The article reconstructs the unknown life and activity facts about Ilya M. Kamov (1873–1942) an eminent personality of practice-oriented education in Irkutsk in the first quarter of the 20th century. The authors focus their attention on the «works and days» of the teacher dedicated to Irkutsk Industrial College and also to the City’s Commercial College and Irkutsk Industrial and Economic Institute founded on the basis of the latter, where he was Director. On the pages of this article, we can see the eminent figure of a real enthusiast oriented at practical professional education. The content of the article is beyond the scope of the historical storyline reconstructed in it. The historical events of secondary and higher professional school are considered in the wider context of the period of the so called «pragmatic» turn in pre- and post-revolutionary Russian education, which meant submission of the country’s educational policy to the needs of modernization and, namely, of industrialization. Even the professional activity of the main character of the article reflects the clear line of institutional thinking of practice-oriented education development of that period from technical education to commercial one with their subsequent amalgamation in the framework of industrial and economic education, on the one hand, and from secondary professional to higher education, on the other hand.

The authors focus their attention on «the works and days» of the educator related to Irkutsk Industrial College and also to the City Commercial College and Irkutsk Economic and Industry Institute founded on its basis, the director of which he was. The article reconstructs the prominent figure of a real enthusiast of public education in Russia, oriented at the practice of professional education. The content of the article goes far beyond the scope of the local historical issues developed in it. The historical events of secondary and higher professional school of the region are considered in a broader context of the epoch of the so called «pragmatic» turn of the pre- and post-revolutionary Russian education which consisted in adapting the educational policy for the needs of modernization and, more precisely, for those of the country’s industrialization. Even the professional career of the main character of the article reflects the main institutional logic of the practice oriented education development in that period, from the technical education to the commercial one with their subsequent amalgamation into industrial and economic education, on the one hand, and from secondary professional to higher education, on the other hand.

The article contents the problems of the organization of present methodical service: the different interpretations of the activities, objectives, tasks, various forms of institutions offering information and methodological support of the educational process, regarding aspects of finance - state-owned, independent, low cost, as well as on the main activity - educational institutions of additional professional education or not. The article presents the results of the analysis of the structures and functioning of municipal methodical service of Russia. The difference in the interpretation of municipal methodical service determines the organization of the Methodist work blurring. The article offers solution to according problem by standardizing the professional activity of municipal methodical service, process of methodological support of educational activities, professional paths of Methodists based on standardization of Methodists competences. The article proposed a system of professional competence of the present Methodist of municipal methodical service.

Immediacy of such a problem as health professionals’ information competence formation is due to the necessity of continuing improvement of pedagogical approaches, methods and technologies of educating medical staff how to use information technologies in their professional activity to provide for their correspondence to the stable and outrunning level of society development in the process of education and healthcare digital transformation. The article aims at the formation of methodological approaches to the pedagogical process studying the use of information technologies in the framework of post-graduate continuing education of health professionals taking into account their professional requirements and work specifics. The leading method of the problem study is the method of involved observation that enabled to make authentic comparison and analyze inquiries of 349 professionals attending the courses of continuing education. The article shows that the applied pedagogical approaches and methods have to correspond to the modern level of information technologies and digital education development, characterized by qualitative changes in the technologies that process and transfer data and widely use the intellectual decision making systems. It states the results obtained in the practical implementation of the offered theoretical and methodological approaches to the process of health professionals’ information competence formation. This results in the developed complex of methodological approaches to teaching information technologies at the general scientific, specific scientific and method and technological levels enabling the formation of health professionals’ information competence. The article can be useful for students and teachers of pedagogical universities, teachers of medical universities and institutions involved in health professionals’ continuing education.

The problem of lack of competitiveness in state-of-the-art education is getting a substantial problem for Russian education development. The phenomenon of competitiveness, applied to the system of education, provides an overview of different rating scales, allowing us to evaluate different aspects of competitiveness and quality of Russian education. According to the set of criteria, Russia demonstrates consistent indicators in many ways: results of education, internal unity, effectiveness of resource utilization. In that time, the most problematic results are related to indicators of economic effectiveness of education, development of scientific- educational sets and collaborations, practical effect of education. In these conditions, the digital transformation is based on one of the most important systemic solutions to all the problems, which means that it is especially important in connection with pandemics. The main result of the articles is the annotations of the six major projects of modernization and the increase of competitiveness of the Russian system of vocational education in the context of digital transformations of educational means.

