The trends in the official Russian arctic media discourse reflect a sustainable public interest to the issues of the Arctic national development, as well as to the geo-political situation and Russia’s military buildup in the North. The article analyzes the trends in the coverage of Arctic-related issues in the official Russian discourse by the example of “Rossiyskaya Gazeta” — the official print newspaper of RF government. The study covers the period of 2001–2018, which is characterized by topicality of arctic discourse. The dynamics of the discourse can be visibly divided into two stages. The first stage started in 2001 and finished in 2007 with the Russian expedition “Arctic-2007”, which planted the flag of the Russian Federation on the bottom of the Arctic Ocean. The discourse of the stage features low frequency of publications on the topic and neutral emotional text sentiment. The discourse of the second stage (2008–2018) exhibits a noticeably wider topical range of publications on Arctic-related issues, as well as their reactionary and agonic spirit. The analysis resulted in an inference that the publications on Arctic-related problems in the newspaper reflect the official position of RF authorities, and have a specific-reason character.

The article presents a methodology for a comprehensive assessment of the environmental situation in Russian Federation regions based on the pollution index and the index of the ecological tension. The evaluation was carried out in two stages. At the first stage, the degree of pollution of the atmosphere, hydrosphere and lithosphere of the regions was estimated on the basis of the emission of pollutants into the atmosphere, departing from stationary sources, the formation of solid domestic wastes (SDW) and the discharge of contaminated wastewater. Based on these three indicators, a pollution index was constructed that estimates aggregate pollution level. In the second stage, the authors made the estimation of loads generated by atmospheric emissions, solid waste and waste water discharged into the territory of each region, per capita and in relation to the environmental capacity of the economy. This allows us to take into account the area of pollution, anthropogenic pressure and environmental responsibility of the population, as well as the environmental friendliness of production. On the basis of relative indicators, the index of ecological tension was created.

Abstract This paper constructs and analyzes a reduced nonlinear stochastic model of extratropical low-frequency variability. To do so, it applies multilevel quadratic regression to the output of a long simulation of a global baroclinic, quasigeostrophic, three-level (QG3) model with topography; the model's phase space has a dimension of O(104). The reduced model has 45 variables and captures well the non-Gaussian features of the QG3 model's probability density function (PDF). In particular, the reduced model's PDF shares with the QG3 model its four anomalously persistent flow patterns, which correspond to opposite phases of the Arctic Oscillation and the North Atlantic Oscillation, as well as the Markov chain of transitions between these regimes. In addition, multichannel singular spectrum analysis identifies intraseasonal oscillations with a period of 35–37 days and of 20 days in the data generated by both the QG3 model and its low-dimensional analog. An analytical and numerical study of the reduced model starts with the fixed points and oscillatory eigenmodes of the model's deterministic part and uses systematically an increasing noise parameter to connect these with the behavior of the full, stochastically forced model version. The results of this study point to the origin of the QG3 model's multiple regimes and intraseasonal oscillations and identify the connections between the two types of behavior.

The Russian Federations drive to reestablish itself as a global power has severe security implications for the United States, its Arctic neighbors, and the North Atlantic Treaty Organization as a whole. The former Commander of United States Naval Forces Europe Admiral Mark Ferguson noted that the re-militarization of Russian security policy in the Arctic is one of the most significant developments in the twenty-first century adding that Russia is creating an “Arc of steel from the Arctic to the Mediterranean” (Herbst 2016, 166). Although the Russian Federation postulates its expansion into the Arctic is for purely economic means, the reality of the military hardware being placed in the region by the Russians tells otherwise. Implementation of military hardware such as anti-air defenses is contrary to the stipulated purposes of the Russian Government in the region. Therefore is the Russian Federation building strategic military bases in the Arctic to challenge the United States hegemony due to the mistreatment against the Russians by the United States and NATO after the collapse of the Soviet Union.

The Katav-Ivanovsk transpression zone experienced at least two stages of tectonic deformations, and the sequence of deformations was approximately the same throughout the entire zone — from the Bakal-Satka fault in the south to the Suleimsky fault in the north. Three stages of the formation of parageneses were identified. The parageneses of the first and the second stages were formed in a pure shear environment, and the paragenesis of the third stage — in a simple shear environment. There are stylolites (S1) parallel to bedding, and mineral veins (V1) in the paragenesis of the first stage. Paragenesis of the second stage combines stylolites (S2), mineral veins (V2) and intergranular cleavage (S2). In paragenesis of the third stage were distinguished schistosity (S3), milonites (S3), cataclasites, mica packets (SC-textures), and the rotation structures of porphyroblasts.

Abstract The controls that affect the structure and timing of terminations are still poorly understood. We studied a tufa deposit from the Iberian Peninsula that covers Termination II (T-II) and whose chronology was synchronized to speleothem records. We used the same chronology to synchronize ocean sediments from the North Atlantic to correlate major climate events in a common timescale. We identify two stages within T-II. The first stage started with the increase of boreal summer integrated solar insolation, and during this stage three millennial climate oscillations were recorded. These oscillations resulted from complex ocean–atmosphere interactions in the Nordic seas, caused by the progressive decay of Northern Hemisphere ice-sheets. The second stage commenced after a glacial outburst that caused the collapse of the Thermohaline Circulation, a massive Heinrich event, and the onset of the Bipolar Seesaw Mechanism (BSM) that eventually permitted the completion of T-II. The pace of the millennial oscillations during the first stage of T-II controlled the onset of the second stage, when the termination became a non-reversible and global phenomenon that accelerated the deglaciation. During the last the two terminations, the BSM was triggered by different detailed climate interactions, which suggests the occurrence of different modes of terminations.

