The purpose of the article is to analyze the existing training of military serviceable personnel in the Ukrainian citizens, to develop directions and prospects for developing the system of the Armed Forces of the Ukrainian Armed Forces, to determine the highest mobilization potential among the areas of operational command "PIVNICH" and operational command "West" and most prospective group. Method. The research was conducted on the basis of analysis of available literature sources on this topic and practical component of 2014 mobilization. The available statistical materials of the region were worked out, and the materials collected on the basis of which were drawn up maps of mobilization potential and qualitative structure of human resources. Results. Theoretical, methodological and practical problems of mobilization potential in the troops are investigated. The tendencies and prospects of development of these processes in the military sphere are analyzed. The leading tasks, the solution of which promotes the mobilization potential are substantiated. In the article, on the basis of the analysis of the existing system of training, mobilization in 2014 and passage of military service by the citizens of Ukraine, the mobilization potential of the regions of the country is determined. On the basis of the analysis of the age structure of the personnel called for mobilization, the most promising age group for the protection of the state was determined. A new approach to the mobilization potential of the state is determined and its components are elaborated. Scientific novelty. The necessity of this research is caused by the fact that since 2014 and till now there are fighting in the east of our country, it is not clear which regions have the greatest mobilization potential, considering not only human resources, but also the desire to fight for their state and if necessary give your life. To date, there are no identified factors that increase the mobilization potential in the regions that contribute to its improvement and, accordingly, the factors that aggravate this situation, which is what led to this study. Practical meaning. Modeling and analysis identify which areas have the highest mobilization potential, as well as the least, identify the factors that cause it and what measures should be taken to remedy the situation. The results of the study are designed to plan state structures for possible mobilization resources, from each area as needed, including a larger scale of hostilities. The geographical features that should be given the most attention in the analysis of the military potential of the military potential are highlighted.

The article is devoted to the study of the concept of war crime and analysis of its forensic characteristics. The study analyzed the concepts of crime, war crime and the probable reasons for their commission. It is determined that military service is an extremely important type of activity, as it is designed to ensure state security and protection of the state border of Ukraine. The main military formation in Ukraine is the Armed Forces of Ukraine, the procedure of which is determined by the relevant legislation, according to which the Armed Forces is an independent state and legal institution, a reflection of modern Ukrainian society, but with its specific demographic, organizational, social, psychological and legal features. It is established that any crime is a negative social phenomenon that poses a threat to both society and the state. The social danger of each crime is manifested in the task or the creation of the danger of causing significant harm to public relations: the interests of the individual, society, state, which are protected by criminal law. But in war crimes behind these relations are the interests of a higher order – the military security of the state: the state of combat capability of the Armed Forces, other military formations, the ability to perform tasks set by the state, and ultimately protect the country from possible military aggression. Any crime against military service undermines the combat capability of military units, as a consequence, causes significant damage to the combat capability of the Armed Forces of Ukraine and, ultimately, to the military security of the state. Thus, the social danger of war crimes finds its expression in the task or in the creation of a threat of significant damage to the interests of military security of the state in the field of its defense and, therefore, is characterized by an increased degree of public danger. For Ukraine, in terms of the Operation joint forces, war crimes are extremely negative, as these are the factors that undermine combat readiness, military discipline and legal consciousness of the servicemen, creates the conditions for the loss of military personnel, military property, and therefore requires the authorities to use all necessary resources to fight and prevent the Commission of war crimes. Thus, the data on the person that has committed war crimes, as an element of criminalistic characteristics are of fundamental importance because they are a solid information base, which later during the establishment of corresponding co-dependent relationships will determine the other unknown elements of criminalistic characteristics.

The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.

Abstract An analysis of the relationship between Jan III Sobieski and the people he distinguished shows that there were many mutual benefits. Social promotion was more difficult if the candidate for the office did not come from a senatorial family34. It can be assumed that, especially in the case of Atanazy Walenty Miączyński, the economic activity in the Sobieski family was conducive to career development. However, the function of the plenipotentiary was not a necessary condition for this. Not all the people distinguished by Jan III Sobieski achieved the same. More important offices were entrusted primarily to Marek Matczyński. Stanisław Zygmunt Druszkiewicz’s career was definitely less brilliant. Druszkiewicz joined the group of senators thanks to Jan III, and Matczyński and Szczuka received ministerial offices only during the reign of Sobieski. Jan III certainly counted on the ability to manage a team of people acquired by his comrades-in-arms in the course of his military service. However, their other advantage was also important - good orientation in political matters and exerting an appropriate influence on the nobility. The economic basis of the magnate’s power is an issue that requires more extensive research. This issue was primarily of interest to historians dealing with latifundia in the 18th century. This was mainly due to the source material. Latifundial documentation was kept much more regularly in the 18th century than before and is well-organized. The economic activity of the magnate was related not only to the internal organization of landed estates. It cannot be separated from the military, because the goal of the magnate’s life was politics and, very often, also war. Despite its autonomy, the latifundium wasn’t isolated. Despite the existence of the decentralization process of the state, the magnate families remained in contact with the weakening center of the state and influenced changes in its social structure. The actual strength of the magnate family was determined not only by the area of land goods, but above all by their profitability, which depended on several factors: geographic location and natural conditions, the current situation on the economic market, and the management method adopted by the magnate. In the 17th century, crisis phenomena, visible in demography, agricultural and crafts production, money and trade, intensified. In these realities, attempts by Jan III Sobieski to reconstruct the lands destroyed by the war and to introduce military rigor in the management center did not bring the expected results. Sobieski, however, introduced “new people” to the group of senators, who implemented his policy at the sejmiks and the Parliament, participated in military expeditions and managed his property.

