Globalization can be understood as a process changing the very essence of modern human civilization, penetrating all its spheres and currently manifesting itself mainly at the economic level. One-sided profit targeting, often just with short-term efficiency, leads to discontinuity changes and imbalance and not only in the economy. We can see operating at the same time breaks in the rules of nature, particularly in atmosphere protection, and contradictions between economic growth and sustainable development. The worldwide process of globalization is also accompanied by a process of localization. Here it is possible to observe differences between the newly emerged global culture and specific cultural traditions in regions. Global civilization changes interfere with the development of particular regions. Flexible and appropriate responses can be provided on condition human potential is developed. It can fully develop in all creative approaches only after the accomplishment of personal development and lifelong education. The quality of human resources is also related to the acceptance of the values of sustainable development and to creating personal identity with strong roots in traditional culture as well as maintaining regional specificities. For the management of human resources it is necessary to anchor the effort of human capital cultivation in business culture.

The article presents the idea of ​​developing the concept of effective employment and creating conditions for its implementation. Under modern conditions, theoretical constructs of full and productive employment contradict the requirements of innovation and information society, do not take into account the peculiarities of modern human resources, socialization of social and labor relations, the priority of improving the quality of life. Instead, the concept of effective employment resolves this contradiction, as it covers not only the economic results of employment, but also its social effectiveness. Employment can be considered effective, when ensures the productive use of human resources and, at the same time, leads to a significant increase in the living conditions of workers. The article notes that at the moment the Ukrainian economy has a model of inefficient employment. This is evidenced by underutilization of human potential, lack of effective jobs, the presence and even growth of unemployment, the spread of informal employment, imbalances, structural and regional disparities in the labor market, increasing migratory outflows of the working population. Employment inefficiencies affect the decline in key macroeconomic indicators. The article proves the need to develop a model of effective employment and proposes measures for its practical implementation. Among the factors of building an effective employment system in the article the emphasis is on such measures as the transition to indirect, soft forms of human resource management, stimulating innovative economic development in all its spheres and activities, developing flexible forms of employment, promoting self-employment, active social policy, including, first of all, modernization of relations in the field of compensation policy.

Education which is a system in the perspective of anthology is an attempt to humanize humans by an appropriate manner to achieve very high humane values as an attempt to change as well as to move the cultural values to any individual in society. But this view is difficult to achieve when the belief that a person's success will occur due to the efforts started early in order to organize their future without having an education. This paper will provide a breakthrough through leadership of education that is not only based on good intellectual ability, but also good emotional and spiritual. With the result that it will contribute qualified modern human resources. Modern human Resources is a human being who has the potential of ad equated intellectual quality. However, sometimes the potential is empty because it is not matched by the quality of the good faith or emotional. In the fact, they (modern humans) have good reasoning capability. However, the success which is useful in the future whether for themselves, the community, the nation and the state are not only enough by having logical thought only. But, it also requires EQ Emotional Quotient (level of emotional or personality) , CQ Creativity Quotient (level of creativity) and SQ Spiritual Quotient (level religiosities or faith and devotion to God. Thus , the national education system must be able to provide a solution- which is able to break of the empty circle of values and morals happening in education system around us . the empty circle we must combine as well as put the intellectual intelligence , emotional intelligence , and spiritual intelligence known as ESQ in order to get balance between the fulfillment of rights and vertical or horizontal obligations. ESQ is a role of the leadership of its resources which include Human Resources and Natural Resources with the organization as a model of leadership in education. ESQ if applied in educational leadership level, it would be beneficial along with the growth and development of the educational organization with the growth of moral values.

