This study focuses PR government that has a function as an expert Presciber and Problem Solving Process Facilitator in strengthening the Government Relations function itself. This research was conducted with a qualitative approach with descriptive case study method, this research was conducted at the office of the Public Relations Bureau of the Regional Secretariat of South Kalimantan Province. Last data collection techniques dept interviews using a semi-structured interview, Determination Key Person who used informants in this study taking into-hatikan level of concordance (relevance) between the position / positions and Keter-informant involvement in the process of public information disclosure. The results showed the PR Bureau does not fulfill the role as an expert prescriber in the activities he does. Meanwhile, the role of problem solving process facilitator nothing visible in the PR Bureau, this is because the PR Bureau has not run verification and inventory information to be discussed by senior management. Suggestion of this study Public Relations Bureau of South Kalimantan province can utilize the human resources that already exist to have the ability to perform tasks as a public relations major government and PPID in South Kalimantan province, given the uneven coordination between the Bureau of Public Relations section. The next PR Bureau should be possible to plan a program of activities and their sustainable strategies for the acceleration of public disclosure. Penelitian ini dilakukan dengan pendekatan kualitatif dengan metode studi kasus deskriptif, Penelitian ini dilakukan di kantor Biro Humas Sekretariat Daerah Provinsi Kalimantan Selatan. Teknik pengumpulan data terakhir yakni wawancara mendalam dengan menggunakan wawancara semi terstruktur, Penentuan Key Person yang dijadikan narasumber dalam penelitian ini dengan memper-hatikan tingkat kesesuaian (relevansi) antara kedudukan/ jabatan dan keter-libatan informan dalam proses keterbukaan informasi public. Hasil penelitian menunjukan Biro Humas tidak memenuhi peran sebagai expert Prescriber dalam kegiatan yang dilakukannya. Sementara itu peran problem solving process facilitator tidak ada terlihat pada Biro Humas, hal ini dikarenakan Biro Humas belum menjalankan kegiatan verifikasi dan inventarisasi informasi untuk didiskusikan oleh pimpinan tingkat atas. Saran penelitian ini Biro Humas Provinsi Kalimantan Selatan dapat memanfaatkan sumber daya manusia yang sudah ada untuk memiliki kemampuan menjalankan tugas sebagai Humas pemerintah maupun PPID utama di Provinsi Kalsel, mengingat tidak meratanya koordinasi antar bagian pada Biro Humas. selanjutnya Biro Humas harus segera mungkin merencanakan program kegiatan beserta strategi-strategi yang berkesinambungan untuk percepatan keterbukaan informasi publik. At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

The many cases of corruption that have come to light, among other scandals, have led the public to lose faith in the management of public institutions. In order to regain confidence, the government needs to inform its citizens of all its actions. Public information should be accessible and controlled by means of a regulatory framework. The aim of this chapter is to analyze the transparency achieved and the progress still needed to be made by Dominican Republic municipalities with regards to complying with the requirements of the law on public information management. The chapter discusses the voluntary transparency achieved and factors that affect the implementation of information policies. The results highlight deficiencies in certain areas of online public information disclosure. The population size, economic capacity and electoral turnout are all factors that affect the online dissemination of public information by local governments in the Dominican Republic.

ABSTRACTThe Covid-19 pandemic due to a novel virus yet infectious disease needs to be informed to the public. This process was implemented due to a gap in information from the public regarding knowledge of the Covid-19 pandemic. This very circumstance requires the continuity of public information dissemination in Indonesia.                                This study aims to examine the sustainability of public information dissemination in the era of the Covid-19 pandemic; to describe the meaning of the role of public information in the era of the Covid-19 pandemic. This study employs a literature study to determine concepts and discussions in the conditions of the Covid-19 pandemic.                                This study employs the concept of public information, dissemination, and principles of sustainable development. In addition, this study refers to a number of government regulations, namely: KMK-No.-HK.01.07 MENKES 413 2020 concerning Guidelines for the Prevention and Control of Covid-19, Law No. 14 of 2008 concerning Public Information Disclosure, and the Minister of Communication and Informatics Regulation Number 17/Per/M.Kominfo/03/2009 concerning National Information Dissemination by the Government, Provincial Governments and Regency/City Governments. Furthermore, the study is related to the condition of the Covid-19 pandemic. This study concludes that the sustainability of public information dissemination in the Covid-19 pandemic era can be implemented if it is applied with the concept and several applicable requirements, namely the quality of information, optimization of dissemination, and the adoption of the principle of sustainable development in the dissemination of public information.Keywords:  Covid-19 pandemic, information public, dissemination, sustainable development principle. ABSTRAKPandemi Covid-19 yang disebabkan oleh penyakit baru dan menular perlu diinformasikan kepada publik. Kondisi ini memerlukan adanya keberlanjutan diseminasi informasi publik di Indonesia.Kajian ini bertujuan untuk untuk mengkaji keberlanjutan diseminasi informasi publik di era pandemi Covid-19; untuk menguraikan pemaknaan perana informasi publik di era pandemi Covid-19. Kajian ini menggunakan studi kepustakaan untuk menemukan konsep dan pembahasan dalam kondisi pandemi Covid-19.Kajian ini menggunakan konsep dari informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan. Selain itu, kajian ini juga merujuk pada sejumlah peraturan pemerintah, yakni: KMK-No.-HK.01.07 MENKES 413 2020 tentang Pedoman Pencegahan dan Pengendalian Covid-19, Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik, dan Permen Kominfo Nomor 17/Per/M.Kominfo/03/2009 tentang Diseminasi Informasi Nasional oleh Pemerintah, Pemerintah Daerah Provinsi dan Pemerintah Daerah Kabupaten/Kota. Selanjutnya, kajian dikaitkan dengan kondisi pandemi Covid-19. Kajian ini menyimpulkan bahwa keberlanjutan diseminasi informasi publik di era pandemi Covid-19 dapat dilakukan jika dilakukan dengan konsep dan beberapa persyaratan yang berlaku, yakni kualitas informasi, optimalisasi diseminasi, dan adopsi prinsip pembangunan keberlanjutan dalam diseminasi informasi publik. Kata Kunci: Pandemi Covid-19, informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan

