Introduction. Today, the effectiveness of the economic development of a region is determined by social and economic indicators, including an increase in the performance of works and the growth of employment, which in turn depend on the state of the education system in the region. Secondary vocational education is an important part of the education system, since it develops the key competences required in the region and provides the region’s economy with highly qualified human resources. Purpose. The purpose of our study was to determine and classify the indicators revealing the state of the secondary vocational education in the region by analysing the approaches to its formation within the IT environment of the region. The article substantiates the estimate of institutional and reproduction indicators of the secondary vocational education system in the Rostov Region. It also suggests a series of measures for providing the region’s economy with qualified professionals. Methodology. In our study, we used systems analysis and machine learning methods, and human capital theory. The database included statistical data regarding the social and economic performance of the Rostov Region in 2007-2017 published in a statistical digest “Regiony Rossii”, and the results of the Rosstat monitoring of the development of information society in the Russian Federation. Results. The article suggests a concept of a secondary vocational education system in the region taking into account the influence of the interrelated factors of the IT environment. The main development areas, including in the Rostov Region, are considered, and a classification of the indicators of the state of the secondary vocational education system in the region is suggested. The indicators are divided into two groups: institutional and reproduction indicators. Based on the statistical analysis and trend lines, we estimated these indicators for the Rostov Region and suggested a series of measures aimed at providing the region's economy with qualified human resources. Conclusions. The suggested development of the system of secondary vocational education should facilitate sustainable social and economic development of the region since it will help to provide the hi-tech industries of the region with an adequate number of qualified professionals.

The demand of society for an effective system of additional vocational education determines its place and role in the state policy in relation to the development of human resources. At the same time, it is necessary to take into account the challenges of the labor market, the increasing needs of production, the real sector of the economy, the non-production sphere in qualified workers, specialists, managers, as well as training and re-training of unemployed citizens.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.

Teacher is always a key factor which determines training quality in general and vocational training quality of the Vocational Education System (VES) in particular. In face of strong influences from the fourth industrial revolution (IR 4.0), teacher is getting more important in training of human resources, especially qualification level and capacity to apply technology and innovate teaching methods. Based on the analysis for impacts of the IR 4.0 on VES, requirements for capacity of teachers and the reality on vocational education teachers (VETs) today, this article suggests some solutions to develop VETs to adapt to the IR 4.0 as a basis for development of teachers at vocational education institutions in Vietnam.

The main tasks of the Olympiad of diploma projects of the Federal Agency for Railway Transport are to improve the quality of training, develop the creative abilities of students, increase the interest of students and teachers in the development and improvement of the railway industry, and form highly qualified human resources. The practice of participation of branches (structural units) of secondary vocational education of the Irkutsk State Transport University shows that not all indicators can be achieved.The educational process in secondary vocational education is focused on preparing for practical activities in production. In accordance with federal state educational standards for secondary vocational education programs, a student must master general and professional competencies, acquire certain knowledge, skills and practical experience. It is proposed to make a number of changes in the system of evaluating the Olympiad of diploma projects in terms of criteria. The assessment system of the Olympiad must be adapted taking into account the possibilities of secondary vocational education to stimulate the participation of structural units in their conduct.

The future of secondary vocational education is uncertain. As part of the development of regional training systems, models are being reviewed in which the training of workers is carried out at enterprises, and the training of middle-level specialists is carried out at universities. In these conditions, it is especially important to integrate colleges into the industrial ecosystem of the region, to develop the base of professional training for adults. Scientific, pedagogical and methodological works are analyzed, on the basis of the analysis, generalization and systematization of results, periodization of information is carried out. The main stages of development of secondary vocational education presented. Each stage has its own periodization. The time frame of the stages depends on the changes taking place in the socio-economic and political spheres, which is reflected in the education system. The stages are characterized and described: the reasons are identified; new elements, objects and subjects of educational relations have been identified; new concepts are presented. The description of the stages allows you to trace the trends and identify the dynamics in the development of secondary vocational education. Differentiation of secondary education is the most likely scenario for the development of secondary vocational education for the next decade. It was revealed that a strategically important task for the next decade is to provide of secondary vocational education system with management mechanisms that allow timely and adequate response to changes in external conditions both in the labor market and in the field of technology.

To reduce the unemployment rate, Indonesia has focused since 2007 on the development of Vocational Education and Training (VET). VET is one of solutions that would enhance human resources quality in Indonesia, which has 262 million people. However, the number of unemployed graduates from vocational education is still high until 2019. It means there is something wrong in Indonesia’s current VET system. Meanwhile in Germany, VET is a pillar of national education which is based on a dual system. This system is successful in Germany. As one of the biggest donor countries in promoting VET, Germany tries to introduce a dual education system through bilateral relations with developing countries such as Indonesia. Indonesia seems to need to try to develop VET base on dual education system through cooperation with Germany. Thus, the research question of this article is “why does Indonesia need to make a co-operation with Germany in developing VET based on a dual education system?’ To answer the research question, this paper uses qualitative method which results in the following conclusion: Cooperation with Germany would open the opportunity for abundant human resources in Indonesia to fulfill a huge labor demand in Germany particularly and Europe in general. Moreover, the cooperation makes Indonesia gain support in developing the VET system in this country and get transfer of knowledge and technology from Germany as a developed country

The funding of the higher education institutions and its efficient management affects the functioning of the whole system. The level of development of an education and science has an important role in the economic development of the country. Georgia has enough potential to achieve economic development by intellectual and educated human resources. Despite the reforms implemented in the recent years, there are still many shortcomings and challenges left in the education system that are hindering the creation of well-educated and competitive human resources. Without strengthening the education system, it is impossible to participate in a global competition. The increasing of financing of the education system over the years does not mean raising the quality of education. Developing the correct strategy and tactics of the reform and adequate and efficient distribution of financial resources is crucial. The aim of the paper is to study impact of the existing funding policy on higher education system in Georgia. The structure and dynamics of the funding of the higher education institutions, the nature and importance of the already funded projects are examined in the study. The issue of promotion of development of education through the reforms implemented in the education system is also discussed and analyzed in it. The study is based on the qualitative and quantitative analyses. The recommendations issued within the framework of the study will support stakeholders to overcome the current challenges and improve financial management policy of higher education institutions.

The article is devoted to forecasting changes in the number of people employed in the economy of the Russian Federation, which should occur as a result of the effects of the pension reform in 2018 and also the coronavirus pandemic in 2020. The demographic forecast of the population of the Russian Federation until 2030 is used as the dominant forecasting factor. The influencing factors on the process dynamics are the employment levels. The forecast of employment levels is based on the factors of the pension reform in 2018 and the coronavirus pandemic in 2020. The following trends are also being demonstrated: an increase in employment due to ”former” pensioners remaining in work, and a decline in employment due to an increase in the number of unemployed because of coronavirus pandemic. For the duration of the pension reform, the economy’s annual need for human resources will decrease. This will cause difficulties in finding a job for the majority of applicants – graduates of the vocational education system. The situation will be further aggravated by rising unemployment due to the reduction of jobs in the economy caused by the coronavirus pandemic.
