The article deals with the formation of a network of cultural  institutions in Dagestan. Based on the analysis of archival  documents, the role of state authorities in the formation of a  network of educational institutions is determined, and the state of  their material and technical base is analyzed. The authors show that, under the management of state authorities, the problem of forming  a network of educational institutions was basically solved. Despite  the great achievements in the organization of cultural institutions in  the republic, the shortcomings generated by the weakness of the  material and technical base are also shown: the state of the  educational premises, the shortage of equipment, and the shortage  of pedagogical personnel. The true scale of the work on the expansion of the cultural institution network is shown. By the  end of the 1970s there were still many settlements in Dagestan that  did not have a permanent cultural institution. Much attention is paid  to the coverage of problems of cultural and educational work in the  cities of the republic in the post-war decades. Based on reliable  factual material, the authors trace the increase in the scope and  quality of the cultural events held in the cities of the region during this period, despite the continuing difficulties and unresolved  problems of that time. The article also reflects the assistance of the  federal center in the development of cultural and educational work in the republic.

Based on archival documents and previously pub-lished materials, an attempt is made to show the role of the pre-revolutionary education system in the socio-cultural development of the Yakut region. Si-beria was a place of exile for a long time and the state was in no hurry to develop education here. But the liberal reforms of 1860–1870 created the prereq-uisites for the development of the education system. The paper shows the formation and development of educational institutions in the region, provides in-formation on the number of schools and the number of students. The role of political exiles in raising the general cultural level of the local population is also revealed. The author comes to the conclusion that in the Yakut region, thanks to the state educational policy on education of foreign suburbs and public initiative, primary and then secondary educational institutions begin to open, which have had a signifi-cant impact on the socio-cultural life of the region.

Abstract. The article is devoted to the problem of the state of theatre life in the Terek region in 1917-1920, which is little studied in the regional historiography. The author introduces into the scientific circulation a corpus of new archival documents, which makes it possible to reconstruct the main activities of local theaters, to consider the influence of Moscow touring groups on the theatrical repertoire and audience preferences in the Terek region. The author dwelled on the difficulties experienced by theater companies in the difficult conditions of the revolution, the Civil War and the post-war devastation. The analysis of the documents allowed us to identify new forms of theatrical art, including workers, amateur and national theatrical societies, which fit well into the concept of educating the “new” Soviet person. In the conditions of the most fierce ideological battles, theaters were given the task of introducing the broad masses to art, who had previously been far from it and preferred simpler forms of leisure. In this regard, the repertoire of theaters was represented not only by classical works but also by revolutionary plays of mediocre quality. By trial and error, the theater acquired a new repertoire in a new environment, a spectator who was to educate and instill a good taste for highly artistic theatrical productions. The role of M. Bulgakov in the development of the proletarian theater is also interesting: the plays written by him had ideological fullness and in quality were much higher than those that were present in the repertoire of local theaters. Thanks to the writer’s efforts, the Ossetian Youth Studio was founded in Vladikavkaz, which became the basis of the future professional theater.

Educational institutions play a key role in shaping a modern civil culture in society around the world, because without adequate civil education it is inconceivable to implement quality civilian control over special services. Civil education is a necessary process of learning practical knowledge and skills and shaping competencies for personal development and improvement, for structuring a democratic society, for laws, rights and responsibilities that provide opportunities for real participation in public life. Training for human rights and civil liability and duty, the position of a pupil-citizen, by adopting the principles and values that serve as the foundation and organization of democracy and the republic, the knowledge of the institutions and the laws by developing the rules in the social and political life, exercise and ability to properly justify. So they would find meaning in the individual and the collective responsibilities in their active citizenship. Civil education contributes to the development of a critical spirit, but through the exercise of arguments for reasoning and more accurate decision-making, reasoning and judgment. Through educational institutions, young citizens are prepared to conduct dialogue, debate, resolve conflicts, and embrace forms of civil communication and interaction with special services. This is a basic approach to the basic concepts - man and citizen. Within even the small city, through the education of democratic citizenship, new moral values are being built and active participation in the civil processes of the small community is taking place. The duty of adolescents to become aware of citizens' rights and obligations, norms of conduct and values in a democratic society, as well as the promotion of the role of special services in the Republic of Bulgaria, will prepare them for training and stability as active citizens of the world. Civil education forms a citizen. Civil society, as a public way of life, can function properly only on the basis of an adequate knowledge of the laws of the Republic of Bulgaria and the moral-legal will applying this knowledge in real life. Civil society is the sphere of social activity that focuses on the degree of socio-economic development of society and directly determines the state. The typing of the state has its objective basis in the typography of civil society. Each civil society is a system of human needs and means to meet them, labor, socio-economic, legal and other subject-practical and conscious-volitional relations, as well as a system of human rights organizations and various social institutions. The duty of the national education system to civil society is to build the citizen - the bearer of national self-awareness, civil culture, moral and moral-legal will. Only such a citizen will, in the course of his life, reproduce civil society in accordance with the national idea.