Tujuan penelitian ini untuk mengetahui peran Hubungan Masyarakat (Humas) DPRD dalam menjaga kinerja dan citra DPRD Kabupaten Bima. Jenis penelitian menggunakan metode deskriptif dengan pendekatan kualitiatif. Hasil penelitian diketahui bahwa dalam menjalankan perannya  Humas membangun hubungan fungsional dengan Publik secara kelembagaan dengan menjalin kemitraan dengan media massa, cetak, maupun online dengan melalui kerjasama advetorial dan Parlementaria dalam rangka pemuatan berita-berita kegiatan DPRD.  Humas juga berupaya meng-counter issue (berita hoax) yang beredar di masyarakat atau di media massa dengan cepat, kemudian menerbitkan informasi dan dokumentasi kegiatan DPRD Kabupaten Bima serta mengupayakan pelayanan melalui media center dengan memberdayakan Akun media sosial milik DPRD. Humas juga berperan membentuk hubungan Sub-sistem dengan Publik, melalui tiga pendekatan yaitu sebagai penasehat ahli (Expert prescriber), sebagai fasilitator proses pemecahan masalah (Problem Solving Procces Facilitator), dan  teknisi komunikasiAbstractThe purpose of this study was to determine the role of Public Relations (PR) DPRD in maintaining the performance and image of the DPRD Bima Regency. This type of research uses a descriptive method with a qualitative approach. The results of the research show that in carrying out its role, Public Relations builds functional relationships with the public institutionally by establishing partnerships with mass, print, and online media through advetorial and parliamentary cooperation in the context of posting news on DPRD activities. Public Relations also tries to counter issues (hoax news) circulating in the community or in the mass media quickly, then publishes information and documentation of the Bima Regency DPRD activities and seeks services through the media center by empowering the DPRD's social media accounts. Public relations also plays a role in forming Sub-system relationships with the public, through three approaches, namely as an expert advisor (Expert prescriber), as a facilitator of the problem solving process (Problem Solving Process Facilitator), and a communication technician.

Researchresults find communication activity conducted in Surabaya city government public relation Activitiesthe management of Media Relations as a means of communication to the public using a one-waycommunication, where is Surabaya city government public relations role as journalists indisseminating information to the public, and controls the news or information to mass media.In application of Surabaya City Government Public Relations are already maximizing the duties andfunctions of Public Relations Surabaya City Government in achieving and maintaining excellentservice and quality information, and to improve information channels and public aspirations, andmaintain harmonious relations with the media and the public.

The relation of interest between Pikiran Rakyat (HUPR) and West Java Provincial Government (WestJava Provincial Government), especially in the case of public information disclosure, became animportant focus in this research. Through the discourse study formulated by Teun A. Van Dijk, thisresearch seeks to reveal how the HUPR plays a role in the production of news discourse. Then, theissue of this discourse is seen from Gramsci's assumption of hegemony. Some of the findings lead to apattern of mutual interest, both HUPR and West Java Provincial Government. The interest is in theform of image and reputation related to information disclosure on the side of the power of government,and the economic side of the circulation of advertising suppliers in HUPR by the Government from theside of HUPR. Of course, the interest, established because of the pull of power in producinginformation that later in the consumption by the public on a permassive basis. Furthermore, theseconditions resulted in the finding that the greatest cooptation was successfully carried out by theGovernment, while the HUPR had no significant power in drafting its own discourse, as it had beensystematically dictated by the Government, both economically, politically and socially. This researchconfirms that HUPR does not perform its function as sharing information as knowledge, but only as amedium or a tool of government power in creating legitimacy of reputation as an open government.Gramsci through the theory of Hegemony (1991) believes that the government will use all resources topreserve its power. And that power was conseptualized by Van Dijk through the construction of mediadiscourse. With this assumption, then what is happening between HUPR and the government is amutual attraction of interests related to power in each corridor. Media with the interests of capital,and the government with the interests of reputation and image.

