THEORETICAL ESSENCE AND PRACTICE OF IMPLEMENTATION OF THE SYSTEM APPROACH IN FORMATION OF PROFESSIONAL RELIABILITY OF FUTURE OFFICERS IN THE ARMED FORCES OF UKRAINE

The methodology of systematic approach of guaranteeing the quality of training for military specialists in higher military educational institutions is disclosed in the article. It was determined that the process of education and upbringing takes place under conditions of change of pedagogical goals in any pedagogical system. This process is accompanied by the emergence of new tasks in the field of education and education as society develops. There is a constant updating of scientific information, in the conditions of improvement of existing ones and creation of new methods of teaching and upbringing. There is a constant update of the student and teacher contingent throughout the learning and upbringing process. The systematic approach as a methodological basis for the development of quality assurance systems for the training of military specialists in higher military educational institutions is revealed. It is found that the systematic approach does not exist in the form of a clear methodology with a defined logical concept. This system, formed from a set of logical techniques, methodological rules and principles of theoretical research, thus performs a heuristic function in the general system of scientific knowledge. The functioning of the system is the process of professional training of future military specialists in higher military educational establishments. An important result of the functioning of the system is the high level of readiness of future military specialists for practical activity. This can be achieved by ordering the system based on certain principles. These principles include: the principle of objectivity, completeness, specific-historical (genetic) approach, systematic, contradictory pedagogical experience.

The paper theoretically substantiates the didactic foundations of professional training of future law enforcement officers of the Armed Forces of Ukraine in terms of earning a bachelor's degree. It is established that a future officer as a object of training needs to instill the ability to independently replenish his knowledge, skills, be aware of modern military scientific information, adequately assess events that occur in society, and most importantly to shape motives and motivation for professional self – determination and constant self-improvement. It was found that one of the goals of the development of the Armed Forces of Ukraine is a high level of combined arms training of future officers, which is possible to achieve if the model of professional training of future law enforcement officers of the Armed Forces of Ukraine is introduced into the educational process in terms of earning a bachelor's degree, which fully ensures the implementation of pedagogical conditions in the educational process for training future officers, which are united on the basis of didactic principles of military education, the introduction of ideas and technologies of personality-oriented training, the transition from an authoritarian model of training future officers to a personality-oriented one, which should be based on the principles of modern didactics.

The article is devoted to the increasing role and prospects for the development of e-learning in modern transformation of higher polytechnic education. In the context of preventing the spread of coronavirus infection COVID-19 and the transition of universities to various forms of distance education, this issue is of particular relevance. The aim of the study is to assess the process of introducing e-learning into the educational process of higher technical educational institutions in Russia. The methodological basis of the work was the analytical and systematic approach to the study of the object of research using methods of data systematization, evaluative analysis and forecasting, as well as logical generalization. The authors come to the conclusion that the introduction of e-learning in technical universities in Russia until recently played a supporting role in the reorganization and optimization of the processes of training engineering personnel. The development of e-learning helped to reduce the costs of the educational process, reduce the number of employees, as well as solve the problem of the classroom fund. An important role in the development of e-learning was played by the desire to increase the rating indicators. The desire to expand non-budgetary sources of funding for modern technical universities and the possibility of implementing new learning models were only additional incentives for expanding the e-learning system. The results of this study can be used in further studying the digitalization of higher education and assessing the prospects for the development of professional training in Russia.

AbstractEXTEND project is aimed at modernizing approaches to teaching engineering disciplines in Russia and Tajikistan, increasing quality of education and possibilities of employment for young engineers, students’ motivation and making engineering education attractive. Modern universities carry out not only professional training of students, but also prepare competitively capable personnel who can survive and thrive in modern free market relations, accompanied by a variety of forms of ownership and competition. International educational projects are relevant as they supply universities with international experience and job possibilities. Therefore, foreign languages competence is of key importance for engineers of future generation, and is a means of forming professional, communicative, linguistic and cultural competences. Success of teaching foreign languages depends not only on teachers’ skills, but on carefully selected and elaborated didactic materials as well. EXTEND project team exchange ideas and experience that result in fruitful discussion of issues concerning elaborating new courses to improve engineering education. International teams, which include EXTEND project participants from European, Russian and Tajik higher educational institutions will carry out the task. Project EXTEND is an open kind of consortium, which implies that members from partner countries subordinate to its leader and share joint responsibility for commitments of the consortium.

