance. The economic security of the tube rolling industry during the current pandemic is exposed to the destruction of foreign trade between countries exporting tube rolling products, price drop and a reduction in the consumption of energy resources worldwide, capital flight, a decrease in labor resources, slowing business activity and restricted transportation tube rolling products, growing uncertainty on the consumption of tube rolling products. The menacing threats can be eliminated given the State intervenes and regulates the Russian tube rolling industry so as to create favorable conditions for the beneficial economic operations.

In the context of the recent labor shortages in Eastern European countries, Romania included, companies, organizations and decision makers need to strongly address the issue of labor motivation for increasing worker performance and also for attracting the scarce labor resources. The main goal of the research is to explore new determinants of work motivation, such as regional sustainability and also individual factors related to individual expectations. Therefore, the responsive methodology used for this purpose implies a multilevel econometric modelling, in which the first level regards individuals, and the second one consists in development regions. Moreover, the role of individual factors is tested using Vroom’s theory of expectations and filling a gap in the existing literature on work motivation in developing, post-communist economies. The main findings prove that one dimension of sustainability, namely social sustainability has a significant impact on work motivation, alongside with four dimensions of individual factors. Economic and environmental sustainability have no significant impact on work motivation in the case of Romanian workers.

Incentive tourism is gaining popularity in the corporate culture of Russian organizations, as an element of staff motivation. The trends of recent years show that the geography of exotic countries for incentive tourism is expanding, unusual events are offered based on bright, emotional impressions, which are developed in conjunction with customer organizations and MICE agencies or travel agencies. These can be a case studies — traveling with a surprise, interactive incentive programs, team building programs, an interesting quest, etc. Sometimes, the purpose of an organization is to identify employee qualities or to observe how employees will behave in an unusual stressful situation. Incentive travel is the fastest growing sector of the business event industry with the highest expenditure per capita and the most extensive coverage.

This article discusses the role of gamifi cation as the hr-tool for the development of the company’s innovation culture, which plays a crucial role in the process of generation, introduction and implementation of innovations in production activities, defi nes such a concept as “personnel innovation culture” and reveals its main elements. The effi ciency of using the gamifi cation process is analyzed in accordance with the main characteristics of the company’s innovative personnel, the essence and functions of gamifi cation in terms of staff motivation and motivation are explained. The structure of the gamifi cation process, the stages of development of this process and the formulation of business games are examined, the experience of Russian companies in introducing gamifi cation into the management process is analyzed.

In the article the place of reward is investigational for labour in the process of motivation of personnel. The role of material and labour motivation of personnel is studied. It is set that the feature of economic reasons is that workers, executing the put asks, aim to get a fee for the labour. It is found out, that by economic instruments, that assist the effective reward of personnel of enterprises there is a salary, bonuses, percents from a sale, different payment sand privileges. The mechanisms of behavior of people are investigational informing of reasons to productive labour. Research results specified that for a working man important is realization of such necessities at labour as: providing of material welfare, self realization, achievement of certain social sttus, receipt of social guarantees, stability and confidence. It is set that the level of material motivation directly depend son the presence of close connection between labour payment and reward for labour. Such connection is arrived at by correct scientific organization of salary, that in practice is determined by the organizationally-economic mechanism of estimation of labour payment of the hired workers and forming of parameters of salary. Directions of activation of the use of effective material motivation of personnel and non-material rewards are exposed. The new methods of reward are offered for labouring the processor motivation of personnel.
