This research wants to lay emphasis on topics that historicize and rescue concepts, in addition, shows the relation between innovation and socioeconomic development resulted; reviews the legal framework to stimulate new innovation into Brazilian society; considers the definition and the entrepreneur university's new paradigm; and finally, this research highlights the importance of teaching entrepreneur at universities, with straight society benefits. The results suggests that innovation is directly enrolled with a successful development of certain society, as well, is actually the biggest business competitive differential into corporative universe. In one way of getting results of social advancement to inform entrepreneur research practice, it appears that entrepreneurs concepts, necessarily, must be incorporated into the array of Science/Technology/Innovation for the effective development of supported formula. This article develops a thought about actual scientific researches paradigm, the way that is built on today, and if it's sufficient to effectively get the results that society expects from main bodies to create human resource and researches, especially those with innovation aspects, at Brazilian economic improvement.

The purpose of this study is to provide other developing countries in the region a reference on the successful design education reformation in Taiwan. The study first reviews Taiwan’s economic and design development to show their interconnection with local culture and the global market. Next, the study explores Taiwan’s design education development which transforms from adopting STEM (science, technology, engineering, mathematics) to STEAM (science, technology, engineering, art, mathematics) in secondary school, and understands how it overcomes challenges by the help of both public and private sectors. Last, a conceptual framework is proposed to present and study Taiwan’s design education development. The result from case studies validates that STEAM can reach SAD (science, arts, and design) in higher education and CHEER (collaboration, humanity, empathy, ecology, and renaissance) in design practice. Therefore, the result and implications provided by this study can serve as a reference for other countries in the region who share similar cultural and socioeconomic development and future goals as Taiwan.

В современное время нефтегазовая отрасль обладает большим потенциалом для развития экономики, благодаря чему ее регулированию уделяется внимание на международном уровне. К примеру, стоит упомянуть Организацию стран - экспортеров нефти, которая была создана нефтедобывающими странами в целях контроля квот добычи на нефть. Актуальность публикации заключается в том, что на сегодняшний день нефтяная отрасль продолжает оказывать значительное влияние на экономику стран, чье устойчивое развитие определяется успешным развитием нефтяной промышленности. Рассмотреть, проанализировать и обозначить, на наш взгляд, перспективы эффективного развития отраслей нефтяной промышленности Российской Федерации, по сравнению с развитием нефтяной промышленности гигантов данной отрасли - Саудовской Аравии и Соединенных Штатов Америки, явилось целью исследования в данной статье. In modern times, the oil and gas industry has great potential for the development of the economy, due to which its regulation is paid attention at the international level. For example, it is worth mentioning the Organization of Petroleum Exporting Countries, which was established by oil-producing countries to control oil production quotas. The relevance of the publication is that today the oil industry continues to have a significant impact on the economies of countries whose sustainable development is determined by the successful development of the oil industry. To consider, analyse and outline, in our opinion, the prospects for the effective development of the oil industries of the Russian Federation, in comparison with the development of the oil industry of the following giants of this industry of Saudi Arabia and the United States of America, was the purpose of the study in this article.

The recognition of science and technology as a risk activity, focusing on results rather than procedures, means that researchers are more effectively engaged in activities involving innovation. The purpose of this article is to analyze the applicability of law known as the Legal Framework of Science and Technology, and it was constructed with bibliographical support seeking to contribute to a different view of the control organs regarding the research. The new Brazilian legislation brings with it the expectation that research and market have a process of approximation, reducing the distance between the knowledge produced in universities and their transformation into wealth. The possibilities arising from the new legislation tend to have effects in solving problems of quality, productivity, cost reduction, with the possibility of incorporating benefits to production and competitiveness, with the introduction of technology, methods and processes aligned with lean production. It concludes that the Legal Framework for Science and Technology, with its specific purpose of reducing bureaucracy in the country's research and innovation activities in general, is an important instrument in the integration of the academic and scientific community at all levels, and companies, representing a new path to boost the process of education.

The gradual “penetration” of an innovative, digitally-oriented information society, in the scope of the actual convergence among telecommunications, broadcasting and information technology, create primary opportunities for access and exploitation of Public Sector Information (PSI), in the context of a fully competitive and liberalised European electronic communications market. There are now significant challenges on the scene, for improving mutual communication between public sector and private companies, thus creating chances for exploiting new opportunities, to the benefit of the broader European market(s). However, the non-existence of an appropriate legal framework governing the conditions and/or terms for the commercial use of PSI constitutes a serious drawback for any serious attempt towards evolution, and for an effective development of a European e-Communications market. Recent European regulatory-oriented policies have established and supported suitable measures and provisions, to ensure access to PSI for all interested parties and for their “free” circulation among Member States. In the context of the suggested contribution we examine current European harmonization regulatory measures, towards creating transparency and legal security for all market players involved in the wider content market, thus contributing to growth.