The article deals with the directions of professional education development, which are related to the necessity of focusing on the labor market needs, namely the competent direction of future specialists’ training, the implementation of the conceptual provisions for the standardization of professional education. The relevance of the tendency of professional education’s orientation onto the modern labor market is defined in the article. The purpose of the article is to investigate the peculiarities of the professional activity of teachers of modern vocational education and their influence on decision-making processes. The authors of the article have made an attempt to substantiate the analysis of the peculiarities of introducing a competence-oriented approach into education as one of the effective ways of its reformation and improvement. It is identified the cause-effect character of the necessity of designing a common methodology for the formation of the specialist’s competence and the urgent solution of the problem of professional education standardization. The authors have also defined the main contradiction of this process, which is seen in the lack of involving business entities, those are the customers of the future specialists’ training, in the process of creating qualification standards. The authors have noted that nowadays the activity of teachers on standardization of professional education on a competence basis becomes the main direction of the implementation of modernization reforms in education. Therefore, in order to achieve objectivity in the professional training teachers’ decision-making, the authors of the article have proposed to apply ideas and methods of information- extreme intellectual technology. This method of information-extreme intellectual technology (IEI-technology) for data analysis is based on maximizing the information capacity of the system in the machine teaching process, grounded onto the algorithm of the information- analytical system on the adaptation of the graduation department’s study content to the labor market requirements. The authors have made a conclusion that, minding the further development of a model of competency education associated with the transition from the general theoretical understanding of the peculiarities of constructing subject-based educational programs, situational-simulation technologies and control-measuring methods that are adequate to practical implementation with the use of modern information systems, the special attention should be paid to the creation of educational standards, according to which educational programs and educational disciplines’ content will be formed, aimed at a competency rather than on material indicators.

Introduction. In the context of fundamental changes which have occurred in the last decades in the world of professions and transition from monoprofessionalism to poly-professionalism, a modern man needs to have an ability to freely navigate the modern labour market, to quickly diversify contents and quality of the professional activity, and, if thought appropriate, to change an occupation without difficulty. Nowadays, the requirements for the teachers of vocational training are designed in a completely different way to provide high-quality lifelong learning.The aimof the research is to reveal the psychological readiness of teachers of vocational school for the development of new types of learning activities in the conditions of a professional reorientation.Methodology and research methods. The methodological framework of the present research is based on conceptual provisions of the personal-focused, subject, competency-based and system approaches to vocational education, as well as theories of the psychology of abilities and organization of continuing the professional education of adults. General scientific methods such as analysis, synthesis, specification and generalization were applied. Techniques of psychological and pedagogical observation and questionnaire were used at the diagnostic phase of the study as the leading ones.Results and scientific novelty. The concepts of “professionalization”, “professional self-determination”, “transprofessional competencies” and “psycho-pedagogical assistance” are clarified. It is stated that under the increasingly complex socio-cultural and professional environment there is the need for pedagogical personnel capable to carry out continuing training and retraining of mid-level professionals for the real sector of the economy and the social sphere in compliance with the international standards and advanced technologies. Based on the content of scientific sources, a list of systematically important transprofessional competencies to provide psychological readiness of teachers of vocational school for new kinds of activities is drawn up. Results of a diagnostic questioning are described; the respondents were teachers and employees of methodical offices of vocational-oriented education of various colleges of Yekaterinburg and Novouralsk who do not have a basic pedagogical education. Using the processing of the obtained data, it is established that teachers, on the one hand, understand the essence and objectives of their work; on the other, they can not independently respond to their personal needs to reevaluate own professional position due to the use of outdated methods and stereotypic ways of training. Conclusions are drawn that most of the interviewed teachers have no ability to conduct overtime professional activity that enables to carry a standard teaching load; a considerable part of teachers need acquisition of additional pedagogical and transprofessional competencies.The authors outlined the proposal to develop a combinatory technology of psycho-pedagogical support for teachers of vocational schools to improve the current situation. The functionality of this technology, its tasks, structural components, possible methods and estimated effects of its implementation in practice of the SPE (Secondary Professional Education) system are noted.Practical significance. The materials of the present paper can be useful for managerial staff, psychologists and training specialists of the SPE system who are engaged in the issues of teacher professional development.