<p><em>In 2018, the quality of Indonesian human resources was ranked 87 out of 157 countries. The good growth of Indonesian human resources, of course, starts from the womb or prenatal period, under five years of age, children, adolescents, to working productive ages. This study chose the topic of stunting, because of the urgency to improve the competitiveness of Indonesian human resources in the regional and international realms. Superior human resources are certainly formed from a long process since childhood. This paper aims to apply the concept of sustainable development goals (SDGs) as a framework adopted by the Government of Indonesia in reducing the prevalence of stunting cases and to provide the latest holistic analysis regarding the implementation of SDGs policies by the Government of Indonesia in reducing the prevalence of stunting cases. This study used qualitative research methods. The result of this research is that collaboration between state and non-state actors is needed to handle stunting cases in Indonesia. Starting from the synergy between ministries / institutions and collaboration with academics, public health scholars, companies, and foreign parties. These results are important as recommendations for each stakeholder in implementing the SDGs concept to reduce the prevalence of stunting cases in Indonesia.</em></p>

This short paper makes the case that most impact assessment (IA) has sustainable development as the stated goal, but that it doesn't deliver sustainable outcomes. A key pillar of sustainable development is equity, both intra-generational (defined after Lamorgese and Geneletti (2013, p.119) as ensuring "equity of opportunity for everyone, particularly the poorest and most vulnerable members of the community and seek to create a good quality of life for everyone") and inter-generational equity (defined after Gibson et al. (2005, p. 235) as favouring "present options and actions that are most likely to preserve or enhance the opportunities and capabilities of future generations to live sustainably"). Notwithstanding the importance of intra-generational equity, this paper focuses on the problem that inter-generational equity presents to IA both because of the prevalence of short-term planning, and because approaches developed to deal with inherent uncertainty associated with impacts considered in the long term are overly resource intensive and therefore impractical. A research focus on IA processes that can deal with inter-generational impacts cost effectively might provide the basis on which to develop an IA tool that actually delivers on its stated goal and fits in with current decision-making norms.

The concept of sustainable development has begun to be developed, namely in line with current needs and without endangering future generations. In addition to focusing on environmental issues, this concept covers economic development, environmental protection and social development. However, this concept still tends to focus on short- term economic development. With the limitation of the State Revenue and Expenditure Budget (APBN) and the resources we have, it is not surprising that policymakers prefer shortcuts. As a result, the quality of economic growth has deteriorated. One of the efforts to harmonize the needs of economic growth and conservation of natural resources is the concept of a Green Economy. This article discusses how to calculate economic development as seen from the amount of Gross Domestic Product (GDP) from a Green Economy perspective. Batu City, as a tourism city that relies on natural conditions and its environment, needs to analyze its economic development from a Green Economy perspective in order to be sustainable. This article aimed to analyze the depletion of natural resources of the sub-sector “Provision of Accommodation and Food – Beverage” which supports tourism in Batu City. Bromo Tengger Semeru Arjuno Biosphere Reserve and Blambangan Biosphere Reserve in East Java was established as models for sustainable development area. Threats and opportunities in biosphere reserve management are including tenurials problems that are potentially able to disturb the conservation agenda in core zone of biosphere reserve. The aims of the research are to describe the biosphere reserve in East Java and to identify tenurials problem in biosphere reserve. It is become key for the successful of biosphere reserve programs. Result of the study shows that Bromo Tengger Semeru Arjuno Biosphere Reserve and Blambangan Biosphere Reserve are the important area for conservation and sustainable development in East Java. Tenurials conflict occurs and there are some aspect contributes to the conflict. The important aspect contribute to tenurials conflict includes economic needs, policy overlap, misperception about land status and ownership, misinformation and communication, relationship disharmony between party in community, and education quality of human resources surrounding biosphere reserve area.   Tenurials conflict mitigation is one of the key for successful biosphere reserve management. In such mitigation, fostering multi-sectorial approach and involving all of the party into integrative conflict mitigation strategy is important.Keywords: tenurial conflict; sustainable development; Biosphere reserve . Cagar Biosfer Bromo Tengger Semeru Arjuno (CB-BTSA) dan Cagar Biosfer Blambangan (CBB) di Jawa Timur diharapkan dapat menjadi model pengelolaan kawasan secara berkelanjutan. Kendala dan tantangan dalam pengelolaan cagar biosfer tersebut adalah permasalahan tenurial yang dapat mengannggu kegiatan konservasi di kawasan inti dari cagar biosfer. Tujuan penelitian ini adalah mendeskripsikan cagar biofer di Jawa Timur dan mengetahui permasalahan tenurial yang terjadi di kawasan CB-BTSA dan CB-B yang menjadi kunci dalam keberhasilan pengelolaan cagar biofer. Penelitian ini menunjukkn bahwa CBBTSA dan CB-B adalah kawasan strategis dalam program konservasi dan pembangunan berkelanjutan di JAwa Timur. Konflik tenurial masih terjadi, dan beberapa aspek yang melatar belakangi terjadinya konflik. Beberapa aspek tersebut antara lain adalah  tuntutan ekonomi, tumpang tindih kebijakan, pemahaman yang salah akan status tanah, mis-informasi dan komunikasi, disharmonisasi hubungan komponen masyarakat, penegakan hukum, dan  kualitas pendidikan masyarakat sekitar cagar biosfer. Penangan konflik tenurial menjadi salah satu kunci dari pengelolaan cagar biofer. Penanganan konflik tersebut mutlak dilakukan pendekatan multisektorial dan melibatkan semua komponen masyrakat.Kata kunci: konflik lahan; pembangunan berkelanjutan; Cagar Biosfer

