In order to successfully develop the system of vocational training of social workers in social protection of young people in Ukraine, it is necessary to study international experience, first of all European countries, as closer to certain factors of the mentality of societies and according to the state strategy of Ukraine for European integration. However, it is necessary to use the experience of European countries in the system of national higher education, taking into account political and socio-economic differences, including in cultural and historical traditions. The key goal of the social worker should be to create the greatest psychological comfort and protect the young person, and in the process of achieving this goal, it is necessary to unite the efforts of all specialists of the social-pedagogical and social sphere. The result of the work of social workers should be not only an effective system of social protection and assistance, but also ensuring the process of self-development of the individual.

The need for R&D of social workers was due to the development of theoretical and methodological approaches and concepts of social work, the application of which involved the use of specific research tools. It is substantiated that the research subsystem of social work can be represented in the form of a model of the research environment, which reflects the relationship of three components: the social problem, methods of its research and tools for solving. The dialectical nature of social work, as well as the dynamic conditions in which it is carried out, determine a set of socio-economic, managerial and pedagogical factors that actualize the need for research in the social field. It is substantiated that R&D today is an integral element of professional social practice and is implemented both in the process of working with different categories of clients and in administrative and managerial activities. R&D provides adequate social order development of targeted comprehensive programs, projects and technologies of social protection, design and implementation of models of social institutions and services. As a result of a comprehensive study of the problem, the essential characteristics of R&D were clarified, which means the activity of obtaining new scientifically based knowledge aimed at purposeful change of social reality, which is realized in a logical sequence through the use of appropriate forms and methods of scientific knowledge. It is proved that R&D in the system of social work is realized at three levels (reflexive-theoretical, experimental-theoretical and research), each of which involves step-by-step actions (problem definition; hypothesis formulation, choice of research methods and tools; implementation of research plan; evaluation of results) and the use of appropriate research methods.

The dissertation is the first comprehensive study of practical training of social workers in high school of Poland. The analysis of the source base with the use of searchbibliographic, logical-system and interpretive-analytical methods revealed that a considerable amount of work is devoted to covering the issue of practical training of social workers in the educational process of higher education in modern world science, but systematic historical and pedagogical research on the development of the practical training of social workers in high school of Poland at the present stage of development was not carried out. The theoretical principles of the genesis and development of practical training of social workers in high school of Poland are revealed. It has been established that the legislative provision of training of social workers in Poland is a complex and dynamic process, which is constantly changing in accordance with international standards, regulatory requirements, social changes and needs for this type of service in a European country. However, the adoption of a number of legislative acts, which, in the light of European tendencies, regulated the social policy of the state during the period under investigation, predetermined much earlier the delineation of the professional space for the social worker in Poland and the emergence of a system of vocational training of social workers with the domination of their practical competitiveness on the labor market. On the basis of a holistic historical and pedagogical analysis it was established that the process of practical training of a social worker in high school of Poland as a social phenomenon includes two conditionally defined, substantiated and interconnected periods with corresponding transformations at the genesis stages: the first period – the development of practical training of social workers of the Polish Higher Education (1990 – 2004): (1990 – 1995); (1995 – 1999); (1999 – 2004); the second period – the intensification of the practical training of social workers of the Polish Higher Education (2004 – 2018): (2004 – 2008); (2008 – 2018). The practical component of the vocational training of social workers in high school of Poland is synergistically due to the subject-subjective interaction and mobility of the educational institution and the student, with a predictable orientation for future professional cooperation between the social worker and the client. Such an approach is an integral part of the social system of the state, which determines political, social, educational and personal transformations. In order to make changes, improve, review some of its elements and how to interact with them, one can apply only those pedagogical influences that are associated with natural trends in its development. The progressive ideas of the Polish experience regarding the practical training of social workers are outlined and the possibilities of their creative use in the domestic educational space are carried out. The study does not claim to comprehensively and exhaustively disclose all aspects of the problem. The directions of further work include the implementation of a comparative analysis of the professional training of social workers in Ukraine and the EU, the development of tools for ensuring the professional selfimprovement of specialists of the stated specialty by means of innovative foreign technologies, etc. Key words: practical training, practical courses, practice, practical social work, social worker, practical training of a social worker in Polish Higher Education.

The article analyzes the most pressing social and economic problems of modern France. The crisis phenomena in economy have led to an aggravation of many social problems and deepening of existing social inequality. The young people, especially with low levels of education and professional qualifications, became the most affected part of society and have expanded the increased ranks of the unemployed and recipients of minimum social benefits. Dramatically increase government spending has led to growth of government deficits. The government has taken a number of measures to reduce costs, including in the social sphere. The article deals with reforms of Socialist Party that is in power. President Hollande’s measures for strengthening the competitiveness and steps to tighten budgetary policy did not lead to a significant improvement of economic indicators in the country. Particular attention is paid to innovations in the field of social protection. The authors conclude that the French State has kept its position as a guarantor of social development and has pursued a policy of distribution of a set of social standards for emerging categories of recipients. At the same time there is tendency of more "targeting" and diversification of social support. It is noted that the desire of the French authorities to intensify the implementation of "republican values" in the consciousness of the suburbs inhabitants is based on strong reasons. In recent years researchers are observing a tendency to "re-islamization" of young people, immigrants and their descendants, who mainly live in the suburbs of large cities. Exclusion from the economic life of this category of Muslims, particularly youth, its social marginalization contributed to increased influence of religious ideology, often in its radical forms. The authors draw the conclusion that the authorities were forced to look for ways to reduce costs, including in the social sphere. It was not a curtailing of social guarantees but granting more flexibility to this system, the transfer of the gravity center from the payment of benefits to unemployed to encouraging labor activity. There is a desire for greater diversification and targeting of social support. At the same time the state social guarantees to provide a decent life for all citizens have been expanded.

This chapter details the views of 35 young people in care about their experiences of social workers, independent reviewing officers (IROs), the care system and the extent to which they felt their voice was being heard both in review meetings and in day to day practice. They reported finding Child-in-Care reviews frustrating and stressful, often due in part to poor relationships with social workers. Young people also reported scepticism about the value of the review process. The importance of the role of independent review officers, who generally stay longer in their role than social workers and therefore offer consistent relationships with young people in care, is stressed. Young people discussed how at times they were not invited to meetings as the social worker and IROs priority was ensuring the meeting took place within certain timescales. Overall young people reported that they did not feel that children in care reviews enabled them to meaningfully participate. One ray of light is the developing practice of children chairing their own reviews and this chapter ends with a call for this to be developed alongside other creative methods of allowing young people to play a meaningful part in meetings that affect them.