In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.

Previous research has reported correlations between the military service records of parents and their children. Those studies, however, have not determined whether a parent’s military service causally influences an offspring’s participation in the armed forces. To investigate the possibility of a causal relationship, we examined whether lottery numbers issued to draft-eligible men during the U.S. Vietnam-era Selective Service Lotteries influenced the military participation of those men’s children. Our study found higher rates of military participation among children born to fathers whose randomly assigned numbers were called for induction. Furthermore, we perform statistical analyses indicating that the influence of lottery numbers on the subsequent generation’s military participation operated through the military service of draft-eligible men as opposed to mechanisms unrelated to service such as “draft dodging.” These findings provide evidence of a causal link between the military service of parents and their children.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

Relevance. The level of suicides, according to several authors, is one of the most significant indicators of mental health in society, including in the armies of the world.Intention. To analyze suicides and their existing prevention system in the Russian Federation population and Armed Forces in 2007–2018.Methodology. Mental disorders and behavioral disorders (F00–F99 by Chapter V, the International Classification of Diseases of the 10th revision) were analyzed according to 3/MED Form in the military units, where ≥ 80 % of the military personnel served. The longterm trends of the main statistical indicators of suicides and mental disorders among military personnel compared to the Russian population have been established.Results and Discussion. In 2007–2018, the level of suicides in the Russian Armed Forces was (12.00 ± 1.35) per 100 thousand military personnel and was 1.7 times lower than in the population of Russia (20.12 ± 1.56) per 100 thousand (p < 0.001). The level of suicides seems to decrease among the military personnel of the Russian Armed Forces. When analyzing the longterm incidence of mental disorders and the level of suicides in the personnel of the Armed Forces of Russia, no significant correlation was found. At the same time, in a cohort of officers and ensigns, a statistically significant correlation was established between the level of suicides and the general incidence of the Chapter V diseases (r = 0.87; p < 0.01), including stressrelated neurotic and somatoform disorders (F40–F48; r = 0.72; p < 0.01), mental and behavioral disorders associated with the use of psychoactive substances (F10–F19; r = 0.89; p < 0.001). In the military conscripts, there was a correlation between the level of suicides and general morbidity related to Chapter V diseases (r = 0.72; p < 0.05), including personality and behavior disorders in adulthood (F60–F69; r = 0.81; p < 0.01) and organic, including symptomatic, mental disorders (F00– F09; r = 0.76; p < 0.05). It was revealed that among the officers and military personnel under the contract, family and domestic causes of suicide prevailed in contrast to the draft servicemen. Meanwhile somatic and mental diseases as a predominant cause of suicide accounted for a relatively small proportion.Conclusion. Psychoprophylactic measures should be aimed at early detection of servicemen prone to suicidal behavior, effective assistance in resolving militaryprofessional difficulties and domestic problems, as well as at improving their adaptation to military service. Special attention should be paid to the early detection of people with addictive disorders, especially alcohol abusers.

The purpose of the article is to analyze the existing approaches to understanding the terms military sphere, military-industrial complex, defense-industrial complex, security and defense sector, military sector, determining the positioning of the military sphere and its position relative to other natural-geographical areas, joints and overlaps, identification of its functions and problems that interfere with proper functioning. Development of directions and prospects for the development of the military sphere and the Armed Forces of Ukraine in general. Method. The research was conducted on the basis of the analysis of available literature sources on this topic and the application of a spherical approach to the analysis of the positioning of the military sphere and the definition of its components. The available domestic and foreign literary sources and the ratio of these concepts within this literature are studied. Results. Theoretical and methodological problems of comparing concepts related to the military sphere and their interchangeability and interconnectedness are studied. The scheme of correlation of concepts of military sphere, defense-industrial complex and military-industrial complex is offered. Based on the spherical approach, we propose a scheme of the military sphere, which we consider as a sphere formed within the geosphere at the junction of social and natural spheres, at the intersection of demographic, informational, spiritual, environmental, technical, economic, political and social spheres. Within each oblast forming the sphere, three main sectors with the greatest influence on the military sphere are singled out. Six main functions of the sphere are singled out and arranged in order of importance on the basis of the proposed scheme. Scientific novelty. The need for this study is due to the fact that despite the fact that since 2014 and to date, fighting has been going on in the east of our country, in many universities the discipline of military geography and related disciplines is being stolen, the term military sphere has not been proposed. clear positioning of the military sphere among other social spheres. To date, the functions performed by the military sphere and the factors contributing to the improvement and development of this sphere have not been determined, which is what led to the implementation of this study. Practical meaning. Based on modeling and analysis, the main areas that affect the military sphere as such and to what extent are identified, the areas of greatest influence and sectors of influence within the regions are identified. The functions of the military sphere and the main factors influencing its development and transformation are highlighted, as well as what measures need to be implemented to improve the situation. The results of the research are developed for planning by the state structures of the program of development of the military sphere and for teaching the discipline "Military Geography". The geographical features of the military sphere are singled out, to which the greatest attention should be paid when analyzing the transformation of the military sphere.

The author analyzes the periods of origin, formation and development of the military education system. The problems of military education in general and the training of officers in particular, which cannot be solved without the integration of military professional education and education in military training centers at civilian universities, are touched upon. Using the example of M. A. Bonch-Bruevich St. Petersburg State University of Telecommunications, a new approach to the formation of the personnel potential of the Armed Forces – officers’ training at a civil educational institution is shown.