Emerging economies have unique characteristics. Governments should promote effective development policies taking into account the particularities of each country. Public spending in the educational system for stimulating technological and scientific progress should be part of the government’s agenda on socioeconomic development, creating successful strategies to stimulate robust and innovative processes directed to meet internal demands. The investment in research and development by developing countries such as China has improved their economy and it allows them to become leaders in different sectors of the international market.

Promotion of agritourism in Russian regions is a key condition for the formation and development of this promising trend of tourism industry. Comprehensive elaboration of regulatory and legal framework, as well as the consolidation and the multifaceted support of the municipal and regional authorities are in need for its implementation. The article is devoted to assessing the current state and development problems of agritourism in Tambov region. Agritourism in Tambov region is at the initial stage. In the region there is a complex of natural, cultural, historical and socio-economic condi- tions for its development. However, there are a number of difficulties (legal, infrastructure and others). The state and regional programs for the domestic tourism development and support for small businesses in rural areas are the most important element for the successful development of rural tourism. The article provides an analysis of tourist potential of Tambov region and identifies the problems and prospects of domestic tourism development. The author describes possibilities of agritourism for promotion and innovative development of domestic tourism, as well as justifies the necessity of the various forms of supporting tourism destinations. Tambov is currently one of the most promising regions of Russia for investments in tourism development, especially agritourism. However, successful development of this kind of business needs not only support at the municipal level. The solution of problem of agritourism development lies at the regional level. In addition, systematic work is needed in the field of professional training in rural tourism activities. For this purpose, in the region a system of continuous education in agribusiness has been developed It includes the implementation of the project activities with school children in the field of rural tourism, professional training of bachelors of technology and organization of excursion services (Agritourism) and advanced training courses for workers of RF Ministry of Agriculture

The paper studies the historical and legal background of the formation and development of government procurement in Ukraine. It analyzes the essence and significance of public procurement for the effective development of budgetary enterprises, institutions and organizations in different historical periods. It has been established that public procurement took various forms long before the independence of Ukraine. State orders are considered in the context of the broader problem of state regulation of the economy, namely one of the most serious and ambiguous economic problems is the rational interaction of the state and the market system in the process of public procurement. It is substantiated that a full-fledged national economy largely depends on how transparent and economically justified public expenditures on the maintenance of institutions financed from the state budget. Detected that one of the most promising ways to implement the concept of rational and efficient use of budget funds is the widespread introduction of a single structured system in the procurement of goods, works and services for public needs, based on competition, transparency, non-discrimination and decentralization. The paper reviews specifics of legislative regulation of public procurement in the relevant periods. The stage of transition of the system of centralized production planning, distribution of material and technical resources, the function of the state order as an absolute state regulator in the production of products and services to the means of meeting the needs of material resources, products, works and services of consumers supported by the state budget. It identifies the main differences in the approaches to understanding the essence of public procurement. The paper provides a detailed description of the influence of factors and circumstances on the development of the legal framework of public procurement. It determines and substantiates government procurement development periods. The paper analyzes the negative effects of omissions and non-finalization of the legal framework of each respective period. It studies the methods of and reasons for changing the terminology in the formation of the conceptual apparatus of the modern legal framework. Conclusions on changes, additions and adjustments to the legal framework of public procurement are provided. The paper assesses the main differences between the adopted public procurement laws.


In this article, the essence of local borrowing was formulated and different notions for “local borrowing” were taken into consideration. It is determined that local borrowing is one of the most important sources of replenishment of local budget revenues, which can be directed to the solution of current and long-term problems, as well as the implementation of socio-economic programs of local governments. The relevance of supplementing the local budgets of Ukraine at the expanse of local borrowing within the framework of financial decentralization was noted. It is substantiated that for the effective development of the system of local loans in Ukraine it is necessary to explore and use foreign experience in the formation of the legal and regulatory base of the functioning of the system of local borrowing. It has been researched that the existing legal framework is imperfect and incomplete, which significantly influences the development of the local borrowing institute. The state of the municipal borrowing market in Ukraine has been analyzed. It is established that the level of efficiency of municipal loans to Ukraine is very low. The tasks were introduced that will help to build the effective system of local borrowing regulation. It is revealed that the local borrowing market in Ukraine is still in its initial stage of development and is not fully developed. In connection with this, the main problems of its development are identified, among them: increasing risk of late repayment and payment of debt obligations, reduction of demand for municipal securities due to deterioration of liquidity of financial intermediaries and lack of transparency of information on activity issuers. It is proposed to improve the functioning of the local borrowing market in Ukraine by introducing an appropriate legal framework for the issuance and placement of local loan securities, widening access of local governments to the internal and external borrowing market, and simplifying the procedures for obtaining permits and registering municipal bond issues.
