The new coronavirus infection COVID-19 has posed a number of serious challenges not only for the Russian state, but also for the medical community. At the same time, doctors who are at the forefront of the fight against the pandemic can be safely attributed to the most affected professional group in all respects. The medical community had to not only promptly respond to new challenges, but also resolve issues related to the protection, health restoration and social protection of its own members. Specialists working in the social sphere also found themselves in an equally difficult situation. Measures taken at the state level to organize insurance, social protection and support for medical and social workers allowed us to maintain the human potential of the medical and social sphere. One of the most important links in the process of providing victims as a result of contact with coronavirus infection in the line of duty is a medical and social examination, on the decisions of which not only the possibility of receiving the types of state social assistance due, but also the volume and quality of the rehabilitation measures carried out depends largely. In the article, the authors consider the methodological foundations of medical and social expertise in coronavirus infection and the principles of determining the degree of disability and the appointment of rehabilitation measures, an overview of the main state social protection measures in relation to medical and social workers is given.

The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

The need for the development and content of students’ fundraising projects in the system of social workers professional training is substantiated. Based on the analysis of educational programs in the field 231 Social work (BSW and MSW), a conclusion is formulated on the lack of subjects on social fundraising in the content of social workers training. The basic principles, ethical requirements and essence of fundraising activity of social workers in the field of social protection of various groups of clients are defined. It is concluded that this activity requires specially formed professional knowledge and skills of a fundraiser, as well as developed personal qualities of a specialist capable to affect the volume, complex, algorithm of providing these resources in the planning, implementation and reporting of a social project. The content of knowledge, skills and abilities of social workers on fundraising design is clarified. The procedure and algorithm for students to develop educational projects in the process of studying the subject «Social Fundraising» (idea formulation, budget design, communication with donors, project implementation, reporting) are presented. The scope of knowledge, skills (informational, operational, design, reflective) and soft skills in the process of development of students' fundraising competence is characterized. Examples of tasks on practical classes on social fundraising are given. Tasks are aimed at forming students' theoretical knowledge of the course «Social Fundraising» (knowledge of basic concepts, principles and ethical norms of fundraising activities in the social sphere), as well as practical skills (development of fundraising projects related to socially vulnerable segments of the population; opinions on the feasibility of implementing a social project in the local or global dimension, creating a database of potential donors of a social project, developing a budget and chronology of the project, organizing appropriate communications with potential donors, etc.).

The analysis of the status of vocational training of social workers in European countries has shown that the training of specialists in the social sphere is based on social requirements and conceptual approaches, on the basis of which theoretical training of specialists is conducted taking into account the requirements of social practice. Social workers in European countries can work in a variety of institutions, regardless of their departmental affiliation, both in the field of social protection, in the healthcare, education, ministries for youth and sports, and other institutions. The activities of both social worker and social educator are oriented towards work with all categories of the population, children, adults, their families, the elderly; is aimed at activating socio-cultural and socio-pedagogical functions of society, family, community and individuals. Social workers in European countries face the same challenges and challenges in the process of their practical activity: — professionally advocate the interests of young people and citizens who can not do it on their own and need help; — show personal interest in organizing the control of the protection of a particular young person and to accompany the situation throughout the necessary period of life; — organize and support the stimulation of youth to develop constructive activity, own forces using personal reserves; — promote the emergence of a young man’s sympathy for other people who need help and intensify their activities in this direction; — take preventive measures in the social strata of young people and independently offer assistance; — pay attention to the authorities to factors that adversely affect certain social groups of the population and can have serious consequences, suggest ways of their prevention or mitigation; — influence local and central authorities in order to improve social protection of citizens. In order to successfully develop the system of vocational training of social workers in social protection of young people in Ukraine, it is necessary to study international experience, first of all European countries, as closer to certain factors of the mentality of societies and according to the state strategy of Ukraine for European integration. However, it is necessary to use the experience of European countries in the system of national higher education, taking into account political and socio-economic differences, including in cultural and historical traditions. The key goal of the social worker should be to create the greatest psychological comfort and protect the young person, and in the process of achieving this goal, it is necessary to unite the efforts of all specialists of the social-pedagogical and social sphere. The result of the work of social workers should be not only an effective system of social protection and assistance, but also ensuring the process of self-development of the individual.

Problems of social protection have become one of the most discussed in the world. Specialists of various specialties work in the social sphere: psychologists, lawyers, doctors, sociologists, etc. However, the leading role belongs to social specialists. There is a lack of social specialists, and if there are any, they do not understand exactly what they should do. The article deals with singling out the socio-pedagogical circumstances of the future social specialistseducation for an effective professional career. The focus is on analyzing of the modern directions of vocational education of future social workers. It is singled out and substantiate the socio-pedagogical circumstances for of future social professionalseducation for an effective professional career, such as: actualization and development of students' motivation to build a successful professional career; taking into account the peculiarities of the practical activities of social specialists and their transformational influences on various subjects of communication activities; gaining practical experience based on self-development. The socio-pedagogical circumstances of future social spesialists education is defined in the work as set of external and internal cconditions,  which implemant in the process of vocational education of future social workers will ensure effective formation of hard and soft skills,  fundamental qualities for an effective professional career. It is found out possible ways to implement the selected socio-pedagogical conditions in the vocationaleducation of the future social professionals for an effective professional career. The using of the different methods allowed to obtain objective information about the socio-pedagogical conditions of vocationaleducation of future social specialists to a successful professional career. The statistical data of the research are represented  using diagrams, tables and figures.