В стратегии национального развития поставлена важная задача профессиональному образованию – подготовить кадры для обновления экономики и обеспечения ее конкурентоспособности на мировом рынке. Опыт профессионального образования свидетельствует о том, что образовательный процесс, последовательно осуществляемый в академической среде, а затем в сфере профессиональной деятельности, в условиях высокой динамики информационных процессов ведет к быстрому устареванию знаний. Определенная новым образовательным стандартом компетентностная направленность имеет усеченный характер, когда речь идет об инновационных продуктах, создание которых требует включенности субъекта в инновационный процесс. Актуализируется модель образовательного кластера, основанного на интеграции гетерогенных социальных сфер – образования и профессиональной деятельности, в целостности которых осуществляется подготовка специалистов. Исследуется основа интеграционной формы образовательного кластера – комплементарность субъектов гетерогенных социальных сфер, которые в статусе участников кластера могут привлекать дополнительные ресурсы в свою профессиональную деятельность. Выводы могут быть использованы при принятии решения региональных субъектов о вхождении в образовательный кластер для создания преимуществ собственного бизнеса. The national development strategy sets an important task for vocational education – to prepare personnel for the renewal of the economy and ensuring its competitiveness in the world market. The experience of professional education shows that the educational process, consistently carried out in the academic environment, and then in the field of professional activity in the conditions of high dynamics of information processes, leads to a rapid obsolescence of knowledge. The competence orientation defined by the new educational standard has a truncated character when it comes to innovative products, the creation of which requires the involvement of the subject in the innovation process. The model of an educational cluster based on the integration of heterogeneous social spheres – education and professional activity, in the integrity of which the training of specialists is carried out, is updated. The article examines the basis of the integration form of an educational cluster – the complementarity of the subjects of heterogeneous social spheres, who, as members of the cluster, can attract additional resources to their professional activities. The conclusions can be used in making decisions of regional entities about joining the educational cluster to create the advantages of their own business.

Within the implementation of the national strategy for improving financial competency and financial education in Russia, aimed at the broad masses of the population, any experience in promoting financial competency among young people, accumulated in the system of training bachelors of Economics, will be useful. The purpose of the article is to present the methodological and practical aspects of teaching the basics of financial calculations of future economists and the formation of computer modeling skills in the field of financial and economic activity. The reason for writing the article was the problem of interdisciplinary integration in the system of financial and economic education. The analysis of educational literature and curricula of the system of secondary and higher professional education, as well as the study and generalization of pedagogical experience showed weak integration of mathematical and economic disciplines with information technologies. The article also presents the problems associated with the calculations in the financial and economic activities with the use of computer modeling. The elements of the presented methods of teaching the basics of financial computing in conjunction with the modeling of financial problems on the computer can be useful for both school teachers and university teachers of mathematics and computer science.

Aim. The presented study aims to determine the key employment parameters that allow bachelor’s and master’s degree students to combine work with professional education in the optimal way and help people enrolled on further professional education to maintain a balance between work and family functions.Tasks. The authors analyze surveys of bachelor’s and master’s degree undergraduates and graduates of continuing professional education (CPE) programs of the Faculty of Economics of Lomonosov Moscow State University (MSU).Methods. This study uses general logical methods: dialectical, logical, comparative, and systems analysis; methods of sociological research, including public surveys.Results. The authors identify major employment characteristics that help working students maintain high academic performance and positively affect the work-family balance of older people receiving further professional education.Conclusions. Increased flexibility of the labor market in the form of more part-time job offers could make a significant contribution to maintaining and improving the quality of training of students who combine work and studies, which is especially relevant for bachelor’s degree students. Diversifying the available forms of employment can positively affect the decision to gain intitial professional experience while studying at the university. Due to the development of remote employment, the forms of occupation available to students need to be further studied in detail.