Abstract, world democratization forces many organizations including the government in this case, of all types in many regions of the world, to consider giving more attention to the government public relations activities. The role will include contributing to good governance and respect for human rights. That would mean public relations in Indonesia, as elsewhere in Asia, will be involved in the development of public diplomacy. Aware of the problems as well as the demands of optimization and revitalization of the role of public relations in the era of reform, democratization and transparency of public information, Indonesian Ministry of Home Affairs issued the Regulation of the Minister of the Home Affairs (Permendagri ) No. 13 of 2011, in which it sets the Implementation Guidelines for PR Tasks in the milieu of Ministry of Home Affairs and Local Government. The regulation represents the desire of the Ministry of Home Affairs to fix the government's role and functions of public relations in its internal milieu. The research question of this study concerns how the understanding of the public relations officer in the Ministry of Home Affairs of the Permendagri 13/2011 and how the implementation of Permendagri 13/2011 by public relations officials of Ministry of Home Affairs. The method used was qualitative method using the theory of social constructs of reality and symbolic interaction. The results showed that public relations officials in the Ministry of Home Affairs understood that the regulation was to improve the professionalism of Public Relations of the Ministry of Internal Affairs and as an effort to encourage the active participation of the public. While the background history of the regulation discovered in the implementation, there were efforts to socialize the regulation; its impacts, constraints and solutions related to its implementation and other four main public relations activities of the Ministry of Home Affairs which include public information services, public affairs, content analysis of media and crisis management.Key words : government public relations, Regulation of the Minister of the Home Affairs 13/2011Abstrak, demokratisasi dunia memaksa organisasi, termasuk juga pemerintah dalam hal ini, dari semua jenis di banyak wilayah di dunia untuk mempertimbangkan memberikan perhatian lebih pada aktivitas kehumasan pemerintah. Permendagri 13/2011 merepresentasikan keinginan Kementerian Dalam NegePertanyaan penelitian ini adalah bagaimana pemahaman para pejabat kehumasan di lingkungan Kemendagri terhadap Permendagri No.13 Tahun 2011 dan bagaimana implementasi Permendagri No.13 Tahun 2011 oleh pejabat kehumasan Kemendagri.Metode penelitian yang digunakan adalah metode kualitatif dengan menggunakan teori kostruksi sosial atas realitas dan interaksi simbolik.Hasil penelitian menunjukkan bahwa pejabat humas Kemendagri memahami Permendagri 13/2011 sebagai regulasi yang mendorong Humas Kemendagri untuk meningkatkan profesionalismenya dan merupakan upaya untuk mendorong partisipasi aktif publik. Sementara dalam implementasi Permendagri 13/2011 ditemukan beberapa latar belakang lahirnya Permendagri 13/2011, terdapat upaya sosialisasi Permendagri 13/2011, dampak, kendala serta solusi terkait implementasi Permendagri 13/2011 dan 4 aktivitas kehumasan utama Kemendagri yaitu layanan public information, public affairs, analisis isi media dan manajemen krisis.Kata Kunci : government public relations, humas pemerintahan, indonesia, permendagri 13/2011

This present research aims to analyze how the performance management of the Ministry of State Secretary in managing the service of public information. The approach employed in this research is qualitative with descriptive research. To obtain data, the technique used is a literature review through books, journals, articles, and other research. LINDU-DIS is a new breakthrough made by the Deputy Assistant Public Relations to support the implementation of their duties and functions. LINDU-DIS can support providing excellent services to the public who want to obtain information within the Ministry of State Secretary so that it can increase community satisfaction to the Ministry, and in the end, will specifically improve the positive image of the Ministry in the community and generally the government at large. But the thing that needs to be the focus on is that the amount of budget needed in the construction of LINDU-DIS is very large, do not let this budget become ineffective because of the ability of human resources who are not ready to become a barrier in LINDU-DIS operations. Continuous evaluation is also needed to measure the extent to which this program can run and can be replicated by other agencies.Keywords: Public Service, Performance Management, Bureaucracy, Public Information

Penelitian ini dilakukan untuk mengetahui bagaimana Pemerintah Kabupaten Bandung Barat menerapkan kebijakan Keterbukaan Informasi Publik melalui mekanisme difusi kebijakan. Empat mekanisme utama difusi kebijakan yaitu, pembelajaran, persaingan, peniruan dan pemaksaan yang telah dilakukan oleh Pemerintah Kabupaten Bandung Barat akan dipaparkan melalui metode penelitian kualitatif deskriptif. Dengan begitu dapat secara eksplisit dapat terlihat berbagai upaya yang dilakukan dalam menentukan pilihan kebijakan yang dipengaruhi oleh penerapan kebijakan serupa yang dilakukan oleh Pemerintah Daerah lain.  The study was conducted to see how the Government of Bandung Barat District implemented the Public Information Disclosure policy through policy diffusion mechanism. The four main mechanism of policy diffusion, namely, learning, competition, imitation and coercion that have been carried out by the Government of Bandung Barat District will be presented through descriptive qualitative research methods. In this way, it can be seen explicitly from the various policies made in determining policy choices that can be based on policies taken by other local governments.