xSocial protection of the population is assigned a huge role, because in order to develop and prosper,the state must embody law and justice, the support of its population. The stability of society, its sustainabledevelopment, and, as a result, its national security depend on the state of the social sphere, the effectivenessof the policy pursued by the state in the sphere of social support of citizens. However, in connection with theevents of 2020, namely the pandemic of the new coronavirus infection, it can be stated that unemploymentin the Altai Territory has increased almost 2.2 times compared to last year. The level of migration outflow ofthe population from the region has increased more than 2 times. Also, in modern conditions, a cumbersome,costly and insufficiently effective system of measures of state social assistance in the form of various benefits,one-time payments provided on the basis of federal and regional social programs to families and citizens indifficult life situations has become a serious problem. Hence, we put forward a hypothesis about a drop in thedegree of satisfaction of citizens with social services. To confirm our hypothesis, we conducted an empiricalstudy — anonymous questioning of respondents regarding the problems of the state of social protection ofthe population in the Altai Territory.

The article outlines the historical milestones of the formation and development of the problem of professional competence of future social educators on social protection of youth rights from the 90s of the XX century to the present. The scientific literature on the research problem is analyzed. Conceptual approaches to professional training of future social educators on social protection of youth rights (systemic, civilizational, sociocultural, personal, activity, professional, socio-pedagogical, methodological technological) are defined and their essential characteristics are revealed. The content and structural components of the professional training of future social educators on social protection of youth rights are characterized. The peculiarities of development of both the system of becoming a profession of social educators and the system of its professional preparation for practical activity in the social sphere are given. The essence of the concept of «social education» is revealed. The importance of the influence of social education in its various interpretations on sociology, which is the basis of the development of the culture of social thinking in the XX-XXI centuries, is revealed. The factors of influence on the formation of the outlook values of future social educators are presented. The modern tendencies of professional training of future social educators on social protection of youth rights (intensification and extension of university education, multilevel and variability of education, strengthening of psychological and pedagogical and general educational components, integration) are determined. The peculiarities of vocational training of social pedagogues in several universities of Ukraine are studied

The article defines the content of welfare as a measure of socially oriented efficiency of economic growth, which reflects the appropriate level of providing the population with material and spiritual goods with the formation of favourable conditions for human development and capitalization of human potential in a competitive mobile space. The modern theory of welfare testifies to the deepening of scientific discussions on the transformation of economic welfare into mobile and inclusive, as well as the opposition of competitive and social protection welfare policy. Another milestone in the evolution of welfare theory is the individualization of its provision. Conditions of competition and mobility increase the importance of households in providing their well-being with further reflection on the processes of economic growth of the community, region, and state. This gives grounds to actualize the issues of household welfare research and strengthening economic growth based on behavioural economics. The needs, interests, motives, and incentives determine the economic behaviour of households. At higher levels, it defines an economic culture that is closely linked to the national mentality. In this regard, the main models of economic and social behaviour of households – socialization, adaptation, integration, values, regulation, and the definition of financial development strategies are outlined. Theoretical approaches to the explanation of economic behaviour are generalized, namely religious-ethical, psychological, substantive theories, theories of motivations and acquired needs, process theories, theories of justice, and others. Based on the ideas of foreign scientists, the main determinants of the economic policy of households are proposed. Political, stabilizing, and economic determinants are distinguished in the group of general determinants. In the group of determinants directly related to households, the financial, demographic, cultural, social, empirical, and psychological are suggested. The author’s emphasis is placed on the importance of the impact of financial determinants of the households’ economic behaviour, the central place among which is occupied by savings.

In this study, we explore the long-term trends of floodplain population dynamics at different spatial scales in the contiguous United States (U.S.). We exploit different types of datasets from 1790–2010—i.e., decadal spatial distribution for the population density in the US, global floodplains dataset, large-scale data of flood occurrence and damage, and structural and nonstructural flood protection measures for the US. At the national level, we found that the population initially settled down within the floodplains and then spread across its territory over time. At the state level, we observed that flood damages and national protection measures might have contributed to a learning effect, which in turn, shaped the floodplain population dynamics over time. Finally, at the county level, other socio-economic factors such as local flood insurances, economic activities, and socio-political context may predominantly influence the dynamics. Our study shows that different influencing factors affect floodplain population dynamics at different spatial scales. These facts are crucial for a reliable development and implementation of flood risk management planning.

The majority of COVID-19 cases in sub-Saharan Africa are found in South Africa, where one third of young people are not in employment, education or training. As the world continues to fight the COVID-19 virus spread, an increasing volume of studies are analysing and trying to predict the consequences of the pandemic on the economy and on physical and mental health. This article describes the economic and psychological impact of COVID-19 in South Africa’s youth specifically, the efforts made to tackle these issues, and the opportunities to integrate mental health into the country’s social protection measures, such as the Child Support Grant.