One of the important branches of the Armed Forces of Ukraine is the engineering troops, the units of which are always present in the organization and conduct of combat operations. The servicemen of these units do a great job of fortifying combat positions, building barriers and obstacles, masking and covering military positions with mine explosive devices, arranging water crossings, helping in organizing shelters for manpower and equipment. The theory and especially the practice of military engineers show the need to improve not only theoretical knowledge, skills and practical skills, but also to have a high level of development of general and special physical qualities. Among the many studies of physical fitness of cadets of different military specialties, there is a lack of studies of engineering cadets. The research carried out earlier concerned mainly the operator specialties of the engineering troops. Military mechanical engineers and command personnel have not been investigated at all. The purpose and objectives of the research are aimed at finding ways to improve the level of physical and psychophysiological readiness of cadets of the Higher Educational Institutions of Higher Education - future specialists of the engineering profile and determining the influence of the author's program of physical training on their professional readiness. The research methods used included theoretical methods (analysis and generalization of literary sources), pedagogical (observation, testing, experiment), methods of mathematical statistics for processing experimental data and assessing reliability. During the academic year, 60 cadets of the National Academy of Ground Forces (mechanical engineers and commander engineers) took part in the study, divided into experimental and control groups by the method of paired comparisons. The experimental group performed a specially developed physical training program with the inclusion of applied exercises. As a result of one-year training following the results of control tests, cadets of the experimental group have significantly better indicators of psychophysiological, physical (especially strength) and professional training than cadets of the control group at the level of p <0.05. Conclusions. It has been determined that for mechanical engineers and commanders for their professional activities, good strength training is important. Sense of temporal, power and spatial parameters in all subjects is approximately at the same level. EG cadets significantly improved the results of physical and psychophysiological fitness. It was found that the existing program of physical training at VVUZ does not sufficiently contribute to the high-quality special training of engineering cadets. The proposed content of exercises and the scheme of distribution of loads for a week and a month can be used to develop programs for special physical training for specific engineering specialties. The peculiarities of professional training of experts of the Ministry of Internal Affairs of Ukraine experts are considered. The purpose of the article is to highlight the regularities of scientific and methodological training of experts and the qualitative performance of their duties. Forensic expert activity of state and non-state institutions in Ukraine and international practice in this field are analyzed. Judicial expertise in Ukraine is of great importance for the administration of justice. In order to increase the improve of this activity, it is necessary to create the conditions for ensuring a high level of professional training of experts. The expert office of the Ministry of Internal Affairs of Ukraine is a system of state specialized institutions of forensic examination, which is constantly expanding the range of types of forensic examinations it conducts. The professional training of the experts of the aforementioned office is carried out through training in educational institutions, centers of vocational training of the Ministry of Internal Affairs personnel management and on the job training, as well as in the framework of additional professional training — internships, etc. At the same time, new types of expertise require scientific and methodological elaboration and, accordingly, provision of materials for further use during the examination. Changes in the field of forensic activity in the Republic of Belarus are analyzed, and the State Committee for Forensic Expertise of the Republic of Belarus established in 2013 is responsible for implementing a unified state policy in the field of 0forensic expertise. One of the main indicators of the effectiveness of expert activity is the implementation of science achievements in expert practice, using innovative technologies, distance learning opportunities, etc. Proposed solutions and ways to more fully and objectively prepare an expert, which plays an important role and positively affects the efficiency and effectiveness during work, are offered.

The article deals with the problem of professional training specialists in tourism. The relevance of the research is that recently the role of knowledge in the process of training future specialists in the sphere of tourism has changed. In the current socio-economic context, in order to fulfill the order of society for high-level future specialists in the sphere of tourism, graduates of higher educational institutions are forced to possess not only an extensive theoretical base in their specific specialty, but also certain meta-subject knowledge. However, mere knowledge ownership is no longer sufficient in the context of the development of the international labor market. The problem of the need for the formation and development of a new quality of education appears, the updated content of which will be based on key competencies. In this case, the key competence is defined as a mandatory competence, because it corresponds to the conditions of implementation, which are not limited, not too specific, but are universal within certain limits. In this regard, a survey of future tourism experts was conducted on the subject of their perception of the importance of forming competencies. The results of the survey are described in this article.

