The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

Legally defined regional development is the process of identifying, promoting, managing and exploiting the development potential of the planned regions and areas with specific development needs. The policy of regional development is a system of goals, instruments and measures aimed at reducing regional disparities and achieving balanced and sustainable development of the Republic of North Macedonia. Following the adoption of the Law, activities and measures for its full implementation were carried out both at the central and regional level, creating necessary pre-conditions for achieving the policy objectives of balanced regional development: reduction of disparities in development levels between the eight planning regions, and reduction of the disparities in development levels within the planning regions. Experiences that are the result of more than twelve years of implementation of measures and activities to support balanced regional development allow identification of the main factors that enhanced successful implementation of regional development policy on a regional level in North Macedonia, at the same time identifying the conditions that constrained it. Both of these groups of factors are important for the answer to the questions: (i) Are the institutions on the regional level functional? and (ii) what should be improved? Therefore, this paper aims to give an overview of the institutions in charge of planning and implementation of the regional policy of the Republic of North Macedonia at the regional level – Council for Development of the Planning Regions and Centres for Development of the Planning Regions.

Indonesian tourism is an important sector in increasing state revenues. The tourism sector ranks third in terms of foreign exchange earnings. in 2014 The government established tourism as the leading sector in improving the economy to encourage regional development and employment. With the law of the Republic of Indonesia number 39 of 2009 concerning Special Economic Zones, hereinafter referred to as K.E.K is a region with a certain boundary with the jurisdiction of the Unitary State of the Republic of Indonesia which is determined to carry out economic functions and obtain certain facilities. Kab. Central Lombok is one of the places where there is a K.E, namely K.E.K Mandalika. In order to increase the income of the Lombok region where the development of K.E.K Mandalika is 1,175 ha and the author takes 21 ha of land at K.E.K Mandalika to develop a Resort with a waterfront concept in order to increase Lombok tourism. Based on background problems, the main underlyinh problem is the lack of supporting facilities to support activities in the Mandalika Special Economic Zone, therefore the need for accommodation in the Mandalika Special Economic Zone.Abstrak Pariwisata Indonesia menjadi sektor yang penting dalam peningkatan pendapatan Negara. Sektor pariwisata menempati urutan ketiga dalam hal penerimaan devisa. Pemerintah pada tahun 2014 menetapkan pariwisata sebagai leading sektor dalam peningkatan perekonomian untuk mendorong pembangunan daerah dan lapangan pekerjaan. Dengan adanya undang-undang Republik Indonesia nomor 39 tahun 2009 tentang Kawasan Ekonomi Khusus, yang selanjutnya disebut K.E.K (kawasan ekonomi khusus), adalah Kawasan dengan batas tertentu dengan wilayah hukum Negara Kesatuan Republik Indonesia yang ditetapkan untuk menyelenggarakan fungsi perekonomian dan memperoleh fasilitas tertentu. Kab. Lombok Tengah merupakan salah satu tempat dimana terdapat K.E.K yakni adalah K.E.K Mandalika. Guna dapat meningkatkan pendapatan daerah lombok dimana Pengembangan K.E.K Mandalika seluas 1.175 ha dan Penulis mengambil 21 ha lahan di K.E.K Mandalika untuk dikembangkan Resort dengan konsep waterfront guna dapat meningkatkan pariwisata lombok. Berdasarkan permasalahan latar belakang, permasalahan utama yang mendasar adalah belum adanya fasilitas pendukung untuk menunjang aktivitas di Kawasan Ekonomi Khusus Mandalika.

Regional policy concerning territorial development of the country, while reducing disparities in regional development in France has existed for nearly half a century. It beginnings reach 1963 when DATAR – an institution coordinating regional development of France was established (Délégation à l'aménagement du territoire et à l'action régionale). Additionally, European institutions have started to work, particularly from the 90s of the 20th century, on implementing the cohesion policy at the regional levels.  Regional policy covers the entire territory of the Republic of France, including its former colonial territories of DOM: French overseas departments (départements d'outre-mer). DOM includes: Guadeloupe, French Guyana, Martinique and Reunion. These regions despite undertaken actions aiming at their economic development are still struggling with various issues. The most significant are the natural and historical constrains, economic dependence on France and the EU financial assistance, supremacy of agriculture, tourism and housing, unemployment and poverty of society and finally the social problems associated with multiculturalism. Actions undertaken by national and regional authorities are predominantly focused on developing the infrastructure and stimulating business development through knowledge transfer and investments in human capital. Recognizing the fact that investing in human is the most essential factor in the growth and socio-economic progress, the aim of this paper is to analyze regional differences in educational level and structure of the population of overseas and mainland France as well as its changes since the 90s basing on statistical data. The second part presents the regional comparison of the selected indicators of human capital development in the French economy with selected data showing the quantitative changes in the education of France.