In 1969 the Gravity Division of the Observatories Branch, Department of Energy, Mines and Resources, Ottawa, in cooperation with the Research, Development, and Programming Division of the Telecommunications and Electronics Branch of the Department of Transport, undertook an evaluation of the worldwide Omega Navigation System in the Arctic for the Polar Continental Shelf Project. Omega is a long‐range, very low frequency radio navigation system. It consists of 4 (Norway, Trinidad, Hawaii, and New York) of the planned 8 transmitters and provides navigational coverage for the North Atlantic area, North America, and parts of South America (Scull, 1969 and Dick‐Peddie, 1968). These stations presently transmit two frequencies (10.2 kHz and 13.6 kHz) in a sequential pattern synchronized in phase by means of atomic clocks (Tracor, 1968 and Findlay, 1968). The Omega receiver measures the difference of phase of received signals from a pair of transmitters. This measurement defines one line of position (LOP) in a family of hyperbolic lines. Lines of positions defined by the zero phase difference are the lines of position that are numbered on an Omega chart, and the distance between two such lines is known as a lane. A position is determined by the intersection of two lines of position within known lanes.

This paper analyses environmental factors and their influence on the human body in the Far North. The cold factor is considered separately. It is noted that adaptation to extreme environmental factors in the north resembles adaptive processes taking place in the body under stress. The article describes the phenotypic approach to preventing non-communicable diseases in the population based on the theory of adaptation, control theory, theory of functional systems and system approach. We suggest using a predictive model of the body in the form of an anatomico-physiological structure reflecting grouping of interacting organs and tissues by their physiological functions. The model is represented by the reaction norms of the body’s systems and by the rules of their interaction. With its help, one can identify the predisposition of the body’s systems to destruction and the corresponding cause-and-effect relationships in the body, as well as devise a personal algorithm for health preservation and carry out vocational selection. The predictive properties of the model are based on the manifestations of the adaptive response to environmental stress factors. The recommendations are preventive in nature and are aimed at stimulating the individual’s involvement in his/her health protection. Methods of influencing the homeostatic regulation of the body and increasing the capabilities of the immune system in the north are proposed, i.e. technologies for restoring the body’s circadian rhythm as well as activating the living environment and drinking water in order to prevent chronic non-infectious diseases. The suggested predictive model of the body contributes to the development of a general theory of adaptation and a general theory of pathology. The considered approach to health preservation is compatible with telemedicine and e-health technologies and can therefore make adequate medical services available to the population of the Far North, in particular to those living in remote areas. In this article, on the basis of documents stored in the funds of the State Archive of the Russian Federation, the Russian State Archive of Socio-Political History and the United State Archive of the Chelyabinsk Region, the regulation of the penitentiary justice authorities is considered. The aim of the paper is to identify the characteristic features of the regulation of the activities of the penitentiary justice bodies. The number of those convicted by the penitentiary courts for the period of their existence (1946–1956) is revealed. The characteristic features of the regulation of the activities of the penitentiary justice bodies are highlighted. These include the following. Firstly, the delphic language resulting in the lack of clearly defined competence for the penitentiary courts; their functions expanded and narrowed. Secondly, the inconsistency of the regulatory framework manifested in the fact that by-laws passed by the Ministry of Justice contradicted the legislation and limited the rights of the accused and defendants. The practice of the Judicial Collegium for Penitentiary Courts of the USSR Supreme Court was not consistent. The author distinguishes two stages in the development of the competence of prison camp courts. The first one that lasted until the early 1950s was the period of expansion. The second stage was reduction of competence. At the same time, initially the reduction of competence was not common. But, after the death of I. Stalin, this process became widespread.

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.

The subject of this research is the policy of the Russian Federation in the Arctic. The object is Russia’s chairmanship of the Arctic Council in 2021–2023. The author meticulously analyzes the positions of the state, taking into account national interests and peculiarities of the current international situation in the region. The article examines the domestic legislative acts adopted for regulation of the Arctic Region, as well as international documents aimed at sustainable development of the North. The conditions of collective security dictate moderate and clearly defined policy in the Arctic, which is the central arena for political action with the leading role of the Russian Federation until 2023. The conclusion is drawn that the Arctic Region is currently the most relevant vector of the policy of northern states. Chairmanship of the Russian Federation imposes enormous responsibility on the country, as despite the overall state of security in the region, there remains a range of unresolved issues. The attempts of institutionalization of the Arctic Council may become an implicit threat for the Russian Federation; this is why the systematization of domestic legislation and foreign policy actions on maintaining the health of ecosystem, cultural heritage, and environmental policy have become the priority vectors in the first year of Russia’s chairmanship. The overall responsibility of the leading actor the Arctic does not exclude the existence of classic threats to the security of state’s sovereignty, which requires accurate planning in subsequent years of the chairmanship.