The paper deals with regional differentiation of human resources and its determinants identified by selected indicators of human potential. The selection of correct and relevant indicators has a key role in the identification and measurement of human potential. The aim of the study is to outline causal and determinant relationship (the relation and the level of dependence) in the spatial differentiation of human resources in Europe and approaches to their interpretation. The main purpose of this paper is to analyze the link between human potential and quality or inequality of life and its effect on population from a demographic viewpoint. Methods of correlation and regression analyses were applied. A wide range of the most important and most often used human potential assessment indicators based on a basic systemic classification of human potential will also be presented. Although the first glance the quality of human resources situation in Europe might seem relatively compact, deeper analysis showed that there are quite significant regional differences. Our results show that set of specific condition a constant or moderately growing human capital may aggravate the consequences of population ageing rather than alleviate them. The important results of this study include recognition of the existence of several easily manageable methods and ways of measuring demographic and/or socio-economic solutions to the challenges posed by quality of human resources in Europe.

In his article Child movement in Russia as an instrument of modern human capital development the author puts forward the problem of underestimating and even complete ignoring children community unions while handling the task of preparing effective human potential for Russian regions. According to author the State as the customer of human capital and the children movement as a potential contract accepter at key stages of forming required values, competencies and traits, have not yet built regular “business” relationship: they have not defined exact goals of educational process according to current labour market demands, and have not drawn ”game rules” for educators market. Fineness of the publication is due to the fact that many advocates of pushing global human and Russian traditional spiritual values into education do not see themselves as professionals responsible for forming competencies for success at modern labour markets as well. Even the terms human capital, educators market, personal development program are strongly confronted by many teachers. But it is impossible not to talk about that. Especially after publishing State strategy of pedagogy in Russian Federation up to 2025 and its stating the task of forming national pedagogical ideal.

The article presents the meaning of human potential in philosophical and cultural anthropology. It shows that the understanding of human capital in management science should be based on the concept of human being and human activity as well as on ethics. The subjective treatment of a human being is important not only for human culture but also for the effectiveness of an organisation, human resources management and sustainable development.

This article presents the original approach towards assessment of human potential of the territory from the perspective of economic security. Despite a wide variety of scientific publications that touch upon the issues of assessing the quantity and quality of human resources, there is no comprehensive research on them as a structural element of the system of ensuring economic security of the country and its administrative-territorial units. At the same time, the development of human capital significantly impacts the level of economic security of public legal entities, and the indicators that characterize its state may serve as the &ldquo;markers&rdquo; that allow tracing the instance of occurrence of the borderline states that threaten territorial economy. In light of this, the author aims to develop the indicators that on the one hand describe the provision of territorial-economic complex with labor resources, and on the other hand the fulfillment of socioeconomic needs of the population. Combined, they determine the degree of protection of the territorial economy from threats that arise due to the changes in quantitative and qualitative parameters of human capital. In the course of this research, the author develops the system of coefficients that reflect the parameters of human potential of the territory, constant monitoring and comparison with the &ldquo;threshold&rdquo; values, which are objectively required for assessing the level of economic security of meso-formations. It is suggested to include relative, tempo-based indicators in the list. Their application is oriented towards determination of changes in the quantity and quality of human resources and the predisposition of the territorial-economic complex to strengthening (weakening) the destructive socioeconomic processes.