The goal of the Regional Development Policy of the Republic of Croatia is to contribute to the identification of priority activities that would strengthen the development potential of all Croatian regions, reduce regional disparities, strengthen and build the development potential of less developed parts of the country. The aim of this paper is to illustrate the effect of establishment of a new dry port on regional development through increased development index. Details of regional development index calculation are presented in the paper, and an example of the calculation containing the actual data for the regions/counties of the Republic of Croatia is given. A simulation of regional development index calculation in case of establishment of a new dry port was run and presented. The simulation of development index increase as a result of dry port establishment in the town of Vinkovci in the Vukovar-Srijem County was conducted. Vinkovci was chosen primarily owing to its favourable geographic position in the TEN-T network connecting Croatia with various destinations through the Orient East-Med Corridor or Rhine-Danube Corridor, existing infrastructure that can be used for new dry port terminal, and the fact that Vukovar-Srijem is one of the most undeveloped regions (counties) in Croatia. The results have shown that the regional development index would increase in the region/ county of dry port establishment. The contribution of this research is that the paper proves the influence of dry port establishment on regional development, with emphasis on the number of newly employed persons and the effect thereof on regional development index indicators.

Studying the competitiveness of potato production in the Komi Republic is important for a deeper understanding of ways to ensure a stable financial state of the region's agriculture and an uninterrupted supply of local food to the population of the region. Purpose of the article: identification of the strengths and weaknesses of potato production in the Komi Republic, determination of market opportunities for the development of potato growing as a branch of specialization of agriculture in the region. Research hypothesis: there are four types of suppliers (agricultural organizations, farmers, personal subsidiary plots, importers) and five types of consumers (retail market, education and health care, public catering, wholesale trade, export) in the potato market of the Komi Republic. Market equilibrium is determined by the choice of win-win strategies by market participants. The article analyzes the main groups of potato producers in the Komi Republic, identifies the main groups of relations between them. A SWOT-analysis of potato production in the region was made. The main trends in the potato market in the Komi Republic are formulated. A decrease in consumption of fresh potatoes determines the development of its processing in the region and to complement the animal husbandry, logging etc. with potato growing. The authors recommend improving and creating new types of products and medicinal plants in the region for integration with potato growing. The article shows that in the potato market of the Komi Republic relations of cluster interaction, market division, mutual displacement, creation of value chains, strengthening of interaction and coordination on the part of local municipal and regional governments are formed. The practice of organic technologies and the brand of local products have a positive effect on the competitiveness of potatoes produced in the Komi Republic. The scope of the research results: state authorities and administrations of the Komi Republic, enterprises and organizations that sell and buy potatoes on the market of the Komi Republic.

The unitary state of the republic of Indonesia often experiences conflicts in the name of religion and even takes the streets to voice what the state decides to carry out by its citizens. It is felt that what the state has decided deviates from religious regulations, so that religious groups have staged demonstrations to express the aspirations of these religious beliefs. The unitary state of the republic of Indonesia can be shaken when it finds such a case, even if we read in the Middle East countries where wars can occur. If this cannot be strengthened, then Indonesia is also a country with great potential in this direction. The author wants to strengthen the position of the unitary republic of Indonesia with state facilities in the form of a container that has a very important role, namely the forum for inter-religious harmony. The interfaith community harmony forum must be at the forefront in maintaining the potential for conflicts that threaten the solidity of the unitary state of the Republic of Indonesia, not a vessel that is just a formality. This journal uses a qualitative method by using literature review from books and journals, of course, contains proven research results that show that the forum for religious harmony takes part in building regional development participation to strengthen the unitary state of the Republic of Indonesia. The results show that 4 research evidence has shown that community harmony forums have an important role in building regional participation, namely by solving problems faced by the community from various kinds of problems which are then discussed in the religious context. This journal uses a qualitative method by using literature review from books and journals, of course, contains proven research results that show that the forum for religious harmony takes part in building regional development participation to strengthen the unitary state of the Republic of Indonesia. Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.