The article gives an assessment of gymnasium education in Vologda in the middle of the XIX century based on the analysis of the diary written by Kirill Antonovich Berezkin, one of the students of Vologda provincial men’s gymnasium, and other archival documents. The article provides as well a brief description of the archival funds on the history of education kept in the State Archive of the Vologda Region. The role of sources of personal origin in studying the interior life of educational institutions is shown. Biographical information about K.A. Berezkin and the history of finding the diary are described. The plot lines of the diary are analyzed: descriptions of the events of Vologda life, famous personalities of Vologda, assessments of gymnasium teachers. It is interesting that the new source makes it possible to supplement the description of a prominent figure of Russian education, Fedor Nikolaevich Fortunatov, who in 1833–1852 was a teacher and, at the same time, since 1838, an inspector in Vologda gymnasium. The evidence enables to assess the level of the provincial educational system development. By the middle of the XIX century on the territory of Vologda province there was a seminary in Vologda, men’s and women’s uyezd and parish schools, vocational schools, rural and private schools for men, schools of the State Property department, but among them the central place was occupied by Vologda provincial men’s gymnasium.

The article is devoted to one but important direction of archival documents and information use - the publication of documents of the National Archival Fond of the Republic of Belarus, which are deposited in the state archives. The article briefly discovers the legal requirements for publishing activities, including organizational aspects of the preparation and conduct of the work fixed in the rules of work of the state archives. The author notes the significant achievements of the Belarusian archivists in this area in recent years, which are supported by both quantitative and qualitative indicators. However, despite the progress made in publishing activities, a number of problems to be solved still remain. Among them, the author notes the absence of uniform rules of the publication of archival documents, the lack of a single center, which coordinates the work of publication at the national level, undeveloped Belarusian diplomatique, which creates difficulties with the publication of documents of the 14th-18th centuries, the need to develop the requirements for electronic publication. Particular emphasis is placed on the role of archival science in the development of evidence-based approaches to the selection of papers for publication, development of common approaches to the transmission of texts published, preparation of relevant guidelines.

With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. As a non-profit organization, the Foundation is the right legal entity that becomes a place for educational institutions, especially private schools. Therefore, of course, Notary has a very crucial role in making notary deed in the form of establishment and deed of change, such as example how in making the right basic budget and not multi interpresatasi for stake holders in the foundation. Abstract This article contributes a securitisation-based, interpretive approach to state weakness. The long-dominant positivist approaches to the phenomenon have been extensively criticised for a wide range of deficiencies. Responding to Lemay-Hébert's suggestion of a ‘Durkheimian’, ideational-interpretive approach as a possible alternative, I base my conceptualisation on Migdal's view of state weakness as emerging from a ‘state-in-society's’ contested ‘strategies of survival’. I argue that several recent developments in Securitisation Theory enable it to capture this contested ‘collective knowledge’ on the state: a move away from state-centrism, the development of a contextualised ‘sociological’ version, linkages made between securitisation and legitimacy, and the acknowledgment of ‘securitisations’ as a contested Bourdieusian field. I introduce the concept of ‘securitisation gaps’ – divergences in the security discourses and practices of state and society – as a concept aimed at capturing this contested role of the state, operationalised along two logics (reactive/substitutive) – depending on whether they emerge from securitisations of the state action or inaction – and three intensities (latent, manifest, and violent), depending on the extent to which they involve challenges to state authority. The approach is briefly illustrated through the changing securitisation gaps in the Republic of Lebanon during the 2019–20 ‘October Uprising’.

Согласно Концепции Государственной программы улучшения здоровья населения на 2020-2025 годы в рамках дальнейшего внедрения системы ОСМС в РК одним из основных задач госудаства является повышение солидарной ответственности граждан за свое здоровье. Существующая солидарная ответственность должна побуждать пациентов развивать навыки самопомощи/самоменеджмента с целью лучшего управления собственным здоровьем. Цель исследования. Анализ роли самоменеджмента пациентов в системе солидарной ответственности за свое здоровье. Материал и методы. Данный обзор основывается на материалах ВОЗ и статей зарубежных и отечественных исследователей. Выводы. На сегодняшний день, в системе здравоохранения Казахстана одним из основных моментов является солидарная ответственность государства, пациента и работодателя. Ведь каждый гражданин должен принимать важные решения, которые оказывают существенное влияние на состояние его здоровья. Поэтому стратегии по повышению грамотности пациентов, их вовлеченность в процесс принятия решений и развитие самоменеджмента должны быть одними из фундаментальных стержней существующей системы ОСМС и политики здравоохранения. According to the Concept of the State Program for improving the health of the population for 2020-2025, as part of the further implementation of the compulsory health insurance system in the Republic of Kazakhstan, one of the main tasks of the state is to increase the joint responsibility of citizens for their health. The existing shared responsibility should encourage patients to develop self-help / self-management skills in order to better manage their own health. Purpose of the study. Analysis of the role of patients' self-management in the system of joint responsibility for their health. Material and methods. This review is based on WHO materials and articles of foreign and domestic researchers. Findings. Today, in the health care system of Kazakhstan, one of the main points is the joint responsibility of the state, the patient and the employer. After all, every citizen must make important decisions that have a significant impact on his health. Therefore, strategies to improve patient literacy, their involvement in the decision-making process and the development of self-management should be one of the fundamental pillars of the existing compulsory health insurance system and health policy.

This article analyzes the data provided by local law educational institutions and the Chamber of Advocates of the Republic of Uzbekistan, as well as national legislation of the Republic of Uzbekistan and foreign experience. Analysis showed critical lack of legal personnel in comparison with the people of the Republic of Uzbekistan at the lack of legal training a couple of times population. Concluding the research, proposals and recommendations to increase the number of lawyers in the country were given.