The article discusses the use of the system approach of future officers training in higher military educational institutions, analyzes the basic principles of the pedagogical system, which are defined by the system as a holistic organized set of military training, which ensures stable behavior and effective results of military education. The basic systems of professional training in higher military educational institutions, which have the conditional level of involvement in the educational process, are revealed. However, the basis is the inalienability of all systems in the training of future officers of the Armed Forces, and the interchangeability or absence of any training system leads to irreparable consequences, the result of which is not fully formed professional readiness of an officer of the Armed Forces. Theoretically, professional readiness is formed as knowledge, skills and competencies fully acquired, but the important point remains whether psychological professional readiness is formed during the extreme situation of military service. In view of the material presented in the scientific article, the conclusion is that the training of officers of the Armed Forces in higher military educational institutions is a system one. The result of the training process of future officers in higher military educational institutions is a high level of cadets readiness for practical activities, which can be achieved only by streamlining the system on the basis of certain principles to which we include: the principle of objectivity, completeness, specific historical (genetic) approach, systematics, contradictions of pedagogical experience. This makes it possible to organize the specific functioning of all subsystems of future officers training and their effective interaction in accordance with the aspect and general goals and objectives. When modeling the system approach of professional training in higher military educational institutions the main pedagogical systems (types of training) involved in the training of officers of the Armed Forces are used. Each of them has its purpose and objectives, specific content, means and methods. Because the professional training of future officers of the Armed Forces is an integration process of formation of the same five basic systems (theoretical, psychological, physical, training and practical (officer training in combat units)).

The article establishes that it is expedient to develop professionalism and form a high level of readiness of future heads of educational institutions to apply pedagogical management technologies through a system of methodological approaches. The essential characteristics of technological, competence, student-centered, praxeological, situational, digitalized and reflexive approaches are revealed. It is proved that the implementation of the system of forming the readiness of the future head of the educational institution to apply pedagogical management technologies in the master's program of higher education is in accordance with these approaches, the main provisions of which allow to optimally build a strategy to achieve scientific goals. Integration of approaches is an important methodological category, trend and principle of development of modern theory and practice of education. At the same time, the synthesis of methodological approaches should ensure their compatibility, interpenetration, consistency of positions and contribute to the professional training of future managers.

This article studies the employment of Kazakhstan university graduates in the professional labor market. The problem of matching the needs of employers and the interests and competencies of graduates of higher education institutions of the Republic of Kazakhstan is of great importance and yet insufficiently studied. This article aims to analyze the possibility of employment and assessment of professional training of the graduates of Kazakhstan universities from the position of employers. Using the expert survey method, the authors present the main results obtained from Kazakhstan employers on the problems of employing young specialists and defining the requirements to their qualification. 643 employers from all regions of Kazakhstan took part in the survey. The analysis showed that Kazakhstan employers in certain professions look for the graduates of higher degrees (i. e. Masters and Ph.Ds.), but most employers in this study consider the training of students at the undergraduate level sufficient to enter the labor market. The study provides an insight into the main trends in the labor market for Kazakhstani graduates and how these trends affect the skills that graduates should possess; the key characteristics that employers pay attention to when employing higher education graduates; and the skills that graduates should possess in order to be successfully employed. The conclusion is that the institutions of higher education are concerned with developing an institutional narrative that is based on building long-term strategies to enhance the development of competencies for employing graduates. Currently, there is a dual situation in the evaluation of educational programs’ performance, caused by the gap between the goals that educational institutions set and the expectations of employers. This problem remains relevant even in conditions of a sufficiently high level of employment of graduates. In other words, the demand for certain groups of specialties on the labor market does not yet provide young professionals with competitiveness due to the quality of training. Accordingly, the interviewed employers note the need for qualified specialists capable of realizing the organization’s tasks.
